STG DOTr PROCESS FLOW FOR THE SEAFARERS UWI-PAMILYA PROGRAM

Process Steps OPR Remarks / Comments


Coordination 1. Manning agencies shall provide LEAD: MARINA
MARINA with their respective list of
incoming seafarers, including their Manning Agencies
time and place of arrival and
designated quarantine facilities.

2. The MARINA shall consolidate all


the lists provided by the manning
agencies and produce a Master
List thereof.

3. The MARINA shall provide the


PCG with the said Master List.

RT-PCR Test (Swab Test) 1. All incoming overseas seafarers LEAD: PCG
will be administered with RT-PCR
test upon arrival at airport / Philippine Red Cross /
seaport. DOH / Manning
Agencies
2. Those seafarers who are already
undergoing quarantine protocols at
their respective quarantine facilities
and/or hotels will also be subjected
to RT-PCR tests.

3. PCG shall provide MARINA with a


list of those who have already
undergone RT-PCR test for initial
distribution of said list to manning
agencies and shipping companies
for purposes of preparation for
booking.

4. While waiting for the results of the


RT-PCR tests, subject seafarers
will be quarantined at DOH-
accredited facilities and/or hotels
as designated.

5. Upon release of the results, only


those who are found negative will
be allowed to go home to their
respective provinces.

Reservation and Booking 1. The seafarers who are shortlisted LEAD: Manning
shall be allowed for booking and Agencies and Shipping
reservation of their respective Companies
manning agencies.

2. Walk-in seafarers for booking are DOTr Malasakit Help


allowed provided that they have Desk Personnel
RT-PCR Test Results with
negative findings. Coordination
with the MARINA shall be made
prior booking and reservation.

3. Coordinate with the shipping


company/ies with regards to
booking and reservation of tickets
of the stranded seafarers to
confirm schedule of voyage to a
particular port of destination.

4. The list of booked seafarers shall


be provided to MARINA, PCG,
PPA, and the concerned shipping
company/ies at least two (2) days
before schedule of departure.

Transportation to Pier 4, 1. Land transportation from hotels LEAD: Manning


Port Area, Manila and/or quarantine facilities shall be Agencies and Shipping
arranged by the seafarer’s Companies

company.

2. Only those seafarers who are


scheduled to depart on the
immediate upcoming voyage are
allowed to be transported to Pier 4.

3. Seafarers (passengers) shall


strictly be at Pier 4 Passenger

their scheduled time of departure
for the protocols to be undergone
before embarkation onboard the
ship.

Checking-In 1. Seafarers shall be allowed to LEAD: Shipping


check-in at the check-in counters Company
to enlist themselves as boarding
passengers. Port Terminal
Personnel / Shipping
2. After checking-in, the seafarers Company Personnel /
shall immediately be allowed to DOTr Malasakit Help
proceed to the ship. Desk Personnel

Boarding and Voyage 1. The ship shall be readily available LEAD: Shipping
for boarding upon arrival of the Company
seafarers and completion of all

2. Unimpeded boarding procedures Crew members / Port

Arrival at Port of 1. The PCG shall make all necessary LEAD: PCG

with the concerned LGU/s for the DILG / OCD / DOH /
arriving seafarers. LGU
2. All disembarking passengers shall
comply with the protocols set by
the OCD, DILG, and/or LGU upon
arrival at the port.

Monitoring 1. MARINA shall conduct monitoring LEAD: MARINA


until the seafarers have returned to
their respective homes. DOTr Malasakit Help
