1. Purpose
.The main load bearing layer of the pavement.
2. Scope of Work
This Item shall consist of furnishing, placing and compacting Sub-Base course materials on a
prepared sub-grade layers. Lines, grades, thickness and typical cross-sections shown on the
Plans and with accordance with the DPWH Standard Specifications for Highways, Bridges and
Airports and in conformity to lines, grades and dimensions shown on the plans or established
by the Employer’s Representative.
3. Responsibilities
Project Manager/Deputy Project Manager shall be Responsible to deliver the project safely, on
time, adherent to project quality requirements,and within budget.Responsible for formulation of
construction methodologies and procedures.Coordinates work activities with logistics, commercial
and other site personnel and home base groups.
Field Engineer/Site Engineer shall be responsible for the execution of Sub-base course laying.
Quality Control Engineer will ensure the strict implementation of the Quality Plan and from
time to time provide such other personnel and resources as maybe required to ensure effective
operation of the quality assurance system. Responsible for all quality test requirements.Conducts
orientation on project quality objectives and programs to Construction Group and Subcontractors
prior to start of project and/or work packages.Accountable for ensuring the quality programs
formulated to meet the contract requirements.
Surveyor shall be responsible for establishing boundaries, limits, elevations and extend of
Sub-base course laying.
Safety officer shall ensures that the safety of the workers ha taken into consideration at all
times. He makes sure that the stake, poles and barricades with warning tapes on it shall be
in placed whenever required as the roadway embankment progresses. Warning lights shall
likewise be introduced if found necessary.
4. Work Methodology
density determined in accordance with AASHTO T180, Method D has been achieved. In-place density
determination shall be made in accordance with AASHTO T 191.
The finished sub-base surface shall be firm and uniform, true to grade and cross-section, and shall be approved by
the Consultant before placing subsequent material thereon. Sub-grade that does not conform to the requirements as
to grade, cross-section, moisture content or density shall be reworked until such requirements are met.
Provide rigger to control the sequencing in dumping of Borrow materials.
Provide Flagman on both ends of work areas to control the traffic.
Note : Strict traffic management will be implemented.

5. Safety Precautions.
As what has been the company’s standard operating procedure, safety of everyone including materials and
equipment is almost of our utmost concern..
1) Safety tool box meeting shall be conducted everyday to remind workers about concerning the safety.
All workers shall be provided with PPE(PERSONAL PROTECTIVE EQUIPMENT) and shall be
Worn at all time on site. Safety Manager/Safety supervisor shall insure all the workers wear all the Safety
equipment provided.
2) All workers shall be advised to report any accident or injury to supervisor.
3) Proper and adequate provision of signage’s and barricades at diversions and temporary haul
road as Necessary.
4) Provision of rigger to guide the dump truck while unloading the borrow materials.
5) Provision of 2 Flagman to control traffic at both ends.
6) Prime importance shall be given for personnel safety and protection of utility lines/services. It
shall be insure that the personnel involved are aware about the company safety regulation and
confirmed that the machinery are regularly maintained. Further to above, the following key points
shall be considered important.
All workers shall educate on good environment management practices and well discipline to environment. The
garbage bin shall be provided at the working area and supervisor shall insure its must be collected regularly and
disposed off at the approved dump site.
All workers shall insure that all tools and equipment machinery are in good condition to avoid any oil leakage that
could harm to environment.
