a) Brief Description of the Selected Country
 The Philippines is a country in Southeast Asia in the western
Pacific Ocean. It is an archipelago made up of 7,106 islands
located in relation to many of Southeast Asia's main water
bodies: the South China Sea, Philippine Sea, Sulu Sea, Celebes
Sea, and Luzon Strait. Proximate countries include Taiwan,
Vietnam, and Indonesia. The geography is mountainous with
narrow coastal lowlands. The government system is a republic;
the chief of state and head of government is the president. The
Philippines has a mixed economic system which includes a
variety of private freedom, combined with centralized economic
planning and government regulation. Philippines is a member of
the Asia-Pacific Economic Cooperation (APEC) and the
Association of Southeast Asian Nations (ASEAN).

 The Philippine National Police (Filipino: Pambansang Pulisya ng
Pilipinas and abbreviated as PNP) is the armed, civilian national
police force of the Philippines. Its national headquarters is
at Camp Crame in Quezon City, Metro Manila, and it has 160,000
personnel.
 The PNP was formed on January 29, 1991 when the Philippine
Constabulary and the Integrated National Police were merged
pursuant to Republic Act 6975 of 1990.

d) Administering Body
 It is administered and controlled by the National Police
Commission and is part of the Department of the Interior and
Local Government (DILG). Local Police officers are operationally
controlled by municipal mayors (except during the 30 days
immediately preceding and following any national,
local and barangay elections. During these periods, the local
police forces are under the supervision and control of
the Commission on Elections). DILG, on the other hand,
organizes, trains and equips the PNP for the performance of
police functions as a police force that is national in scope and
civilian in character.

h) Ranking Structure

i) Entry Qualifications
 No person shall be appointed as non-officer of the PNP unless
he/she possesses the following minimum qualifications:
 A citizen of the Philippines;

 A person of good moral conduct;
 Must have passed the psychiatric/psychological, drug and
physical tests to be admitted by the PNP or by any
NAPOLCOM accredited government hospital for the
purpose of determining physical and mental health;
 Must possess a formal baccalaureate degree from a
recognized institution of learning;
 Must be eligible in accordance with the standards set by
NAPOLCOM;
 Must not have been dishonourably discharged from
military employment or dismissed for cause from any
civilian position in the government;
 Must not have convicted by final judgment of an offense
or crime involving moral turpitude;
 Must be at least one meter and sixty-two centimetres
(1.62 m.) in height for male and one meter and fifty-seven
centimetres (1.57 m.) for female;
 Must weigh not more or less than five kilograms (5 kgs.)
from the standard weight corresponding to his or her
height, age, and sex; and
 For a new applicant, must not be less than twenty-one
(21) nor more than thirty (30) years of age: except for the
last qualification, the above-enumerated qualifications
shall be continuing in character and an absence of any
one of them at any given time shall be a ground for
separation or retirement from the service: Provided, That
PNP members who are already in the service upon the
effectivity of RA 8551 shall be given at least two (2) years
to obtain the minimum education qualification and one (1)
year to satisfy the weight requirement.

k) Training Features
 Basic Recruitment Training:
 Not less than 6 months and training week shall normally
consists of 40 hours
 Field Training:
 Actual experience and assignment in patrol, traffic, and
investigation
 12 months inclusive of the BRTC

l) Police Compensation and Benefits


 Monthly Retirement Pay:
 50% of the Base Pay and Longevity Pay + (in case of 20
years of active service) increasing by 2.5% for every year of
active service rendered beyond 20 years
 Early Retirement Pay:
 Separation benefits corresponding to a position 2 ranks
higher than his or her present rank subject to the following
conditions:
 rendered at least 10 years of continuous government
service
 not scheduled for separation or retirement from the
service due to the attrition system or separation for
cause
 No pending administrative or criminal case
 Has at least 3 more years in the service before
reaching the compulsory retirement age and at least a
year before his or her maximum tenure in position
 Permanent Disability Pay:
 Equivalent to a one year salary and to a lifetime pension
equivalent to 80% of the PNP member’s last salary in
addition to other benefits.
 Death Benefits:
 Gratuity (1 year salary)
 Burial expenses (3 months basic salary)
 Reimbursement of reasonable expenses for medicines, etc.
 Restoration of deducted leave credits for absences incurred
by reason of the sickness or injury.
