1.0 SCOPE

This Standard defines the design criteria based on the environmental conditions applicable
to Communications Sites and Remote Communications Terminals used in the Transmission
System of Saudi Electricity Company (SEC) in the Kingdom of Saudi Arabia.

1.1 Communications Site

A communication site may be located in a self-contained permanent building whose


sole purpose is to contain communications equipment. A communications site may
also be contained within a SEC facility or building whose primary function shall be
to provide for housing various equipment, and whose secondary function shall be to
provide shelter for communications equipment (i.e. substations, office buildings,
workshops, clinics etc.).

For the purposes of this standard, a Communications Site shall include, but not be
limited to:

1.1.1 Line Switch, EPABX Equipment

1.1.2 Multiplex Equipment

1.1.3 Communications and Battery/Battery Charger Equipment

1.1.4 Radio Equipment

1.1.5 Rectifiers and other Power Equipment

1.1.6 Fiber Optics Transmission and Termination Equipment

1.1.7 Power Line Carrier Transmission Equipment (excluding couplers and line
traps)

1.1.8 Aerial Cable Carrier Transmission and Termination Equipment

1.1.9 PCM Transmission and Termination Equipment

1.1.10 Miscellaneous Equipment Frames

1.2 Remote Communications Terminal

A Remote Communications Terminal shall be defined as a facility, usually


temporary in nature (e.g. portable buildings), whose primary function is to house
communications equipment.

2.0 DESIGN CONSIDERATIONS FOR COMMUNICATIONS SITE

2.1 Outdoor Ambient Conditions

These shall be as specified in SEC Specification # 01-TMSS-01 & as well as in


Project Technical Specification/Scope of Work for the location/s as applicable
during summer and winter periods, and shall include both dry bulb and wet bulb
temperatures.

2.2 HVAC System

2.2.1 The heating ventilating and air conditioning system shall maintain a
temperature limit of 25°C. This shall be measured 1.5m above the floor and
380mm in front of the equipment bay. However the temperature gradient
from floor to ceiling shall not exceed the above requirments by more than
6°C. Maximum/minimum relative humidity shall be 50/30%.

2.2.2 Heat Load and Air Supply calculations shall be as specified in TES-K-100.
The total system heat dissipated shall not exceed 860 W/m² average over the
entire equipment room floor space. Within the equipment area any one 6m x
6m area (building bay) shall average up to 1075 W/m². The floor space used
to calculate the average shall include the associated aisles.

2.2.3 Air Quality Requirements

The HVAC system shall maintain the air quality limits specified in the table
below:

2.2.4 HVAC Equipment

a. Two (2) 100% identical air handling units (AHU) shall be provided,
one on normal duty and the other on standby with automatic
changeover to standby unit when the AHU on duty fails. The air
handling system shall be provided as specified in TES-K-100 and shall
be capable of maintaining a positive pressure differential over the
outside air pressure with a maximum of 125Pa.

b. Two (2) 100% identical liquid chilling system or direct expansion


refrigerating equipment shall be provided, one on normal duty and the
other on standby with automatic changeover to standby unit when the
chilling system on duty fails. The liquid chilling system shall be
provided as specified in TES-K-100

c. Mechanical filtration equipment shall be located so as to provide


filtration of incoming air as well as return air with intake louver, sand
trap, prefilter, high efficency filter and volume control damper as
specified in TES-K-100. The intake for the fresh air shall be located on
the lee or least dusty /contaminated side of the building, based on
prevailing winds for the site in question.

d. In case the air quality requirements specified in Table 1 cannot be met


with mechanical filtration, other filtration equipment such as
electrostatic type or chemical type or both shall be provided.

2.2.5 Power supply requirements for the HVAC system shall be through a
dedicated circuit breaker or breakers and separate from the service assigned
to the communications power supply.

3.0 DESIGN CONSIDERATIONS FOR REMOTE COMMUNICATIONS TERMINALS


WITH COMMERCIAL POWER

3.1 Outdoor Ambient Conditions

These shall be as specified in SEC Project Technical Specification/Scope of Work


for the location/s as applicable during summer and winter periods, and shall include
both dry bulb and wet bulb temperatures.

3.2 Air Conditioning Equipment

3.2.1 The air conditioning equipment shall maintain a temperature limit of 25°C.
This shall be measured 1.5m above the floor and 380mm in front of the
equipment bay. However the temperature gradient from floor to ceiling shall
not exceed the above requirments by more than 6°C. Maximum/minimum
relative humidity shall be 50/30%.

3.2.2 Refer to ASHRAE Handbook for cooling load calculations.

3.2.3 Air Quality Requirements

The air conditioning equipment shall maintain the air quality limits specified
in the table below:

The gaseous contaminate levels shall be considered on a site by site basis,


and as specified in SEC Transmission System Project Technical
Specification/Scope of Work.

3.2.4 Air Conditioning Equipment

a. Air conditioning equipment shall be of the package unit type utilizing


air cooled condensers. Two (2) 100% identical units shall be provided,
one on normal duty and the other on standby with automatic
changeover to standby unit when the chilling system on duty fails.

b. Mechanical filter with 90% efficiency down to 0.5 um shall be installed


to filter all recirculated air as well as fresh air. Prefilter shall be
installed on the fresh air inlet.

3.2.5 Power supply requirements for the air conditioning equipment shall be
through a dedicated circuit breaker or breakers and separate from the service
assigned to the communications power supply.
