Procedure: IDENTIFICATION OF ASPECTS AND SIGNIFICANT IMPACTS


1. SUMMARY
1.1 This procedure is established, documented, implemented and maintained to help proper
Hazard Identification OF Aspects and Significant Impacts
1.2 Responsibility and Authority for this procedure is spread across various functions within
decided scope. Senior Management Team is responsible for Implementation
1.3 Note: This procedure has adopted some definitions developed by Locomotive Workshop,
Northern Railway, Charbagh, Lucknow.

3. Procedure:
3.1 An effective environmental management system begins with understanding how an
organization can interact with the environment. The organization has identified the
environmental aspects it can control that it can influence as per this procedure. Examples of
adverse impacts include pollution of air and depletion of natural resources. Example of
beneficial impacts includes improved water or soil quality.
3.2 Locomotive Workshop, Northern Railway, Charbagh, Lucknow have identified those
aspects that have or can have significant impacts on the environment, i.e. significant
environmental aspects - Refer Aspect& Impact chart. It has also determined for which
Impacts control or improvement is needed, to set priorities for management action.
3.3 Identified significant Aspects and relative Impacts along with applicable legal requirement
form the basis defining objectives and monitoring plan.
3.4 The identification of significant environmental aspects in an ongoing process that enhances
an organization understands of its relationship to the environment and contributes to

continual improvement of its environmental performance through enhancement of its


environmental management system.
3.5 Within the defined scope of IMS, Locomotive Workshop, Northern Railway, Charbagh,
Lucknow has determined the environmental aspects of its activities, products and service that
it can control and influence and their environmental impacts considering a life cycle
perspective, with its past, ongoing and planned activities, products and services. In all cases,
the organization has considered normal and abnormal operating conditions including start-up
and shutdown maintenance and emergency situations and accidents.
3.6 Locomotive Workshop, Northern Railway, Charbagh, Lucknow through its principal i.e.
Indian Railways have considered legal compliances related to Products and services it
provides possible environmental aspects identified in government regulations and permits. It
also considers contractual authority, local or regional issues, activities carried out by
contractors or subcontractors, material, goods or services supplied and used, transportation
Methods, use- reuse of products.
3.7 The process of identifying environmental aspects benefits from the participation of those
individuals who are familiar with the organization’s activities, products and services.
3.8 As there is no single approach for identifying environmental aspects and environmental
impacts and determining significance that will suit all organizations, an approach that is
appropriate to the scope, nature and scale and that meets its needs in terms of detail,
complexity, time, cost and availability of reliable data, is adopted.
3.9 The identification includes (as possible): Emissions to air, Releases to water, Releases to
land, Use of raw materials and natural resources (e.g. land use, water use), Local /
community environmental issues, Use of energy, Energy emitted (e.g. heat, radiation,
vibration), Waste and by -products and Physical attributes (e.g. size, shape, color,
appearance), Disposal, related to the organization’s activities, products and services, such
as: Manufacturing processes, Packaging and transportation, Environmental performance and
practices of contractors & suppliers, Waste management.
3.10 For evaluating significance, criteria have been established to identify which
environmental aspect and associated impacts it considers significant.
3.11 When establishing process for identifying significance, an organization considers:
 Environmental criteria (such as scale, severity and duration of the impact, or type,

size and frequency of an environmental aspect);


 Applicable legal requirements (such as emission and discharge limits in permits or
regulations etc;);
 Concerns of internal and external interested parties (such as those related to
organizational values, public image, noise, color or visual degradation).
3.12. Impacts considered as below
• Emissions to air (including emission, odor and noise)
• Releases to water. (ground and surface)
• Releases to land.
• Waste management including disposal of waste.
• Use of raw materials and natural resources, storage and handling.
• Other local environmental and community issues.
• Legislative and regulatory requirements and compliance status w.r.t. environmental
aspects.
• Current environmental management practices and procedures.
• Results of previous environmental incidents/ accidents, if any.
• External communication related to environmental issues.
• Purchase, storage and transportation of chemicals / fuels.
• Other relevant issues such as green belt development.
• Use of energy (power, heat)
• Emission of Energy(heat, radiation, vibration)
• Physical attributes (size, shape, color, appearance)
Establishing and applying such criteria provides consistency and reproducibility in the
assessment of significance.
3.13. The environmental rating is calculated by addition of impact rating as stipulated in standard
rating chart. In this possible minimum rating is 5 and possible maximum rating is 25.
Management has decided to consider 15 of total rating as cut off value & rating above 15 will
be treated as Significant. If any Impact attributes to a Legal requirement, Interested Parties
concern then it is treated as Significant. Emergency conditions are also considered as
Significant Aspects.
3.14. Aspects and related impacts are listed in standard format and reviewed periodically to

ensure that it is up to date. Information sources for determining environmental impacts


include (as applicable): general information documents, operations manuals, process
flowcharts, or quality and product plans; reports from previous audits, assessments or review,
life cycle assessments; Technical data reports, Lists of toxic substances; Applicable legal
requirements and other requirements to which the organization subscribes; Codes of
practice, Product specification, Material / Chemical Safety Data Sheets (MSDS), or energy
and material balance data; Waste inventories Monitoring data; Environmental permit or
license applications; Views of , requests from, or agreements with interested parties; and
Reports on emergency situations and accidents, Complaints from interested parties.
3.15. For Objectives Targets and Programs, the Significant Objectives will be prioritized as below
Priority1 – Attributing to Legal Requirements and Policy Commitment
Priority 2- Attributing to resource saving potential, Interested parties concern and Emergency
situation
Priority3- Environmental Impacts with score more than 15

1. Maximum Score by addition of max score in each of criteria aspects comes to be 21 and
Min Score comes to 5. 50% of Max Score is 11.5 rounded to 12.
2. Score greater than or equal to 12 and or Legal requirement will be treated as SIGNIFICANT
