WD2: Construction of New BG Track on Kashiani-Gopalgonj Section Section 7 – General Specification
The Contractor shall provide all of the required labour, material and equipment, and do all
things necessary to comply with the General Requirements as set out hereinafter all in
accordance with the terms and conditions of the Contract.
The project Site is located within the administrative jurisdiction of Kashiani and Gopalganj
Upazillas under Gopalgonj District. The terrain through which the route passes is plain. The
route alignment passes through mostly agricultural cultivable lands, small village settlements
and alongside two towns, a significant part of which remains submerged during the monsoon
season. The alignment crosses one major river namely Kumar River. It also crosses Dhaka-
Khulna National Highway. There are parallel road facilities in some parts of the corridor.
Additional information on climate and hydrology of the project area is provided in more detail
in Volume 5-Additional Support Information.
The Work of this Contract shall include the provision of all labour, material, plant, machineries
and equipment and doing of all things necessary for the “Construction of new BG track on
Kashiani-Gopalgonj section”.
Work shall consist of the construction of new BG track with PSC sleepers including
construction of new earth embankment including mechanical compaction & Turfing, Sub-
base preparation, embankment protection works at different places, construction of major
and minor bridges and culverts, construction of stations and buildings, construction of level
crossing gates including other related construction (Goomty ghar, double lifting barrier, road
carpeting, tubewell, septic tank, supply of O & M tools etc.), construction of overpass/flyover,
construction of Curve post, KM post, Creep post, other posts etc. and allied works, all
temporary works and traffic diversions required during the construction.
More specifically, and without in any way limiting the generality of the foregoing, the Work of
this Contract shall include the following:
The construction of a rail embankment with a range of height from about 2.0m to about
10.0m, which includes excavation, the supply and placement of fill material, including sub-
ballast and provision of drainage facilities and erosion protection works, and the supply and
installation of geotextile material and other foundation and slope stabilization measures.
The supply and installation of all track structure materials and equipment including passing
loops and sidings at each station in accordance with the relevant Drawings and
Specification.
Construction of single and multiple vents RCC Box Culvert bridges designed for IRS 25t-
2008 loading as per Drawings and Specification.
The construction of 4 (four) new station buildings, and other facilities such as station
platforms, platform shades, station canopies, construction of foot over bridges and ramps,

approach roads and parking, water supply and sanitary installations in station buildings and
platforms, electrical installations including power supply to the station buildings, platforms
and foot over bridges and telecommunication facilities to the station buildings.
Overpass/Flyover
The codes and standards of the following authorities have been used in these Specifications
and they shall be followed by the Contractor in the execution of the Works:

n) any other codes and standards referred to in the Specification
The specific codes and standards of the above named authorities have been used in
different sections of the Specifications and have been specifically identified as such in each
section. The Contractor shall take note of the various references to the standard codes and
Specifications as set out in each section of the Specification and shall maintain on Site for
the duration of the Contract, at least two copies of the latest version or edition of each
standard or code to which a reference is made along with copies of other specifications
referred in the main Specifications. One copy of the latest version or edition of each
standard or code to which a reference is made in the Specifications shall be provided to the
Project Manager within 60 days after the date of signing of Contract.
There is no measurement and payment for the provision of standards or codes or other
required documents to the Project Manager, the cost of which is deemed to be included in
the Contractor’s overhead.
O.4.2 Abbreviations
In the Specifications, where the Contractor is required to perform certain tasks but no
reference is made to separate measurement and payment, it is to be assumed that no
separate payment shall be made for that item but that the cost of such task is deemed to be
included in other relevant items of work or overhead.
The Contractor shall establish and operate throughout the execution of the Work, a Quality
Assurance system complying with ISO 9000:2008 Part 1. The Quality Assurance Plan (QA
Plan) established and operated by the Contractor shall be independent of any Quality
Control or Assurance undertaken by the Project Manager.
Specifically, the Contractor shall prepare a QA Plan for the Work which shall be submitted to
the Project Manager for approval within four weeks of the award of the Contract. The
approved QA Plan shall be reviewed, updated and re-submitted for approval as necessary
throughout the execution of the Work. The Quality Plan shall include the documented
procedures necessary to achieve the standard specified for all of the Work. The Quality Plan
will include, but not be limited to, inspection and test plans (ITPs), hold points, release of
hold points, non-conformances during construction, records management and project
verification. The Contractor shall employ a qualified and experienced Quality Project
Manager to implement and manage the Contractor’s quality system. The QA Plan shall
specifically address the procedures for maintaining the project requirements with respect to
the use of subcontractors, vendors, suppliers, and the Contractor’s own personnel, and shall
reflect the quality of the item or material concerned. The criteria for the assessment of
criticality shall be as approved by the Project Manager. The Quality Plan shall include the
type and frequency of testing as set out in the Specification and where not stated shall be in
accordance with the relevant Code or Standard.
The Contractor shall keep a detailed record of all quality control and quality assurance audit
or inspection activity. The said records shall identify the inspector, the place, the date and
time the inspection was completed, the section of the Works inspected or part of the trials,
and its state of completion. Reference shall be made to the relevant detailed drawings, and
the specific aspects or properties which were checked or measured shall be recorded. The
records of inspections, test and measurement shall be provided by the Contractor to
evidence that the work complies with the contract. These documents shall be stored in an
orderly fashion at the Site by the Contractor until the issue of the Performance Certificate for
the whole of the Works, or such earlier time as the Project Manager may instruct, and the
Project Manager will have the right of access to these records at all times.
The Contractor shall also engage and pay for the services of one or more Inspection
Agency(s) as specified in these specifications.
The Contractor’s responsibility for performance of the Work in accordance with the
Specification and Drawings is not relieved by the employment of Inspection Agency(s), The
Inspecting Agency will inspect, sample, and test the materials and certify compliance with
the specification and the applicable standards. The tests and their frequency are included in
the relevant sub-sections of the Contract or the relevant Standard. The Contractor, however,
shall not limit the tests to those indicated, but carry out all the relevant tests required to
confirm that the material or product satisfies all the contract requirements. The Contractor
shall submit detailed materials and works Inspection and Test Plans (ITP) for the Project
Manager’s approval.
The Inspecting Agency shall promptly submit separate copies of each inspection, sampling,
and testing report to the Project Manager and the Contractor. Non-conformances shall be
reported immediately by fax/ email (with copy of the report in PDF format) to the Project
Manager and the Contractor without awaiting completion of the full test report.
The Contractor shall submit draft report formats for the Project Manager’s approval.
Engaging the Inspecting Agency(s) will not be a pay item and shall be deemed to have
been included in the Contractor’s unit rates and prices for supply of all relevant materials/
components/ machines/ equipment.
The Contractor shall cooperate with the Project Manager and provide all necessary access
to the works, testing laboratories and records to enable the Project Manager to assess the
Contractor’s Quality Assurance system and to audit the implementation of the QA Plan and
associated procedures. The Contractor shall provide as and when directed by the Project
Manager, samples for testing or inspection.
After the issue of the Certificate of Completion for the whole of the Works, or such earlier
date as the Project Manager may instruct, the Contractor shall deliver the compliance
records to the Project Manager as directed.
In addition to any testing and inspection carried out by the Contractor under his Quality
Control and Assurance program, the Project Manager will undertake his own testing and
inspection of the Works and Materials.
In this regard, the Contractor shall afford and facilitate access at all times for the Project
Manager’s inspection and testing of materials and workmanship. The Contractor shall
provide means of access and assistance as may reasonably be required by the Project
Manager. For all items of works and materials the Contractor shall give adequate notice in
writing to the Project Manager informing that the item in question is complete and is ready
for inspection, and the Contractor shall not cover it up by subsequent work until such time as
the Project Manager has been given adequate opportunity to carry out any necessary testing
or inspection.
In case where the preparation or manufacture of any component of the Work or part thereof
is to be carried out at a location remote from the immediate Site, the Contractor shall give
specific written notice to the Project Manager. Such notice shall state the place and time of
the preparation or manufacture, quarrying or extraction and shall be given sufficiently in
advance of the activity as to enable the Project Manager to make such arrangements as he
may deem necessary for its inspection at any point in its preparation or manufacture. Works
to be carried out in a location remote from the immediate Site as aforesaid shall not
commence without the prior, written approval of the Project Manager.
Any component of the Work or part thereof which is prepared or manufactured without such
prior notice having been given to the Project Manager may be rejected if the Project
Manager considers that his inspection was necessary during the preparation or manufacture
of the component or part thereof.
The testing and inspection of the Work by the Project Manager shall be carried out on behalf
of the Employer and shall not in any way relieve the Contractor of any of his duties and
obligations under the Contract.
Where the Contractor is required to ensure that quality assurance and quality control
measures are carried out in facilities that are not located in the vicinity of the Project, the
Contractor will engage the services of an Independent Inspection Agency. Under these
circumstances, the Contractor shall propose more than one and preferably at least three
alternatives, for the Project Manager’s Approval, either per Country or per specialty or by
any other criterion as judged technically or commercially appropriate by the Contractor.
The Contractor’s proposal shall contain clear reference to scope of services to be provided,
qualifications and experience of the Inspection Agency in general and the qualifications and
experience of the personnel who will be designated as responsible for conducting the
requisite inspection and test procedures.
There will be no additional payment to the Contractor for the provision of the services of the
Independent Inspection Agency and all costs incurred by the Contractor for the provision of
these services will be deemed incidental to the cost of execution of the Works.
Based on the plans and drawings included in the Bidding Documents and the survey and
investigations conducted by him, the Contractor prepare and submit for the approval of the
Project Director, detailed Construction Drawings for all parts of Works specified in the
Contract. Timing for submission of the Construction Drawings shall be as specified in the
relevant Sub-sections of these Specifications of as directed by the Project Manager.
a) a folio or record of “as-built” Drawings showing all details as constructed for the
whole of the Work
b) operating instructions applicable to any items of mechanical or electrical equipment
or appliances, provided by the Contractor or his subcontractors,
c) a schedule for the inspection and monitoring of all component parts susceptible to
wear and tear, damage or weathering and deterioration with time (additional sets in
Bangla),
d) a schedule of routine and periodic maintenance activities appropriate for the climate,
the anticipated level of use or exposure and the availability of skilled labour
(additional sets in Bangla),
e) instructions and procedures for the correction of faults or foreseeable accidental
damage (additional sets in Bangla),
f) specifications for materials and workmanship for all predictable routine and periodic
maintenance or repair activities, and
g) lists of tools, instruments and equipment necessary for all inspection, operation and
maintenance activities.
The Contractor shall submit “drafts” of the Manual for approval not less than eight weeks
before the date fixed for the commissioning or handover of the completed Work. Any
modifications to the form or content of the Manual as required by the Project Manager shall
be incorporated in the final issue of the Manual.
The Contractor shall also provide Track Maintenance Manual in accordance with the
requirements of the relevant Specification.
The Manuals and “as-built” drawings submitted by the Contractor shall also include two
electronic (DVD) copies.
The Employer shall give possession of the Site or part(s) of the Site, to the Contractor in
progressive stages pursuant Clause 13 [Possession of the Site] of the General Conditions of
Contract.
The width of the Right of Way (R.O.W.) has been determined on the basis of the relative
height of the embankment and as such, it varies over the length of the alignment. The
approximate extent of the Right of Way is as shown in the Drawings. The R.O.W. acquired
or to be acquired by the Employer, is considered to be sufficient for the construction of the
railway embankment and associated structures, and the establishment of the Contractor’s
temporary facilities; however, the land so acquired shall not be interpreted in any way as
defining or limiting the Contractor’s ability to execute the Work.
The Contractor shall adequately inspect and assess the land made available by the
Employer for the execution of the Work and in the event that the Contractor determines that
he requires the use of additional land for his temporary facilities or for the procurement of
borrow material, he shall be solely responsible for securing the rights to such land and/or
obtaining of materials therefrom, and for paying all costs associated therewith. He shall
indemnify and protect the Employer against any and all claims or actions arising out of the
acquisition of land by him and/or use of materials therefrom.
The Contractor shall be responsible for providing the required access to the Site for all
personnel, material, equipment, and plant for the execution of the Work. The Contractor
shall develop and maintain all such temporary and/or permanent access and shall be
responsible for any and all reinstatement thereof after the completion of the Works.
The Contractor shall abide by all limitations, laws and regulations relating to the use of public
transportation routes and waterways, and shall be responsible for any damages to the same
caused as a result of his use, save for normal wear and tear. The Contractor may improve
and/or widen existing roads, repair or strengthen existing bridges or culverts, and widen
and/or deepen existing waterway routes to meet his haulage requirements, provided that
such works are so scheduled and conducted as to minimize disturbance to other users, and
have the specific prior approval of the Project Manager and the authorities having jurisdiction
over such matters.
Without limiting the generality of the foregoing, the Contractor is specifically advised that the
railway alignment crosses numerous public and private roads and pathways. During the
construction of the railway embankment, the Contractor must maintain access to the road
and/or pathway crossings free from any obstruction and the provision of the necessary traffic
control shall be deemed to be included in the overall cost of the Work.
The Contractor shall also be responsible for developing, maintaining and removing
temporary access points of work via a system of haul roads constructed where possible
within the alignment Right-of-Way.
Should the Contractor require any other form or route of access, he shall make his own
arrangements, obtain any necessary permission from the relevant authorities, and be solely
responsible for the payment of any costs, charges, compensation, and or reinstatement in
connection therewith.
The Contractor shall supply, erect, maintain and remove on completion of the Works, notice
boards at each public entrance to the Site, giving brief details of the project in English and
Bangla, including but not limited to, the names of the Contractor, Employer and Consultant.
The size of the notice boards, wording, colours and style or the signs and size of lettering
and the like shall be approved by the Project Manager. There shall be no separate
measurement or payment for the provision of access signs as aforesaid, the cost of which is
deemed to be incidental to the work.
O.6.3 Signboards
The Contractor shall supply, erect, maintain and remove on completion of the Works, project
signboards at each of the Contractor’s and Project Manager’s offices, Site Laboratory and at
least at two prime locations at the Works site as determined by the Project Manager.
Each sign board shall be 4.8 m high x 2.4 m wide and shall display brief details of the
Project, in English and Bangla languages, as shown below:

(b) Executing Agency
(c) Source of Financing
(d) Contractor
(e) Supervising Consultant
(f) Date for Completion
The specific wording, fonts, sizes of lettering, colours and the like shall be as directed by the
Project Manager.
There shall be no separate Measurement and Payment for the provision of Sign Boards and
the same shall be deemed to cover under Pay Item O.12.6, “Mobilization and
Demobilization”.
The programme shall show, inter alia, a) the dates by which the Contractor requires
information from the Project Manager in respect of further detailed Drawings or schedules, b)
the dates by which the Contractor requires instructions from the Project Manager to carry out
work described in the Contract under Provisional Sums, c) the dates by which the Contractor
will be required to place any Nominated Sub-contracts, d) the delivery periods and dates of
arrival on site of all major plant and materials and their relationship with any climatic or
hydrological constraints, and e) the dates and periods during which the Contractor will enter
onto sites allocated to other contracts for execution of his Works.
Without limiting the generality of the foregoing, and with respect to the planned execution of
the work, the Contractor shall give specific consideration to the intended method for the
construction of the railway embankment, and in particular, the method or methods that will
be used in order to place and compact the required quantity of fill material within the
specified period.
In this regard, and with specific reference to the geotechnical information set out in Volume
4-Additional Support Information., the Contractor is specifically advised that the insitu
moisture content of the potential borrow material from outside the Right of Way along the
railway alignment is considerably higher than its optimum moisture content and that as a
result, the material may not lend itself to direct placement and compaction on the
embankment, and that in all probability, it will require a significant amount of drying prior to
final placement.
The work programme submitted by the Contractor pursuant to Clause 42 shall set out in
detail the method or methods to be used by the Contractor in order to place and compact the
required quantity of embankment material to the specified standard within the available
workable period. This will include, but not necessarily be limited to, details of proposed
sources of borrow material, the nature and the equipment to be used, the nature and extent
of simultaneous placement activity, the anticipated weekly production levels throughout the
entire period of embankment construction, and the details of the Contractor’s intended
method or methods for drying the material sufficient for final placement and compaction.
The Contractor shall be responsible for ensuring that no earth, rock or debris is
deposited on public or private right-of-way as a result of operations, including any
deposits arising from the movement of plant or vehicles. The Contractor shall ensure
that vehicles exiting the Sites of the works do not carry excessive material on the
tires.
The Contractor shall at all times ensure that all existing ditches, canals and
watercourses within and adjacent to the site, are protected and kept free from any
debris and excavated materials emanating from the works. The Contractor shall
ensure that chemicals and waste from concrete agitator cleaning operations are not
deposited in the watercourses.
All water and waste products arising from the site shall be collected and removed
from the site via a suitably designed temporary drainage system. They shall be
disposed of at a location and in a manner that will not cause pollution problems or
other nuisance.
The Contractor shall construct, maintain, remove and reinstate as necessary,
temporary drainage works and take all precautions needed to avoid damage by
flooding and silt transport in the works. He shall also provide adequate precautions to
ensure that no spoil or debris of any kind is allowed to be pushed, washed down or
deposited on land adjacent to the site.
In the event that any spoil or debris from construction works is deposited on adjacent
land or washed into the area, then all such materials shall be immediately removed
and the affected land restored to its natural state by the Contractor, to the satisfaction
of the owner and the Project Manager.
The Contractor shall not install any furnaces, boilers or other plant or equipment using
fuel that may produce air pollutants without the prior written consent of Department of
Environment (DoE), pursuant to the Government of Bangladesh’s National Laws on
the Protection of the Environment.
The Contractor shall not burn debris or other materials on the Site.
The Contractor shall implement dust suppression measures that shall include, but not
be limited to, the following:
Effective water sprays shall be used during the delivery and handling of all raw
sand and aggregate and other similar materials, when dust is likely to be created
and to dampen them during dry, windy weather.
Areas within the Site where there is a regular movement of vehicles shall have an
acceptable all-weather surface.
The provision of adequate dust suppression plant including water tankers with
spray bars.
Areas of reclamation shall be completed, including final compaction, as quickly as
possible consistent with good practice to limit the creation of windblown dust.
In dry periods, the Contractor shall spray water used for haulage of material as
necessary to control dust to the satisfaction of the Project Manager.
The contractor shall require that all vehicles, while parked on the site have their
engines turned off.
The contractor shall check all equipment and machinery on the site at least once
per week and make any necessary corrections or repairs to ensure compliance
with safety and air pollution requirements.
The contractor shall ensure that vehicles are properly cleaned (bodies and tires
free from sand and mud) prior to allowing them to leave the site areas.
The contractor shall provide necessary cleaning facilities on site and ensure that
no water or debris from such cleaning operations is deposited off-site.
The contractor shall provide barriers in all locations where strong winds could
cause the blowing of dust and debris.
The Contractor shall comply with legislation and regulations in Bangladesh in so far
as they relate to water pollution management and monitoring.
The Contractor shall ensure that no tools or machinery are washed in any water
source or areas that drain into a watercourse, lake or canal.
The Contractor shall ensure that run-off from the construction site is not allowed to
drain directly into any water body.
The Contractor shall ensure that all temporary construction facilities are located at
least 50m away from any water body.
The Contractor shall check weekly that all equipment is prevented from dripping oil
and other lubricants and to ensure that all lubrication and repair operations are carried
out only in approved maintenance areas.
O.8.6 Water quality monitoring
Water quality monitoring shall be undertaken at locations likely to be subject to water
quality impacts or significant run-off as determined by the Project Manager and
defined in the Monitoring Plan. These may include construction camps, staging areas
etc. Measured parameters shall include, but not be limited to: suspended solids (SS),
total dissolved solids (TDS), biological oxygen demand (BOD), chemical oxygen
demand (COD), dissolved oxygen (DO), fecal coliforms, and oil and grease levels.
Routine instrumented monitoring of water quality and run-off from site and staging
areas, construction and labour camps, etc. shall be conducted at the locations and
frequencies determined by the Project Manager and defined in the Monitoring Plan,
and shall include the parameters noted above, unless otherwise agreed by the Project
Manager.
Monitoring results shall be submitted to the Project Manager and monthly reports shall
be analytical and provide explanations for anomalies and problems encountered.
Actions taken in response to the results will also be required.
the Site, will not cause any unnecessary or excessive noise that may disturb local
residents.
Without prejudice to the generality of the above, noise level reduction measures shall
include the following:
The Contractor shall ensure that all powered mechanical equipment used in the
Works shall be effectively sound reduced (silenced) using the most modern
techniques available;
The Contractor shall construct acoustic screens or enclosures around any parts of
the Works from which excessive noise may be generated;
The Contractor shall select equipment with consideration for using that with the
lowest noise levels and ensure that all equipment is regularly maintained to
ensure the level;
The Contractor shall ensure that all engines and motors are equipped with proper
mufflers and these mufflers are maintained in good condition and function
effectively.
The Contractor shall submit to the Project Manager, a noise statement including full
and comprehensive details of all powered, mechanical equipment proposed for use
during the hours of darkness and of the proposed working methods and noise
reduction measures. The noise statement shall include detailed noise calculations to
demonstrate the anticipated noise generation. It shall also contain details of earmuff,
noise protection measures proposed and of working hour limitations / shift rotation
data for personnel working continuously in areas of high noise levels. The noise
statement shall be submitted at least 14 days before the planned date of any such
work. No work shall be carried out during the hours of darkness until the Project
Manager has notified the Contractor in writing of his consent, based upon the noise
statement submitted for that part of the Works. Such consent shall not in any event
relieve the Contractor of any obligations under the Contract or limit or restrict the
Project Manager’s powers to issue further instructions under the Contract.
The Contractor shall ensure that noise generated by work carried out by the
Contractor and any sub-Contractors, during the hours of darkness shall not exceed
the maximum permissible limits to which the Project Manager has agreed, or as may
be subsequently varied from time to time by the Project Manager at his discretion,
whether continuously or intermittently. In the event of a breach of this Clause, the
Contractor shall immediately re-deploy or adjust the relevant equipment, or take other
appropriate measures, to reduce noise levels and thereafter to maintain them below
the agreed limits. Such measures may include, without limitation, the temporary or
permanent cessation of the use of certain pieces of equipment.
O.8.8 Noise monitoring and control
The Contractor shall carry out noise monitoring at such points, within or outside the
Works, as determined by the Project Manager and defined in the Monitoring Plan, and
at times as may be determined the Project Manager.
The monitoring methodology shall conform to Government of Bangladesh regulation
for “acoustics description and measurement of environmental noise”.
No material shall be intentionally deposited in any canal, river or other body of water,
except as specifically authorized by the Project Manager. Should any such material
be inadvertently placed or dropped in any canal, river or other body of water, it shall
be immediately removed.
Trimming of slopes shall be carried out progressively by the Contractor as
construction proceeds in order to allow stabilization by re-vegetation as early as
possible. All disturbed canals and channel banks and beds shall be restored to the
original configuration and stabilized through re-vegetation.
Servicing machines near river or other bodies of water shall be carried out by the
Contractor in such a manner as to avoid pollution with gasoline, diesel fuel, oil,

grease, or other disposable materials. Without limiting the generality of the foregoing,
the Contractor shall ensure that all hydraulic systems, fuel systems and lubricating
systems are in good condition to avoid leakage of petroleum products.
Fuel spills will not be condoned and care shall be taken to avoid overfilling machines.
The Contractor shall have the proper equipment to transport fuel so that spillage will
not occur. The automatic shut-off nozzles shall be installed on all dispensing units.
The Contractor shall have oil spill abatement equipment on the Site at all times. The
type of equipment shall be subject to the approval of the Project Manager, and the
equipment shall be maintained in good working condition. Disposal of used oil,
lubricants, tires, etc. shall be in accordance with the EMP or as directed by the
Project Manager.
The Contractor shall throughout the period of construction of the Works maintain the
whole of the area of his operations in a clean and tidy and safe condition by arranging
his materials and equipment in an orderly manner. All rubbish, waste material, debris
and the like shall be systematically cleared off the working areas as it accumulates
and removed directly off the Site for disposal by burning or placement in designated
disposal areas as aforesaid.
The Contractor shall immediately upon completion of any work and following the
approval of the Project Manager fill up all holes and trenches which may have been
made or dug; level any mounds made; and clear away all rubbish which may have
been occasioned or made in the execution of the Works.
Furthermore, the Contractor shall spread any usable soil materials such as topsoil
over the area that it was originally removed and the condition of the land to be
returned as near as possible to its original condition, except in areas of borrow, the
final elevation of the borrow shall remain and it will not be necessary to return to the
original elevation of the ground in borrow areas. However, the slopes of borrow areas
shall be made stable, and the surfaces of these slopes shall be trimmed uniformly.
Using the EMP provided in Volume 4 of 4, Additional Support Information and provision of
Sub-Clauses O.8.2 through O.8.8 of these specifications, the Contractor will prepare an
EMIWS. The EMIWS must contain a set of time-bounded actions, specifying specific
measures to be taken, (including their location, frequency, and by whom) to avoid or mitigate
negative effects and actions to monitor compliance. The EMIWS should focus on waste
management, showing how all waste from the project construction activities including but not
limited to sewage, petroleum products, asphalt, concrete, unsuitable material etc., will be
managed and disposed of, as well as earthworks management, erosion control and re-
vegetation, surface water runoff, noise, vibration and dust control. The Contractor will
employ an experienced and qualified environment professional to prepare the EMIWS and
report on the implementation of the mitigation and monitoring measures as prescribed in the
EMP. The Contractor shall, within 30 days of the Commencement Date, submit a draft
EMIWS to the Project Manager for his review and approval, following which the Contractor
will implement the EMIWS. This shall contain, without limitation, the following details:
The means by which the implementation of the environmental management measures
recommended in the EMP will be implemented, supervised, monitored and audited to
ensure compliance with the principles and objectives of the EMP at all times;
Records to be prepared and maintained by environmental management staff and
communication procedures to be followed so that the Project Manager and others
associated with the Works (e.g. sub-Contractors) are kept fully informed on matters
relating to the EMP and applicable regulations throughout the Contract period;
There will be no separate payment for the Contractor’s work in relation to protection of the
environment (Clause O.8) and the same cost shall be deemed to be included in all other pay
items of the Work.
O.9.1 Health
The Contractor shall in addition to complying with the requirements of GCC and as well as
the national standards of the Government of Bangladesh in respect of health and safety,
observe and maintain standards, towards the health and safety, of all of his employees, not
less than those laid down by his own national standards or statutory regulations.
O.9.2 Safety
The Contractor shall prepare a Health, Safety and Environment Management Plan (HSE
Plan) and submit to the Project Manager for approval within 56 days of receiving the order to
commence.
In some areas the Works will be executed in close proximity to existing railway operations.
The Contractor must be in possession of the latest timetable of trains running in the section
and the operating and safety rules of Bangladesh Railway (BR).
The HSE Plan which will address the following issues:
(a) Health and safety risks on the Site including but not necessarily limited to the
following:
i. Safety of Contractor’s personnel working by the side of the operational railway
tracks;
ii. Obstruction of the kinematic envelope, in particular caused by obstacles falling
on the running track such as construction equipment, tools, machinery, sleepers,
ballast, earth, construction materials and track fittings used in the construction
activities;
iii. Excavation may threaten the stability and integrity of the existing
embankment, bridges and culverts which may lead to total or partial collapse of
existing embankments, tracks, bridges and culverts;
(b) How the Contractor will implement and comply specifically with all duties
responsibilities and obligations stipulated in the relevant sub-clauses of Clause 6 of
the Conditions of Contract and any other relevant clauses in the Conditions of
Contract in addition to any duties, obligations and responsibilities contained within the
Specifications and the EMP;
(c) The HSE Plan shall specify the Contractor’s organisational structure through which all
health, safety and environmental issues will be mitigated and managed;
(d) Appropriate controls and measures to eliminate and or reduce as appropriate, safety
risks in accordance with internationally accepted good practice;
(e) The requirements for monitoring, recording, communication and reporting;
(f) Specific induction and training needs for:
i. Contractor’s personnel and subcontractors’ personnel working on the Site;
ii. Supervising Project Manager’s personnel working on the Site;
iii. Employer’s personnel visiting the site; and
iv. Any other person who are authorised to be on the Site, by the Project
Manager and or the Employer.
(g) The Contractor shall take all reasonable steps including training and drills to ensure
the safety of all persons on the Site, whether in his employ or not and shall at all
times promote the merits of safety awareness throughout the construction period;

(h) Specific arrangements for health related activities such as but not necessarily limited
to:
i. Routine matters within the Contractor’s facilities relating to preventative
measures to mitigate against naturally occurring outbreaks of disease;
ii. Routine matters within the Contractor’s facilities including mitigation measures
to prevent the spread of naturally occurring outbreaks of disease;
iii. Minor health related issues arising from accidents or incidents at work or
within the Contractor’s facilities;
iv. Major trauma issues arising from accidents or incident at work or within the
Contractor’s facilities;
v. Provision of assistance to members of the public in the case of an accident or
incident involving operating railways; and
vi. Ongoing education relating to sexually transmitted diseases especially
HIV/AIDS.
For each location where construction activities are to be undertaken adjacent to an operating
railway track, the Contractor must engage a safety supervisor who is conversant with the safe
operation procedures as practiced by BR and who has the physical and linguistic ability to
communicate with relevant BR offices and officers to discover the latest situation of trains
running in the section and to report any incidents which may affect the safety of the traveling
public or the Contractor’s personnel.
In addition, the location specific safety supervisor must have the physical and linguistic
capabilities to communicate with the Contractor’s construction supervisory staff and senior
management. Specifically, the Contractor’s construction supervisors and the site specific
safety supervisors shall be provided with suitable equipment to provide an audible and visual
warning to workers and equipment operators in the vicinity of the track, about an approaching
train and its direction.
Notwithstanding any statements contained in the HSE Plan or any subsequent approval by the
Project Manager of the HSE Plan, the Contractor will be liable for any damage to persons or
property, which may occur as a result of the Contractor’s construction activities or from any
safety related incidents which are wholly or partially attributable to the Contractor’s
construction activities or failure to take proper precautions. The Contractor will clearly identify
the safety measures and precautions to be undertaken in each of the above cases.
The Contractor shall appoint both a Safety Manager and an Accident Prevention Officer at
the Site, jointly responsible for maintaining health and safety and protection against
accidents. They shall both have at least 10 years’ experience in management of construction
safety issues in general and at least 5 years in construction within operational railway
environments and shall have the authority to issue instructions and take protective measures
to prevent incidents or accidents. Throughout the execution of the Works, the Contractor
shall provide whatever is required by this person to exercise this responsibility and authority.
If the Project Manager so directs, the Contractor shall immediately replace the Safety Officer
or any other safety supervisor without hesitation or appeal.
The Contractor shall provide all his personnel and that of the Project Manager and
Employer, with sufficient quantities of personal protective equipment (PPE) appropriate to
the work being carried out and ensure its’ proper use. For clarification, PPE includes but is
not limited to safety helmets, high visibility reflective jackets, hearing protectors, safety
goggles, gloves, safety shoes, waterproof clothing, full body safety harnesses, shock
absorbing lanyards, self-retracting lifelines, welding gloves and aprons and the like. The
Contractor shall take disciplinary action against any personnel who do not properly utilise or
who misuse or abuse the supplied PPE.

Where work is in, over or near water, regardless of depth, life vests shall be issued to all
workers, and life belts, lifelines and rescue boats shall be provided. All safety and rescue
equipment shall be fully maintained in accordance with the manufacturers’ instructions and
made available at site at all times.
For each location where there is an interface between construction and or construction
related operations and the general public use of pukka or kancha roads and or footpaths, the
Contractor shall submit a Traffic Management Plan for the Project Manager’s approval, 28
days prior to the commencement of any operation involving such interface
.
Each Traffic Management Plan shall include but not be limited to the following details;
(a) A scale plan of the location, clearly identifying the existing road, proposed diversions
of pedestrian and road traffic, locations of warning signs and traffic control measures;
(b) Construction details of any proposed diversion(s);
(c) Safety measures including signage and staffing;
(d) Approval letters from relevant authorities who have jurisdiction over or ownership of
the existing traffic way including Traffic Police;
(e) Environmental measures to be implemented, e.g. dust suppression, noise
abatement, stream diversion and the like;
(f) Protection/diversion of any existing utilities;
(g) Special arrangements for railways; and
(h) Person responsible for overseeing implementation of all aspects of the Traffic
Management Plan.
The overall Site boundary as well as the specific boundaries of the various site facilities shall
be identified by the Contractor and he shall submit to the Project Manager for his approval,
complete details of the Contractor’s proposed method or methods for maintaining the
security of the various boundaries and for the security of the buildings, personnel, material
and equipment contained therein.
The Contractor shall erect and maintain at his own expense suitable and approved boundary
fencing and gates to enclose certain areas of the Works being carried out, the office and
accommodation compounds, and other areas of land as directed by the Project Manager as
may be necessary to implement his obligations under the Contract.
The security arrangements shall include security control systems that shall consist of
sufficient equipment and personnel to prevent unauthorised access and which can meet the
prevailing circumstances to ensure safety and security of persons and property on the Site.
These control systems shall be modified to suit any change in prevailing circumstances.
The Contractor shall prepare a register of all persons authorised to be upon the Site which
shall include the Employer’s and the Project Manager’s personnel. The Contractor shall
maintain such register and shall have it available for inspection by the Project Manager at
any reasonable time.
There will be no separate payment for the Contractor’s work in relation to Health, Safety and
Site Security and the same costs shall be deemed to be included in all other pay items of the
overall contract Work.
O.9.4.1 General
Generally, no permission will be given by the Employer to block the existing track for the
purpose of the new construction.
Such application shall include but not be limited to the following details;
(a) Time required for block, in hours and date; and
(b) Fully detailed Method Statement including but not necessarily limited to the following:
i. proposed scope of work;
ii. methods to be used to carry out the work;
iii. equipment and tools to be used;
iv. details of standby equipment in case of breakdowns;
v. detailed work schedule in 15 minute segments;
vi. details of manpower;
vii. details of safety measures to be taken;
viii. details of emergency procedures to be followed in the event of an accident or
incident involving BR property;
ix. communications systems; and
x. designated person for overall control of operation who has authority to take
whatever emergency action is necessary to expedite the completion of the work
or to curtail the work activity.
Subject to the threshold period of delay as specified hereinafter, the Contractor shall be
liable to pay as a penalty, the amount of Taka 1500 per minute of delay to scheduled train
operation which occurs at the end of a work block or other work period on the track or
bridges. However, if the Contractor is able to clear the block before a delay of 10 (ten)
minutes has occurred, then no such penalty shall be imposed. If, however, the delay extends
beyond the threshold period of 10 (ten) minutes, then the Contractor shall be liable to pay for
the entire duration of delay at the aforesaid rate of Taka 1500 per minute or part thereof.
Statement setting out the reasons for the diversion, drawings showing the details of the
diversion, a description of the type of construction to be undertaken and the staging of the
work proposed, the safety measures to be taken to ensure the safety of train operations while
the diversion is operational, the duration during which the diversion will need to be operated,
the anticipated time when the original track will be reinstated for operations, and details
regarding removal of the temporary diversion works. The Contractor’s proposal for each
diversion shall be submitted to the Project Manager for approval at least 30 days before the
planned opening of the diversion. The Contractor shall not construct any diversion without the
written approval of the Project Manager. The Contractor shall not be entitled to claim for any
delays to the Work Programme in case any proposed diversions are not approved by the
Project Manager. Notwithstanding any approval which may be given by the Project Manager
for the construction of diversions, the Contractor shall be fully responsible for the safety of
trains operating over the diversion.
At the time of carrying out track laying and yard modification works in the station yards, the
Contractor must not block train movements and shall make sure that at least one track is
available for passing of trains in an uninterrupted manner.
For stations provided with signalling, interlocking and block working, arrangements to meet the
safety requirements of single line operation of train services shall be made. When yard
modifications are carried out for conversion to double line layout, safety signalling and block
control system will become inoperative. Train movement over the station shall have to be
managed by manual methods. Block operation with stations on both sides shall also revert to
manual methods. Such manual operation, in addition to causing delay to train movement, will
introduce significant safety risks. This period should, therefore, be minimised and the Work
Programme shall be prepared to introduce the new signalling system for double line operation
immediately after the yard works are completed. The new system shall be tested and made
operational within one month from the date that the station signalling becomes inoperative due
to these yards remodeling works.
The Contractor shall include detailed Implementation Staging Plan utilising industry standard
software to produce a bar chart showing all relevant activities and their durations, including
any proposed staged taking over of the Works.
The Contractor’s responsibility with respect to progress photographs, reports and meetings
shall be as specified hereinafter.
The Contractor shall submit each month a photographic record of the progress of the Works.
The record shall be in the form of at least 30 numbers of digital photographs of at least 8
Megapixel resolutions. Photographs shall be printed on an A4 size photo paper, two

photographs in one paper. The printout shall state the name of the Project, provide a brief
description of the view, identify the location where it was taken, and record the date of
exposure. Each printout shall be enclosed in a plastic sheet bound together in a plastic
folder, which has been properly labeled to identify the Project and the reporting period,
among other things. The Contractor shall also provide two electronic (DVD) copies of the
digital photographs.
The Contractor shall also submit a video record of the Work progress during the month. The
video record shall be at least 15 minutes in duration and it shall be submitted in two
electronic (DVD) copies, in a format approved by the Project Manager.
In addition to the monthly photographic record of the construction activities, the Contractor
shall also provide the Project Manager with a complete photographic record of the Site
before the commencement of the Works, and again upon the completion of the Works. This
photographic record shall be in the same format as the progress record, save for the
increased number of still photographs and duration of the video record.
The photographs and videos of the construction activities shall be taken by an approved
competent photographer. However, the copyright of such photographs and videos and all
rights of reproduction shall be reserved exclusively to the Employer. No other photographs
or videos shall be allowed to be taken without prior, written permission of the Project
Manager.
The Contractor shall submit to the Project Manager on a fortnightly basis, reports of his
labour and equipment, and a schedule of the main items of work showing the quantitative
progress during the previous fortnight and the cumulative progress to date. The fortnightly
report shall be in the format previously agreed by the Project Manager and it shall also give
details of the work intended for the following fortnight. The fortnightly report as aforesaid
shall be submitted to the Project Manager on the last day of every alternate week.
The Contractor shall further submit to the Project Manager on a monthly basis, a progress
report for the previous month which shall include the following information:
a) an executive summary giving a brief description of the status of each major activities
and project milestones
b) a spreadsheet of the Bill of Quantities (BOQ) Summary, with columns showing the
Contract Amount of each subsection, the Planned Progress based on the S-Curve,
the Actual Progress, Percentage Completed to Date, and Reasons for Negative
Variance. This spreadsheet shall be supported by a similar presentation but
showing all the BOQ items, which shall be attached to the Monthly Progress Report.
The Project S-Curve indicating the planned and actual progress as of the reporting
month shall also be attached to the Report.
c) a programme marked up with any agreed amendments and showing the actual
percentage completion of each of the main items of work, in such a way that
comparison can be made with the scheduled percentage completion of each item,
d) any additional information as may be required by the Project Manager from time to
time.
The reports, statements, diagrams or drawings which the Contractor is required to submit to
the Project Manager during the progress of the Works shall be furnished in six copies as well
as two electronic (DVD) copies unless otherwise directed.
In addition to the requirements set out in GCC Clause 38 [Management and Progress
Meetings], the Contractor shall attend progress meetings with the Project Manager at
regular intervals not exceeding one month. The meetings shall be held in a venue
determined by the Project Manager and shall be conducted by the Project Manager. The
meetings shall follow an agenda and shall have a review of the progress of the Work during
the previous month, and discussion of potential problems. The meetings will be recorded by
the Project Manager and a copy of the minutes will be given to the Contractor. The Employer
may or may not attend the progress meetings on a regular basis.
The Contractor shall submit an Annual Report within the first two weeks of January, in a
format approved by the Project Manager.
The Annual Report shall be a summary of the Monthly Reports together with fully detailed
account of project progress, physical, financial or administrative problems encountered,
resolved or yet to be resolved, progress photographs of significant items, a full summary of
environmental protection activities and results, safety statistics, social statistics and any
other items as directed by the Project Manager.
The Contractor shall submit periodic reports as described elsewhere in the Specification or
as may be directed by the Project Manager, from time to time.
There shall be no separate payment for provision of reports, the cost of which shall be
deemed included in unit rates for other items of work.
The Contractor will be provided with the primary topographical survey control, he shall then
be responsible for the carrying out of any topographical surveys or the taking of any
measurements necessary for the proper execution of the Work, including the establishment
of secondary or subsequent topographical survey control.
The Employer has carried out a detailed topographical survey of the proposed alignment.
This survey was carried out during the fourth quarter of 2011, using high accuracy, electronic
equipment (GPS, Total Station, Auto Level Machine, Eco-sounder etc. with an automatic
data recorder) and the digitized results were used in conjunction with AutoCAD to produce
the drawings included in the tender document. This Topographical Survey is the basis for
location conformance and quantity estimation for the Bill of Quantities, and the data of the
said Topographical Survey was provided in the form of hard copy prints as a part of the
Tender Document in Volume 4-Additional Support Information.
This topographical survey information will be made available to the Contractor without any
implication or representation with respect to physical characteristics or accuracy, and without
any guarantee or obligation of any kind on the part of the Employer or the Project Manager,
neither of whom shall be held liable for any error or inaccuracy in this information. It shall be
up to the Contractor to satisfy himself as to the accuracy of the topographical survey
information being provided to him pursuant to this Clause.
In addition to his overall responsibility for survey and setting out as aforesaid, the Contractor
shall also assist the Project Manager in carrying out various verification and quantity
surveys. This assistance shall be provided as and when required by the Project Manager,
and any cost incurred by the Contractor shall be deemed to be included in the overall prices
submitted for carrying out the Work.
The Contractor shall provide, erect, construct, equip and remove on completion all offices,
laboratory, accommodation, workshops, stores, berthing, loading and unloading facilities,
prefabrication and other areas for his staff, personnel and constructional equipment required
by him directly or indirectly for the construction, completion and maintenance of the Work.
The Contractor will be allowed to utilize portions of the station yards and/or along the R.O.W.
for the storage of material and equipment. The specific areas in station yards and along the
R.O.W. shall be identified by the Contractor and presented to the Project Manager for
approval, subject to Bangladesh Railway agreement.
The Project Manager will consult with Bangladesh Railway and it can be expected that some
or all of the nominated areas will be rejected by Bangladesh Railway as being unsuitable
and alternate areas will need to be identified and represented to the Project Manager for
approval.
The areas made available to the Contractor will be free of charge; however, the Contractor
shall bear the full cost of any and all work required to make the areas suitable for his
purposes.
In the event the Contractor requires any land other than that made available to him as
aforesaid, he shall make his own arrangements with the appropriate authorities and shall
obtain any necessary permission and bear all charges, costs or compensation in connection
therewith.
The Contractor’s temporary facilities shall comply with the EMWS and all statutory
requirements.
The facilities shall be designed and located to optimize the land available to the Contractor
and to facilitate the execution of the Work. In addition to providing the necessary office,
storage and accommodation facilities, the Contractor shall also be responsible for the supply
of electricity, water and other utilities to all places of the work, accommodation and office
facilities during the execution of the Contract.
The potable water to be supplied to the offices, accommodation and work sites shall be of
the acceptable quality specified by the World Health Organization (WHO). The Contractor
shall be solely responsible for establishing and carrying out any and all chemical and/or
mechanical treatment of the water in order to have it conform to the standards of the WHO.
The Contractor shall sample the water on a daily basis for quality analysis and shall provide
the Project Manager with copies of all results. If any test result of the potable water supply is
below the minimum standard acceptable to the World Health Organization, the Contractor
shall immediately so notify the Project Manager, and shall take whatever action is necessary
to correct the problem, including but not necessarily limited to the importation of potable
water until such time as the problem has been corrected.
Upon completion of the Work, the Contractor shall clear away all materials, equipment, dirt
or any other debris from the various working areas described above and shall reinstate the
areas to the satisfaction of the Project Manager.
The Contractor shall establish his own Testing Laboratory to verify the quality of the Works
and to ensure that all the tests called for in the various Specifications of the Contract shall be
carried out in accordance with standard test methods.
The testing laboratory shall be within the Contractor’s Main Camp which should be located in
Gopalganj.
The laboratory shall be equipped with testing equipment and apparatus of international
standard. Such testing equipment and apparatus shall be suitable for physical, chemical,
mechanical testing of materials like cement, aggregates, water, soil, and works like concrete,
density of compacted soils, etc.
All other tests required for steel, bitumen, etc., shall be arranged by the Contractor.
The Contractor shall also provide the apparatus, equipment or consumables necessary for
obtaining test specimens/samples.
The testing equipment and apparatus shall remain the property of the Contractor during the
execution of the works and after the completion of the Project.
The Contractor shall provide all technical and non-technical staff necessary to properly
operate and maintain the testing laboratory.
There will be no pay item for the provision of laboratory buildings, laboratory equipment and
all testing under this Clause and the total cost of the works including the laboratory buildings
and equipment shall be deemed to be included in other pay items of the works.
The Contractor shall be responsible for maintaining the testing laboratory and all testing
equipment in good condition throughout the execution of the Work.
The maintenance shall include providing water, gas, electricity and local telephone services,
as well as providing replacement equipment while the originally supplied equipment is being
repaired, and the procurement of consumable supplies such that there shall be no delay in
the testing of material.
There will be no separate payment for Maintenance of the Testing Laboratory and other
related works and the same cost shall be deemed to be included in all other pay items of the
Work.
The Contractor shall be responsible for design, specification, execution and subsequent
removal of all temporary works necessary for the execution of the permanent works.
At least (30) days prior to the scheduled date for commencement of the temporary works in
the field and before commencing the construction of any temporary works or part thereof, the
Contractor shall furnish to the Project Manager, complete details of such temporary works,
including design calculations if requested. Where the temporary works have a direct contact
with any part of the permanent works, the submission to the Project Manager shall clearly
indicate the relationship, show the erection sequences and show any loadings or stresses
applied to or from the permanent works. The Contractor shall make due allowance in his
programme for the submission, review, re-submission if necessary, and approval of
temporary works by the Project Manager.
Calculations shall be submitted on A4 size paper and shall be clearly and neatly set out with
any comments or explanations to be in the English language. All calculations shall be in SI
units, and the calculation sheets or pages shall be uniquely numbered, dated and titled.
Pages may be in manuscript provided it is clear and legible, and can be satisfactorily
photocopied.
The approval of temporary works by the Project Manager shall not in any way relieve the
Contractor of his overall responsibility for the adequacy, stability and safety of such
temporary works.
There will be no separate payment for the Contractor’s Site Facilities and Temporary Works (Clause
A-12) and the same cost shall be deemed to be included in Pay Item O.12.6, Mobilisation and
Demobilisation.
O.12.6.1 Mobilization
Mobilization shall be deemed complete when the Contractor has completed the following
activities to the satisfaction of the Project Manager;

The Contractor shall be paid seventy percent (70%) of the aforesaid lump sum price when
the Contractor has complied with the provisions of Sub-Clause O.12.6.1 above, to the
satisfaction of the Project Manager.
O.12.6.2 Demobilization
Demobilization shall be deemed complete when the Contractor has completed the following
activities, to the satisfaction of the Project Manager including the cleanup and restoration of
the whole Site including locations of all temporary facilities, to the satisfaction of the Project
Manager.
O.13 Measurement and Payment for Additional Tests Ordered by the Project
Manager
A separate payment item shall be included to cover the costs of any special or additional testing that
may be ordered by the Project Manager.
In order to properly monitor the construction activities, the following facilities shall be
provided for the Project Manager on rental basis.
The term “Project Manager’s Site Facilities” shall as the context dictates be deemed to mean
either individually or collectively, the facilities mentioned above.
The Project Manager’s Main Offices in Dhaka shall be in rented facilities having a total floor
area of approximately 140 square metres located in the vicinity of Gulshan-2/Baridhara
DOHS, Dhaka, Bangladesh. The Project Manager shall select the facilities and make initial
discussions with the Owners and the Contractor will enter into a lease agreement with the
owner. Local support staff such as watchmen, cooks, peons, laborers and cleaners, services
such as wet floor mopping; office cleaning, maintenance and repair to mechanical, air-
conditioning, heating, telecommunications, electrical and plumbing systems; providing
potable drinking water and all toilet supplies; disposal of all waste; maintenance of interior of
buildings, including any repairs thereto and maintenance and provision of water, gas,
electricity, local telephone services, etc., needed for the Project Managers Dhaka office will
be arranged by the Contractor and the cost of which will be reimbursed through IPC under
Provisional Sum against Item O -14.1

The Contractor shall provide replacement services or facilities whenever any item becomes
unavailable or unusable for any cause. Computer equipment shall have a 3 (three) year

The cost of Equipment and consumables supplied by the contractor shall be reimbursed
against Pay Item No. O-14.1
The Project Manager’s Site Office Facilities and their approximate areas to be provided by
the Contractor as indicated under this Contract are enumerated below:
The Project Manager’s Main Site Office at Gopalgonj shall be in rented facilities. The Project
Manager shall select the facilities and make initial discussions with the Owners and the

The Project Manager’s site office mentioned above shall be furnished with the equipment,
furniture and consumables etc. listed in Table O.14.2.1 below within 15 days of rental
agreement.

Computer Equipment shall have a three year extended warranty including site service/

completion of the Contract.
O.14.3 Consumables, Maintenance, Staffing and Servicing of the Project Manager’s Site
Facilities
The Contractor shall be responsible for providing office consumables, routine maintenance
and servicing of the Project Manager’s site facilities which shall include, the provision of local
support staff such as watchmen, drivers, cooks, peons, gardeners, labourers and cleaners
including salaries, overtime pay and other allowances, as well as services such as wet floor
mopping; necessary maintenance and repair to mechanical, air-conditioning, heating,
electrical and plumbing systems; providing potable drinking water and all toilet supplies;
disposal of all waste; maintenance of interior and exterior of buildings, grounds and paved
areas including any repairs thereto. Maintenance shall also include providing water, gas,
electricity and local telephone services and any other maintenance or service as specified
herein or as further directed by the Project Manager. Consumables shall be supplied on
monthly basis as per the Tables O.14.3.1 below;
Furthermore, the Contractor shall be responsible for and shall pay promptly all charges, fees
or other expenses for providing and maintaining the Project Manager’s site facilities, all
electric, gas, water, telephone services and other utilities during the period of construction of
the works and beyond until advised by the Project Manager. The maintenance of the said
facilities shall also include the prompt payment of any rental or lease charges.

Maintenance work by the Contractor shall be generally scheduled outside the normal
working hours of the Project Manager or as directed by the Project Manager.
The measurement and payment for the rental and furnishing of the Project Manager’s Site
Office Facilities with furnitures, equipment & consumables etc. will be made on completion of
these facilities and approval of the completed facilities by the Project Manager. Payment for
the work as aforesaid will be made at the following pay items of the Bill of Quantities:
The Contractor shall provide vehicles for the exclusive use of the Project Manager and staff.
The vehicles so provided shall become the property of the Employer at the completion of
the Contract and therefore they shall be registered in the name of the Employer.
The vehicles to be provided by the Contractor under this Contract are as follows:
All the vehicles shall be brand new with hard top, 4 cylinders, 5 speed manual transmission
(floor shift). fitted with : AM/FM radio, side protect moulding, side step mud guard (front &
rear), digital clock, check meter, floor carpet, fabric woven seats; front head rest, all-round
seat belts, console box, cassette stereo, DVD player, rear window defogger, rear window
wiper, boost ventilators, radial tyres, power steering, 2 exterior rear-view mirrors, air-
conditioner without heater, one spare tyre and standard tool kit, etc., and they shall be
accompanied by manufacturer’s certificates confirming the year of manufacture of the
vehicles, which shall not be earlier than June 2009, unless otherwise agreed by the Project
Manager.
The 4-Wheel Drive Jeep shall be of equal or better quality than a Toyota Prado (Japan
made), 3.0 litre engine capacity, diesel fed and manual transmission.
The 4-Wheel Drive, Double Cabin Pick Up shall be of equal or better quality than a Toyota
Hilux (Japan made), 2.5 litre engine capacity, diesel fed and manual transmission.
The motorcycle shall be 125cc all terrain type suitable for road and off-road use.
The newly purchased vehicles shall be comprehensively insured for any authorized driver.
The vehicles shall be licensed and taxed for use within Bangladesh.
The Contractor shall be responsible for the care of vehicles during any shut down periods.
The vehicles shall be fully serviced and made ready for the use of the Project Manager’s
staff prior to the resumption of the construction of the Works immediately following any shut
down period.
The dates on which all the vehicles shall be provided will be as directed by the Project
Manager, or within a period of sixty (60) days of the Commencement Date, whichever is the
sooner.
The measurement and payment for providing the Project Manager with the above vehicles
will be based on the number of vehicles so provided. Payment will be made under the
following pay items of the Bill of Quantities which shall be full and complete compensation:
The Vehicles provided under item O-14.4(a) shall be maintained by the Contractor by
payment of road tax and other taxes liveable as per government’s regulations including
proper insurance, providing drivers including salaries, overtime pay and other allowances,
fuel, lubricants, servicing at regular intervals, spares, etc. Payment for operation and
maintenance of the Project Manager’s vehicles including Driver, fuel, lubricant, parking,
maintenance repair etc. shall be made under Provisional Sum:

The Contractor shall be responsible for establishing the locations of all public utilities within
the Site of the Works, and for their protection.
Should the Contractor consider that the temporary diversion of public utilities is necessary in
order to carry out Contract works, he shall submit details of his proposals to the Project
Manager.
Where the necessity for the permanent relocation of public utilities has been identified, the
Contractor shall submit details of his proposals to the Project Manager. Relocation works will
normally be undertaken by the concerned authorities, with whom the Contractor shall liaise.
There shall be no separate payment for costs associated with the location and protection of
public utilities and the temporary diversion of public utilities and the same cost shall be
deemed to be included in all other pay items of the Work.
Payment for the necessary permanent relocation of public utilities will be under a provisional
sum.
There are signalling and telecommunication accessories and cables spread over the entire
length of existing railway alignment. These are operational facilities being used by the
Employer for safety signalling and telecommunication purposes.
Signalling equipment (signal posts, point machines, point detectors, connector cables,
mechanical point operating levers, track pot-head, cable junction boxes, location boxes,
insulation block joints, jumper wires, bonding wires, etc.,) are scattered all over the station
yards. These extend up to the outer signals on either side of a station.
There are underground signalling cables laid alongside the track in the station yards and on
the embankment up to the outer signals. The cables trenches are about 100 cm deep and
are protected by a layer of bricks put about 10 cm above the cable.
Underground telecommunication cables, both Optical Fibre (OF) and copper cables, may
exist alongside the any part of the length of railway track. The cable trenches are generally
80 to 100 cm deep. Protective covers (bricks or cable markers) are not available over the
buried cable. However, warning tapes may have been placed above the cables which are
generally at a depth of 50 cm from the surface. On major bridges, the cables have been put
into pipes (GI or Plastic) and fixed to the bridge structures.
For crossing minor bridges, at the approaches of the bridge/culvert the cable route may have
been diverted from the embankment down to the ground level and pass across the
river/cannel, buried in trenches in the river bed.
During the execution of the Works, the Contractor with help of BR and representatives of
communications companies shall identify the location of the signalling and telecom
cables/equipment.
The Contractor shall be responsible for protection of the signalling and telecommunication
equipment/installations located at the working zone of the project during the execution of the
Works. The Employer will arrange to involve BR Telecommunication Department and
Grameenphone to assist the Contractor in ensuring the protection of signalling &
telecommunications facilities as mentioned above.
The Contractor will be required to take necessary protective measures to ensure that the
signalling and telecommunication equipment and cables are not damaged during
construction of new track, bridges, diversions, structures and other facilities.
The Programme for such work would have to be advised in writing to the Project Manager,
for onward communication to BR Telecommunication Department and Grameenphone
Company, 2 (two) weeks prior to commencement of such work of excavation, digging and
piling.
On receipt of such notice from the Project Manager, BR and Grameenphone will depute their
representatives on the day of the works to supervise and to guide the Contractor’s
supervisors and workers working near the vicinity of the cables.
Where cables and other accessories are likely to be exposed during the work, the Contractor
will make arrangements to keep cables fixed in the location by hanging on posts or by any
other alternative means.
Caution has to be exercised at the time of digging/excavation/piling and within 2.75 metres
area from the centre of the existing track up to a depth > 1 m. Such digging/cutting/piling
would have to be done in presence of a representative from amongst BR
Telecommunication and Grameenphone Optical Fibre departments. Extreme caution has to
be exercised, if warning tapes (placed at a depth of 50 cm above the cables) are
encountered where digging/excavating/piling would be required within this specified area
along the track.
Work of compaction of soil at the area falling within the line parallel to and along the track at
a distance of 2.75 m from the centre line of the existing track shall be done with caution.
Similarly, special care must be taken while carrying out compaction works around the
concrete hand-hole structures placed at a regular distance of 500 metres alongside the
existing track. In a situation where compaction activity is likely to disrupt the cable under soil

In case of any damage caused to the cables and the hand-holes as consequence the
Contractor’s works, the Contractor will be liable to pay compensation to BR
Telecommunication and Grameenphone to the extent of the replacement cost of the
component involved and the consequential loss to owners of the system. The quantum of
any consequential loss will be decided by the Employer depending on the nature and
duration of disruption of telecommunication services.
