PROGRAM ON AWARDS AND INCENTIVES FOR


SERVICE EXCELLENCE (PRAISE)

Pursuant to CSC Memorandum Circular No. 24, s. 2016 dated 24 October


2016 and CSC Resolution No. 1601209, dated 21 October 2016 which adopted the
Program to Institutionalize Meritocracy and Excellence in Human Resource
Management (PRIME-HRM), the Bureau of Corrections Program on Awards and
Incentives for Service Excellence (PRAISE) is hereby amended for the guidance of
all concerned.

I. BASIC POLICIES

1. The Bureau of Corrections shall establish its own employee suggestions


and incentive awards system.

2. The System shall be designed to encourage creativity, innovativeness,


efficiency, integrity and productivity in the public service by recognizing
and rewarding uniformed and non-uniformed employees, government
officials or institutions and private individuals or organizations, individually
or in groups, for their suggestions, inventions, superior accomplishments
and other personal efforts which contribute to the efficiency, economy, or
other improvement in government operations, or for other extraordinary
acts or services in the public interest.

3. The BuCor PRAISE shall adhere to the principle of providing incentives


and awards based on performance, innovative ideas and exemplary
behavior and to commit to the following general policies and guidelines on
Equal Opportunity Principles (EOP):

a. There shall be no discrimination based on gender identity, sexual


orientation, disabilities, religion and/or indigenous group membership
in the implementation of the rewards and incentive program and
nomination to awards and/or commendations.

b. Promote the use of Gender-Sensitive Language in the


implementation of the program.

c. Promote the use of non-sexist language in all official documents,


communications, minutes and issuances.

4. The BuCor PRAISE shall give emphasis on the timeliness of giving award
or recognition. Aside from conferment of awards during the traditional or
planned awarding ceremonies, the spirit of on-the-spot grant of
recognition shall be institutionalized.

5. The BuCor PRAISE shall provide both monetary and non-monetary


awards and incentives to recognize acknowledge and reward productive,
creative, innovative and ethical behavior of uniformed and non-uniformed
employees through formal and informal mode.

For this purpose, the BuCor PRAISE shall encourage the grant of non-
monetary awards. Monetary awards shall be granted only when the
suggestions, inventions, superior accomplishments and other personal
efforts result in monetary savings which shall not exceed 20% of the
savings generated.

6. At least 5% of the HRD Funds shall be allocated for the BuCor PRAISE
and incorporated in the Bureau of Corrections’ annual Work and Financial
Plan and budget.

7. The BuCor PRAISE shall be institutionalized through the creation of a


PRAISE Committee in the Bureau of Corrections.

8. The PRAISE Committee shall preferably have the following


compositions:

a. Deputy Director General for Operations as Chairperson;

b. Deputy Director General for Administration as Vice Chairperson;

c. Directors of all BuCor Directorates; and

d. Human Resource Division as member and Secretariat.

9. The Director General or authorized representative shall be responsible in


overseeing the PRAISE Committee’s operation and the Human Resource
Division shall serve as the PRAISE Committee’s secretariat.

10. The PRAISE Committee shall ensure that productivity, innovative ideas,
suggestions and exemplary behavior can be identified, considered,
managed and implemented on a continuing basis to cover uniformed and
non-uniformed employees at all levels.

11. The PRAISE Committee shall be responsible for the development,


administration, monitoring and evaluation of the awards and incentives
system of the agency. The Bureau of Corrections may, however, employ
an external or independent body to assist the PRAISE Committee to
judiciously and objectively implement the system of incentives and
awards.

12. The PRAISE Committee shall establish its own internal procedures and
strategies. Membership in the Committee shall be considered part of the
members’ regular duties and functions.

13. The Bureau of Corrections shall submit its Program on Awards and
Incentives for Service Excellence (PRAISE) and its subsequent
amendments to the Civil Service Commission Field Office. The Civil
Service Commission Field Office concerned shall provide technical
assistance, if deemed necessary, to ensure proper implementation.

14. Establishment of a CSC-approved PRAISE shall be the basis of the grant


of the Productivity Incentive Bonus (PIB), other awards and incentives.
The Annual PRAISE Report shall be submitted by the agency to the Civil
Service Commission Field Office concerned on or before the thirtieth day
of January to enable all their uniformed and non-uniformed employees to
qualify for nomination to the CSC sponsored national awards.

15. Issues relative to awards and incentives shall be brought before the
PRAISE Committee which shall address the same within fifteen (15) days
from the date of submission.

II. OBJECTIVES

1. General

To encourage, recognize and reward uniformed and non-uniformed


employees, individually and in groups, for their suggestions, innovative
ideas, inventions, discoveries, superior accomplishments, heroic deeds,
exemplary behavior, extraordinary acts or services in the public interest
and other personal efforts which contribute to the efficiency, economy and
improvement in the operation of the Bureau of Corrections, which lead to
the Bureau’s productivity.

1. Specific

a. to establish a mechanism for identifying, selecting, rewarding and


providing incentives to deserving uniformed and non-uniformed
employees at the start of each year;

b. to identify outstanding accomplishments, best practices of uniformed


and non-uniformed employees on a continuing basis;

c. to recognize and reward accomplishments and innovations of


uniformed and non-uniformed employees periodically or as the need
arises; and

d. to provide incentives and interventions to motivate uniformed and


non-uniformed employees who have contributed ideas, suggestions,

inventions, discoveries, superior accomplishments and other
personal efforts.

I. SCOPE

The BuCor PRAISE shall apply to all uniformed and non-uniformed


employees in the career and non-career service of the Bureau of Corrections,
as well as to government officials or institutions and private individuals or
organizations that contribute to its productivity.

IV. DEFINITION OF TERMS

AGENCY. refers to departments, agencies, bureaus of the national


government, government-owned-and-controlled corporations with original
charters, state universities and colleges and local government units.

AWARD. Recognition which may be monetary or non-monetary conferred on


individual or group of individuals for ideas, suggestions, inventions, discoveries,
superior accomplishments, exemplary behavior, heroic deeds, extraordinary
acts or services in public interest which contribute to the efficiency, economy,
and improvement in government operations which lead to organizational
productivity.

CAREER. Positions in the civil service characterized by (1) entrance based on


merit and fitness to be determined as far as practicable by competitive
examination, or based on highly technical qualifications; (2) opportunity for
advancement to higher career positions; (3) security of tenure.

CONTRIBUTION. Any input which can be in the form of an idea or performance


(see also Idea Type and Performance Type Contribution).

CONSPICUOUS. Any accomplishment, behavior or deed clearly distinguished


beyond superior performance of normal duties inherent to one’s position and
functions.

DECORATION. Representation of an award worn as accoutrement or


paraphernalia.

DISCOVERY. The uncovering of something previously existing but found or


learned for the first time which will improve public service delivery.

HEROISM. Specific act of bravery or outstanding courage or closely related


series of heroic acts performed within a short period of time.

HONORABLE. Praiseworthy accomplishment of duties or service showing a


sense of what is right, proper and noble.

IDEA TYPE CONTRIBUTION. Refers to an idea, a suggestion or an invention
or discovery for improvement to effect economy in operation, to increase
production and improve working conditions.

INCENTIVE. Monetary or non-monetary motivation or privilege given to an


official or employee for contributions, suggestions, inventions, ideas,
satisfactory accomplishment o demonstration of exemplary behavior based on
agreed performance standards and norms of behavior.

INVENTION. The creation of something previously non-existing which will


benefit the government.

MEDAL. An emblem usually of metal and ribbon representing an award.

NON-CAREER. Positions expressly declared by law to be in the non-career


service; or those whose entrance in the service is characterized by (l) entrance
on bases other than those of the usual tests of merit and fitness utilized for the
career service and (2) tenure which is limited to the duration of a particular
project for which purpose employment was made.

PERFORMANCE TYPE CONTRIBUTION. Refers to performance of an


extraordinary act or service in the public interest in connection with, or related
to one’s official employment; or outstanding community service or heroic acts in
the public interest; or sustained work performance for a minimum period of one
year which is over and above the normal position requirement of the individual
or group.

SUGGESTION. Idea or proposal which improves work performance, systems


and procedures and economy in operations that will benefit the government.

SYSTEM. The Bureau awards and incentives programs for uniformed and non-
uniformed employees.

I. TYPES OF AWARDS

1. National Awards

The Bureau of Corrections shall participate in the search for deserving


uniformed and non-uniformed employees who may be included in the
screening of candidates for awards given by other agencies, private
entities, NGOs and other award giving bodies such as the:

a. Presidential or Lingkod Bayan Award - conferred on an individual


for consistent, dedicated performance exemplifying the best in any
profession or occupation resulting in the successful implementation
of an idea or performance, which is of significant effect to the public
or principally affects national interest, security and patrimony.

b. Outstanding Public Official/Employee or Dangal ng Bayan
Award - granted to any public to any public official or employee in
government who has demonstrated exemplary service and conduct
on the basis of his or her observance of one or more of the eight (8)
norms of behavior described under Republic Act No. 6713 or the
Code of Conduct and the Ethical Standards for Government Officials
and Employees.
c. Civil Service Commission or the PAGASA Award - conferred on a
group of individuals or team who has demonstrated outstanding
teamwork and cooperation, which resulted in the successful
achievement of its goal or has greatly improved public service
delivery, economy in operation, improved working conditions or
otherwise benefited the government in many other ways.

e. Other Awards - given by other government agencies, private


institutions or NGOs to an individual or team for contributions of an
idea or performance that directly benefited the government.

2. Department or Agency Level Awards

The Bureau of Corrections shall develop and initiate the search for
deserving uniformed and non-uniformed employees who may be included
in the screening of candidates for awards to be given such as:

a. Best Employee Award - granted to an individual or individuals who


excelled among peers in a functional group, position or profession.
A cash award of not less than the amount provided under relevant
existing laws shall be given to outstanding uniformed and non-
uniformed employees plus a certificate of recognition or other forms
of incentives as the committee may decide, e.g., Best Commissioned
Officer, Best Non-commissioned Officer, Best Non-Uniformed
Personnel and other similar awards.

b. Gantimpala Agad Award - given outright to uniformed and non-


uniformed employees commended by clients for their courtesy,
promptness, efficiency and dedicated to duty.

a. Exemplary Behavior Award - based on the eight norms of conduct


as provided under RA 6713 (Code of Conduct and Ethical
Standards). The awardee will be automatically nominated by the
PRAISE Committee to the Dangal ng Bayan Award.

b. Best Organizational Unit Award - granted to the top organizational


unit which may be a section, division or office/unit on the basis of
meeting the organization’s performance targets and other pre-
determined criteria.

c. Cost Economy Measure Award - granted to a uniformed of non-


uniformed employee or team whose contributions such as ideas,
suggestions, inventions, discoveries or performance of functions

results in savings in term of man hour and cost or otherwise benefit
the Bureau and government as a whole. The monetary award shall
not exceed 20% of the monetary savings generated from the
contribution.

d. Service Award - conferred on retirees whether under optional or


compulsory retirement schemes held during a fitting ceremony on or
before the date of their retirement.

e. Such other awards which the Bureau of Corrections may decide to


give.

1. Honor Awards

a. Medalya ng Kagitingan (BuCor Medal of Valor) - awarded to any


employee of the Bureau of Corrections who has performed in action,
a deed of personal bravery and self-sacrifice above and beyond the
call of duty so conspicuous as to distinguish himself clearly above
his comrades in the performance of more than ordinary hazardous
service.

b. Medalya ng Kabayanihan (BuCor Distinguished Conduct Medal)


- awarded for acts of conspicuous courage and gallantry in the face
of an armed aggressor or act of heroism so notable and involving a
risk of life so extraordinary as to set him apart from his comrades.

c. Medalya ng Katapatan sa Paglilingkod (BuCor Distinguished


Service Medal) – awarded to persons who have rendered eminently
meritorious and valuable service while in a position of major
responsibility. The performance of duty must be such as to merit
exceptional recognition in the BuCor service. A superior performance
of duties normal in the grade, branch, specialty or assignment of an
individual is not an adequate basis for the award.

d. Medalya ng Katapangan (BuCor Bravery Medal) - awarded for


gallantry in action not warranting the award for Medalya ng
Kagitingan or Medalya ng Kabayanihan.

e. Medalya ng Katangi-tanging Gawa (BuCor Outstanding


Achievement Medal) -Awarded for distinguished or extraordinary
achievement or service in the advancement of science, socio-
economic, technical, and/or corrections related to public service of
the highest order; and for holding other competitions held abroad
besting participants from other country by occupying the top most
slot or position; for excelling in the performance of the highest
position in any international body or organization; and awarded for
after specialized schooling/masters/doctorate.

f. Medalya ng Pambihirang Paglilingkod (BuCor Special Service
Medal) – is awarded to any government official and/ or citizen of the
Philippines. The four (4) degrees of the Medalya ng Pambihirang
Paglilingkod are as follows:

 Degree of Raja. To be awarded to the Senate President,


Chief Justice of the Supreme Court and other persons of
the same level who have rendered eminently meritorious
and valuable service, assistance and support to the BuCor
that merit recognition by the government.
 Degree of Datu. To be awarded to Cabinet members and
other persons of the same level who have contributed or
rendered eminently meritorious and valuable service,
assistance and support to the BuCor that merit official
recognition by 0the government but in a lesser degree or
category not warranting the award of the Degree of Raja.
 Degree of Lakan. To be awarded to Bureau Director,
Local Chief Executive and other persons of the same level
or position who have contributed or rendered outstanding
service, assistance and support to the BuCor that merit
official regocognition by the government, not warranting the
award of the Degree of Raja or Datu.
 Degree of Maginoo. To be awarded to government
personnel and other private persons who have contributed
or rendered service, assistance and support to the BuCor
that merit official recognition by the government, not
warranting the award of the Degree of Lakan.

g. Medalya ng Katangi-tanging Asal (BuCor Special Action Medal)


– is awarded to any BuCor employee/ civilian volunteer in any of the
four (4) categories:

 Degree of Raja. Awarded for heroic act performed by an


individual while in action such as those involving arrest of
escapee, suppression of riot and successful hostage taking
negotiation which distinguished him/ her conspicuously by
gallantry and intrepidity at the risk of life.
 Degree of Datu. Awarded for act of conspicuous courage
and gallantry such as in the arrest of escapee, suppression
of riot and successful hostage taking negotiation not
warranting the Medalya ng Katangi-tanging Asal with a
Degree of Raja.
 Degree of Lakan. Awarded for gallantry in action in Prison
Management Function not warranting the the Medalya ng
Katangi-tanging Asal with a Degree of Raja or Datu.

h. Medalya ng Kadakilaan (BuCor Medal of Gallantry) - awarded for
an act of heroism involving actual dealing of riot suppression,
hostage-taking negotiations, and the like.

i. Medalya ng Kagalingan (BuCor Medal of Merit) - awarded for


heroic achievement not warranting the award of Medalya ng
Kadakilaan. For a single act of heroism or a series of heroic acts in
the performance of duties and responsibilities.

j. Medalya ng Papuri (BuCor Commendation Medal) – awarded to


any member of BuCor who must demonstrate exemplary efficiency,
devotion, and loyalty to their assignments. Also, an aggregate of
twenty-point (20) equivalence of Letters of commendation may be
converted to Medalya ng Papuri after approval by the committee.
Point allocation based on the awarding authority is as follows:

k. Medalya ng Sugatang Magiting (BuCor Wounded Personnel


Medal) - awarded for having been wounded in action against a
prisoner or lawless elements as a direct result of an act of the
prisoner or lawless elements provided such wounds necessitate
treatment by a medical officer. For this purpose, a “wound” is defined
as an injury to any part of the body from an outside force, element or
agent sustained as a result of a hostile act of the prisoner or cohorts.

l. Medalyang Ugnayang Pangkomunidad (BuCor Corrections


Officer Community Relations Medal) - awarded for meritorious
achievement in the field of community relations.

m. Medalya ng Mabuting Asal (BuCor Good Conduct Medal) -


awarded for conspicuous devotion to duty extended to a period of
five (5) years without record of punishment, conviction or derogatory
information whatsoever.

n. Medalya ng Paglilingkod (BuCor Service Medal) - awarded for


completion of at least twenty (20) years of faithful and honorable
service. One Silver Star shall be added on the ribbon for every
additional five (5) years of service.

o. Medalya ng Pagtulong sa Nasalanta (BuCor Disaster Relief and


Rehabilitation Medal) - awarded for active participation in an
undertaking involving rescue/relief and rehabilitation operations

connected with typhoons, floods, earthquakes, conflagrations, and
other disasters/calamities for any period during and after
disasters/calamities.

p. Tsapa ng Natatanging Yunit (BuCor Unit Citation Badge) -


awarded for acts and services or exceptional devotion and fidelity.

q. Mga Tsapa ng Kuwalipikasyon (BuCor Qualification Badges) -


awarded for ability in specialized fields such as water, airborne,
navigation, marksmanship, surveillance, electronics and technical
expertise, special weapons, ordinance, explosives, chemical
weapons, operations such as patrol, traffic, investigation, voce
control, juvenile delinquency control, as well as administrative and
auxiliary functions.

r. Medalya ng Kasanayan (BuCor Efficiency Medal) - Medalya ng


Kasanayan is awarded to members of the Bureau of Corrections for
eminently meritorious and invaluable service to merit recognition by
the service as exceptional.

s. Medalya ng Paglilingkod sa Luzon (Luzon Campaign Medal) -


Medalya ng Paglilingkod sa Luzon is awarded to members of the
Bureau Of Corrections for participation in the campaign against
criminality or insurgency in Luzon for at least six (6) months.

t. Medalya ng Paglilingkod sa Visayas (Visayas Campaign Medal)


- Medalya ng Paglilingkod sa Visayas is awarded to members of the
Bureau of Corrections for participation in the campaign against
criminality or insurgency in Visayas for at least six (6) months

u. Medalya ng Paglilingkod sa Mindanao (Mindanao Campaign


Medal) - The Medalya ng Paglilingkod sa Mindanao is awarded to
members of the Bureau of Corrections for participation in the
campaign against criminality or insurgency in Mindanao for at least
six (6) months.
v. Medalya ng Katapatan (BuCor Loyalty Medal) – is awarded to
any member of BuCor who performs notable act of faithfulness to
the Bureau’s ideals and conspicuous sacrifice of extra time and
effort to advance the interest of the Bureau.
w. The Bureau Award or the KAPWA Award – is awarded to an
individual or group of individuals in recognition of contribution from
an idea or performance resulting in direct benefits to the Bureau.

III. PERSONS AUTHORIZED TO GRANT AN AWARD OR DECORATION:

3.1 Person Authorized to grant an Award or Decoration

 The Medalya ng Kagitingan shall be awarded by the President of the


Philippines.
 The Medalya ng Kabayanihan and Medalya ng katapatan sa Paglilingkod
shall be awarded by the Secretary of Justice, Department of Justice.
 The Medalya ng Katapangan, Medalya ng Katangitanging Gawa, Medalya ng
Pambihirang Paglilingkod and Tsapa sa Natatanging yunit shall be awarded
by the Director General, Bureau Of Corrections
 The Medalya ng Kadakilaan, Medalya ng Katangitanging Asal, Medalya ng
Kagalingan, Medalya ng Kasanayan, Medalya ng Papuri, Medalya ng
sugatang magiting, Medalya ng Ugnayang pangkomunidad, Medalya ng
Mabuting Asal, Medalya ng Paglilingkod, Medelya ng Pagtulong sa
Nasalanta, Medalya ng Paglilingkod sa Luzon, Medalya ng Paglilingkod sa
Visayas, Medalya ng Paglilingkod sa Mindanao, Medalya ng Katapatan and
The Bureau Award or Kapwa Award are awarded by the Director General,
Bureau Of Corrections, Directorates of the Bureau Of Corrections and Head
of the Operating Prison and Penal Farms. Authority for the awarding of the
BuCor Qualification Badges shall be in accordance with the governing
circulars.

4. Letter of Commendation may be issued by Chief of Bureau of Corrections,


Division Chief, Unit Chief, Offices or Directorates to any personnel in recognition of
worthy accomplishment, service or contribution. The following are the guidelines in
issuing Letter of Commendation:

 Specific act, deed, contribution or service is beyond normal


performance of usual duty or function not warranting conferment of any
form of award or incentive.
 Specific act, deed, contribution or service shall be recognized once;
and
 Each Letter of Commendation must be covered by Resolution from the
awarding authority except those conferred by the Chief, Bureau of
Corrections.

5. Posthumous Award shall be conferred following the death of the person


being honored in the same manner given to a living person except that the order and
citation will indicate that the award is being made posthumously. In case an
individual an individual who distinguished himself dies before the grant of the grant of
the award to which he is entitled, the award may nevertheless be made and the
medals, star, Bar or other device, may be presented to any representative of the
deceased as the Chief, Bureau of Corrections may designate. Eligible next of kin
are, in order of priority, widow or widower, eldest son, eldest daughter, father,
mother, eldest brother, eldest sister or eldest grandchild.

VI. TYPES OF INCENTIVES

The Bureau of Corrections shall continuously search, screen and reward


deserving uniformed and non-uniformed employees to motivate them to
improve the quality of their performance and instill excellence in public service.
As such the following types of incentives shall be regularly awarded:

1. Loyalty Incentive - granted a non-uniformed employee who has served


the agency continuously and satisfactorily for at least ten (10) years. The
recipient shall be entitled to a cash award of not less than Php 500.00 but
not more than Php 1,000.00 per year during the first ten years.
Succeeding awards shall be given every five years thereafter. Besides
cash award, a lapel emblem/loyalty pin shall be given:

a. 10 and 15 years - Bronze


b. 20 and 25 years - Silver
c. 30, 35 & 40 years - Gold

Other tokens such as wristwatch, ring, and others.

2. Length of Service Incentive - given to a non-uniformed employee who


has rendered at least three (3) years of continuous satisfactory service in
the same position. The cash award shall be incorporated in the salary
adjustments following the Joint CSC-DBM Circular No. 1, s. 1990.

3. Productivity Incentive - given to all uniformed and non-uniformed


employees who have performed at least satisfactorily for the year covered
in accordance with the Bureau of Corrections CSC-approved SPMS. This
incentive shall follow relevant existing guidelines.

4. Career and Self-Development Incentive - granted in recognition of an


individual who has satisfactorily completed a course or degree within or
outside the country at one’s own expense. A plaque of recognition may be
given to qualified individuals during the Bureau of Corrections Anniversary
celebration.

5. Other Incentives which the PRAISE Committee may recommend on the


basis of special achievements, innovative approaches to assignments,
exemplary service to the public and recognition by an outside group of a
particular achievement.

VII. FORMS OF AWARDS AND INCENTIVES

1. Compensatory Time-Off - granted to non-uniformed employee who has


worked beyond his regular office hours on a project without overtime pay.

1. Flexiplace - work arrangement allowed for qualified non-uniformed
employee/s who has demonstrated responsibility, initiative, and capacity
to produce output/result and accomplishment outside the workplace
subject to established guidelines.

2. “Salu-salo” Together - meal hosted by superiors or supervisors for


uniformed and non-uniformed employees who have made significant
contributions.

3. Personal Growth Opportunities - incentives which may be in the form


of attendance in conference on official business, membership in
professional organizations, books, journals, tapes, travel packages and
other learning opportunities.

4. Conversion of Medals to Leave Credits- Leave credits earned from the


conferment of medals must be enjoyed by the concerned BuCor
personnel from the date of conferment onwards but not later than the last
day of the next calendar year. A maximum limit of fifteen (15) days leave
credits shall be allowed every calendar year

merchandise, computers, cellular phones, recognition posted at the Wall
of Fame, feature in agency publication, and others.

VIII. PRAISE COMMITTEE

The BuCor PRAISE Committee at the Central and Operating Prisons and
Penal Farms shall have the following specific responsibilities and composition.
It shall be responsible for the development, administration, monitoring and
evaluation of the awards and incentives system of the agency. As such, the
Committee shall meet periodically to perform the following tasks:

1. Establish a system of incentives and awards to recognize and motivate


uniformed and non-uniformed employees for their performance and
conduct;

2. Formulate, adopt and amend internal rules, policies and procedures to


govern the conduct of its activities which shall include the guidelines in
evaluating the nominees and the mechanism for recognizing the
awardees;

3. Determine the forms of awards and incentives to be granted;

4. Monitor implementation of approved suggestions and ideas through


feedback and reports;

5. Prepare plans, identify resources and propose budget for the system on
annual basis;

6. Develop, produce, distribute a system policy manual and orient the


uniformed and non-uniformed employees on the same;

7. Document best practices, innovative ideas and success stories which will
serve as promotional materials to sustain interest and enthusiasm;

8. Submit an annual report on the awards and incentives system to the CSC
on or before the thirtieth day of January;

9. Monitor and evaluate the System’s implementation every year and make
essential improvements to ensure its suitability to the agency; and

10. Address issues relative to awards and incentives within fifteen (15) days
from the date of submission.

To implement the System effectively, the PRAISE Committee members


are expected to possess positive attitude; be capable of implementing
submitted ideas; open-minded; decisive; have high tolerance for stress or
pressure; and actively participated in all committee meeting.

The Director General or authorized representative shall be responsible in


overseeing the System’s operations and the Human Resource Division shall
serve as the System’s Secretariat.

The Bureau of Corrections may, however, employ an external or


independent body to assist the PRAISE Committee to judiciously and
objectively implement the system of incentives and awards.

The Bureau of Corrections shall establish separate PRAISE Committees


in its National Headquarters and Operating Prisons and Penal Farms. The
composition is as follows:

National Headquarters

a. Deputy Director General for Administration as Chairperson;


b. Deputy Director General for Operations as Vice Chairperson;
c. Directors of all BuCor Directorates; and
d. Human Resource Division as member and secretariat.

Operating Prisons and Penal Farms

Operating Prisons and Penal Farms PRAISE Committees may be


composed to screen and recommend eligible candidates for National and
Agency awards. Operating Prisons and Penal Farms PRAISE Committees
may likewise grant informal awards based on the CSC-approved BuCor
PRAISE.

a. Head of the Prison and Penal Farm or Correctional Institution


b. Head of the Administrative Unit
c. Head of the Human Resource Unit
d. Head of Reformation
e. Head of Security and Operations

IX. FUNDING

The Bureau of Corrections shall allocate at least 5% of the HRD funds for
the BuCor PRAISE and incorporate the same in its annual Work and Financial
Plan and budget.

X. EFFECTIVITY

The BuCor PRAISE shall become effective after final evaluation by the
CSC. Subsequent amendments shall likewise be submitted to CSC for
evaluation and shall take effect immediately.

XI. COMMITMENT

I hereby commit to implement and abide by the provisions of this BuCor


PRAISE which shall be the basis for the grant of awards and incentives
including Productivity Incentive Bonus.

The annual BuCor PRAISE Report shall be submitted to the CSC Field
Office concerned on or before the thirtieth day of January to enable our
uniformed and non-uniformed employees to qualify for nomination to the CSC-
sponsored national awards.
