COVID-19 Requirement

Our Central government has issued government regulation (Peraturan Pemerintah) No 21 Year 2020
on March 31, and it is followed by Minister of Health Regulation (Peraturan Menteri Kesehatan) No 9
Year 2020 about Large Scale Social Limitation (Pembatasan Sosial Berskala Besar / PSBB). Large
Scale Social Limitation is not lockdown, it is merely public/people certain activities limitation in an
area which is allegedly infected by Covid-19, in such a way to prevent any possibilities of its spread.
To stipulate Large Scale Social Limitation in an area, it MUST fulfil some criteria, i.e number of cases
and/or number of deaths because of fast and significant new Covid-19 case increment and spread to
some area. Stipulation of Large Scale Social Limitation is submitted by governor and chief of
regent/mayor for their owned area scope.

Scope of Large Scales Social Limitation including:

a. Vacation of school and workplace, except strategic office/institution that serve related to:
defense and security, public order, staple food need, fuel and gas, health service, economic,
financial, communication, industry, export and import, logistic and other basic needs.
b. Religious activities limitation
c. Activities limitation in public area or facilities, by limiting person number and social distancing.
Limitation is excluded for supermarket, minimarket, traditional market, or medicine stores and
medical equipment, staple food need, fuels gas and energy.
d. Culture and social activities limitation, in the form of prohibition of crowding people in cultural
and social activities.
e. Limitation of transportation mode, excluded public and private transportation mode but by
noticing number of passengers and keeping distance among the passengers and freight
transportation mode
f. Limitation of other activities especially related to defense and security aspect except for
activities of defense and security for national sovereignty by noticing limitation of crowding.

These regulation gives more power to police to exercise their authority to control the citizens. If the
citizens break the rule, they can be put or taken to jail.

PSBB regulation is not imposed nationally, but only to provinces that have rapid increment on
positive and death rate. For Jakarta, minister of Health has given permission to local government to
impose this regulation starting from April 10 to 23, 2020, since Jakarta is the epicenter of this covid
19. So the impact of this regulation, our head office will extend work from home until April 23, this is
subject to review. However, our branches outside Jakarta, where the provinces have not imposed
this regulation yet are still working in the office and doing business as usual with cotecna H&S
compliance. For field activities (survey, inspection, sampling and testing), we can still carry out as
usual, however for marketing ones, we can only do by tele marketing.

Indonesian government does not want to impose total lockdown on the country yet due to several
considerations related to social, economy and politics.

I hope this short explanation will give you more insight towards our situation here in Indonesia. We
do hope this storm will pass sooner.
