(B) (2) (1) of the Constitution. i. It follows that the employees of petitioner BSP are embraced within the Civil Service and are accordingly governed by the Civil Service Law and Regulations.
2. W/N NLRC had jurisdiction NO
a. Labor Arbiter and NLRC had no jurisdiction over the complaint filed by private respondents; neither labor agency had before it any matter which could validly have been passed upon by it in the exercise of original or appellate jurisdiction. b. There should no longer be any question at this time that employees of government-owned or controlled corporations are governed by the civil service law and civil service rules and regulations.
