Guidelines for the Prevention, Control and Mitigation of the Spread of


Coronavirus Disease 2019 (COVID-19) in Higher Education Institutions (HEIs)

In connection with the Inter-agency Task Force for the Management of Emerging
Infectious Diseases (IATF) Resolutions Nos. 35A and 36 issued on 13 May 2020 which
stipulates that provinces, highly-urbanized cities (HUCs) and independent component
cities (ICCs) that are classified as low-risk areas will be under general community
quarantine (GCQ) and approval of the guidelines on the implementation of the modified
enhanced community quarantine (MECQ) and recommendations of the Commission on
Higher Education (CHED) on the opening of classes and adoption of the new academic
calendar, CHED hereby issues this advisory to all HEIs.

This advisory should be read in conjunction with CHED Advisories on COVID-19 Nos. 1,
2, 3, 4, 5, 6.

Applicable provisions of previously issued advisories not otherwise discussed below


remain enforced.

As these recommended actions have been discussed with both public and private HEIs,
and have already been implemented by most HEIs, the following serves to document the
agreed upon ECQ, Modified ECQ, GCQ and Modified GCQ activities.

A. On HEI Operations and Work Arrangements

1. HEIs are authorized to operate with a skeleton workforce exclusive for the following
purposes:

a. To issue credentials to graduating students in HEIs using the old calendar.


b. To finish the Academic year 2019-2020 with a maximum of one-month
extension for HEIs using the new calendar, using the flexible learning system
or mode.
c. To work on vital services and functions of HEIs to its constituents on a “work in
phase” basis.

2. Assigned skeleton workforce must not be under 21 years old or above 60 years of
age, pregnant and/or those with existing medical conditions/comorbidities except
when indispensable under prevailing circumstances.

3. The HEI shall facilitate and/or ensure that transportation services and protective
equipment (i.e. face masks/face shields) are provided to its skeleton workforce.

4. HEIs are advised to establish a clear communication plan to their students and
HEI personnel especially among student grantees and recipients of scholarship
programs to ensure that urgent and significant concerns are addressed.

5. HEIs shall determine the appropriate mode of enrollment procedures which will not
compromise the health and safety of its personnel and students. It is encouraged
that electronic and non-electronic applications be made available.

6. HEIs that will implement in-person enrolment must inform their CHEDRO and
respective LGU. The in-person enrolment procedure must have a scheduled plan
to limit the number of enrolees per day and must strictly enforce physical
distancing. HEIs shall ensure that health and safety measures prescribed by the
DOH, IATF and concerned LGU are strictly followed.

7. HEIs are encouraged to communicate and transact using non-face-to-face means


such as online and social media platforms, phone, electronic mail and courier
services

8. HEIs are advised to create contingency plans for enrolment and program delivery.

9. HEIs should inform its students and HEI personnel on the enrollment process and
specific education delivery mode that they will implement in AY 2020-2021 at least
1 week before the enrollment period. The enrollment process and education
delivery mode shall be reported to their respective CHEDRO.

10. HEIs with applications for tuition and other school fees increase (TOSFI) are
encouraged to revisit and reconsider the effect and impact of the pandemic to the
higher education community and advise the Commission on their decision.

11. HEIs are advised to follow the guidelines of government agencies such as the
Department of Labor and Employments (DOLE) as regards to the deployment of
workers.

12. SUCs and LUCs are advised to follow the guidelines on work arrangement issued
by the Civil Service Commission (CSC).

13. Regardless of the academic calendar used, HEIs are still discouraged from
conducting in-person graduation ceremonies and other school activities until the
prohibition for mass gathering is lifted.

14. HEIs using the old academic calendar are highly encouraged to prepare the shift
to the new academic calendar beginning AY 2020-21 to be able to open classes
by August 2020.

B. On Conduct of Classes, OJT and Internships

1. Physical classes, OJT and internship programs (foreign and local) remain
suspended until the GCQ, MGCQ, ECQ and/or MECQ is lifted;

2. No residential (face-to-face/in-person) mode of instruction until 31 August 2020;

3. Conduct of summer classes must comply with the following:

a. Students who are classified as: (i) graduating students who need to complete
their academic requirements; (ii) students whose subjects are scheduled in the
summer under the PSG of their degree program and; (iii) students taking
graduate studies
b. It must not start earlier than June 1
c. Non-residential mode of delivery
d. HEIs have undertaken the following: (i) Consultation with the local health
officials and Local Government Unit as to the social distancing strategies to be
employed by the HEI and; (ii) Proper disinfection of the HEI premises and
system is in place for regular disinfection especially for common areas.

4. HEIs using full online education delivery mode can open classes anytime;

5. HEIs using flexible learning can open in August 2020;

6. HEIs with significant residential (face-to-face/in-person) mode of instruction shall


open classes not earlier than 01 September 2020.

7. HEIs should allow and assist foreign students who wish to return to their home
countries and agree on the alternative instructional and learning mode to be
adopted for them to complete their academic requirements for the current term and
the incoming academic year.

As the pandemic situation is very fluid, the IATF, National Task Force COVID-19, together
with the Office of the Executive Secretary, other line departments, and various heads of
the military will continue to meet on a regular basis to assess the Covid-19 threat and will

provide updates on any changes to the ECQ, GCQ and SSDM. CHED will provide new
directives and guidelines as they become available.

In the meantime, CHED strongly advises HEIs to refer and continue to observe the
instructions stipulated in this and previously-issued CHED Advisories (Nos. 1 to 6).
