Cairn Oil & Gas, a vertical of Vedanta Limited, is one of the largest oil and gas exploration and
production companies in India. Cairn contributed ~25% to India's domestic crude oil production in
financial year 2017-18, and has a vision to produce 50% of India’s oil and gas. Cairn has built the
world's longest continuously heated and insulated pipeline, executed the world's largest Enhanced Oil
Recovery (EOR) polymer flood project and is implementing the world's largest Alkaline Surfactant
Polymer (ASP) project.
As part of the Open Acreage Licensing Policy (OALP) auction Round 1, the Government of India has
allotted 41 of 55 oil blocks to Cairn Oil & Gas, in the states of Andhra Pradesh, Assam, Tamil Nadu,
Tripura, Rajasthan, Maharashtra, and Gujarat. With the addition of these new blocks, Cairn's portfolio
now adds up to ~50,000 square kilometers, paving way for the next wave of hydrocarbon explorations
in the country.
CAIRN intends to construct Crude Oil Unloading System to unload crude from tankers and pumping it
to storage tanks.
As a part of this M/S Sayantrik Engineer India Pvt Ltd awarded with Detail Engineering services for the
following:
1. Basic Unloading Bay with 6000 bpd capacity (10 Hrs working - Only day
2. time) for Crude Oil from Trankers, associated instrumentation and piping works for the
unloading system
3. Installation of 2 pumps in the Unloading area Pump House
4. Basic metering with the unloading bay
5. Piping to be hook up to their system around 900 meters and to weld a suspended support on
some portion of their sleeper rack, a spool to be fabricated to replace existing one to install in it
the current SDV and the new SDV for the unloading bay, PLC to connect new SDV and the
current one 25 meters from SDV's
6. Electrical cables : To use their cable tray till the switchgear building around 1300 meters
7. F&G cables to go the nearest PLC around 400 meters
8. Unloading bay to be manual and remote managed, Cairn will take care of the software part and
hook up to their equipment
9. Lighting to the new area (unloading bay)
10. A fire water network with hydrant for the unloading bay, the water tanks are 300 meters away
from the unloading bay area.

The following are the types of fire protection system envisaged for the new facility marked in the below
plot plan as per OISD-117 guidelines.

5. SYSTEM DESCRIPTION
The yard hydrants and monitors will be provided around the periphery of the Crude Oil Unloading
facility at minimum distance of 15 m from the face of the building and will be placed max 30 m distance
between hydrants and monitors as per OISD-117.
The pipelines shall be above ground and wherever above ground piping is not feasible, the pipe shall
be laid 1 m below ground level with Hume pipe support for road crossing.
Each hose box contains two nos. 15 m long hose with branch pipe and brass nozzle. Except where
impracticable, all hydrant outlets shall be situated 1 m from the normal ground level.
The stand posts shall be 100 mm for double-headed hydrants and 150 mm diameter for water monitors.
Only oblique hydrants conforming to IS: 5290 with outlets angled towards ground shall be used.
Minimum pressure of 5.25 bar shall be ensured at the remotest yard hydrant point and top most landing
valve.
The hydrant system mainly consists of Double Headed hydrant valves, Fixed type Water Monitor and
Sectional valve etc. Stand pipes shall be tapped from the ring mains. The mains shall be charged with
water to the system design pressure of Minimum 7 Kg. /cm2 to be tapped from existing hydrant ring
main at the strategic location.
The following design parameters are described for the medium velocity water spray system in various
areas in order to ensure adequate protection for the respective occupancies.
*Note: K-factor selection of MV nozzle shall be provided in the detailed design drawing based

Fire Detection line with detector (QBD) shall be pneumatic type with minimum pressure of 2-3
kg/cm2. The Airline shall be tapped from existing line at suitable location.

6. SYSTEM OPERATION
Initially, the system shall be charged with water to the system design pressure. The system
pressure is expected to fall down due to minor leakages. When the pressure drops to the
predetermined pressure, the respective pressure switch shall sense the same and send the
signal to the MCC & control panel. Immediately, Jockey pump shall be switched on to elevate
the system pressure to the normal level. As soon as the normal system pressure is reached, the
respective pressure switch shall send the signal to the MCC & control panel to switch off the
jockey pump. Thus the normal system pressure shall be maintained by the jockey pump.

7. HYDRANT SYSTEM
In the event of fire, when one or more hydrant valves/ Water Monitor are opened, the pressure
in the hydrant main shall drop due to the resulting flow and at a low pressure in the hydrant
main, the jockey pump shall start automatically. When the jockey pump cannot meet the
required flow rate and pressure the main hydrant pump into operation immediately. If main
firewater pump fails to start due to extraneous reasons, the standby pump will come into
operation through the respective pressure switch at the pre-set pressure.
As soon as any one of the firewater pump comes into operation the jockey pump will be
switched-off by the interlock provided in the MCC. The firewater pumps (main and standby) will
be switched off manually after ensuring that the fire is extinguished completely.

In the event of fire, a fire signal shall be provided from the Local Control Panel to Deluge valve
for auto operation of MVWS system. When detector detects the fire through pneumatic actuator
(solenoid valve) is installed in the downstream of detection line, PORV and emergency release
connections.
This will drain the water from upper chamber of deluge valve to atmosphere resulting in loss of
pressure on the top chamber of deluge valve. Due to which the diaphragm of deluge valve shall
imbalance. As result the water rushes from upstream of DV to main spray network and comes
out through open spray nozzles.
To operate the system locally, a manual emergency release has been provided in deluge valve
as follows: -
- A tapping from the trim ends in a drain valve provided for "Emergency Release".
- Local push button in the Deluge valve local control Panel.
Operating the valve will release the pressure above the deluge valve clapper and then the
system will operate as just described earlier.

Pipe for firefighting IS: 1239 Heavy class & IS3589 (6.35 mm thick).
Piping Fittings for 50mm dia and below, Threaded/Socket welded joints shall be used and
fittings shall be of forged steel. For pipes above 50mm dia, Butt welded joints shall be used.
Flanges shall have appropriate number of holes as per the relevant IS Standard fastened with
nuts, bolts and 3 mm thick compressed rubber gasket.
Minimum diameter of the pipe used in the ring mains shall however not be less than 150NB and
a terminal main of 80 mm diameter shall not feed more than one hydrant, that having a diameter
of 100 mm shall not feed more than two hydrants, that having a diameter of 125 mm shall not
feed more than three hydrants and a main of 150 mm shall not feed more than five hydrants.
The suction pipe shall be designed for not more than 2 m/s. as per Indian Standard and the
external ring mains shall be designed for not more than 5 m/s at any point.
