What is the role of the National Yuth Policy in
the lives of all youth in South Africa.
INTRODUCTION
The National Youth Policy is a regulatory framework which endeavours to develop youth in reaching
their full potential, both in social and professional settings. The policy has an important consultative
process in which it allows government to interact with youth and ensure that their critical feedback
assists in shaping this document which will ultimately determine their future.

It is a rigorous and robust undertaking and no shortfall to complicated as generational differences


should be acknowledged and the accepted standard of one-size-fits-all approach is defunkt. The
vibrant South African youth is constantly playing an active role in this important process and should
be applauded for their wit and general undertaking of policy reformation.
BACKGROUND
The National Youth Policy is a regulatory framework which endeavours to develop youth in reaching
their full potential, both in social and professional settings. The policy has an important
consultative process in which it allows government to interact with youth and ensure that their

It is a rigorous and robust undertaking and no shortfall to complicated as generational differences

ROADMAP
The National Youth Development Policy includes two policy frameworks as predecessors to the
current draft policy, NYP 2020 – 2030. These include policy
framework covering 2009 – 2014 & 2015 – 2020, respectively.

Former legislative frameworks existed prior to the NYP 2009 – 2014, which includes the
Youth Policy of 2000, a relic of the transmission pre-1994 into democracy, post
1994 and the National Youth Development Policy Framework (NYDPF) 2002 – 2007.
These various forms of public policies were consulted and often amulgamated
to pave the way for the National Youth Policy, as we know it today.

A good quality education is one that provides all learners with capabilities they require to become
economically productive, develop sustainable livelihoods, contribute to peaceful and democratic
societies and enhance individual well-being. South Africa’s educational system has many
challenges including Systemic and Application to learning. Some challenges currently facing public
schools, based on the perspective of many involved in the world of education today. Many
challenges may include issues of Classroom Size, Poverty, Family Factors, Technology, Bullying,
Student Attitudes and Behaviours, No Child Left Behind and Parent Involvement.

Would structure, in-depth & practical training, aligned with the current theory based academic system can
change the academic outcomes or performances of learners needs ensure that psychological support must be
stronger within schools, with an increased focus on marginalized and poor communities so that assistance can
be accessed at an early stage. 2nd chance opportunities and values-based leadership development
programmes need to be accessible to youth of all ages, regardless of their passing rate so that all youth can
have the opportunity of creating a better future for themselves and their communities. This will require a
partnership between different government department such as DSD, DOH and DOE.

Introducing a bilateral approach to tertiary studies, specifically for University students, equally divided into
practical training and theoretic training that can also play a positive role in developing Students preparation
from Student to professional by preparing learners from Higher School level with the integration of the 4IR
Skills.

- Strengthening camaraderie and inclusive growth

Strengthening camaraderie and inclusive growth, we need to develop a database system of all
youth programmes and interventions need to be situated at local municipality level (Youth
Directorates need to have a clearer responsibility). And each year, the municipality needs to report
on the growth, support, impact and reach of those programmes, this issue must curb individuals
drop-out of the schooling level.

- Second Chance programmes

The second chance programmes should be partnered with the registered civic organizations, so to
relief the pressure to the Department of Education and allow young people to have extra help in
their studies and explore more career fields. The passing rate should be raised back to 50% to
improve the level of education in South Africa so to allow our grade 12 graduates to compete on the
international space. School subjects should be aligned to the basic needs and challenges of South
Africans, more especially in rural areas. The school curriculum should also be flexible enough to
allow young South African to employ themselves and not depend on government for job
opportunities.

An incentive scheme for academic excellence and international academic


participation can be developed for successfully retaining individuals in the
current schooling system by creating new systems of administration.

What are the current educational system is missing:

The ability to Identify external implementer to assist the process – tutors, career guidance,
entrepreneurial development etc.

These people need to be vetted to assess quality of capacity.

It is crucial that there is a break-down of the value chain of programmes and identify blocks to
implementation so we can understand how to overcome them collectively and what solutions to put
in place.

Is content aligned to skills needed?

Technology needs to come into the classroom to keep up with the learning demands of the
21st century. Classes can also take a form of class in the home, Its is imperative that online
learning for youth be allowed. The fast track of free online platforms for learning should be
created and access by youth.

Is content aligned to skills needed?

There needs to be an app created where the process is documented, and all stakeholders and service providers are
recorded and documented – this will help to document process and keep all responsible accountable.

Digitize matric rewrite process • Verbal exams to overcome spelling and English as
a barrier to education

Youth can digitize and track their process and employment opportunities for youth through.

UCT and UJ use online platforms to write exams, Leadership and Civic education should be
if this can be done for university, it can be done added in the curriculum of basic education so to
for matric as well be introduced early in the education system.

Crypto trading (digital trading) should be introduced as a subject


in basic education.

Driver’s license should also be introduced as a subject in basic education to teach students
about the safety of driving which will also serve as a tool for employment.

More practical education should be introduced and emphasized in


basic education.

Future Skills

The lack of institutions that focused on future jobs or 4ir skills need to be introduced in the
country to ensure the integration of international progress. This future skill include Creativity,
People management, Coordinating with others, Emotional intelligence, Judgement and
decision-making, Service orientation, Negotiation and Cognitive flexibility to mansion a few.
Self-driving cars, artificial intelligence, quantum computing form part of the next technologies
for industrialisation. Industry 4.0 will be marked by lightning-speed advancements and mind-
boggling change as it brings together advances in digital, physical and biological
technologies. Introduced in the country to ensure the integration of international progress.

Important Skills to consider

The Technical, mid-level skills programmes and ICT Based Skills, also developing the township
economy through revitalising local products are avenues in the economy which is under developed and
can be explored or exploited to create jobs for the layman. Technical and mid-level skills programmes
such as artisanship, however the quality of technical education and the conditions of the actual technical
colleges is still extremely poor. With the majority of learners who do drop out of school and those who
perform poorly and drop out, vocational schools need to be able to absorb this demographic of youth
and provide them with advanced technical skills offered globally so that they can have an opportunity of
occupying relevant and skilled level positions within the work force.

South Africa's lack for moving with international progress, is its biggest
constraint for change. New subjects should be introduced to individuals
to fully participate in economic transformation.

Developing skills for employability and opportunitites

ICT Based skills would give youth an opportunity to become employable and reduce the need for the country’s private
sector to employ skilled artisans from other countries. The type of skills needed by the private sector are technical skills
that are linked with ICT for jobs such as coding artisans, and there is currently no educational offering of such skills. We
therefore suggest that the technical college’s curriculum needs to incorporate an ICT component so that graduates can fill
in the gap in the skills market, which is not just coding.

Concepts to consider

Is it imperative that entrepreneurial incubation and think-tanks in our State Owned Enterprises are established to
promote intellectual property rights and innovate SOE's this incubation should ensure that youth professionals are
absorbed in a progressive program that can ensure a collective development of new projects and innovations owned by
local creators. This incubation should ensure that youth ideas are prioritised and a risk fundis encouraged for maximum
exploration.

The development of Entrepreneurship Identity amongst youth must be developed, policy must ensure that from early
childhood to High School and Tertiary youth ideas are encourages. Higher Institutions should be noted and developed as
economic zones where entrepreneurial innovation can be developed. This special research areas can be developed and
termed as ‘Studentpreneur’ areas.

Concepts to consider

Campaigns such as the African Youth Entrepreneurship Day, 3 June should be used as strategic dates to encourage
youth across the South Africa to participate in entrepreneurship activities that will benefit the country at large.

With the growing number of foreign owned informal business ownership taking place in poor or marginalization
communities and in response to the protests and vandalizing of their shops, the Department of Small Business
Development needs to introduce stricter regulatory measures where compliance, and tax is concerned. And those
businesses need to play a bigger role in the development of the communities they are based in, through the
supporting and resourcing of local development initiatives. This will assist building the relationship with community
members by ensuring that those enterprises are a part of the community’s development, and hopefully will lead to
community members protecting the shops if protests arise.

The support of SMME’s by big business should not only be via CSI but even through
mentoring and supporting SMME’s to create job opportunities.ESD pro grammes
and allocations under BBBEE should be revised to align to procurement processes
and further ensure that youth set-aside is achieved.

Concepts to consider

Entrepreneurial skills be introduced to the learners at primary school level. Our education curriculum is falling below
industry standards.

Entrepreneurship Department of Higher Institution should be capacitated to lead policy development of Students doing
business with Institutions and vice versa, further with funding to fund students’ innovations and businesses from
Universities across South Africa.

DHET understands that Universities play a critical role in the growth and development of young people. They also
understand that there is a need for a third-stream income at universities and this can be achieved by promoting student
and graduate entrepreneurship. In response, a platform for Entrepreneurship Development inHigher Education (EDHE)
was established with the mandate to establish and grow entrepreneurial ecosystems within institutions of higher learning
with 3 key drivers:

Student entrepreneurship
Entrepreneurship development in academia

Concepts to consider

Rural development needs to teach young women Agri-processing and agricultural skills so that they can empowered to
move from farm workers to also being a part of the agricultural economy.

The Government must improve and restructure the EPWP programme; nd must be administered fully by the government
not Tenderpreneurs. We need actual skills that will solve some of the problems in our communities, such as plumbing,
electricity and many other necessary service delivery skills. No tenders should be given to individuals under the EPWP.

Concepts to consider

Relevant SETA’s must intervene in developing young people to prepare them for the opportunities that are related to the EPWP and the
programme must include soft skills so as to cover all young people in South Africa. There must be stringent Monitoring and evaluation processes
to ensure value and progress of the EPWP.

Thorough screening and evaluation must be performed in all youth related programmes.

The government must prioritize South African businesses, more especially businesses that focus on South African daily products and services.
Young people must be equipped and given big contracts. Incubators should be more accessible to all young South Africans.

It would be best for government and other private sector industries or companies to copy the model that Microsoft and IBM has, their framework is
more sustainable and they were able to assist many young people who have participated in their programmes – Most of the young people they
have absorbed have been employed permanently and a significant number of those with businesses have access to global market access, have
been funded and gained a lot.

Youth business funding has been developed in the country, but there is not enough funds to support each entrepreneur. There needs to be more
initiatives developed to support black women owned business and disabled business. They should also be a Bank developed specifically focused
on youth businesses. A Youth Relief Fund should also be created for youth business under the Small Business Department.

3. HEALTHCARE AND COMBATTING SUBSTANCE ABUSE.

The state has launched an advance and well-rounded Covid19 campaign. We need to provide an
alternative; we need to provide options of a fun and healthy lifestyles. So, resources need to be
mobilized to reach youth that are running pro-youth health solutions and alternatives. Infrastructure
and preventative Healthcare resources need to be brought into communities and public health
facilities that can be leveraged to continue with reproductive health and current health pandemics.

3. HEALTHCARE AND COMBATTING SUBSTANCE ABUSE.


Concepts to consider
The use of Digital Health App that can track and give fitness skills, check health and perform basic health tests should be created.

The use of art and culture to educate youth on taboos is an opportunity to create better narratives, by creating creative committees to address
massages to youth about mental health and sexual orientation. This should be coordinated by trained facilitators and inclusive to youth
participation via responses and youth submissions that can be pull of discussions by youth groups.

The National Health Insurance must have a fund created for programs and to open us offices to support youth with mental health. The
Department of Social Services (DSS) be advanced and innovated to work hand-in-hand with the Depart of Health, in ensuring the mental,
emotional and biological safety and security of young people need to have clear programs that focus on youth, there needs to be online means of
communication via: Chats Bots, Mobile Apps and USSD Code for those in far reach areas of community.

Youth-friendly Services need to be compulsory in every public health care providing services, again with a focus on marginalized and poor
communities. Clinic committees must have a minimum of 2 young health champions who are actively running health initiatives in the committee to
ensure that youth health matters are addressed. For that to be possible, nominations for clinic committee memberships must be advertised in local
media platforms and youth spaces such as libraries so that those opportunities can reach youth.

To assist in reducing relapse statistics for recovering addicts for substance abuse, skills training needs to be incorporated into rehabilitation
facilities with the inclusion of second chances skills and leadership development opportunities must be promoted within the facilities so that
the recovering youth can have a positive alternative lifestyle options when they return home.

4. NATION BUILDING AND SOCIAL COHESION.


Active Citizenry

Active Citizenry should be adopted through continues engagement with youth through community
voluntarism and programs. Volunteerism should be developed in a way that build leadership
capability in the youth, better prepared youth for economic inclusion and participation, but also
skills transfer developing. The missed expectation between our birth right as citizens and our
expected responsibility from the State, considering our contribution towards building South Africa
should be responsibility of every South African.

Every South Africa should responsible to respect and obey state, and local laws. Respect the
rights, beliefs, and opinions of others. Participate in your local community. Pay income
and other taxes honestly, and on time, to federal, state, and local authorities.

PROPOSAL TO THE PRESIDENT OF THE COUNTRY

Proposal I would submit to the President is to Develop a digital infrastructure for National
Education to be accessed through an online platform. To build a Database to track youths
education progress and social activity from a young age this will help build a collective
database to proper navigate skills coordination creation and align it to area specific, further
forecast to future job creation and opportunities.

5. EFFECTIVE AND RESPONSIVE YOUTH DEVELOPMENT STRUCTURES.

A lot of focus is given towards provincial and national departments for youth development. We are
not focusing on a crucial and the most important factor: the local municipality. The success in their
mandate to develop youth in the communities must be central to local municipalities, by giving
task of the youth offices in municipalities more active programs.

5. EFFECTIVE AND RESPONSIVE YOUTH DEVELOPMENT STRUCTURES.


Concepts to consider
The Department of Women, Youth and Person with Disabilities (DWYPD) should work together to ensure a holistic development programme for
young people. Its must advocate and develop programs that ensure youth are positioned to participate in all levels of discussion in the country.

Government must be kept accountable for their inability to develop young people, including the possibility of a class-action suite.

The National Youth Development Agency has been wildly regarded as the voice of the youth, But its is too beaurocratic and its services does not
address the immediate issues of youth in the country. Its is then crucial that this department be revised or closed, First concept will be new
mandate to be a created by supported the The Department of Women, Youth and Person with Disabilities (DWYPD) to give Youth Ministerial
support to the department and all services be directed through local municipal offices.

The next option can be that the National youth Development Agency develop itself as a funding body with little administrative work,
administration be taken by local youth offices in municipal areas. Then submitted for approval through the national office. Online application and
systems to be developed to make the processes of support of funding and training to run smoother.

It is important that the youth be introduced to leading Parliament, aligned structure of influential nature should also be encouraged through the
current challenges young people face.
