In accordance with the UN rules and regulations, depending on professional background and experience,
the Executive Director reserves the right to appoint a candidate at a level lower than the advertised level
of the post.
ORGANIZATIONAL SETTING AND REPORTING RELATIONSHIPS
The position is located at the UNITAR office in Geneva.  The Associate Programme Officer works under
the supervision of the Specialist in charge of Human Security and Human Rights Section and will work in
close coordination with other Senior Specialists and experts within the Programme.
RESPONSIBILITIES
Within delegated authority, the incumbent will:

1. Support implementation of UNOSAT’s conflict related mapping activities by:


 Assisting on cultural heritage, human security, and human rights mapping;
 Taking active part in processes to identify and procure satellite images; imagery download,
processing, and remote sensing and/or geospatial data analysis;
 Providing accurate and timely cartographic, geospatial data, and ESRI ArcServer web service
products derived from analysis in the form of situation maps and analytical reports;
 Assisting in other areas of analysis including change detection, damage assessment and territorial
monitoring, including conflict situation, protection issues;
 Participate in quality control processes.

2. Support implementation of UNOSAT’s training and capacity development activities by:

 Contributing to the design and delivery of training modules and courses including the delivery of
training in-country and the participation to seminars and workshops; Preparing and delivering in-
country and regional trainings in the field of Peace and Security;
 Providing inputs and assistance to ensure proper quality control throughout the entire
implementation of UNOSAT’s training and capacities development activities (design, preparation,
delivery and evaluation and monitoring).

3. Support UNOSAT in its outreach and communication activities by:

 Increasing UNOSAT 's visibility through bilateral meetings, participation to workshops, forums;
 Contributing to production of reports, news article writing, and providing content for use on social
media platforms and to media when appropriate;

4. Undertake any other duties as may be requested by the supervisor as required.


WORK IMPLIES FREQUENT INTERACTION WITH THE FOLLOWING
Within UNITAR: Director for Satellite Analyses and Applied Research and UNOSAT Manager, Specialist
in charge of strategic planning and coordination.

Outside UNITAR: Officers and technical staff in relevant UN Secretariat units and in UN funds,
programmes and other UN specialized agencies, as well as representatives and officials in other
international organizations, government agencies, non-governmental organizations, universities,
consultants, and other areas of civil society.

 
RESULTS EXPECTED
The work of the incumbent will produce results that have direct impact on the Programme in several
areas, among which the following are of primary importance for this position: (a) Production of high quality
and objective geographic analysis using satellite imagery; (b) partnerships and collaborations with key
institutions working in this field and outreach activities to inform of full range of UNOSAT expertise to
related actors, including beneficiaries, donors and media; (c) Applying innovations in the field of
geographic data collection, computing, and analysis.
COMPETENCIES

 Knowledge and understanding of theories, concepts and approaches relevant to the use of Earth
Observation (EO) and Geospatial Information Technology (GIT) for Human Security, Human Rights,
and Peace. Ability to identify issues, analyse and participate in the resolution of issues/problems.
Conceptual analytical and evaluative skills to conduct independent research and analysis, including
familiarity with and experience in the use of various research sources, including electronic sources on
the internet, intranet and other databases. Ability to apply judgment in the context of assignments
given, plan own work and manage conflicting priorities. Shows pride in work and in achievements;
demonstrates professional competence and mastery of subject matter; is conscientious and efficient
in meeting commitments, observing deadlines and achieving results; is motivated by professional
rather than personal concerns; shows persistence when faced with difficult problems or challenges;

 Teamwork: Works collaboratively with colleagues to achieve organizational goals; is able to

 Planning & Organizing: Based on the guidance received from the P3 Specialist, develops clear
goals that are consistent with agreed strategies; identifies priority activities and assignments with
minimal supervision; adjusts priorities as required; allocates appropriate amount of time and
resources for completing work; foresees risks and allows for contingencies when planning monitors
and adjusts plans and actions as necessary; uses time and resources efficiently.
 Accountability: Acts in full consultation and in compliance with instructions from the Manager and
direct supervisor; takes responsibility for delegated assignments; is accountable and trustworthy on
administrative and financial matters requiring professional discretion and restraint; honours
commitments by delivering outputs within prescribed time, cost and quality standards; operates in
compliance with organizational regulations and rules; supports colleagues and takes personal
responsibility for his/her own shortcomings and shares successes with the team where applicable.
 Technological Awareness: Keeps abreast of technology development; understands applicability
and limitations of Earth Observation (EO) and Geospatial Information Technology (GIT) for
humanitarian affairs, crisis response, prevention and recovery, development cooperation,
international affairs, and  environmental issues; sound understanding of satellite technologies and
their applications to the areas mentioned before; good understanding of satellite imagery/data
commercial distribution and licensing systems; possess good knowledge of technicalities of earth
observation and satellite data; shows willingness to learn new technology applications.
 Communication:  Speaks and writes clearly and effectively; listens to others, correctly interprets
messages from others and responds appropriately; asks questions to clarify, and exhibits interest in
having two-way communication; tailors language, tone, style and format to match audience;
demonstrates openness in sharing information and keeping people informed. Demonstrate ability to
handle sensitive information in consultation with Senior management.

QUALIFICATIONS
Minimum experience

MINIMUM REQUIREMENTS
Education: Advanced university degree (Master or equivalent) in one or more of the following:
geography, international relations, environment, engineering, or other equivalent related technical field.

Experience: Minimum of two years of progressively responsible experience at the international level in
the field of geographic information, international humanitarian law, capacity development, and any other
relevant fields; demonstrated experience in project implementation including at country level; good
understanding of the fields of humanitarian affairs, crisis response, prevention and recovery, and
development cooperation; demonstrated proficiency in organizing and implementing training courses in
the field of use of geo-information technologies in the field of human security or related topics.

Languages: Fluency in English is required. Knowledge of another UN official language is considered an


important asset.
