1.0 SCOPE OF SPECIFICATION

1.1 Introduction

1.1.1 This specification covers the minimum requirements for the design, material selection, inspection, testing
and documentation of lubrication, shaft-sealing and control oil systems installed on the rotating equipment.

1.1.2 These systems shall comply with API 614, "Lubrication, Shaft-sealing and Control Oil Systems for Special
Purpose Applications", Third Edition, August 1992, as amended by this specification.

1.1.3 This specification applies to systems installed on the rotating equipment in oil and gas production,
operation and petroleum product service.

1.1.4 The Vendor/Contractor shall comply fully with the provisions laid down in this specification. Any
exception must be authorised in writing by the Owner.

1.1.5 In the event of any conflict between this specification and the Data Sheets, or with any of the applicable
codes and standards, the Vendor/Contractor shall inform the Owner in writing, and receive written
clarification from the Owner before proceeding with the work.

1.1.6 This General Engineering Specification will form part of the Purchase Order/Contract.

1.2 Other NOC Specifications

Where indicated in this specification, the following additional specifications shall apply and any exceptions
shall be approved in advance by the Owner;

The Vendor/Contractor shall ensure all sub-contractors comply with the relevant portions of the above
specifications.

1.3 Data Sheets

The technical data supplied by the Owner for the equipment is provided on the API Standard 614 Data

Sheets which are included at the end of this specification. The Vendor/Contractor shall complete the data
sheets with the remaining information and return them with his proposal. Prior to shipment, the
Vendor/Contractor shall submit a complete set of "As-Built" Data Sheets.

2.0 DEFINITIONS

2.1 Technical

The technical terms used in this specification are defined in paragraph 1.4 of API 614, Third Edition, and
as follows:

Console

Is a total oil supply system whose components and controls are packaged as a single unit on a continuous or
joined baseplate (packaged skid unit). This arrangement requires the Owner to make only external
connections.

Maximum Allowable Working Pressure

Is the maximum continuous pressure for which the Vendor/Contractor has designed the console or
components when handling the specified fluid at the specified temperature.

Maximum Sealing Pressure

Is the highest pressure expected at the seals during any specified static or operating conditions and during
start-up and shutdown.

Normal Flow

Is the total amount of oil required by equipment components such as bearings, seals, couplings and steady-
state controls. It does not include transient flow for controls, or oil bypassed directly back to the reservoir.

Normal Operating Point

Is the point at which usual operation is expected and optimum efficiency is desired. This point is usually
the point at which the Vendor/Contractor certifies that performance is within the tolerances stated in this
standard.

Special-Purpose Application

Is an application for which the oil system is designed and constructed for uninterrupted, continuous supply
and control of oil to equipment that is in critical service, and for which there is usually no spare.

2.2 Contractual

The commercial terms used in this specification are defined as follows:

Owner

The oil and gas company, an associate or subsidiary, who is the end user of the equipment and facilities.

Vendor

The company supplying the equipment and material.

The main contractor for a defined piece of work

Sub-Contractor

A company awarded a contract by a contractor to do part of the work awarded to the Contractor.

Inspection Authority

The organisation representing the Owner or Vendor/Contractor that verifies that the equipment and
facilities have been designed, constructed, inspected and tested in accordance with the requirements of this
specification and the Purchase Order/Contract.

Inspector

A qualified individual representing the Owner, Vendor/Contractor or the assigned Inspection Authority,
who verifies that the equipment and facilities have been designed, constructed, inspected and tested in
accordance with the requirements of this specification and the Purchase Order/Contract.

3.0 DESIGN

3.1 Codes and Standards

3.1.1 The design shall comply with this specification and the following Codes and Standards.

API Standard 614, "Lubrications, Shaft-sealing and Control Oil Systems for Special Purpose Applications",
Third edition, as amended by this specification.

3.1.2 With the above exception and unless specified otherwise on the Purchase Order/Contract. the current
edition of referenced codes and standards at the time of order shall be used.

3.2 Additions and Exceptions to API 614 (3rd Edition)

The following paragraph numbers refer to API 614 Third edition, August 1992, which shall be considered
as forming a part of this General Engineering Specification.

In API 614 paragraphs are marked with a bullet (•) if the Owner has to make a decision or provide
information. Where possible, these decisions have been made or alternatively guidelines provided. Such
paragraphs are marked "*" in this specification.

All requirements specified in this specification are additions to those of API 614 unless otherwise stated.
Paragraph numbers in this specification which do not appear in API 614 are new paragraphs.

1.1 Scope

1.1.1 Delete the second sentence and replace by:

"These systems may serve equipment such as:

- Pumps (GES G.01/G.02);


- Centrifugal Compressors (GES K.01);
- Axial Compressors (GES K.02);
- Reciprocating Compressors (GES K.03/K.05)
- Rotary Screw Compressors (GES K.04);
- Combustion Gas Turbines (GES K.09);
- Steam Turbines (GES K.10/K.11);
- Turbo-Expanders (GES K.12);
- Centrifugal Fans (GES K.13);
- Gear Units (GES M.03/M.04)."

1.6 System Selection

1.6.2 * The Vendor/Contractor shall provide a complete packaged system including pipework, cabling
and wiring between all skid mounted equipment and the console.

The Owner shall define the space available. The Vendor/Contractor shall propose a general
arrangement for the approval of the Owner.

2.1 General

2.1.5 * The Owner shall specify the normal operating point on the Data Sheets.

2.1 * GES A.04, shall apply for sound pressure level requirements.

2.1.7 * Combined lube and seal oil systems shall be provided, except when the gas might cause
deterioration of the oil qualities. In such cases, mixing of seal oil (including sour seal oil) and
lube oil is not allowed unless a degassing separator is included for recovery of the seal oil from
traps for further use in the lube oil system.

2.1.8 * The Owner shall specify the oil's characteristics for common systems on the Data Sheets. (Oil
characteristics should preferably follow manufacturer’s recommendation.)

2.1.11 * The Owner shall specify, on the Data Sheets, the full range of operating conditions.

2.1.12 * The Owner shall specify the installation details and environmental conditions.

2.1.14 * The Owner shall specify the electrical area classification.

2.1.15 * Cast iron shall not be used.

2.1.17 * The Owner shall specify double block and bleed valve requirements.

2.1.18 * Code stamping is not required.

2.1.23 * 100% NDT inspection is not required.

2.2 Baseplates

2.2.1 * The system shall be designed as a console.

2.2.6 * The baseplate shall be suitable for column mounting.

2.2.8 * Epoxy grout will be used.

2.3 Oil Reservoirs

2.3.2.1 * Pumps, coolers, filters, eductor or vacuum pump may be mounted on the top of the reservoir.

2.3.7.1 * An electric immersion heater shall be provided.

2.3.7.2 Add: “The electric immersion heaters shall be installed in the sealed tubes.”

2.3.8 * Clips shall be provided for heat insulation for personnel protection.

Delete the last sentence and replace by:

"The Vendor/Contractor shall provide the insulation".

2.3.10 * The Vendor/Contractor shall provide a NPS 1 flanged, valved and blinded connection as
stated. A pipe loop with a siphon breaker inside the lube reservoir shall also be provided on
this connection as stated.

2.3.12 * Reservoir tops shall be provided with ladder and non-skid decking.

2.4 Pumps and Drivers

2.4.1 * Horizontal, foot-mounted pumps shall be used.

2.4.4 * Rotary positive displacement pumps, conforming with GES G.04 shall be provided for the
main and standby oil pump service.

If specified, a centrifugal pump conforming with GES G.01 or GES G.02 shall be provided for
the emergency oil pump service.

As a general rule, the rotary positive displacement pumps are strongly preferred to centrifugal
pumps (covered by API 610 and GES G.01) for this service due to their flow characteristics.

2.4.5 * If steam is not available, the main oil pump shall be driven by an AC electric motor and the
standby pump either by a DC electric motor or shall be gas driven. The AC Motors shall
comply with GES L.11.

2.4.6 Steam turbines, if provided shall comply with GES K.10.

2.4.19 * A switch shall be provided to first alarm and then to trip the booster pumps on low suction
pressure.

2.4.20.2 Delete the first sentence and replace by:

"Couplings for horizontal pumps shall be of the flexible disc, retained spacer type with
stainless steel discs".

2.5 Coolers

2.5.3 Add "Coolers shall comply with GES E.01".

2.5.4 * U-bend tubes are not permitted.

2.7 Transfer Valves

2.7.1 * The flow between coolers and filters shall be via individual transfer valves.

2.7.2 Add: “Two three-way ball valves, permanently aligned and joined with a single operating
lever shall be used as transfer valves”.

2.7.4 * Spectacle blinds shall be provided.

2.8 Accumulators

2.8.3.1 Delete from the first sentence:

"If a direct contact type accumulator is used, it".

and replace by:

"If an accumulator is provided, it shall be of the direct contact type, and".

2.8.6 Add new paragraph:

"Direct contact type accumulators shall be designed in accordance with Section VIII of the
ASME Code".

2.9 Overhead Tanks

2.9.1.2 * The Owner shall specify the time required for coast-down, block-in and depressurisation.

2.9.1.5 * The Owner shall decide if an isolation bladder is required.

2.9.2.1 * The Owner shall specify if a separately mounted emergency lube oil rundown tank is required.

2.10 Oil Conditioners

2.10.1 * An oil conditioner preferably the centrifugal type shall be provided, for removal of water from
the lube oil, for systems serving steam turbine driven equipment. The oil conditioner shall be
integral with the console.

2.11 Seal-oil Drain Taps

2.11.3 * Seal-trap vents shall have mist eliminators and arranged as Figure A.12.

Seal trap vents shall be vented to compressor suction or to a low pressure flare system..

2.11.5 * Drains from traps shall be piped to return oil to the degassing drum, or to a holding tank for oil
reclamation. (Allowance should be made for a manual volume test of each drain trap to
determine seal leakage.)

2.12 Degassing Drum

2.12.1 * A degassing system shall be furnished where inner seal oil drain is returned to the reservoir
and the oil contains dissolved process gas which can be readily separated. The arrangement
shall be per Figure 4. Where the inner seal oil is contaminated with hydrogen sulphide, a sour
oil reclamation system shall be provided instead of a degassing system.

2.12.3 * An electric immersion heater shall be provided.

2.12.6 * For pressurised service, the degassing drum shall be designed in accordance with Section VIII
of the ASME code.

2.13 Piping

2.13.2 * All utility piping shall each be manifolded to a common connection.

2.13.7 * The Owner shall specify any requirements for hydrogen or toxic service.

2.13.9.10 Test valves shall be supplied adjacent to all of the instruments.

2.13.10.3* Stainless steel weld-neck flanges shall be provided.

2.13.12 Add: "The outer seal oil drain to reservoir shall be separate from the lube oil drain, where
combined lube and seal oil systems are used".

2.13.14 Add: “Instrument sensing lines to safety switches shall have a continuous through flow of
oil. The normal range of this oil flow shall be clearly specified by the
Vendor/Contractor on the appropriate flow diagrams.”

3.1 General

3.1.1 Add: "A block valve shall be provided in the oil supply header of turbine driven trains to
permit isolation and mechanical work on driven equipment, while oil for cool-down
time continues to flow to the turbine. The block valve is not required if the
Vendor/Contractor's recommended cool-down time is less than 12 hours".

3.1.2 Add:

"Instrumentation shall comply with GES J.14".

3.2 Instrument Gauge Boards and Panels

3.2.1 * Local instrumentation or gauge boards are not required.

3.2.2 * An instrument panel shall be provided complying with the Owner's specification. The panel
shall be mounted on the equipment's (served by the oil system) baseplate.

3.2.3 * The Vendor/Contractor shall propose instruments for the approval of the Owner.

3.2.5 * Instruments shall be fully wired/piped to the switches/sensing devices they serve.

3.3 Alarms and Shutdowns

3.3.1 Add: "Permissive starting interlocks on lube and seal pressure shall also be furnished for all
compressor drivers".

3.3.6 * An annunciator system shall be provided.

3.4 Instrumentation

3.4.5.3 * Oil-filled gauges shall be furnished in locations subject to vibration.

3.4.5.4 * All transmitters shall be provided by the Vendor/Contractor.

3.4.8.4 * Thermal relief valves shall be provided.

3.5 Electrical Systems

3.5.1 * Electrical power supplies will be defined by the Owner and Electrical systems shall comply
with GES L.28.

3.5.6 Electrical materials shall be suitable for tropical locations.

4.0 MATERIALS

4.1 API 614 Requirements

The Vendor/Contractor shall provide materials in accordance with paragraph 2.3.13 of API 614.

Piping shall comply with GES P.01.

5.0 INSPECTION

5.1 Procedures

5.1.1 The inspection requirements are covered by the Purchase Order/Contract. Additional requirements are
given below.

5.1.2 All items of plant and equipment referenced within this specification shall be subject to inspection by the
Owner or its nominated inspection authority.

All inspection requirements shall be incorporated in the Quality Control Plan which shall be submitted to
the Owner before commencement of manufacture for review and approval.

5.1.3 Inspection shall be in accordance with API 614, Third Edition and this specification. Inspection procedures
shall comply with paragraphs 4.1 of API 614, as amended below.

4.1 General

4.1.4 * The Owner reserves the right to observe any inspection carried out by the Vendor/Contractor.

5.1.4 All inspection activities to be performed, including any special requirements, shall be agreed with the
Owner and shall be incorporated within the agreed Quality Control Plan provided by the Vendor/Contractor
as defined in paragraph 4.1.7 of API 614 before work commences. The Quality Control Plan shall be
coordinated with and shall include the quality plan of major Sub-Contractors. The Vendor/Contractor shall
submit procedures for all applicable NDT techniques for approval by the Owner before production
commences.

5.1.5 All operators of NDT equipment shall have thorough knowledge of the operation of the equipment to be
used and shall hold an appropriate certificate of competence, which is to be agreed by the Owner. All NDT
procedures and qualifications shall be subject to approval by the Owner’s Inspector.

5.1.6 The Vendor/Contractor is to furnish the Owner's Inspector with all reasonable facilities, to satisfy him that
the equipment, including sub-vendors' materials, is fabricated and tested in accordance with the relevant
code and this specification.

5.1.7 Any approvals given by the Owner's Inspector do not relieve the Vendor/Contractor of any responsibility
regarding guarantees, workmanship or compliance with the code and this specification.

5.2 Scope

Inspection shall be carried out by the Vendor/Contractor during and after manufacture of the equipment.

Inspection shall comply with the relevant parts of API 614, paragraph 4.2, as amended below.

4.2 Inspection

4.2.1.3 * The Vendor/Contractor shall propose the parts to be tested and the type of examination for the
approval of the Owner.

4.2.3.2 * The Owner will inspect for cleanliness.

5.3 Nameplates

Nameplates shall be provided complying with paragraph 3.6 of API 614.

6.0 TESTING

6.1 Required Tests

Testing shall be carried out in compliance with paragraph 4.3 of API 614.

6.2 Test Procedures

Testing shall comply with paragraph 4.3 of API 614.

6.3 Test Certificates

Test certificates shall be provided as defined in paragraph 4.2.1 of API 614.

6.4 Start-up

6.4.1 When stated in the Purchase Order/Contract, the Vendor/Contractor shall be responsible for the start-up of
the unit until it is accepted as operational by the Owner. In this case, the Vendor/Contractor shall be
responsible for the supply of competent servicemen for the duration of the checking, start-up and run-on
period.

6.4.2 When stated in the Purchase Order/Contract, the Vendor/Contractor shall supply for start-up, all lubricating
fluids, including oil, grease and coolants as required by the unit. The Vendor/Contractor shall recommend
the amount and type of lubrication and cooling fluids for subsequent operation.

7.0 DOCUMENTATION

7.1 Introduction

7.1.1 This section covers the documentation requirements for design, materials, inspection, testing, installation
and operation of the oil system.

7.2 Schedules and Reports

7.2.1 The Vendor/Contractor shall supply with his tender, a production schedule showing submission of all
documents for review and approval, proposed sub-contractors and material procurement and a
production/fabrication programme. After an order is placed, this shall be updated and re-submitted at an
interval to be agreed between the Owner and the Vendor/Contractor.

7.2.2 Similarly, a progress report, as defined in paragraph 5.2.5 of API 614 shall be issued by the
Vendor/Contractor at the same intervals as the production schedule. The Vendor/Contractor shall submit
with his tender a Quality Control Plan for the Purchase Order/Contract.

7.2.3 After the Purchase Order/Contract award, monthly reports on design, material procurement and production
progress shall be submitted to the Owner.

7.2.4 A co-ordination meeting shall be held within six weeks of the placement of the Purchase Order/Contract, as
defined in paragraphs 5.2.2 of API 614, to review all engineering and manufacturing requirements of the
Purchase Order/Contract.

7.3 Data and Calculations

7.3.1 The documents detailed below shall be submitted for approval/review to the Owner and to the Inspection
Authority within the periods agreed between the Owner and Vendor/Contractor. It shall be the
responsibility of the Vendor/Contractor to ensure that the production schedule takes into account
documentation submission periods, plus a three week approval review period by the Owner and/or the
Inspection Authority. The Vendor/Contractor shall be responsible for obtaining approvals from the
Inspection Authority.

7.3.2 All calculations shall be carried out in a clear and logical manner. The source of formulae or methods shall
be clearly referenced. Computer calculations will only be accepted if all input is shown, together with
calculated values of intermediate terms and factors and the computer program has been validated to the
satisfaction of the Owner.

7.3.3 The Vendor/Contractor shall submit as a minimum, the data and drawings as defined in API 614 with the
additions/amendments below:

Proposals

Data for proposals shall be submitted by the Vendor/Contractor, as defined in paragraph 5.1 of API 614, as
amended below.

5.1 Proposals

5.1(h) * A priced list of spare parts for start-up and two years maintenance is required.

Contractual

Contractual data shall be provided as defined in paragraphs 5.2.1 and 5.2.4 of API 614, as amended below.

5.2 Contract Data

5.2.4.2(e) A record of shop test data is required.

7.4 Drawings

Review and Approval

Review and approval of drawings shall be according to the Purchase Order/Contract.

Drawings shall be submitted by the Vendor/Contractor, as defined in paragraph 5.1 of API 614.

Contractual

Purchase Order/Contract drawings shall be provided by the Vendor/Contractor, as defined in paragraphs


5.2.1 and 5.2.3 of API 614, as amended below.

5.2 Contract Data

5.2.3.1 * The Owner shall specify the number of prints/reproducibles required.


5.2.3.7 * Procurement of components may not proceed without the Owner's review and acceptance.

Manufacture may not proceed without the Owner's review of the layout.

7.5 Manuals

7.5.1 Data Book

2 copies of data book shall be provided containing the items specified in paragraph 5.2.4.2 of API 614.

7.5.2 Installation, Operating and Maintenance Manual

6 copies of installation, operating and maintenance manual shall be provided containing the information
defined in paragraph 5.2.4.4 of API 614.

8.0 PRIOR TO SHIPMENT

8.1 Painting

Surface preparation and painting shall be in accordance with GES X.01 with colour coding of equipment
and piping in accordance with GES X.02 using a system which complies with GES X.03.

8.2 Spares

The Vendor/Contractor shall submit with his initial equipment proposal, a priced list of recommended spare
parts for "Commissioning", "Start-up" and for "Two Years Operation".

After review/approval of this list by the Owner, these spares shall be ordered and delivered with the main
equipment.

8.3 Packing and Storage

Paragraph 4.4 of API 614 shall be complied with, as amended below.

4.4 Preparation for Shipment

4.4.1 * The Vendor/Contractor shall recommend procedures for storage up to two years.

The equipment shall be prepared for export shipment by sea. Shipment as non-containerised
deck cargo is not allowed.

4.4.5 Delete the paragraph.

8.4 Shipping

Detailed shipping arrangements are covered the Purchase Order/Contract.

The oil system including pumps with seals installed, drivers and all furnished auxiliaries shall be shipped
fully assembled on the baseplate except that coupling spacers shall be removed, boxed and tagged and
attached to the skid with any other items which are better shipped separately e.g. instrumentation.

The equipment shall not leave the Vendor/Contractor's works for shipment until the release has been
approved by the Owner's Inspector.

8.5 Warranty

The Vendor/Contractor shall provide manufacturer's written guarantees of the oil system performance.

The Vendor/Contractor shall warrant all materials and services supplied against any defect for a minimum
of 12 months after commissioning or 24 months from the date of delivery to site, whichever is the shorter
period, or for the period stipulated in the Purchase Order/Contract.

Should any item be found defective, the vendor shall be responsible for all costs associated with restoring
the equipment to the standard specified by the Purchase Order/Contract.
