The CSSF aims to provide a unified focus for child-centered and evidence-
based efforts to promote Disaster Risk Reduction throughout the
education sector and to assure universal access to quality education.

The document includes an introduction to the framework and its


components. Detailed descriptions of each pillar are also provided,
including key actors and key responsibilities necessary to implement CSS.

Purpose
This framework provides a comprehensive approach to reducing risks
from all hazards to the education sector. The past decade has brought
children’s advocates together:

 To improve all children's equitable and safe access to a quality,


inclusive and integrated basic education
 To monitor and evaluate progress of initiatives for reducing disaster
and conflict risks
 To increase availability of and access to hazard-related evidence,
such as multi-hazard early warning systems’ data and disaster risk
information
 To promote risk reduction and resilience in the education sector,
including clear focus in major international agreements (eg.
Sustainable Development Goals and Sendai Framework for Disaster
Risk Reduction 2015-2030)
 To strengthen coordination and networks for resilience from all
levels- local to international
 To strengthen education governance and local participation
 To strengthen conflict risk reduction in order to implement
integrated, inclusive measures to prevent and reduce hazard
exposure and vulnerability to disaster, increase preparedness for
response and recovery, and strengthen resilience

The CSS framework is intended to advance the goals of the Worldwide


Initiative for Safe Schools, the Global Alliance for Disaster Risk Reduction
and Resilience in the Education Sector, and to promote school safety as a
priority area of post-2015 frameworks for sustainable development, risk
reduction and resilience.

PILAR 1
Pillar 1 - Safe Learning Facilities addresses school safety through
structural components including in the following areas: school site
selection, building codes, disaster resilient and 'green' design,
performance standards, builder training, construction supervision, quality
control, remodeling, retrofit, and water, sanitation and hygiene.

Pilar 1 - Fasilitas Pembelajaran Aman membahas keselamatan sekolah


melalui komponen struktural termasuk dalam bidang-bidang berikut:
pemilihan lokasi sekolah, kode bangunan, desain tahan bencana dan
'hijau', standar kinerja, pelatihan pembangun, pengawasan konstruksi,
kontrol kualitas, remodelling, retrofit, dan air, sanitasi dan kebersihan.

PILAR 2
Pillar 2 - School Disaster Management addresses school safety through
disaster management planning and processes including in the following
areas: assessment and planning; physical, environmental, and social
protection; response skills and provisions; representative/participatory
SDM linked to school-based management; educational continuity
planning; standard operating procedures; contingency planning.

Pilar 2 - Manajemen Bencana Sekolah membahas keselamatan sekolah


melalui perencanaan dan proses manajemen bencana termasuk dalam
bidang-bidang berikut: penilaian dan perencanaan; perlindungan fisik,
lingkungan, dan sosial; keterampilan dan ketentuan respons; SDM
representatif / partisipatif yang terkait dengan manajemen berbasis
sekolah; perencanaan kesinambungan pendidikan; prosedur operasi
standar; perencanaan kontingensi.

PILAR 3
Pillar 3 - Risk Reduction and Resilience Education addresses school safety
through education activities and systems including in the following areas:
Education for Sustainable Development, child-centered learning, formal
curriculum integrations and infusion, national consensus-based key
messages, teacher training and staff development, extracurricular and
community-based informal education, conflict sensitive education for
diversity, acceptance, peace, and social cohesion.

Pilar 3 - Pengurangan Risiko dan Ketahanan Pendidikan membahas


keselamatan sekolah melalui kegiatan dan sistem pendidikan termasuk
dalam bidang-bidang berikut: Pendidikan untuk Pembangunan
Berkelanjutan, pembelajaran yang berpusat pada anak, integrasi dan
infus kurikulum formal, pesan utama berbasis konsensus nasional,
pelatihan guru dan pengembangan staf , pendidikan informal
ekstrakurikuler dan berbasis masyarakat, pendidikan sensitif konflik untuk
keberagaman, penerimaan, perdamaian, dan kohesi sosial.
