In the following questions carefully study the cases presented and then answer the question that
follows:
14. Due to the contemporary developments in the information technology and convergence,
the accesses of adults and children to media including variety of entertainment have
increased. The children have impressionable minds and the quality of entertainment
would have a bearing on them even when they grow adults. One moderately rich family
has two children who have given mobile phones to their children with internet connection
so that they can complement their studies with huge amount of information and aids
available on the internet. Father encourage children to 'grow with the technology of their
times' and rather than 'forcing discipline' on them. However, there is also misuse of
information technology. The students are engaging in many undesirable activities outside
the school, especially their exposure to many computer games (Blue Whale Challenge,
Dead Space 2, Mortal Kombat, Medal of Honour, Call of Duty Black OPS, New Vegas

etc.), which are known to be fatal and addictive, impinging on their education and value
systems.

Answer the following questions:
(a) What steps parents can take to stop such new and pervasive kind of menace due to
the unrestricted use of the computers and mobile phones?
(b) What is the importance of "forced discipline" in this case?

15. There was a day-light murder of a very popular social activist who always raised the
issue of poor and downtrodden before District Administration. He was very popular
among the downtrodden. A strong and determined crowed of ten thousand people have
assembled at the collectorate with the dead body demanding immediate action against

the accused police officials who have failed to provide necessary security to the leader.
People suspect that there is a hand of one powerful leader from the ruling party. You
are the head of the District Administration?
(a) What are the options available to you?
(b) Evaluate the merits and demerits of each option and choose the option which you
consider best, giving reasons?
16. Once you went to market with your mother for festive shopping. There you found that
most of the shopkeepers have employed children as attendants and were behaving very
harshly with them. You get very touched by seeing all this and started arguing with one
of the shopkeeper on this issue. Your mother told you to stop and asked you that if you
argue like this, he will remove the child and child may have no earning source for
family.
(a) What will you do in consonance to your moral quality in this situation?
(b) Discuss limitations of various possible actions that you are suppose to take.
(c) Among the available options, which may yield the desired result in consonance to
your moral quality.

17. A private school has dismissed a teacher after claiming that she had failed to complete
her six-month probationary period to a satisfactory standard. But the actual reason was
that she had been suspended from the job after just three months on the grounds of her
HIV status. But school does not want to make it as a formal reason for dismissal. She
is friend of your wife. She is hesitating in making a formal complaint to competent
authority. Your wife informally discussed this with you as you are a District Collector.
She expect something from you but she fears that if matter goes to public it will hurt the
sentiment of victim as she herself don't want to do anything.
Discuss course of action that you will take and justify every steps.
18. There are various religious and cultural occasions in India when a large number of people
gather to form a big procession which marches from one area of the city for celebrations
and emersion of statues to other areas dominated by people of different religions and
sects. In such cases the possibility of riots and conflicts are very high. Suppose you are the

Police Superintendent in one such area where after Puja (worship), a procession of a
particular community is learnt to have planned to pass through some streets before emersion
of the statue in the river eventually. Answer the following questions?

(a) As Superintendent of Police what will you do if you learn about marching of such
a procession to the areas dominated by other communities which have a record of
mistrust?

have courage to go to community leaders or police stations. You are son of a rich and
powerful businessman who is preparing for Civil Services. One of your servant hails

get into that, as he himself is the biggest donor of religious celebration of that area.

• The individual is the first building block of the value architecture. The values that a person
holds have been derived from family, friends, neighbours, teachers, mass media and so on.
OR
• The family value system inculcates the moral values of tolerance, non-violence, sympathy,
compassion, harmony, etc.
• But the development of values and the sense of one's duty towards the nation, community
and one's self, and thinking skills do not find any place in the curriculum at any stage of

child's development. As a consequence, there are explicit signs of erosion of values in practically
every sphere of our life.
• There is a circular relationship between individual and society in these respects in so far as
individual behaviour determines the way society moves and social values drive men the way
they behave, each reinforcing the other.
• Hence the erosion of values at individual level creates a vicious cycle of erosion of values in

all sphere which ultimately destroys the whole nation.

• Man's ethical behavior is defined by the rightfulness and wrongfulness of its actions. His
actions should be in tune with the principles defined by the society for maintaining one's
behavior, choices and actions.
• But for the adherence of ethical behavior it has been linked to the religious rewards and
sentiments. Moral rules and principles in the society are backed up by the promise of
rewards and the threat of penalties either in this life or in an afterlife.
• But the question arises that if human being ceases to treat that religion, then it is indeed
possible that morality will be undermined. Hence tying moral to religious teachings should
not be done.
• It should be based on the basic principles of humanity which need to be adhered irrespective
of belief and religion.

• People should be encouraged to think and view things in terms of cause and effect based
on objectivity and rationality rather than objectivity.

• Public employment carries with it a unique obligation to uphold the public trust. It is the
confidence of the people that directs and empowers authorities to perform their duties and
obligations in accordance to what they ought to deliver to the people who put them in
position.

• Further trust can only be maintained through open, honest, accountable and transparent
government, fundamentally through good governance. This requires healthy public and
private relationships. The national interest should overpower self interest and conduct of the
civil servant should be in tune to the professional values.

• He should work selflessly to demonstrate the highest standards of professional competence,
efficiency and effectiveness, upholding the Constitution and the laws, and seeking to advance

the public good at all times and should put possibilities for personal advantage to one side.

• Public servants should work for betterment of society by sticking to their duties as prescribed
according to law alongwith integrity and honesty.

• Community is a combination of two elements: a) A web of affect laden relationships among


a group of individuals, relationships that often crisscross and reinforce one another-rather
than merely one-on-one or chainlike individual relationships based on goodness of act; b) A

measure of commitment to a set of shared values, norms, and meanings to a particular


culture.

• The lack of goodness in individual act lead to crisis of faith and trust.

• The consequences of crisis of faith and trust are:


a) It reduces the bonding between members.

b) Peace and order of the society get hampered.

c) Public trust on institutions gets delay.

d) People do not follow rules and regulations and society reduces to chaos.

e) Government fails to implement programmes and policies.

• It becomes more difficult to govern such a society as trust and bonding among people ended.

• The society is not just governed by laws, rules and regulations but by the will of the people,
norms that society places on individual. Thus following of goodness in behaviour is must.

5. What is a social sin? Is there any standard definition of it? How can we abstain from social

• The social sin applies to every action against justice in interpersonal relationship, committed
either by the individual against the community or by the community against the individual.
There is no effective and standard definition of social sin till date which explicitly interprets
the wider meaning of the term, however, as per its nature it can be defined as "those actions
which are the results of thousands or even millions of different selfish choices by as many
different people and thus is collective, an aspect of our society which doesn't resemble the
kingdom of God".
• A social sin usually involves other people. However in today's changing scenario of the
world have changed the dimensions of social sins which include:
(a) Bioethical violations such as birth control

(b) Morally dubious experiments such as stem cell research
(c) Drug abuse
(d) Polluting the environment

(e) Contributing to widening divide between rich and poor
(f) Excessive wealth
(g) Creating poverty

• For abstaining from the social sin, awareness about the sin and its consequences on oneself
and society is must. This will help an individual in choosing the right path in life.
• The consequences of social sin can be felt at both the individual level as well as the societal
