In inviting reference to the above subject, it is to enclose herewith the detailed estimate, draft
supplementary agreement, EOT and bill of COS in accordance with the in-principle approval of COS
by NHAI (HQ) for kind information and further action.

A. Detail Estimate:
The estimate in detail is prepared for Change of Scope (foundation) following the design &
drawings approved by III, BBSR as per IRC-SP-114:2018. The difference in quantities of
estimates for foundations as per IRC-SP-114:2018 and IRC-06:2017 has been accessed
considering extra 118 nos. of Piles and changed dimensions of 61 nos. of Pile caps.

The cost of difference in quantities between drawing & design of IRC-SP-114:2018 and 1RC-
06:2017 of COS is calculated following the prevailing SOR of Works department of State of
Odisha and updating with WPI of 2019 amounts to Rs. 6,68,86,468/- excluding GST (12%)
against the in-principle approval of Rs.7,03,09,494/- excluding GST (12%) as per letter no.
144246, dated-18.11.2019 of NHAI, HQ (Annexure-I). The difference of cost in between present
detailed estimate and in-principle approval is due to exclusion of Sub-structure (i.e Piers Shaft)
from COS.

B. EOT (Additional time required for execution for COS Work):

There were 244 nos. of piles as per IRC-06:2017 in 59 piers & 2 Abutments @ 4 nos.
piles in each groups leaving 5 no. piers & 2 no. abutments with open foundations. Those 244
nos. of Piles, 7 nos. Open foundations and 61 nos. Pile/Abutment Caps require 242 days
(01.07.2018 to 27.2.2019) of working time period as per work programme submitted by
contractor vide letter no. 071, dated 30.05.2018 (Annexure-II). The cost of such work
(Foundations) following IRC-06:2017 as per Table -1.3.2 of Schedule-H @ 17.46% of 68.34% of
Contract Agreement price comes to Rs.8,74,49,227/-. The total cost of foundation as per revised
Drawings & Design following IRC-SP-114:2018 is Rs 15,43,35,695/- (Rs.8,74,49,227/-+ Rs.
6,68,86,468/-) Excluding GST (12%).

Considering the total foundation of 362 nos. Piles and 59 nos. Pile Caps of changed
dimensions as per IRC-SP-114:2018 and 2 nos. of Pile Caps with 7 open Foundations as per IRC-
06:20 17 due to revision of Drawings & Designs at a cost of Rs 15,42,27,396/- Excluding GST
(12%), the revised work programme submitted by agency for construction of foundations
require 365 days (i.e. 01.03.20 19 to 3 1.03.2020) working time period.

The Additional time required for execution of COS (Foundations) at a cost of Rs.
6,68,86,468/- Excluding GST (12%) (i.e. 76.36% excess of Contract Agreement value of
Rs.8,74,49,227/- as per weight-age in Table-1.3.2 of Schedule-H) as suggested by the contractor
for 123 days (365 days-242 days) i.e. the difference of time required for execution of
foundation as per the revised and original work programme is assessed to be genuine and
recommended for approval. This Extra time recommended for approval is over and above the
earlier recommended EOT for 175 days (i.e.: 04.07.2018 to 25.01.2019) for the contract
project.

C. Extended Project Mile Stone:

Considering the Original EOT recommended earlier for 175 days up to 27.04.2020 and
additional time required for execution of COS for 123 days, the total delay period comes to 298
days (175 days +123 days) i.e. up to 28.08.2020 and accordingly the extended project milestone
as tabled below is recommended for approval.

 As the COS is a part and monolithic constituent of foundation is to be executed
simultaneously with other items of project/work as per revised work programme and also the
contractor has started the foundation works (Piling) on dated 01.03.2019 after due consultation
and field inspections with Authority and Authority's Engineer, the Extended Project Mile Stones
are prepared adding the cost & time period of COS with the project as a whole.

The extended date of Milestone-Ill & Milestone-IV (Scheduled Completion Date) may be
corrected/changed as per the approval of EOT (175 days) & additional time required to execute
the COS (123 Days) by the Authority as the Milestone-I & Milestone-Il have been achieved by
contractor on 25.03.2019 & 18.09.2019 respectively.

D. Draft Supplementary agreement:

The Draft Supplementary agreement as desire by NHAI following Clause no. 1.3.2 of
Schedule-H, Clause no. 10.3.2 for COS and Clause no. 19.10 for Price adjustment prepared for
execution of COS at a cost of Rs. 6,68,86,468/- Excluding GST (12%) with 123 days time
period is enclosed herewith for your kind approval. No compensation and escalation as per
Clause no. 19.10 over and above the COS cost of Rs. 6,68,86,468/- Excluding GST (12%) is
applicable nor recommended as current SOR of State Government and WPI 2019 is adopted for
assessment of cost.
The details estimates with Drawings, Draft Supplementary agreement, COS bill for the
work done up to IPC-8 and related documents are enclosed herewith for kind information and
further action.
