ECOTURISTICO DEL DEPARTAMENTO DE

LA GUAJIRA 2015

RESUMEN

El estudio prospectivo del sector ecoturístico del Departamento de la Guajira

se realizó con el fin contribuir con el desarrollo sostenible de este sector,
dada la creciente importancia del turismo como generador de desarrollo
económico y de impactos culturales y ambientales.

Una vez definido el problema, los objetivos y la justificación de este estudio,

se realizó el estado del arte el cual contiene las tendencias de los países
pioneros en esta actividad turística tales como Kenia, Costa Rica, Belice,
Ecuador, entre otros.

Seguidamente en el marco de referencia se definen las teorías desarrolladas

y los conceptos fundamentales necesarios para entender el tema, con el fin
de unificar criterios. Así mismo se enmarca dentro de su esfera legal y
geográfica.

Posteriormente se desarrollaron una serie de talleres bases de la técnica

prospectiva en el cual se aplicaron encuestas basadas en la metodología
Delphi, que dieron como resultado la identificación de las variables claves
para la construcción de el diseño de unos escenarios alternos y del escenario
apuesta.

Por ultimo se presenta el diseño de estrategias y acciones para lograr que el

escenario apuesta sea en el cual se encuentre el Departamento de la Guajira
en el año 2015, además se recomienda tener en cuenta las conclusiones que
pueden ser fuente de información para futuras aplicaciones de la
metodología empleada.

ABSTRACT

The prospective study of the ecotourism sector of the Department of the

Guajira was made with the aim to contribute with the sustainable
development of this sector, given the increasing importance of the tourism like
generator of economic development and cultural and environmental impacts.

Once defined the problem, the objectives and the justification of this study,
the state-of-the-art was made which contains the tendencies of the pioneering
countries in this tourist activity such as Kenya, Costa Rica, Belize, Ecuador,
among others.

Next within the framework of reference the developed theories and the
concepts fundamental are defined necessary to understand the subject, with
the purpose of unifying criteria. Also it is framed within its legal and
geographic sphere.

Later bases of the prospective technique were developed to a series of

factories in which surveys based on the Delphi methodology were applied,
which they gave as result the identification of the variable keys for the
construction of the design of alternating scenes and of the scene bets.

Finally the design of strategies appears and actions to obtain that the scene
bets are in which is the Department of the Guajira in 2015, in addition it is
recommended to consider the conclusions that can be source of intelligence
for future applications of the used methodology.
