Dear Maam:

Last December 30, 2018, my client WWW, the Parish Priest of PPP, who has a valid Certificate
of Registration of Authority to Solemnize Marriage, conducted a mass wedding (“Kasalan ng
Parokya”) to more or less fifteen (15) couples qualified under Art. 34 of the Family Code of the
Philippines.

Following my advice, the Reverend Father had complied and caused the couples to comply with
all the necessary requirements before their marriages were solemnized.

On January 3, 2019, all the documents were submitted. To our dismay, your good office refused
to sign all the documents for reasons that are not within the bounds of existing laws. We have
followed up our documents for two times already but to no avail.

Therefore, this letter desires to clarify the reasons you have given to my client before you sign
marriage certificates: that they need to undergo seminars with the DSWD and an Interview with
the Local Executive.

Are these requirements needed before you sign the marriage certificates? Can your office
provide legal provisions under our existing laws of the land for the necessity of these
requirements? Because if there are, we would be glad to know for the very first time that there
exist such laws so that we can incorporate these in our Church Marriage Regulations. We will
clarify these things to the office of the Civil Registrar General in Manila and of the Philippine
Statistics Authority.

WITH ALL DUE RESPECT, we pray that there is no abuse of authority and discretion on the
part of your good office on this matter, so that we will not be compelled to avail all legal means
against you, to wit; to file a Mandamus in the Court, crime of misfeasance or nonfeasance of
public officer as provided by the Revised Penal Code, and administrative case before the
Ombudsman.
