Specification Indoor & Outdoor Distribution Transformer

0.0. Forward
0.2. The standard is intended only for the purpose of technical specification to facilitate procurement of
material and does not include provision of contract.
0.3. The standard is subject to periodic revisions as and when occasion demands.
1.1. The transformers shall be 3 phase, oil-immersed, self cooled, core type, designed for distribution
service. They will be used to supply LT distribution networks with lighting and power-loads. The
transformers shall be required to be continuously in circuit. The transformers shall be generally in
conformity with
i). IEC Publication 60076 (amended todate) Power Transformer (part 1-5)
ii). IEC Publication 60137 (amended todate) Bushing
iii). IEC Publication 60296 (amended todate) Transformer Oil
iv). IEC Publication 60060 (amended todate) High Voltage Testing Techniques
2.0. Scope
2.1. This standard covers the requirements of 3-Phase, 11/ 0.420 KV Distribution Transformer, having
windings insulated with Class-A, insulating materials, and ratings 50, 100, 250, 500, 750 and 1000
KVA. In case of procurement of 25 KVA transformer, the same shall be procured as per WAPDA
specification (latest applicable)
3.1. The system frequency is normally 50 complete cycles per second. The primary 11,000 volts, 3 phase
networks supplying the transformers have solidly earthed neutrals and may be either overhead lines
or underground cables.
3.2. The transformers will be required to supply 420 volts, 3 phases, 4 wire overhead and underground
secondary networks with the neutrals solidly earthed.
4.1. The transformers shall be designed and built to give efficient and reliable performance continuously
at their full rate capacities in the climatic and atmospheric conditions prevailing at the sites, which
are specified below: -
5.1. The no-load ratio of the transformers shall be 11,000/420 volts. The high voltage windings shall be
delta connected, the low voltage windings shall be star connected.
5.2. The % impedance of each transformer shall be approximately 5%. The vector group shall be Dyn11
for all the transformers. The tolerance shall be as per respective IEC.
6.0. Winding
6.1. All windings shall be suitably insulated and shall have the end turn insulation specially reinforced at
both ends of each phase to withstand the effects of abnormal transient pressure rises which may
occur on the system either due to atmospheric lightning, switching or system faults.
6.2 The HV & LV windings of all distribution transformers shall be multi-layer / Disc cylindrical type
made of paper insulated copper conductor strip or with round enameled copper wire.
6.3 Any other design/type of winding as Foil type, designed with advanced/better technology may also
be offered for consideration/approval during technical evaluation / prototype approval.
7.1. The three line leads on the primary high voltage side and the three line leads and the neutral on the
secondary 420 Volt side shall terminate on glazed porcelain insulators bushings for having a silicone
coating, for connection to external circuits.
7.2. The high voltage bushings shall conform to IEC-60137 (Latest Applicable) for rated voltage 20 KV
and the surface leakage path outside the tank shall not be less than 508 mm. Terminal LT should
conform to DIN 42530.
7.3 The connection terminal for L.V. bushing shall be of palm type. 04 Nos. of holes shall be provided
with 250kVA and above ratings of distribution transformer.
7.4. Arcing horns shall be fitted on the high voltage bushings and set to discharge at about 80% of the
impulse withstand voltage of the transformer and shall serve to keep the arc from the surface of the
insulator.
8.0. Cores
8.1. The core material should be at least M-4 Grade. The cores shall have interleaved yokes which shall
be securely clamped to reduce humming.
8.2 Any other core material having better properties / design features can be offered during technical
evaluation/prototype approval for consideration / approval.
9.0. Tappings
9.1 Off load tapings shall be arranged on the primary side windings to give constant pressure of 420
Volts at the secondary terminals when the primary line voltage varies + 2.5%, + 5%, -7.5%. These
tapping shall be brought to a single radial (rotary) tapping switch arranged for external hand
operation. A register plate with means for clearly indicating the tapping in use shall be provided.
Switch position No. 1 shall correspond to + 5% tap.
9.2. The operating handle and the tapping indicator shall be located on the top of the transformer.
9.3. Means shall be provided for securing and padlocking the tapping switch in any of the working
position.
9.4. A rating plate showing the relative positions number of tap connections corresponding for different
voltages shall be provided.
10.1. The transformers will be protected by over-current and protective gear on the primary side and by
fuses / LT circuit breaker on the secondary side.
11.1. All transformers shall be fitted with rating plates giving the information detailed in items 1 to 26.

The arrangement of the information given on the rating plate shall be as below:
12.0. Tanks
12.1. The transformer tanks shall be constructed of welded boiler plates with external radiating tubes and
shall be sufficiently robust to withstand transit to site with the transformer enclosed.
13.1. Lifting lugs of sufficient strength to lift the complete transformer filled with oil shall be provided on
the tank. The lugs shall be positioned so as to avoid any risk of damage by the clings to the tank,
bushings or fittings during lifting. Four plain rollers shall be fitted to the bottom of the tank.
13.3. Distribution transformers upto 250 kVA capacity shall be provided without wheels.
14.1. All transformers rated 250 kVA and above shall be fitted with conservators, which should be
detachable from the transformer to facilitate transport and shall be overhung on one side and not
placed between the two bushings.
15.0. Finish
15.1. The transformers shall be painted with special anticorrosive paint, steel gray in color to withstand
the atmospheric conditions prevailing at site which tends to have storage corrosion inducing effect.
15.2. The paint shall be highly resistant to the effects of strong sunlight and high temperatures and shall
have a long life under such conditions. As a minimum it shall consist of a priming coat and two
finish coats, which shall be applied after shot blasting of the tank.
15.3 The average paint thickness shall be 120 Micron, However, should not be less than 100 Micron at
any point of surface.
16.1. Low viscosity insulating transformer oil conforming to the requirement of IEC-60296 (Latest
Applicable) shall be used.
16.2. Laboratory reports of transformer oil shall be submitted along with the bidding documents.
16.3. All necessary documents for the purchase of oil should also be submitted along with the bidding
documents.
17.1 For outdoor / indoor distribution transformers 50, 100, 250, 500, 750 and 1000 KVA
ratings, limits of copper and iron losses shall be as follows:
Note: As per Policy No. GM(TPRE)/F-01/17/263 dated 3rd March, 2017, 150 & 400 KVA rating DTs has
been deleted and discontinued for future procurement, however Specification # K/R&D/DT/28 Rev
(04) dated 11th Feb, 2016 Amendment No. 01dated 06th April, 2016 will be available on R&D sfs
folder for refurbishment of same ratings.
The above losses are maximum allowable and there would be no positive tolerance. Bids with
higher losses than above specified values would be treated as rejected. However, the manufacturer
can offer losses less than the above specified values. The purchaser will evaluate offers with losses
lower than the maximum allowable losses on Price incentive basis in accordance with the formula
given below:
Price Incentive = Quoted price + (K1 * Iron losses) + (K2 * copper losses)
Where,
i) No tolerance is allowed on the guaranteed losses declared by the manufacturer in the bid for
both prototype and mass production.
ii) Price incentives will be applicable on the basis of above formula if the losses are further
reduced from 5% for the above specified losses. The band width for up to 5% less losses
should be fixed and the base price shall be applicable only.
iii) The manufacturer will require to offer new prototype sample of transformer for approval for
each of the rating with any changes/improvement in design of the transformers.
18.1 Each rating of transformer is subject to prototype approval and type test as per requirement of
IEC/KE specification.
18.2 The manufacture shall offer the prototype design and will submit the complete two set of drawings
in TPRE department for evaluation.
18.3 After successful technical evaluation, the offered rating of distribution transformer shall subject to
complete type test as per IEC/KE specification requirements.
18.4 If the prototype samples qualified the type tests, then De-Tanking shall be carried out at
manufacturer works and the dimensions/weights of each part/component of transformer shall be
verified with submitted drawings. The corrections shall be made if required during De-Tanking.
18.5 The drawings shall be approved by TPRE & TSW engineers after completion of type tests and
shared with all stake holders.
18.6 The prototype approval shall be accorded for the period of 05 years from the dated of approval of
drawings. To continue the supplies of transformers after completion of 05 years, the manufacturer
have to offer fresh prototype and get type test before completion of 05 year period.
Tests shall be performed as per IEC-60296 (Latest Applicable) from any independent reputable lab.
Test report for the same shall be submitted in KE TPRE department.
The following routine tests shall be carried out as per IEC-60296 (Latest Applicable) at
manufacturer’s lab under the witnessing of KE Engineers: -
20.1 The temperature rise test shall be carried out on tapping having maximum losses. The maximum
total loss on any tapping will be the test power for the determination oil and winding temperature
rise. The testing procedure shall be as laid down in IEC 60076-2 (latest applicable)
20.2 The temperature rise above ambient for the windings core and oil, shall not exceed the limits as
mentioned below.
20.3 All stipulated temperature rises shall not cause damage to the insulation of the windings or any
part of the transformer or in any way adversely affecting the reliability and efficiency of the
transformer.
20.4 The test shall be performed at any independent lab, however if the testing facility is not available in
independent lab, then test will be performed at manufacturer works/lab under the witnessing of KE
engineers,
21.1 The short circuit test shall be performed at any independent well repute lab as per IEC standard
requirements under the witnessing of KE engineers.
22.1 The impulse voltage withstand test shall be performed as per IEC 60076-3 (Latest Applicable). For
this test chopped wave lighting impulse criteria shall be followed. This test includes both full wave
impulses and impulses chopped on tail to produce a very high rate of change of voltage.
22.2 The full wave lightning impulse voltage shall be 75kV and subsequently the value of chopped wave
lightning impulse shall be 83 kV.
22.3 The Test shall be performed at any independent lab under the witnessing of KE engineers.
23.1.1 The following type and special tests shall be conducted on one unit of each capacity of the ordered
transformers at any reputed International Lab or HV&SC PEPCO LABORATORY RAWAT,
ISLAMABAD. Two K-Electric Engineers will witness the type tests.
23.2 The validity period for type tests shall be for 05 years from the date of tests conducted. In case there
is any design change type tests shall be conducted afresh. Type test report must be of identical design
/ drawings submitted with bid.
23.3. The tests shall be carried out as per recommendation of IEC Publication 60076 parts 1 to 5
(amended to date) and K-Electric Specification
23.4. All routine and sample tests shall be carried out at manufacturer’s works. The manufacturer shall
provide all the testing facilities and assistance to KE inspection team free of cost. All the testing
equipment should be calibrated from a reputable agency/lab as per defined frequency.
23.5 Type Test Reports for HT Bushings shall be submitted with the technical submittal. The same make.
Type and model shall be installed/provided in routine supplies.
24.1. Following routine tests shall be carried out on each and every transformer by the manufacturer and a
record in this regard shall be maintained which will be produced to the K-Electric engineer on
demand: -
24.2 If the supplied lot of transformers exceeds 10 units, de-tanking shall be carried out on one
randomly selected transformer. Routine tests shall be repeated after de-tanking.
Bird Protection test shall be performed on top plate of transformer including all accessories i.e temp
gauge, lifting lugs, tap changer, nuts and bolts etc for transformer ratings up to & including 500
kVA.
24.4 Leak testing with pressure for liquid immersed transformers (tightness test)
To prove the transformer tank will not leak in service, a pressure of at least 30 kPa over the normal
liquid pressure shall be applied and maintained for 8 h. This shall be applied either using a liquid
column or gas pressure in the conservator. Thereafter, the entire transformer shall be visually
inspected for leaks.
25.1. The following sample tests shall be conducted in presence of K-Electric engineers on the
transformers offered for inspection from the mass production.
Above stated sample tests shall be carried out as per sampling procedure defined below:-
i). If the offered lot is 5 or below then all the transformers shall be tested
ii). If the offered lot is between 6 to 10 then 5 Nos. transformers shall be sample tested.
iii). If the offered lot is between 11 to 50 then 5 + 20% of the offered lot shall be sample tested.
iv). If the offered lot is between 51 to 100 then 10 + 10% of the offered lot shall be sample
tested.
v). If the offered lot is above 100 then 15 + 10% of the offered lot shall be sample tested.
26.0. Drawings
26.1. Following Drawings of transformer offered along with accessories and fittings with specification of
individual components shall be submitted with tender in the form of Hand book & On Compact
disk (in Excel Format or similar)
27.0 Warranty
27.1 The warranty period for transformers shall be 24 months from the date of supply.
27.2.1 The damaged transformers under warranty period due to manufacturer’s fault will be repaired by the
manufacturer free of cost with-in one month of receipt. The transportation/handling charges etc. will
be on supplier’s account.
27.2.2 For the acceptance of these repaired transformers under warranty period, all the routine tests shall be
carried out for conforming suitability of further use.

Annexure “A” Ref No: GM (R&D)/F-13/12/640 dated 08-10-2012 has been revised;
To facilitate the working of TSW, following standard items are to be incorporated for
Indoor & Outdoor Transformer for smooth running of K-Electric Transformer Workshop;
1. Breather Fixing
2. Temperature Gauge Fixing (One standard design and fixing size of temperature gauge)
Transformers shall be fixed with one standards size 1" temperature gauge as per below
drawing. For ratings > 500 KVA, there should be one additioanl thermometer pocket
normally plugged and to be used during temperature rise test for accurate measurement of
top oil temperature
For below mentioned transfomrer ratings, Main Tank Drain valve with plug sizes shall be in
accordance with table given below. The pad lock arrangmnet shall be provided on the valve
to protect unauthorized operation of valve.
For below mentioned transformers rating convervator – top cover valve sizes shall be in
accordance with table given below. The pad lock arrangmnet shall be provided on the valve
to protect unauthorized operation of valve.
For below mentioned transfomrers rating conservator tank drain valve with plug shall be as
given in table below. The pad lock arrangmnet shall be provided on the valve to protect
unauthorized operation of valve.
4. Conservator
Conservator shall have bolted side covers (both sides) so that the same can be detached at
the time of repair and cleaning.
All transfomers rated 250kVA and above shall be provided with pressure relief devices.
6. Conservator Fixing
All transfomrers rated 250 KVA and above shall be fitted with conservators, which should
be detachable from the transformer to facilitate transport and shall be overhung on one side
and not placed between the two bushings.
In order to standardize top rims to avoid the wavy profile in both horizontal and vertical
direction and often result in leakages.
Minimum thickness of the top rims for all capacities of distribution transformers should be
10 mm.
8. Sealing Specification
In roder to standardize gaskets to be used in different rating of transformers, all ring and
ball type seals shall be in accordance with KE Specification No. K/R&D/NBR/259 (for
NBR Gasket material ).
Sealing material for drain and conservator valve shall be NBR or Klingrite.
Rubberized cork sheet shall be used as a sealing material in between top plate and main
tank.
9. Core Material
i. The core shall be of high grade non aging prime CRGO Electrical Steel Sheet at
least M4 grade or equivalent/better grade.
ii. It should be from Western Europe, North America, Japan, Australia, New Zealand.
iii. Manufacturer must develop the testing facilities for testing of core material or it may
be got tested at any reputed lab on the expenses of the manufacturer.
iv. A certificate showing test results from the core manufacturers for the authenticity of
the quality of the core shall be provided.
v. The record of import for the purchase of the core from the foreign manufacturer will
be supplied to TPRE, Receiving Inspection / TSW.
vi. The manufacturer will provide the facility for testing of core mateiral for aging test
or provide certificate from the original manufacturer of the core material in lieu of
the aging test to TPRE, Receiving Inspection / TSW Department.
11. Name plate for all rating distribution transformers shall be in accordance with below
mentioned indicative drawing. The plate should be of Stainless Steel material of 1.5 mm
thickness (Min) and shall be fixed with the help of welded MS Frame. Caution text should
be in Red Color.
Summary
Follwing major changes has been made in the Revision – 05 of said KE Specification:
1. Transformer losses reduced by 20% and positive tolerance on losses is not allowed.
2. Capitalization clause has been added.
3. BIL value is defined as 75 KV and in addition, 83 KV Choppped impulse has been added.
4. Temperature rise test procedure has been defined and recommend to conduct test on the tap
having maximum losses.
5. Pressure test procedure and parameters has been defined as per latest IEC.
6. Dielectric absorption ratio (R60/R15) test has been added.
7. Maximum dimensions for all ratings of transformer has been specified.
