Introduction

This Strategic Management plan will focus on the existing three thematic focus areas and one
more upgraded focus which are: natural resources development, water resources development,
food security & agricultural development, and rural diversification with special focus on women
and youth employment. While doing so, this strategic management plan will give due attention
to program quality, graduation and cluster approach, for the different interventions.

 Here, the introduction part is very interesting that is clearly discussed and identified.

The strategy has vision, mission, core values, Situational analysis, Objectives, programs, budgets
and monitoring and evaluation.

Vision Statement

Organization for Rehabilitation and Development in Amhara (ORDA) envisions prosperous


society in Amhara region of Ethiopia.

Strength

 Here, the vision is powerful that clearly state the future understanding of an organization
and put in to a single statement.
 The Vision Statement shows that what the organization want to become for the future.
 the Statement also shows that the society to whom that serves.

Weakness

 The Vision Statement doesn’t show the achievable time frame of the vision statement in
the future.

Mission Statement
Empowering poor communities and their institutions to achieve livelihoods and environmental
security in Amhara region.

Strength

 Mission Statement identifies the scope of a firm’s operations in product and market terms.
 A mission statement is a constant reminder to its employees of why the organization
exists.

 It clearly states “What function does the organization perform? For whom? How?”

Weakness

 The organization reason for existence (focus areas) like on natural resource protection,
agricultural development, rural water supply and access road construction; emergency
food aid and other related interventions to be taken up only when necessary does not
mentioned.

Strength

 The core values show that the human potential of ORDA and others.
 The core values show that legal frame work of the organization in the strategic plan.

 The core Values of the community culture, norm, moral, tradition and beliefs aren’t, well
stated.

in the situational analysis of the external environment.

Strength

Weakness

 Objectives are not, consistent, reasonable, and clear.


 ORDA objectives are not much more Specific - Measurable - Attainable - Reliable Time

 Government change management customization does not existed

Program
Strength

 Performance Indicators and Targets are clearly stated in the program of ORDA strategic
plan.
 Program breakdown of with time frame beneficiaries, stake holders, strategic objectives,
targets, year, baseline. Well mentioned properly.

Weakness

 The program performers, resources to perform the program activities does not included in
the program.

Budget
Strength

The joint hand of communities, donors and government bring livelihood transformation of
vulnerable people of the target areas. The fundraising strategies are:
Project proposals development and soliciting from donors,
Direct grant, project proposal development & matching fund from government,
Community contribution in cash, kind and labor.
Increase the performance capacity of the organization strategic plan.

Weakness

 There is not clearly identified budget break down for different strategic objectives.
 The community participation in cash, kind, and labor do not indicate in numeric.

Monitoring and evaluation


Strength

It is clearly stated that:

 Quarterly & annual progress reports will be prepared to monitor the progress made in
implementing the planned activities.
 Biannual and annual reports will be submitted to donors.
 Regular quarterly monitoring by ORDA's head office staff leading by Monitoring &
Evaluation staff will serve to monitor the implementation of the 5-year plan and make
their own assessments and reports to supplement reports coming in through the
operational departments.
 Biweekly management & program meetings, quarterly board meetings, and biannual
staff meetings will be held to review the progress made in the implementation of the
project.
 Narrative and financial reports will be provided quarterly and annually or as per
individual donor's reporting schedules.
 Audited accounts will also be to evaluate the overall progress, the results, outcomes and
impacts of the activities and components of each ORDA programs, every year internal
(on-going) evaluation will be conducted by project managers and concerned staff
themselves.
 This is done with the necessity of examining projects’ continued relevance or the overall
effectiveness of the intervention strategies adopted. This kind of on-going evaluation
occurs during the implementation process of the project/program.
 Moreover, a mid-term review will be conducted towards the end of the 2nd year, in order
to assess the process and progress to date and to make recommendations for the last
three years of the programed.
 Such a review should also reflect on the key lessons learned during the implementation
period and provide recommendations for future interventions.
 At the end of the 5-year final evaluation will be made by internal or external consultants.
Produced once a year for each donor supported projects.

Weakness

 The present monitoring system of ORDA is not robust for tracking changes. The Overall
Monitoring & Evaluation activity does not include the monitored beneficiaries and
strategic objectives.

Recommendation
 The strategic plan doesn’t contain the Goals, which establish the statement of desired out
come.so, it is better to include this major component.
 The strategic plan is very broad, so it is better to describe it in precise way.
