Immigration is not a new concept in this globalised world.

After globalization it becomes of

necessity for the human kind. The people migrate from villages to cities for better living
standard, education, health in a country and it is a positive step, but difficulties starts when
people migrate from one country to another illegally, When people migrate legally it is positive
sign for the country from where they migrate and earned foreign currency and send back to their
parent country. But illegal migration cause serious problems for the countries where people
migrate. To curb the illegal migrants NRC (national register for citizenship) is brought in Assam
by central government, and also it is a very costly affair as per record government has spent
thousands of cores in this process, what is the need for such register and why it has caused so hue
in cry in our country further I will deal with it.

If you want to know about something then you should study history of that thing and history will
make it Cristal clear for you .The history of immigration in Assam in not new from 1800 the
Muslim peasants from Bengal shifted to fertile land of Assam which is serious threat for their
language, culture etc. People of Assam believed that many Bangladeshi people entered in to
Assam illegally which is threat for their culture. After independence people of Assam demanded
their own citizenship register and it is there for them but only on paper not a single party try to
implement seriously because of vote bank politics which is very popular and effective style of
politics in India. After six year of violent protest by students against illegal immigrants and then
Assam accord Is crafted by then congress prime minister Rajiv Gandhi and NRC is restructured
and deadline for inclusion of people is changed midnight of march 24 , 1971. But after accord
NRC did not come in the existence and finally a public interest litigation is fielded in supreme
court and court gave verdict to bring NRC and recent central government finally bring the
National register for citizenship for Assam and final list had been published and detention center
for the people who fail to prove citizenship is made and they will be detained there and deported
to their country.

If you want to see pro and cons of NRC form the glasses of Assam’s people it has only pros no
cons because it is their demand which is fulfilled by the government because democracy is rule
of people and their will is final and democratic government should work according to that and try
to fulfill will of people and government has done this. It is true only in respect of Assam but for
other state it is not true there may be many cons but we cannot say anything about that because
home minister had said he will bring nationwide NRC, now we can criticize it only on the
ground that it is very costly affair as we does not have much information about that, and also
there may be motives which will comes out only when the government announces it, because
people of other states does not want NRC. In Assam NRC is a necessity because illegal people
led to wastage of resource of our country which may be used for betterment of other people in
other state it will organize the record of people and public facilities such as Public Distribution
system and other benefits like subsidies are provided only to the citizens. The other con is that If
any person has lost his or her documents which are necessary to prove nationality and who is
citizen of India then what will happen to them is not unknown, they would be detained (in Assam
a war veterans family did not get place in final NRC list).

As we have discussed earlier NRC is according to will of people then why they are protesting.
The protest is because of controversial amendment in citizenship Act of 1955, according to
which minorities from Pakistan, Bangladesh, and Afghanistan were given citizenship even when
they did not posse the required document and also document would be prepared by central
government, and it mention all religions except Muslim and also the amendment reduces period
of naturalization from 11 years to 5 years. It undermine the constitutional value of secularism
and we can also criticize the amendment on ground that as the people residing in our country are
unable to get basic necessity, then what about the minorities from these three country and their
living condition in India. NRC in Assam also losses its purpose as it provide citizenship to Hindu
residents whose name is not there in NRC final list. Will it serves the purpose of NRC which
Assam people feel betrayal from this amendment, and has created fear in minds of rest of the
Muslims that, they are going to lose their nationality.

The bitter truth is that many people are unaware about the change and they were sure that
government is trying to eliminate them from India basically it is a kind of phobia. Truth is totally
different. If you have document then no one will going to touch you and the country is of all
people.
