Some background

● Tata Steel Europe (TSE) started the Tata Steel Academy in 2011
o A common approach was introduced across the company using Job Families, Functional
Faculties and common terminology related to skills, competencies and proficiency levels
● Group Information Services (GIS) subsequently started its IT Faculty in 2012
o An IT Job Family was designed and related skills, knowledge and competencies identified
▪ IT skills were based on the Skills Framework for the Information Age (SFIA)
● GIS was significantly reorganised and all operational activities were outsourced in 2016
o Consequently, the IT Job Family was updated with the new and changed roles
o IT skills remained based on SFIA
● Digital capabilities began to feature high on the corporate strategy agenda in 2017
o GIS was tasked with developing a Digital Competence Framework for TSE, to underpin
several isolated digital initiatives across the company
o It was decided to use e-CF combined with DigComp as the standard for digital skills
● TSE has since also joined the Erasmus+ European Steel Skills Agenda (ESSA)
programme, that started this year
o Work on the TSE Digital Competence Framework will support WP3: (Company) Skills
Requirements and Foresight (Skills, Knowledge, Competences; Work 4.0)

Final remarks

● Why we decided to use e-CF and what goal we want to achieve


o e-CF provides a more manageable framework that better suits business use (more concise and
less IT-oriented than SFIA)
o e-CF is actively being developed and promoted in Europe, which facilitates partnerships and
sharing knowledge and experience with external parties
o We expect it will help us in identifying and addressing gaps in digital skills and capabilities
● How we use e-CF to achieve this goal
o It provides a good starting point for identifying relevant digital roles and capabilities internally
o We map e-CF proficiency levels on our own levels and normalise the descriptions, also for use in
the Skills Profiler to support self-assessment (and, ultimately, gap analysis)
● The key benefits of e-CF for us
o e-CF roles provide good starting point for defining our own roles
o Supported by key partners (Capgemini Academy)
o Internationally recognised framework
o Available in several languages (good fit with geographical footprint)
● We recommend using e-CF in the following situations
o For large and/or complex organisations with a lot of digital roles
o If you need to improve digital skills and capabilities across the organisation
o If you lack common definitions and terminology across the organisation
o If you need to align digital initiatives internally
