20.3 If supply of water is from an intermittent source, adequate
storage provided as required in 20.1.

20.4 Any vessel used for storage of drinking water is kept clean
and free from contamination. ( a sufficient number of cups or vessels are provided unless the water is being delivered in a

ActSec.23 LC-FA 23 Precautions against contagious and infectious Diseases

SFR 49 23.1 Medical examination of workers carried out in January and
July each year. Entries recorded in Hygiene Card as per
Form F-1.
(note: Section 23 A states that each worker in the factory shall be vaccinated and inoculated against such diseases and at such intervals
23.2 Every worker vaccinated for cholera, small pox typhoid, every
year. For factories in Sind vaccination interval prescribed
for small pox is two years.

Act Sec. 25 LC-FA 25 Precautions against Fire

PFR 49,53 25.1 Ample supply of water available at sufficient pressure to reach
SFR 51,54 all parts of the factory together with the necessary hose pipes
and hydrants.

25.2 Buckets and fire extinguishers provided at the following scale:

i) Six buckets for floor space up to 6,000 sft and one


additional bucket for every 1,000 sft.
The buckets painted red and are permanently
placed on a stand and filled with water or sand as required.

ii) Fire extinguishers of at least one gallon capacity for floor


upto space 6,000 sft. One additional fire extinguisher for
every 6,000 sft.

iii) For a multi-storeyed building each storey is provided with


at least one fire extinguisher and buckets at the scale
prescribed above.

25.3 All apparatus for extinguishing fires is kept in


good order and tested once in 14 months (six
months for factories in Sind).

Provision of Means of Escape in case of Fire

25.4 For multi-storeyed buildings in a Factory:


i) two sets of stairs or steps, one of which is outside the
the building, is provided for free access to the ground from
every part of the factory in case of fire.

ii) stairs or steps are permanently fixed and provided with


suitable and sufficient handrails.

Note If workers are not employed in the second or a


higher storey of a factory building, the outside staircase
is not necessary.

25.5 All windows and doors open outside or are sliding

25.6 Exit doors are not locked or fastened.

25.7 Emergency means of escape are distinctively marked in red


letters of adequate size or by some other effective and clearly
understood sign

25.8 If more than ten workers are ordinarily employed in any place
above the ground floor, or explosive or highly inflammable
materials are used or stored, workers are familiar with the
means of escape in case of fire and are adequately trained
in the routine to be followed in such case.

Act Sec. 26 LC-FA 26 Fencing of Machinery

PFR 54-57 26.1 The following parts of any transmission machinery if in


SFR 55-60 motion and within reach of workers are securely fenced in
motion:
i) all shafts, couplings, collars, clutches, toothed
wheels, pulley driving straps, chains and ropes.
ii) All projecting set screws, keys, nuts or bolts on
revolving parts except those which are counter
sunk or otherwise made equally safe.
iii) The underside of all heavy overhead main driving
belts or ropes if there is any possibility of persons
having to pass under them.

26.2 The following parts of machine tools are securely fenced:


- the back gears and change wheels of lathes,
- the back gears and bevel gearing of drilling machines and
- the gear wheels of planning, shaping, slotting and milling
machines

26.3 All emery wheels and tool grinding machines are fitted with:
- strong iron hood guards
- plate glass sheet to prevent flying particles entering
operator's eyes.

26.5 All hoist gates are self locking and open only when the cage
is opposite the floor.

non-metallic fencing or insulation or both.

26.7 Instructions in Urdu and English for protection of persons

tion sufficient to identify the lifting machine.
- the safe working load or loads in the case of a crane with a
variable operating radius, including load at various radii of
the jib trolley or crane.
- particulars of any defect found in the lifting machine
affecting the safety of the machine.
- the repairs required, if any, either immediately or within a
specified time.
- the name and address of the person carrying out the
examination and the date of the examination.

33A.2 Cranes and lifting machinery and parts thereof are proof-
tested according to provisions of see Table ref PFR 76

Act Sec.33A Hoists and Lifts


PFR 76 A
SFR 61 33A.3 Hoists are of good mechanical construction, sound material
and adequate strength.

33A.4 Hoists are properly maintained and thoroughly examined by


a competent person, appointed by the Chief Inspector, at
least once in every six months.

33A.5 Results of examination are entered in a register

33A.6 Hoist ways and lift ways are sufficiently protected by an


enclosure fitted with gates.

33A.7 Hoist and Lift or any such enclosure is so constructed as to


prevent any person or thing from being trapped between any
part of the hoist or any part of the hoist or lift and any fixed
structure or moving part.

33A.8 Maximum safe working load is marked on every hoist or lift


and is not exceeded in use.

33A.9 The cage of every hoist or lift used for carrying persons is fitted
with a gate on each side from which access is afforded to a landing.

33A.10 Every gate is fitted with interlocking or other efficient devices


to ensure that the gate cannot be opened except when the
cage is at a landing and the cage cannot be moved unless the
gate is closed.

33A.11 For passenger lifts installed after 1972 :

- where the cage is supported by a rope or chain, there are at


least two ropes or chains separately connected with the
cage and the balance weight. Each rope or chain is
capable of carrying the whole weight of the cage together
with its maximum load.
- efficient devices are provided and maintained capable of
supporting the cage together with its maximum load in the
event pf the breakage of ropes, chains or attachments.
- an efficient automatic device is provided and maintained
to prevent the cage from over-running.

Act Sec.33 B Revolving Machinery

33B.1 Maximum peripheral speed of each grinding stone and


abrasive wheel, the speed of the shaft or spindle upon which
the wheel is mounted and the diameter of the pulley is clearly
and permanently marked near or on the machine.

33B.2 The indicated speeds are not exceeded.

33B.3 Safe working peripheral speed of every revolving vessel, cage

33D.1 Floors, stairs, passages and gangways are of sound

substantial handrails.

33D.4 All places of work, three feet six inches and higher, are
provided with fencing or suitable safeguards.

33D.5 Adequate provisions are made for the drainage of floors in

33E.1 Fixed vessels, sumps or pits having walls less than three feet
high and containing any scalding, corrosive or poisonous liquid
are either covered for fenced or otherwise protected to prevent
persons from falling in them.

33K.2 Portable light exceeding 24 volts is not permitted in a confined
space.

33K.3 Only flameproof electric light is used in confined spaces where


flammable mixture is likely to be present.

33K.4 Entry to confined space is permitted only after all practicable


measures are taken to remove any fumes which may be
present and prevent ingress of fumes and unless either:
a) a certificate in writing is given by a competent person based
on a test carried out by himself that the space is free from
dangerous fumes and fit for persons to enter, OR
b) the worker wears suitable breathing apparatus and a belt

by a person standing outside the confined space.

33K.4 Suitable breathing apparatus, reviving apparatus and belts ropes


are kept ready for instant use beside any confined space in
which a person has entered.

All the apparatus mentioned above is periodically examined and


and certified by a competent person to be fit for use.

33K.5 A sufficient number of persons are trained and practiced in the


use of all such apparatus and in the method of restoring respiration.

33K.6 Entry to boiler furnace, boiler flue, chamber, tank, vat, pipe or
other confined space is not permitted until it is sufficiently
cooled by ventilation or otherwise to be safe for persons to enter.

Act Sec.33 L Explosive or Flammable Dust, Gas etc

33L.1 Following precautions are taken for explosion likely to be caused


by ignition of flammable dust, gas, fume or vapour:

a) effective enclosure of the plant or machinery;


b) removal or prevention of accumulation of such dust, gas,
fumes or vapour,
c) exclusion or effective enclosure of all possible sources of
ignition.

33L.2 If the plant or machinery used in the process is not constructed


to withstand pressure resulting from an explosion, all practicable
measures are taken to restrict the spread and effects of
explosion by the provision of chokes, baffles, vents or other
effective appliances.

33L.3 For parts of plant or machinery containing any explosive or


inflammable gas or vapour under pressure greater than
atmospheric, the part is not opened except in accordance with
the following provisions:
a) it is isolated from the plant or machinery by a stop valve or
other suitable means.
b) all practicable measures are taken to reduce the pressure
of the gas or vapour in the part or pipe to atmospheric
pressure.
c) effective measures are taken to prevent any explosive or
flammable gas or vapour from entering the part or pipe.
These provision will not apply in case of a plant or machinery
installed in the open air.

33L.4 Hot work on any plant, tank or vessel which contains or has
contained any explosive or inflammable substance is done only
after:
- adequate measures are taken to remove such substances
and any fumes arising there from or to render such
substances and fumes non-inflammable;
- no such substance is allowed to enter such plant, tank or
vessel after any such operation until the metal has cooled
down sufficiently to prevent the risk of igniting the substance.

Act Sec.33 N Notice of Certain Accidents


PFR 82, 89 33N.1 Notice of fatal accident and accidents in which the injured
SFR 80, 87 person is unable to resume work forty eight hours after the
accident is sent to the relevant authorities within the prescribed
time frame.

Act Sec.33 Q

PFR 93-96
SFR 91-94 Provision of Shelters during Rest, Certificate of Stability
and First Aid

33Q.1 For every factory employing more than 150 workers one or
more rooms or sheds for use of workers during periods of rest
are provided.
Such rooms or sheds are;
- adequately lighted and ventilated;
- are not less than 10 feet high;
- the floor space is not less than six square feet for each
worker to be accommodated;
- the roofs are not of corrugated sheeting or other metal
unless covered by a suitable heat resisting material.

33Q.2 Certificate of stability for all buildings or parts of a building


where a manufacturing process with the aid of power is
undertaken, on Form K signed by an authorised person under
these rules is available.

33Q.3 For every addition or alteration to such building or parts


thereof or such machinery, plant or tanks is made unless such
addition or alteration is approved by an authorised person.

33Q.4 First-aid appliances maintained in good working order as


specified in Appendix 1 are available. These appliances are;
- placed under the charge of a responsible person who
knows how to use them;
- are kept in a readily accessible place within a
factory so as to be immediately available during
working hours.
- clearly marked with words "First Aid".

33Q.5 Every person sustaining an injury within a factory, unless he


desires otherwise, is administered First Aid as per Appendix II

ACT SEC.33Q(4) Hazardous Occupations


1. W.P Hazardous Occupations (Lead) Rules 1963

Hazardous These rules apply to any Factory where hazardous operations
Occupations specified in the Schedule attached to these rules are
Rules 1963 carried out.

FA HOR 1 Prohibition of Employment of Women, Adolescents and children.

No woman, adolescent or child is employed in any of the specified


hazardous operations.

FA HOR 2 Medical Certification and Examination

(1) No person is employed for more than fifteen days in a


year on any of the specified hazardous operations, unless
a certificate of fitness is issued to him by a certifying
surgeon.

(2) If the certificate of fitness is cancelled by the certifying


surgeon, the de-certified person is not employed on any of
the hazardous operations unless the certifying surgeon
again certifies him to be fit.

FA HOR 3 Exhaust Draughts

The following operations are not carried out without an


efficient exhaust draught:
(a)
(b)
melting old or dirty scrap lead;
(c) heating lead material so that vapour containing lead
is given off;
cooling molten flaked litharge;
(d) feeding any furnace or retort; and
(e) manipulating lead material in any furnace.

(1) The floor of every room in which any person is


employed on any of the hazardous operations is of
smooth cement or other smooth impervious material

FA HOR 5 Washing Facilities

(1) Following facilities are provided and maintained in a


clean state for the use of all persons employed in
lead process:

- a lavatory under cover with an adequate supply of


clean towels which are renewed daily, soap, nail
brushes; and
- sufficient and suitable bath accommodation.

(2) At least one lavatory basin fitted with a waste pipe


and plug and having a constant supply of hot water
is provided for every five persons employed in a
lead process.

FA HOR 5 Protective Clothing

(a) Suitable overalls, gloves and head coverings and


clean respirators are provided to all persons employed
on a hazardous operation and are properly maintained.

(b) The workers are caused to wear the above protective


clothing properly.

(c) At the end of everyday's work the protective clothing


are collected and kept in proper custody in a suitable
place set apart for the purpose.

(d) They are thoroughly washed every week and those


which have been used in stove are washed daily.

FA HOR 6 Duties of Employees

(1) Every person employed in any hazardous process


involving lead presents himself for examination by the
certifying surgeon at the fixed time.

(2) No person whose certificate of fitness has been

operations specified in the Schedule.

(2) No adolescent is employed in any factory in any of


the operations specified in items 1 to 7 of the Schedule.

any of the operations specified in item 8 and 9 of the
Schedule.

3. W. P. Hazardous Occupations (Sand Blasting) Rules, 1963

FA HOR 8 Definition

For the purpose of these rules, "Sand Blasting" means the


cleaning, smoothing, roughing or removing part of the surface
of any article by the use of abrasive action of a jet of sand,
metal shot, grit or other abrasives propelled by a blast of
compressed air or steam.

FA HOR 9 Declaration of Operation as Hazardous

Sand blasting is declared to be a hazardous operation when


carried out in any factory.

FA HOR 10 Prohibition of the Employment of Women, Adolescents and


Children

No woman, adolescent or child is employed on sand blasting


in any factory.

FA HOR 11 Protective Clothing

(1) No person is allowed to perform or to assist at sand


blasting in the open air or to work within thirty feet of
sand blasting apparatus in operation in the open air,
unless he is wearing a suitable helmet and gauntlets.

(2) No person is allowed to work or remain in a sand


blasting chamber unless he is wearing a suitable
protective helmet, overalls and gauntlets, or to insert
his arms or hand into the chamber unless he is
wearing suitable gauntlet, while sand blasting is
being carried out.

(3) Helmets, gauntlets and overalls are provided and


maintained in good condition.

(4) The protective helmet carries the distinguishing mark


of the person to whom it is issued and by whom it is
intended to be used and is provided with a sufficient
supply of pure air for breathing and ventilation, together
with suitable arrangement to permit the escape of
expired air.
