I. Briefly describe the provisions of Batas Pambansa Bilang 344 related

to highway facilities.

An Act to Enhance the Mobility of Disabled Persons by Requiring Certain

Buildings, Institutions, Establishments and Public Utilities to Install
Facilities and Other Devices.
According to the Batas Pambansa Bilang 344 of the National
Council on Disability Affairs established on 1982, the provisions require
buildings, institutions, establishments and public utilities to promote
awareness on the rights of persons with disablities through installing
structural features that would enhance the mobility of disabled persons
such as sidewalks, ramps, railings and the like. Parking spaces and
bus stops should also be readily provided for persons with disabilities
at their own convenience.
For public transportation, posters, signages, and stickers should
be visible to avoid discrimination against disabled persons and
therefore generate awareness in accordance to the rules and
regulations implemented by the Minister of Public Works and Highways
and Minister of Transportation.
Lastly, any corporation or person responsible for the
construction of the facility who violate this act shall be fined or suffer
the penalty of imprisonment upon the jurisdiction of the court.

II. Choose a portion of a road section, say 100m, or an intersection.

Assess the selected section or intersection as to its compliance with
Batas Pambansa Bilang 344. Support each finding with photographs.

The intersection of the United Nations Avenue and the San

Marcelino Street at the UN Square Mall Entrance was the chosen
venue for analysis on the provision of the Batas Pambansa Bilang 344.

Accessible Ramps at the Sidewalks

The intersection abides with Batas Pambansa Bilang 344 under the
condition that ramps were provided for persons with disabilities as means of
access to level of change going to entry points and entrances, crossing from
one road to the other. According to the Implementing Rules and Regulation of
the National Council on Disability Affairs (1982), streets, highways and
transport related structures to be constructed – Streets, highways and
transport related structures shall be provided with the following barrier-free
facilities and accessibility features at every pedestrian crossing such as
ramps.

The only problem is that there are no audio-visual aids when persons
with disabilities cross the streets. Railings are not also seen to guide blind
people or anyone with impaired vision. Only one railing is found at the back of
the establishment of the mall. Parking spaces in front of the food chains are
also not readily accessible.

III. Draw the existing road facility showing the findings of provision or
non-provision of Batas Pambansa Bilang 344 requirements.

Figure 3. Computer-Aided Drafting of the Existing Road Facility in the

United Nations Avenue and San Marcelino Street Intersection

A typical road cross-section of a four-lane urban highway was drafted

using the computer software AutoDesk – AutoCAD™. As said before, the
existing road facility only has a sidewalk ramp for persons with disabilities that
use a wheelchair to cross one street to another.

IV. Recommend a mitigating measure to address each finding observed.

Draw the proposed improvement/s.

United Nations Avenue and San Marcelino Street Intersection

Persons with disabilities are prone to danger when being exposed to busy
streets, high-speeding cars, and non-stop traffic. This is the reason behind the
proposal of putting more visible signages that would allow awareness among drivers
to be careful in passing by the streets and would also signify persons with disabilities
that there are specialized facilities that could accommodate them while treading the
streets.

Sidewalk ramps are clearly painted with the Person With Disability (PWD)
logo and also accompanied by steel handrails that is also efficient for those with

impaired vision, or senior citizens that have difficulty in stepping down on the
sidewalks.

Pedestrian crossing signals in the two streets are already installed. However,
the two remaining streets must also be installed with these signals with a timer in
order to make persons with disabilities aware if they can cross the road at a given
amount of time.

A yellow double center line was also added in order to prevent cars from
overtaking within the region of pedestrian crossing. Some persons with disabilities
take time when crossing, so it is only proper to make sure that cars stay on their
respective lanes.

Even though a street is equipped with sufficient precautionary measures that

protect people with or without disabilities, it is still an utmost priority to be responsible
on the direction, manner, and speed of driving while passing by the streets.
