GENERAL PURPOSE
Performs a variety of personnel management functions related to organizing, coordinating, and maintaining personnel records and is responsible
for all human resource activities.

ESSENTIAL FUNCTIONS
Personnel Management:
~Organizes and conducts recruiting, interviewing, selecting, and hiring of new employees; monitors and maintains records related to recruitment
and selection.
~Orients new employees to Department policies, practices, procedures, compensation, and benefits; monitors filing of personnel records;
maintains personnel files and ensures the confidentiality of their content.
~Tracks basic demographic and address data, compensation, deductions, and insurance participation, and savings and retirement programs.
~Enrolls employees in benefit programs; processes changes in benefits as requested; administers and keeps benefits packages up-to-date; notifies
employees of changes to benefits packages.
~Maintains records of employee insurance benefits; conducts benefits open enrollment meetings; monitors payment of premium by employees to
verify and match enrollments to premiums paid.
~Maintains personal employment histories for each employee to track salary, status, ranges, and responsibilities; process request for salary
change forms; provides payroll department with changes to compensation packages; helps assure accuracy of payroll; performs correction
process as needed to resolve errors.
~Oversees performance appraisal processes; notifies managers and supervisors assuring timeliness of appraisals; receives appraisal results;
monitors and maintains employee records related to discipline.
~Receives employee complaints and acts to resolve them following established policies; implements appropriate disciplinary and grievance
procedures and ensures that those policies or procedures do not alter employment-at-will relationship.
~Conducts exit interviews; performs personnel management functions relating to termination or retirement.
~Responds to employment questionnaires and surveys; completes or responds to employment verification requests from organizations with a
legitimate need to know.
~Receives and processes workers compensation claims; distributes claim forms; assists in completion of form, assures timely contact with
insurance carrier; monitors disposition of claims.
~Receives and processes unemployment insurance and EEOC discrimination claims; gathers documentation and assures timely response is made
to claims; monitors disposition of claims.
~Tracks and maintains Incident Reports, ensuring that all appropriate action is taken.
~Participates as an Advisor to the Leadership Team.
~May be required to stay at or return to work during public health incidents and/or emergencies to perform duties specific to this classification or
to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working
outside normal assigned duties during the incident and/or emergency.

Payroll
~Reviews and verifies accuracy of timesheets; processes regular payroll; monitors employee earnings and calculations of employee withholdings
(i.e., state taxes, federal taxes, social security, retirement, and insurance); performs computer entries and operates computer program to complete
payroll process and payroll issuance and distribution; assures accuracy of payroll; coordinates and resolves payroll problems and questions;
maintains year-to-date records of wages, deductions, taxes and benefits.
MINIMUM QUALIFICATIONS
A. Knowledge of basic computer operations and various program applications; modern office practice and procedures; telephone
etiquette; document management, filing procedures and methodologies; English composition, spelling, grammar, punctuation, etc.
B. Ability to communicate effectively verbally and in writing; have strong organizational skills and eye for detail; establish and
maintain effective working relationships with administration, co-workers, and the public.
C. Must be familiar with current laws and regulations regarding employers’ and employees’ rights and obligations, and be able to
reconcile differences between employees and their supervisors.
3. Work Environment:
Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks required a variety of physical
activities, not generally involving muscular strain. Common physical activities include lifting, walking, stand, stooping, sitting, reaching, talking,
hearing, and seeing. Rapid work speed required to perform keyboard operations. The need for common eye, hand, finger, leg and foot dexterity
exists. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem
solving.
