One dead in officer-involved shooting in North Columbus

One person has died in an offi-
cer-involved shooting in North Co-
lumbus this morning.
The shooting occurred shortly
before 8 a.m. on a stretch of railroad
tracks near the intersection of Water-
works Road and 22nd Street North.
Lowndes County Coroner Greg Mer-
chant confirmed that an individual
died in the shooting, but did not re-
lease further details by press time.
Columbus Public Information Of-
ficer Joe Dillon confirmed the shoot-
ing happened after a chase with a
suspect.
Officers with both Lowndes Coun-
ty Sheriff’s Office and Columbus
Police Department were on scene.
LCSO Chief Deputy Brent Swan
said no law enforcement had been
injured. Neither he nor CPD Chief
Fred Shelton would release further
information by press time, including
whether it was a city or county officer
who shot the deceased individual.
Officials with Mississippi Bureau
of Investigation will investigate the
case.

Acker was perhaps best known in
the community as the driving force
behind the Columbus Redevelop-
ment Authority. He was selected as
the chairman of the five-member
CRA board when it formed in 2014.
The board was charged with devel-
oping and implementing the city’s
redevelopment plans, most prom-
inently the Burns Bottom project,
which calls for a conversion of a
five-block section of the city just
east of the Columbus Soccer Com-
plex. The project was launched in
2015 and is still in progress, with
the aim of converting the blighted
area to higher-value residential de-
velopment.
He was also instrumental in bro-
kering the Columbus Municipal
School District’s sale of Lee Mid-
dle School to local developer Scott

should you wear a mask in pub-
lic? Global health authorities say
no. Amid a shortage of masks, the
U.S. is sticking with that advice but

But “there is no specific evi-
dence to suggest that the wearing of
masks by the mass population has
any particular benefit,” Dr. Mike
Ryan, the WHO’s epidemics chief,
told reporters Monday.
“In fact, there’s some evidence
to suggest the opposite,” he added,
noting risks from an improperly fit-
ted mask or touching the face while
taking it off or putting it on.
For months as the COVID-19
crisis grew and masks disappeared
from store shelves, U.S. health of-
ficials have agreed. The virus is
believed to spread mostly through
droplets from coughs or sneezes,
and thus the main advice has been
to keep your distance — staying 6
feet away — in addition to frequent
hand-washing and not touching
your face. Health workers who may
be doing procedures that generate
tinier particles are supposed to get
high priority for tight-fitting filter-
ing masks.

Allen Howell Mapp, Jr. was born April 7,
1937 to Allen Howell and Elma Triplett Mapp in

He met and married Jeanette Daniel on June 30,
1963. He went to the University of Tennessee
where he received his master’s degree in social
work.
Mr. Mapp served as a bi-vocational pastor
for fifty years, serving churches in Noxubee,
Lowndes, and Winston counties. He had a
passion for helping people and made several
mission trips out of the country. He was an active
member of the Macon Lions Club and several
civic organizations. At the time of his retirement,
he was Regional Director for Vocational Rehab
for the Blind. He was an active member of Elon
Baptist Church, serving as pastor there for a
number of years. He is preceded in death by his
parents, and sister, Elma Hugh Murphy.

struggle in a stuck-at-home nation
The FCC puts the number of Americans without
broadband at 21 million, but its data is faulty and
most likely undercounts the problem

NEW YORK — In Sandwich,
New Hampshire, a town of 1,200
best known as a setting for the mov-
ie “On Golden Pond,” broadband is
scarce. Forget streaming Netflix,
much less working or studying
from home. Even the police depart-
ment has trouble uploading its re-
ports.
Julie Dolan, a 65-year-old retir-
ee in Sandwich, has asthma. Her
husband has high blood pressure.
Dolan doubts her substandard
home internet could manage a re-
mote medical appointment, and
these days no one wants to visit
the doctor if they can help it. That
leaves 19th-century technology —
her landline phone. “That is all I
would have,” she says.
As schools, workplaces and pub-
lic services shut down in the age
of coronavirus, online connections
are keeping Americans in touch
with vital institutions and each oth-
er. But that’s not much of an option
when fast internet service is hard to
come by.
Although efforts to extend
broadband service have made prog-
ress in recent years, tens of millions
of people are still left out, largely
because phone and cable compa-
nies hesitate to invest in far-flung
rural areas. Government subsidies
in the billions haven’t fully fixed the
problem.
Many more simply can’t afford
broadband. U.S. broadband costs
more than in many comparable
countries — an average of $58 a
month compared to $46.55 across
29 nations, according to a 2018 Fed-
eral Communications Commission
report.
Such disconnected people “al-
ready have to work harder to tread
water,” said Chris Mitchell, who ad-
vocates for community broadband
service at the Institute for Local
Self-Reliance. “I don’t think people
appreciated the magnitude of the
problem.”
Even in cities, the high cost of
internet access means many go
without. Low-cost local alternatives
such as libraries and cafes have
shut down.
In St. Louis, Stella Ashcraft,
63, lives from check to check and
can’t afford internet. Her senior
center, where she plays bingo, does
puzzles and gets lunch five days a
week, is closed. So is her church
and the library where she checks
email. She’s gotten texted photos of
her newborn grandchild, but forget
about a Zoom call to see the baby.
“I feel very withdrawn, isolated,
alone,” she said.
There are no definitive numbers
on those without broadband. The
FCC puts the number at 21 million,
but its data is faulty and most likely
undercounts the problem. An inde-
pendent group called Broadband-
Now pegs it at 42 million. The digi-
tal divide disproportionately affects
rural areas, African Americans,
Latinos and Native Americans on
tribal lands.
Phone and cable companies have
pledged not to cut people off if they
can’t pay bills and opened their Wi-
Fi hotspots to the public. Some are
expanding low-cost programs for
poor people and lifting data caps so
more people can get and stay con-
nected.
Millions of Americans working
from home are learning to use on-
line video in place of face-to-face
meetings, but that’s not an option
for those with only a trickle of data
service.
Brie Morrissey, who owns a
building outfitted with broadband
in Dublin, New Hampshire, would
prefer to maintain social distance
by working from home. But she
keeps heading into the office for the
connection, and as a result, is con-
stantly cleaning the place — wiping
down door knobs, the bathroom
sinks and “every inch of the build-
ing,” she says.

about the music. Yes, they
wanted to please the ear,
but they played for the
Army. For America.
So earlier this month,
when concert dates evap-
orated with the spread of
COVID-19 and the band
was ordered back to Fort
George G. Meade in Mary-
land, there was never any
question: The band would
not stand down. The mu-
sic would not stop.
With an already faith-
ful following on Facebook
and YouTube, they quickly
set up a studio space from
which to live stream.
The result: a daily “We
Stand Ready” virtual con-
cert series that has attract-
ed more than 4.3 million
viewers in just 10 days,
said Master Sgt. Brian T.
Sacawa, a Concert Band
saxophonist for 17 years.
Music “has the power
to make incredibly deep
and meaningful connec-
tions,” said Sacawa, a na-
tive of Schenectady, New
York. “It inspires people.
It heals people. It unites
people. And what better
time than now to send that
message to the American
people?”
The unit includes
the concert band, a cho-
rus, jazz band and other
smaller ensembles. It
broadcasts from the con-
cert band rehearsal hall,
which now looks more
like a television studio.
Like other Americans,
band members have been
ordered to socially dis-
tance — something that
poses unique challenges
for musicians.

unit’s barbershop quartet,
Sgt. Maj. Rob McIver is
used to standing cheek-
to-jowl with his comrades.
“It is a little strange to
sing barbershop quartets
and sing them at a dis-
tance of 6 feet or greater
from your colleagues,”
said McIver, an Owens-
boro, Kentucky, native. “It
makes it a little more dif-
ficult to, you know, kind
of like physically play off
with each other if there’s,
like, a gag bit or some-
thing that’s supposed to
be sort of funny.”
Normally, the unit’s
150 musicians and sup-
port personnel spend
about 100 days a year
crisscrossing the country
and globe, performing in
concert halls, veterans’
homes, school gymnasi-
ums and, sometimes, the
theater of war.
There are benefits to
staying at home. Sgt. Maj.

Precautions aren’t prevention
Y
ou’ve probably heard the idea
that if you repeat a lie often
enough, it becomes true.
It’s a delicious bit of irony, of
course, because that statement itself
isn’t true.
What’s true is true and what’s false
is false, regardless of popular opinion.
But there are, indeed, many cases
where something is repeated so often
by so many that it generally becomes
accepted as fact and no one ever both-
ers to probe its veracity.
One example comes from a state-
ment often repeated around Super
Bowl time: That incidents of domestic
violence skyrocketed on Super Bowl
Sunday.
For years, it was accepted as fact
until, finally, a reporter was curious
enough to check the data. It turns out,
domestic violence is no more prevalent
on Super Bowl Sundays than on other
Sundays. Faced with that data, do-
mestic abuse advocates admitted that
the claim was well-intentioned, if not
accurate.
For the past few weeks, our atten-
tion has been narrowly focused on
COVID-19, and the idea that some
things are accepted as fact applies
here, too.
At the national, state and local level,
health and government officials have
consistently pleaded with us to avoid
gathering in groups of 10 or more as a
precaution against the virus.
State and local governments across
the country have written it into their
policies and ordinances.
It’s just something we accept.
The question no one seems to have
asked is this: Is there some magical
health benefit associated with the
number 10? Are groups of nine safe,
but groups of 11 dangerous? Why and
how did the number 10 become the de
facto tipping point?
Dr. Stephen Threlkeld, an infec-
tious disease specialist with the Bap-
tist Medical Group, says that “magic
number” just seems to have material-
ized out of the ether.
“I think, maybe, governments and
municipalities have to make rules and
that’s the number that was arrived
at,” Threlkeld said. “Certainly, there’s
no magic formula. You can contract
coronavirus from a group of two, if one
of those people has the virus. There
was a report that six family members
went on vacation and all six contract-
ed the virus. If there had been 10
family members, it’s very likely that
the number of those with the virus
would have been 10. The number, in
and of itself, doesn’t matter. The real
message is that the exposure goes up
with the number of people. That’s the
message.”
In light of that, another question
may emerge: “So what?”
The answer is that making an
assumption based on an arbitrary esti-
mate can create a legitimate problem.
In those instances, precaution is
sometimes equated with prevention.
That is not always true. In fact, in
some cases, precautions, wrongly un-
derstood, can make us vulnerable.
There is the danger. Wearing a
mask does not make you immune from
the virus. Neither does limiting your
interactions in groups of 10 or less. No
one is bullet-proof. Those precautions
improve your odds, but they do not
eliminate the threat.
Staying away from crowds doesn’t
mean you can touch your face all you
want. Wearing a mask doesn’t mean
you don’t have to wash your hands.
That’s important to understand.
Certainly, we should take all the
precautions health experts recom-
mend. But remain vigilant. Make no
assumptions.
Taking a head count doesn’t make
you safe. Avoiding unnecessary con-
tact with people is a far better strategy.
That requires no math at all.

Comparing COVID-19 and H1N1
In his March 26 letter Raymond Gross argued that
Vice-president is a poor choice as a nominee for Pres-
ident by the Democrats. Mr. Gross pointed to Biden’s
role in the Obama administration’s handling of the new
H1N1 virus a decade ago as an example of this, pre-
senting accurate statistics from the CDC: 60.8 million
cases, 274, 000 hospitalizations, and 12,469 deaths over
a 12-month period from April 2009 to April 2010. Not a
pretty picture, no argument from me.
But is that H1N1 response worse than the Trump
administration’s response to COVID-19? If the metric of
that, as Gross implied, is simply the number of deaths,
then let’s compare. For COVID-19, I’ll use statistics
from the University of Washington’s Institute of Health
Metrics and Evaluation (IHME) obtained at ‘https://
covid19.healthdata.org/projections’.
IHME forecasts ranges for 3 metrics: total hospi-
talizations, deaths per day, and total deaths. They use
projections from models based on certain assumptions
about how much testing will be done and how much
social isolation is practiced to make these projections,
run the models thousands of times (each outcome is
independent and different) and report the median values
with the minimum and maximum values — shown below
as ‘median (min; max):
Total hospitalizations on the projected national peak
on April 14: 232,000 (116,000; 466,000) - that’s just on
April 14.
Deaths on April 14: 2,340 (1126; 4827) — 17% of the
total H1N1 deaths over a 12-month period — on April
14th alone. COVID-19 deaths are projected to equal total
H1N1 deaths (12,500) on April 7, one week from now.
Total number of deaths from COVID-19 period:
81,000 (38,000; 162,000). Even the low end of that range
is more than 3 times higher than the total deaths from
H1N1 in slightly over half the time. LOCAL VOICES
Thoughts about today
The model assumptions I mentioned above have been
modified to reflect current reality so the forecasts have
changed. The best-case scenario is now 100,000-200,000

deaths which assumes a national shut-down not yet in
place. Without one right away we may see 1-2 million
deaths.
Part of the problem is the tepid federal response
which, instead of establishing a coordinated national
response in testing and PPE production, has states com-
peting not only with each other but with FEMA! I do not
know in what world this makes sense — but it is not this
one. Imagine a WWII scenario in which FDR took the
same approach after Pearl Harbor. I doubt the US would
have survived.
Had the Trump administration begun coordinated
production of PPE and testing in January when first
advised of the seriousness of this outbreak our best-case
scenario now could well have been the worst-case.
If I were Mr. Gross, I think I’d steer clear of the H1N1
argument. All Presidents get dealt crises. They differ
in how they respond. Even now it is clear that President
Trump’s ham-fisted handling of this crisis will result in
thousands — if not hundreds of thousands — of need-
less deaths.

JACKSON — A Mississippi
lawmaker is resigning as of
Tuesday because he will not be
able to collect his state govern-
ment pension while serving in
the state House.
Republican Rep. Billy An-
drews of Purvis is the second
House member to resign for
this reason since the four-year
term started in January. Re-
publican Rep. Ramona Black-
ledge of Laurel stepped down
Jan. 31.
Andrews is a retired Lamar
County Court judge. In his let-
ter resigning from the House,
he wrote that he qualified to
run for the House based on the
belief that he could serve for
less than full legislative pay
and still receive his pension
through the Mississippi Public
Employees Retirement Sys-
tem. He said the Republican
House speaker, Philip Gunn,
“has blocked that effort.”
Andrews represents Dis-
trict 87 in Forrest and Lamar
counties. Republican Gov. Tate
Reeves will have to set a spe-
cial election to fill that seat for
the rest of the term.
The Mississippi Public Em-
ployees Retirement System had
a longstanding rule that said
state elected officials could not
receive salaries and pension
benefits simultaneously. In No-
vember 2018, then-Mississippi
Attorney General Jim Hood, a
Democrat, issued a nonbind-
ing legal opinion contradicting
that rule.
In late 2019, the pension
board finalized a rule that went
along with Hood’s legal opin-
ion. It said Mississippi govern-
ment retirees can continue col-
lecting pension benefits while
also being paid to serve in the
Legislature.
Gunn said in January that
he disagreed with Hood’s in-
terpretation of state law. Gunn
also said that if legislators
want to change the law that has
been in place for decades, they
should file a bill to do so. A bill
was filed and was killed during
a hastily called House commit-
tee meeting after he said that.
In the resignation letter
submitted Thursday, Andrews
apologized to his House con-
stituents for leaving office.
“The failure of our state
leadership to implement a pol-
icy allowing PERS retirees to
serve has denied legislative
service to over 100,000 cur-
rent retirees and over 100,000
members who are still active,”
Andrews wrote. “The change
will come — but not until Gunn
and other leaders stand up and
do what is right.”
Andrews and Blackledge
were among the four retired
public employees — all Repub-
lican — who were elected to
the House in November. The
other two remain in the House.

NEW ORLEANS — A major flood
control structure on the Mississippi Riv-
er may have to soon be opened up to ease
pressure on New Orleans levees, federal
authorities said Tuesday.
The river is expected to crest above 17
feet at a key New Orleans gauge as early
as Friday, the U.S. Army Corps of Engi-
neers said in a news release.
That would likely lead to the opening
of a structure that diverts water through
the Bonnet Carré Spillway. It would be
the first time the structure has been used
three years in a row to keep the river from
damaging New Orleans’ levees.
The spillway was created to limit the
river’s rush past New Orleans, keeping it
below 1.25 million cubic feet per second.
But opening the spillway has environmen-
tal effects, sending river water and the
pollutants it carries into brackish Lake
Pontchartrain north of New Orleans and
the Mississippi Sound, dropping their
normal salinity levels.
Two extended openings of the struc-
ture last year were blamed by Mississippi
authorities for feeding toxic algae blooms
and killing oysters, dolphins and other
sea life. The U.S. Commerce Department
declared an economic disaster in Louisi-
ana, Mississippi and Alabama because of
“extreme flooding events in the Gulf of
Mexico.”
A federal lawsuit filed in Mississippi in
December by several cities, counties and
groups accuses the corps and commis-
sion of violating federal law by opening
the spillway more frequently. They say
the defendants hurt wildlife and localities
by opening it for prolonged periods of time
without considering the consequences.
Joe Spraggins, who heads the Missis-
sippi Department of Marine Resources,
told The Sun Herald in Biloxi, Mississip-
pi, that he hopes the Bonnet Carré will be
opened for fewer days this year. He said
damage would be less if the spillway could
be closed by the end of April. He expects
problems if the fresh water flow continues
as the sound grows warmer.
The Corps said Tuesday’s announce-
ment was the result of an unexpectedly
high forecast for the river’s crest. The
statement stressed that the forecast could
change.

Acker was a father of
three, all of whom attend-
ed Heritage Academy. He
was an active supporter of
the school, particularly its
sports programs, where
he served as the radio
voice of the Patriots bas-
ketball program.
The news came as a
heavy blow to the Heri-
tage Academy family, said
Greg Carlyle, the school’s
headmaster.
“We’re just trying to
get our heads around it
now,” Carlyle said. “His
two daughters, Mary and
Anna, graduated from
Heritage and his son, Eli,
is a senior this year. We’re
getting prayer groups to-
gether and we’ll be sup-
porting the family any
way we can.”

those problems so we will
be prepared for those is-
sues.”
Though the interna-
tional sports federations
went along with the new
dates, some of them, like
the International Triath-
lon Union, preferred the
cooler spring during Ja-
pan’s cherry blossom sea-
son. But that was overrid-
den by the easiest route to
lining up venues.
“We are having discus-
sions with all the venues at
the moment,” said Toshiro
Muto, the CEO of the or-
ganizing committee. “At
this point we don’t have a
final decision. However,
some problems have al-
ready become apparent.”
Muto said organizers
haven’t yet heard from
any venues saying the re-
scheduled Olympic events
can’t be staged there next
year.
“There are a lot of ven-
ues that can’t make a de-
cision yet. So we have to
negotiate with them,” he
said. “If we have to make a
change to the venues, then
we might have to change
the competition schedule
as well.
“I personally don’t
think there are going to
be many major changes to
the (competition) sched-
ule,” he added. “But our
discussions haven’t gone
that far yet.”
David Wallechinsky,
the president of the In-
ternational Society of
Olympic Historians, said
the Olympics in 2021 —
they will still be officially
called the 2020 Olympics
— could become a symbol
for a world pulling togeth-
er after the pandemic.
“I see this postpone-
ment as more of an op-
portunity for the Olympic
Movement, rather than
a setback,” he said in an
email to The Associated
Press.
He said an outright can-
cellation, rather than post-
ponement, probably was
not feasible.
“From a financial point
of view, cancellation was
not a viable option,” he
said. “The repercussions
would have been complex
and widespread.”
The Olympic flame,
which arrived from
Greece on March 12, will
stay temporarily in the
northeastern prefecture
of Fukushima. The Olym-
pics were supposed to
focus on that area’s strug-
gles from the earthquake,
tsunami and the meltdown
of three nuclear reactors
in 2011. But the flame’s
symbolism next year is
likely to shift to recovery
from the pandemic.
Mori and Muto have
both acknowledged rejig-
gering the Olympics will
incur “massive costs.” Es-
timates range between an
added $2 billion-$6 billion.
And Japanese taxpayers
will pick up most of the
bills, as they have for most
of the preparations so far.
Muto promised trans-
parency in calculating the
costs, and testing times
deciding how they are di-
vided up.
“There will be costs
and we will need to consid-
er them one by one,” Muto
said. “I think that will be
the tougher process.”
Japan is officially
spending $12.6 billion to
organize the Olympics.
However, an audit bureau
of the Japanese govern-
ment says the costs are
already twice that much.
When it won the bid in
2013, Tokyo said the
Olympics could cost $7.3
billion.
All of the spending is
public money except for
$5.6 billion from a pri-
vately funded operating
budget. About $3.3 billion
in that budget has been
raised from local spon-
sorship deals driven by
Dentsu Inc., Japan’s giant
advertising and public re-
lations company.
That sponsorship
amount is almost three
times more than any pre-
vious Olympics.
“The current sponsor
contracts will expire this
year,” Muto said. “And
since the games will be ex-
tended until next year, we
would like to ask them for
extensions. I’m not hear-
ing they have any specif-
ic objections to this. And
whether we would like to
ask them for more con-
tributions — nothing has
been decided.”
The Switzerland-based
International Olympic
Committee is contribut-
ing $1.3 billion to the To-
kyo Olympics, according
to organizing committee
documents. The IOC’s
contribution goes into the
operating budget.
The IOC had income in
the latest four-year Olym-
pic cycle of $5.7 billion,
and 73% was from selling
broadcast rights with 18%
from long-term sponsor
revenue. American broad-
caster NBC makes up half
of the IOC’s broadcast rev-
enue and pays more than
$1 billion for the rights to
each Olympics.
The IOC also has al-
most $2 billion in reserve
funds and insurance to
cover emergency situa-
tions.
“NBC, in particular,
has a lot to say,” Walle-
chinsky said. “That’s why
the games are scheduled
for the summer, which is
not ideal for athletes com-
peting in outdoors sports.
The 1964 Tokyo Olympics
took place in October,
when the weather was
more favorable.”

you to kind of sell your-
self and to gauge a kid’s
interest and try to see if
it’s a place the kid would
like to come play as well,”

playoffs by one team in
each conference for a total
of 14 next season as they

call to discuss league busi-
ness after the annual meet-
ings were canceled due
to the new coronavirus,
the owners also awarded
one of those extra games
to CBS and one to NBC.

Quarantine:
Part I
In a very short amount of time, ways of life were changed
in the Golden Triangle. Schools, churches, clubs and local
businesses closed with uncertain prospects for reopening.
People quickly started working from home and spending
less time in the public. Social gatherings came to a halt while
social distancing became the new norm.
For many, the pace of life slowed dramatically.
Days once filled with the sound of cars and machines are
now brimming with voices and chirping birds.
Last week Dispatch employee and freelance photographer
Deanna Robinson made her way across Lowndes County with
her camera. She found families playing together, couples
spending time having real conversations, children learning
outdoors and people working from home.
She described it as a calming experience in an uncertain
time.

Cooking is “like therapy,” for
Fraser, who credits her mother, Joy
McClanahan — a Dispatch Cook of
the Week in 1962 — and her grand-
mother, Erma Baynham, for passing
on a joy of it.
As the egg hunters got older,
Fraser’s mother carried on the
tradition, but with a twist.
“As we became adults, we started
having three-legged hunts, just
like we used to do the three-legged
races for field day at school,” Fraser
explained. “It’s a wonder no one
broke any bones trying to hunt eggs
that way. We would laugh until we
cried. We still have 3-legged hunts.”

ing digital series in which blindfolded chefs get

Then there’s the gimmick-free “America’s
