MECHANICS FOR SEARCH FOR THE MOST FUNCTIONAL LIBRARY AND

LEARNING RESOURCE CENTER 2017

BACKGROUND AND RATIONALE

Learning resources in its various forms and editions are intended for archives and
upkeep and that is when libraries come into the picture. John Palfrey, in his book talk,
challenged the idea that library in the 21st century is gradually losing its importance even
though it plays a critical role in the information infrastructure (Pruitt, 2015). The basic
idea of opening libraries is to provide equal access to information. Yet still, readership is
a prevalent concern among school libraries especially in today's age of Google because
individuals have changed in how they consume information. Libraries and Learning
Resource Centers must initiate a system in collecting, digitizing, and providing free
online access to resources gathered from national and local libraries, museums, and
historical societies to modernize the collections and encourage 21st century learners to
visit libraries (Pruitt, 2015). The LRMS carried out a study about the condition of public
school libraries across the Eastern Samar Division. Out of 27 central elementary schools,
only 8 have library facility. Six (6) out of 55 junior high schools have an existing library
to date while 5 out of 25 schools offering senior high school program has a library. The
functionality of the libraries was measured through the school library profiling tool
provided by the central office. In reference to the LRMS Masterplan, more than half of
the existing public elementary school libraries are not functional while almost half of the
existing public secondary school libraries are not functioning well. Hence, the Search for
the Most Functional Library was conceptualized by the Eastern Samar Schools Division
LRMS to meet the demands of libraries in the Division. This activity generally aims to
recognize school best practices in terms of providing learners and teachers a better access
to quality learning materials through active utilization of the school library.

II. PROJECT OBJECTIVES


Adhering to one of the Department of Education's key thrusts of raising the quality
education by improving access to quality teaching and learning resources, the Search for
the Most Functional Library aims to:
a. to recognize school in terms of providing learners and teachers a better access to
quality learning materials through active utilization of the school library;
b. guide and provide the schools with division standard policies on how to improve their
library utilization;
c. showcase schools best practices in promoting readership through active use of library
and other option alternatives to such.

IV. MECHANICS

1. All Public Elementary and Secondary Schools in the Schools Division of Eastern Samar
shall participate in the said Search.

2. Categories for this Search are the following:

a. Most Functional Library — Elementary Level


b. Most Functional Library — Secondary Level
c. Most Functional Learning Resource Center – Elementary Level
d. Most Functional Learning Resource Center – Secondary
c. Most Outstanding School Librarian— Secondary Level

3. Only school with School Librarian item & physical library for this purpose shall participate
to the search for Most Outstanding Librarian.

4. Each school library and SLRC shall be monitored and evaluated quarterly using an
inclusive rubric and monitoring tool through the Learning Resource Management and Development
section and the Public School District Supervisors.

5. Entry with the highest score attained shall be declared as the Most Functional Library/
Learning Resource Center.
