ANALYSIS ON THE ADEQUACY OF GOVERNMENT ACTIONS

Air Pollution
Since the Concentrated Solar Power (CSP) tower was recently completed on January 2020, its
efficiency on provision of renewable energy to the regional government of Dubai will be felt in
the succeeding years. However, the efforts of the regional government of Dubai on improving its
air quality by revolutionizing its power generation to become renewable can be depicted as
praiseworthy. His Highness Shaikh Mohammad bin Rashid Al Maktoum, the Vice-President and
Prime Minister of the UAE and Ruler of Dubai, commented that the UAE has succeeded in
building a global green economy model based on the environmental sustainability and clean
energy and supported by clear plans. He added that these plans will contribute to strengthening
the foundations of such model and developing it according to the world’s finest standards to
make the most of this field and invest in enhancing infrastructure, building capabilities and
training competent national competencies. Implementing the world’s largest concentrated solar
power (CSP) project reaffirms the UAE’s leadership in renewable clean energy all over the
world and enhances their status at the forefront of the most advanced countries in this field. They
are pressing ahead with carrying out projects that support the UAE’s comprehensive
development and our aspirations that they have set for the future and are being implemented
today. They are steadily moving towards achieving Dubai Clean Energy Strategy 2050 goals,
which they have launched to turn Dubai into a global hub for clean energy and green economy
and become the lowest carbon footprint in the world by 2050.  They are very proud to see their
goals turning into tangible achievements by their national organization who proved efficiency
and excellence in various fields.
On top of that, Dubai Municipality added a Mobile Air Environment Monitoring Station
(MAEMS) to safeguard their supervision on the city’s air quality. To elaborate, it is an
environment-friendly mobile station for air quality monitoring that monitor about 100
components and composites that pollute the air. Furthermore, Alya Al Harmoudi, the director of
Environment Department at the municipality, said the station will contribute to environmental
surveys, and will allow precise and comprehensive data collection, thereby covering all areas
across the emirate. This assures the rigorous and comprehensive monitoring on the attributes that
affects the air quality in the municipality.

Noise Pollution
The Dubai Municipality ensures that the noise should not cause nuisance and disturbance to
its population by mandating the Dubai Local Order No. 61 of 1991 that is furtherly discussed in a
paper released by its government titled “Requirements for the Control of Entertainment Noise”.
This order is effectively implemented residents can file a complaint and respective authorities
would scrutinize the origin of the noise and immediately find a solution to the complaint.
Moreover, Dubai also has noise monitoring grid called Noise and Electromagnetic field
(EMF) Monitoring Network. These noise and EMF stations are strategically located to monitor
noise and EMF in areas with prominent emission sources or sensitive receptors. The data
generated from these monitoring stations provide a valuable information and identify the affected
areas and exposed population. These serve as basis for the effective and efficient preparation of
action plans and development of environmental control regulations.

Water Pollution
Dubai Municipality has a strong vision for Dubai to be smart and sustainable, and the Deep
Tunnel Storm Water System we are building provides the infrastructure needed to serve Dubai's
growing residential and business communities. The drainage system of the tunnel needs to be
strong enough to cope with increasing urbanization, severe rainfall and high-level groundwater.
This groundbreaking tunnel will tackle both rainwater and groundwater and will drain almost
40% of the entire urban area of Dubai and including the flagship project Dubai South, with Al
Maktoum International Airport, the Expo 2020 site and several other emerging developments.

In addition, Dubai Municipality launched its smart waterway clean-up boat which will clear
waterborne rubbish and will be named "Waste Shark". Furthermore, the Waste Management
Department kept the various waterways in Dubai, clean and sustainable, including Dubai Creek,
Al Jaddaf Creek, Dubai Water Canal, Business Bay Canal, expansions and new waterways like
the fish market waterfront and the Deira harbor canal which are the prime tourist, economic and
historic attractions. In 2017, nearly 1,070 tons of waste was removed from these waterways. This
included wood, plastic bags, food wastes, algae, seaweed, shipwrecks, oil residues and waste
from the projects being done on the banks of the waterways. Since 2010, the Waterways
Cleaning Unit of the Waste Management Department has implemented several initiatives and
campaigns; these resulted in the recovery of about 30 tons of benthic waste and the lifting and
transfer of 63 neglected and sunken ships, which otherwise pose navigational danger to water
channels.
