Product Guide Specification

Specifier Notes: This product guide specification is written according to the Construction Specifications
Institute (CSI) 3-Part Format, including MasterFormat, SectionFormat, and PageFormat, as described
in The Project Resource Manual—CSI Manual of Practice, Fifth Edition.

This section must be carefully reviewed and edited by the Architect or Engineer to meet the
requirements of the project and local building code. Coordinate this section with other specification
sections and the Drawings. Delete all “Specifier Notes” after editing this section.

Section numbers are from MasterFormat 1995 Edition, with section numbers from MasterFormat 2004
Edition in parentheses. Delete version not required.

SECTION 13200 (33 56 16)

UNDERGROUND STEEL STORAGE TANKS

Specifier Notes: This section covers Highland Tank & Manufacturing Company, Inc.
petroleum/chemical underground steel storage tank Model HGDW, Double-Walled with HighGuard
Protection System. Consult Highland Tank & Manufacturing Company, Inc. for assistance in editing
this section for the specific application.

PART 1 GENERAL

1.1 SECTION INCLUDES

A. Underground steel double-wall, HighGuard protected storage tanks.

1.2 RELATED REQUIREMENTS

Specifier Notes: Edit the following list of related sections as required. Delete related sections not
required. List other sections with work directly related to this section.

A. Section 03300 (03 30 00) – Cast-in-Place Concrete: Concrete for pad.

1.3 REFERENCE STANDARDS

Specifier Notes: List reference standards mentioned in this section, complete with designations and

1.4 SUBMITTALS

Specifier Notes: Edit submittal requirements as required. Delete submittals not required.

A. Comply with Section 01330 (01 33 00) – Submittal Procedures.

B. Product Data: Submit manufacturer’s product data, including installation instructions.

C. Manufacturer’s Certification: Submit manufacturer’s certification that underground steel storage


tanks comply with specified requirements and are suitable for intended application.

D. Warranty Documentation: Submit manufacturer’s standard warranty.

1.5 QUALITY ASSURANCE

A. Manufacturer’s Qualifications: Manufacturer regularly engaged, for past 5 years, in manufacture


of underground steel storage tanks of similar type to that specified.

B. Installer's Qualifications:
1. Installer regularly engaged, for past 5 years, in installation of underground steel storage
tanks of similar type to that specified.
2. Employ persons trained for installation of underground steel storage tanks.

1.6 DELIVERY, STORAGE, AND HANDLING

A. Deliver, store, and handle underground steel storage tanks in accordance with manufacturer’s
instructions.
B. Protect underground steel storage tanks, including corrosion control system, during delivery,
storage, handling, and installation to prevent damage.

1.7 WARRANTY

A. Warranty Period: 10 years.


1. Warrant underground steel storage tanks against failure due to exterior and interior
corrosion when used with petroleum products or alcohol.

PART 2 PRODUCTS

2.1 MANUFACTURER

2.2 UNDERGROUND STEEL STORAGE TANKS

A. Horizontal, Double-Wall, Polyurethane-Coated, Steel Storage Tanks: “HighGuard” double-wall


tanks.
1. Conformance: UL 58, Type 1 Construction.

Specifier Notes: Specify nominal tank capacity, inside diameter, and inside length. Nominal tank
capacities range from 240 to 50,000 gallons.

PART 3 EXECUTION

3.1 EXAMINATION

A. Examine excavation to receive underground steel storage tanks.

B. Notify Architect of conditions that would adversely affect installation.

C. Do not begin installation until unacceptable conditions are corrected.

3.2 PREPARATION
Specifier Notes: Include the following paragraph when specifying “HighGuard”, “ACT-100-U”, “STI-P3”,
or “HotShot” single-wall tanks.

A. Air Test:
1. Perform air test of tanks above ground before installation in accordance with
manufacturer’s instructions on side of tanks or with PEI RP 100.
2. Test Pressure: 5 psi maximum.
3. Bubble solution applied to welded seams.

Specifier Notes: Include the following paragraph when specifying “HighGuard”, “ACT-100-U”, “STI-P3”,
or “HotShot” double-wall tanks.

B. Air Test:
1. Perform air test of primary tanks and interstitial space above ground before installation in
accordance with manufacturer’s instructions on side of tanks or with PEI RP 100.
2. Test Pressure: 5 psi maximum.
3. Bubble solution applied to welded seams.

Specifier Notes: Include the following paragraph when specifying “TITAN” double-wall tanks.

C. Vacuum on Interstitial Space:


1. Ship, deliver, install, and 3/4 backfill tanks while maintaining constant vacuum (minimum
12 inches of mercury vacuum) on interstitial space to ensure integrity of both primary
storage tank and secondary containment tank wall simultaneously.
2. Site Integrity Test: Release vacuum at site and perform 5 psi air pressure test to primary
storage tank and perform air pressure/soap test on secondary tank (maximum pressure of
1 psi in accordance with label instructions on tanks), if site integrity test is required.

D. Before Placing Tanks in Excavation:


1. Remove dirt clods and similar foreign matter from tanks.
2. Visually inspect tanks for damage.
3. Notify Architect of damage to tanks.
4. Repair or spark test damaged areas of tank coating in accordance with manufacturer’s
instructions.
a. Spark Testing: Set holiday detector at a minimum of 10,000 volts.
b. Coat holidays, damaged tank coating, and exposed steel surfaces in accordance
with manufacturer’s instructions with compatible coating furnished by tank
manufacturer.
c. Retest holidays at 10,000 volts.

3.3 INSTALLATION

A. Install underground steel storage tanks in accordance with manufacturer’s instructions, NFPA
30, and PEI RP 100.

B. Install underground steel storage tanks at locations and to elevations indicated on the Drawings.

C. Ensure tank excavation is free from materials that may cause damage to tanks or tank coating.
D. Do not allow foreign matter to be introduced into excavation or backfill during tank installation.

E. Bottom of Excavation: Cover with clean sand or gravel to depth indicated on the Drawings,
suitably graded and leveled.

F. Tank Placed on Concrete Pad for Anchoring Purposes:

Specifier Notes: Specify the section number for cast-in-place concrete.

1. Concrete for Pad: Specified in Section 03300 (03 30 00).


2. Do not place tanks directly on concrete pad.
3. Spread layer of fine gravel, pea gravel, clean sand, or ASTM D 448 #8 coarse aggregate a
minimum of 6 inches deep, evenly spread over dimensions of concrete pad to separate
tanks from pad.
4. Tank Bedding Material for Installation in Tidal Area: Fine gravel or pea gravel.

G. Tank Handling:
1. Ensure equipment to handle tanks is of adequate size to lift and lower tanks without
dragging, dropping, or damaging tanks or tank coating.
2. Carefully lift and lower tanks with cables or chains of adequate length attached to lifting
lugs provided.
3. Use spreader bar where necessary.
4. Do not use chains or slings around tank shell.

Specifier Notes: Include the following sentence if sacrificial anodes are specified.

H. Activate Anodes: Thoroughly saturate sacrificial anodes with water after tanks have been
placed into excavation.

I. Hold-Down Straps:
1. Ensure hold-down straps are separated from tanks by separating pads made of inert,
insulation dielectric material.
2. Separating Pads:
a. Minimum 2 inches wider than width of hold-down straps.
b. Place separating pads at locations on tanks where hold-down straps could come into
direct contact with tank shell.

J. Backfill:
1. Backfill Material: Clean sand, ASTM D 448 #8 crushed aggregate, or fine gravel.
2. Place backfill material along bottom side of tanks by shoveling and tamping to ensure
tanks are fully and evenly supported around bottom quadrant.
3. Deposit backfill material carefully around and over tanks to avoid damage to tanks and
tank coating.
4. Deposit backfill material to depth over tanks as indicated on the Drawings.
Specifier Notes: Include the following paragraph when specifying “HighGuard” single-wall or double-
wall tanks.

K. Plugs:
1. Remove plugs at unused tank openings, add pipe compound, and reinstall plugs in
unused openings.
2. Do not cross-thread or damage tank fittings when replacing plugs or installing tank piping.

Specifier Notes: Include the following paragraph when specifying “ACT-100-U” or “STI-P3” single-wall
or double-wall tanks.

L. Plugs:
1. Remove plugs at unused tank openings, add pipe compound, and reinstall plugs in
unused openings.
2. Do not remove from openings dielectric bushings or flange isolation devices in tanks.
3. Do not overtighten plugs in tank openings which are to be used, as this may cause
bushing to unscrew with plug.
4. Do not cross-thread or damage non-metallic bushings when replacing plugs or installing
tank piping.

M. Before Placing Backfill Over Tanks:


1. Final Inspection: Visually inspect tanks, tank coating, and pipe connections.

Specifier Notes: Include the following sentence when specifying tank monitoring system.

2. Monitoring Station Connection: Install tank monitoring system connection.

3.4 PROTECTION

A. Protect installed underground steel storage tanks from damage during construction.
