1 Ingress Protection
The ingress protection class of actuators shall be IP65, as a minimum.
All equipment enclosures, junction boxes and panels located outdoors or in non-air
conditioned environments shall have a minimum ingress protection rating of IP65
as per IEC 60529 and shall be suitable for operating in a humid, corrosive
environment.

1.2 Hazardous Area Classification


All instruments shall be ATEX certified by a notified body for use in a Zone 1, Gas
Group IIA/IIB, and Temperature Class T4 hazardous environment. Electronic
Solenoid valves shall be EExd Type and limit switches shall be EExd type mounted
in EExd Enclosure.
Equipment shall be provided with hazardous area certification where relevant. All
certificates shall be issued by a Notified Body complying with the ATEX Directive
(94 / 9 / EC) and shall be in English.
Acceptance of other certification standards shall be subject to approval by the
Purchaser. Compliance to NEC standards shall not be acceptable.

1.3 Noise Limits


The noise generated by ESD valves shall not exceed 85 dB (A) when measured at
a distance of one (1) metre from the valve. Where it is not reasonably practical to
reduce the noise level, suitable alternate methods shall be suggested by vendor
along with the bid.

1.4 Emission Limit


Valve design shall minimize fugitive emissions. Particular attention shall be given to
valve stem seals. Fugitive emission test shall comply with attached mechanical data
sheets.
Valve test certificates for tests performed in accordance with tests specified in the
international standards and Vendors internal standards shall be made available to
the Contractor.

1.5 EMI /RFI Immunity


The electronic instrumentation shall be immune to electromagnetic interference
(EMI) and Radio frequency interference (RFI) within the limits of latest applicable
international standards

1.6 Utilities
The Following electrical power supply and Pneumatic Supply shall be made
available for use:
UPS Power Supply : 24 VDC for Solenoids (Powered from System)
Instrument Air Supply: Min/Norm./Max. (550/700/900 kPag) & Design (1100 kPag)
1.7 Actuator
The actuators design shall be in accordance with SHELL DEP 32.36.01.18-Gen
“Selection and Procurement of Actuators for ESD Valves”. Reference shall be made
to the DEP 32.36.01.18-Gen for all aspects relating to quality assurance, factory
acceptance testing, certification and documentation for the actuator, to determine
additional requirements to those stated in the specification.
ESD valve actuators shall meet the following design criteria as minimum:
1) The actuator shall be sized to provide sufficient torque to fully stroke (open
and close) the valve with maximum design pressure acting on one side and
atmospheric pressure on the other within the specified opening and closing
times. The required Safety Factor between the actuator output torque and
the required valve torque shall be as per DEP 32.36.01.18-Gen, “Selection
and Procurement of Actuators for ESD Valves” clause number 4.
2) Single acting (spring return) Scotch and Yoke type actuators shall be
provided for protective / safeguarding applications. Actuator design shall
ensure that in the event of signal or power failure the valve shall move to the
predetermined fail safe position as specified in respective datasheets.
Vendor shall submit torque information summary list as per Table 4 of DEP
32.36.01.18 for each valve along with bid for company review.
3) The actuator and pressure containing components shall be capable of
withstanding (without any damage) the maximum Instrument Air pressure
identified in section 7.4 of this Requisition.
4) The actuator operation shall not be affected by the orientation or position of
the valve and actuator and also not have any lateral loads on the valve stem.
5) All actuator components shall be strong enough to withstand the maximum
calculated loads.
6) The actuator cylinder and other pressure retaining parts shall be designed
and manufactured in accordance with ASME Sec.VIII Div.1.
7) All tappings into actuator components shall not offer path for environmental
ingress.
8) The actuator shall not apply lateral loads to the valve stem.
9) Damping is required at the end of valve travel considering the valve closure
time as per actuator data sheet. It will be arranged as integral part of Piston
Cylinder design.
10) Additionally, Details of actuator & other necessary requirements for the valve
such as max. Differential pressure and closing time etc. are as per attached
actuator data sheet.
11) ESD Valve actuators shall be fail-safe.
12) Actuator colour shall be RAL 3002 (RED).
13) Vendor shall confirm that the valve shall not start closing under spring force
at a minimum Instrument Air supply pressure of 550 kPa-g (hold pressure).
14) Hand wheel for manual operation of valve, interlocked to prevent
simultaneous manual and pneumatic operation.
15) The travel/stroke time for critical valves, i.e., ESD trip valves SHALL [PS] be
verified against the datasheets. The stroke time shall be recorded on the
proof test procedure and record, and compared against the maximum
allowable pass/fail criteria. If the travel time is greater than the specification,
the Principal shall be informed, for evaluation of the impact on the loop’s
process safety time.

1.8 Actuating Medium


The actuating medium for pneumatic ESD valves actuator shall be instrument air at
the following supply pressures:
Pressure : 550 kPa (g) Minimum

: 700 kPa (g) Normal

: 900 kPa (g) Maximum

: 1100 kPa (g) Design

Temperature : 50 °C Maximum

Dew Point : - 40 ⁰C

The actuator shall be capable of remaining in operating condition (stroke) on


minimum operating instrument air pressure (550 kPa (g)).
Furthermore, the actuator shall be designed to withstand the normal instrument air
pressure (700 kPa (g)) during full travel, and shall be able to withstand the design
instrument air pressure (900 kPa (g)) against travel stops.
The design pressure (max. allowable operating pressure) of the actuator shall be
1100 kPag (MAOP) at 38 deg. C against the travel stops. The manufacturer shall
certify and demonstrate during valve function test that, using above operating data
for actuator torque calculations, the shutoff valve will not start closing under spring
force at a minimum supply pressure of 420 kPag (hold pressure).
The design fatigue life of actuator shall be infinite.

1.9 Actuator Material of construction


The actuator case / housing material shall be in accordance with section 2.9 of
SHELL DEP 32.36.01.18-Gen “Selection and procurement of actuators for ESD
valves” and any synthetic materials and grey iron shall not be used.

1.10 Mounting Position


The actuator shall be mounted on top of the valve, either axially in line or
perpendicular to pipe axis as specified in datasheets. The position of accessories
mounting plate / control panel shall align with maintenance access platform. Vendor
shall request from the Contractor / Company maintenance access drawing before
finalizing the location of this accessories mounting plate / control panel.
1.10.1 Manual Operation
The actuator shall be capable of manual operation by means of a handwheel; the
handwheel shall disengage automatically as pneumatic operation is commenced.
The handwheel shall be side mounted, continuous rim type, with no external spokes.
Action of the hand wheel shall also operate the valve position indicators. The hand
wheel drive shall be mechanically independent of the pneumatic operation, and any
gearing should be such as to permit manual operation in a reasonable time.
Clockwise operation of the hand wheel shall close the valve.
The handwheel facility shall be suitable for operation by a single person and the
operating force shall not exceed 350 N. Manual operation shall be possible only
when there is no any pneumatic supply in the actuator.

1.11 Name Plate Details


All components shall be identified such that the identification can be read from the
front. A nameplate shall be provided on the outside of the ESD valve.
The Pneumatic ESD valve assemblies shall have a stainless steel nameplate
detailing the following information as a minimum:
Actuator:

• ESD Valve Actuator Manufacturer’s name / model / type number / serial


number / Date of Manufacture.
• Maximum torque output
• Min and Max supply Pneumatic pressure
• Spring Range in applicable engineering units.
• Action on Pneumatic supply failure and signal failure.

1.12 Inspection and testing requirement for ESD Valve and Actuator Assembly
All functional tests (e.g. Stall test, Leakage test on controls and actuator, closing
under spring load, opening/closing at maximum and minimum pressure, Torque
Test) shall be performed by ESD Valve Vendor on complete ESD Valve Actuator
Assembly at Company approved Valve Automation Centre.
