1.6 IOCL reserves the right to invite offers during the Request for Proposal (RFP) stage
from entities other than the Bidders who have submitted responses to this EOI.
1.7 IOCL reserves the right to modify/ alter the EOI. Any such change shall be intimated
to all the parties who have collected this document.

3. Background
3.1 Indian Oil Corporation Limited is India’s largest downstream petroleum company
and is engaged in the business of refining, transportation and marketing of
petroleum products.
3.2 "Portable Service Station" means a standalone premises installed on a firm
foundation in accordance with the sound engineering practice specially prepared
for fuelling of motor vehicles and comprises of an above ground double walled
petroleum storage tank integrated with dispensing system and connected facilities
housed together in a closed container type approved by statutory authority.
3.3 Globally, portable service station is also known as “Mobile Fuel Station” “portable
Fuel Station” “container Fuel Station” or “Automatic Mini Filling Station”
3.4 Usually it is supplied as a container containing storage tank, dispensing unit and
automation system which can be installed at the site within few hours to start
commercial use.
3.5 Portable service station can be shifted from one place to other place as per the
requirement / demand without any difficulty.
3.6 Option must be available for single product and / or multiple product storage and
dispensation.
4. Aims and Objectives
The objective of this Expression of Interest is following:
4.1 To understand the availability of Portable Service Station manufacturers in India and
manufacturer who are located outside India.
4.2 To explore options available globally
4.3 To understand / examine their products and services available across globe and
suitability in Indian context.

5. Pre - Qualification Criteria

5.1 Vendors, who have an experience in similar works, either themselves or through
their group companies, or through their Authorised agent may convey their
‘Expression of Interest’.
5.2 Similar Works is defined as follows:

“The vendor should be Original Equipment Manufacturer (OEM) of portable Service
Station / Mobile Fuel Station/ Portable Fuel Station/ Container Fuel Station/ Mini
Filling Station and should be having their own manufacturing facilities in India /
Abroad.”

6. Instructions to Bidders
Indian Oil Corporation Ltd. (Marketing Division) invites Expression of Interest from suitable
vendors for:
6.1 Supply of Portable Service Station suitable for storage and dispensing of Motor Spirit

6.2 Maintenance of the above Portable Service Station for a period of 7 years (two year
warranty + five year comprehensive maintenance contract) from the date of delivery
at the receiving location of IOCL.
6.3 For any purchase, separate tenders would be invited and purchase orders will be
placed against the same as and when required by IOCL.
6.4 Submission of application conveying Expression of Interest for supply and maintenance of
Portable Service Station does not entail the vendor any right to be called for PO Enquiries
issued by IOCL for the subject work.
6.5 The basic minimum functional requirements of the Portable Service Station are as per Format
– 4 of the document. Bidder may suggest its specifications separately as per format 10
6.6 The application can be downloaded and submitted from/ on IOCL’s website i.e.
www.iocletenders.nic.in.
6.7 Canvassing in any form in connection with this Expression of Interest is liable for rejection of
application outright.
6.8 Application Form should be clearly typewritten and submitted along with relevant supporting
documents on IOCL’s website www.iocletenders.nic.in.
6.9 After submission of the Expression of Interest by the vendors, the vendors may be invited for
making technical presentations with indicative commercials and the ways/ technical design
adopted to meet the user requirements.
7. Evaluation Criteria and Method of Evaluation
7.1 Screening of EOIs shall be carried out as per eligibility conditions mentioned in this
document and based on verification of testimonials submitted.
7.2 EOI will be evaluated for short listing inter alia based on their past experience of
handling similar type of project/ plan to start manufacturing portable service station
strength of their man power, financial strength of firm and presentation / proposal to
the selection committee whose decision will be final.
7.3 Vendors who qualify as per the eligibility conditions will be provided a brief about the
Portable Service Station requirements. The vendors may be required to make a
presentation, if required, to a selection committee show-casing their products and
services.
7.4 During these technical discussions stage IOCL may also add other stake holders in
the discussions who could add value to the decision making on the various technical
aspects and evaluation criteria. Based on the decisions/ presentations so held, one
or more acceptable technical solutions could be decided upon for laying down

detailed acceptable technical solution, quality bench marks, warranty requirements

delivery milestones maintenance methodology etc
8. Bid Submission
Bidders should ensure that their Bid document is submitted as per the formats
attached with this document. Special comments on the objectives and scope of the
Expression of Interest may also be submitted along with the offer.
9. Condition under which EOI is issued
The EOI is not an offer and is issued with no commitment. Indian Oil Corporation
Limited reserves the right to withdraw EOI and or vary any part thereof at any stage.
Indian Oil Corporation Limited further reserves the right to disqualify any bidder, should
it be so necessary at any stage.

6 In case vendor opts for supply of portable service station without dispensing unit;
there must be sufficient space for fixing of dispensing unit. Dispensing unit will be
supplied by the IOCL and same needs to be fixed by the the bidder.
7 Bidders are also requested to share the technical specification of portable service
station models readily available with the vendor. (Format 10)
8 Preferably Automation system will be provided / installed by the corporation
9 Bidder presently not manufacturing portable service station but willing to
manufacture and supply portable service station to IOCL may furnish detail as per
format 10A
