JOB DESCRIPTION

TITLE: CROP REPORTER/SERVICE AIDE DATE: March 2015

SECTION: Zanjero

REPORTING RELATIONSHIP:

Reports to: Zanjero Supervisor

Supervises the following positions: Not applicable

DEFINITION: Under direct supervision, this classification will learn to recognize crop types; to
maintain acreage counts and crop census within each of the delivery areas; to maintain water
delivery records, perform Zanjero delivery runs, assist with Supervisory Control and to do
related work as required. Will work nights and weekends as needed.

DISTINGUISHING CHARACTERISTICS: Knowledge of irrigation delivery system,


SCADA, GIS, Geoblade, area maps and topography, written and oral communication skills,
knowledge of mathematical equations and solutions, SunGard, and Microsoft office programs.

ESSENTIAL FUNCTIONS:

1. Account for irrigation system acreage numbers, parcels and meters.

2. Tabulate types of crops as well as amounts of crops planted for each section of land within
irrigation distribution system.

3. Calculate costs and values of crops in conjunction with County personnel.

4. Maintain computer file records and assists in creating the District’s annual Crop Report.

5. Work with irrigation plat books and maps.

6. May fill in as a run Zanjero and or assist in Supervisory Control.

7. Monitor the District two-way radio and maintain a Control Room log by computer input;
dispatch personnel and equipment on emergency and other related calls from 1500 to 0700
hours Monday through Friday as well as all day on weekends and holidays; record messages
and relay information to other departments and agencies as needed. Create work requests in
the SunGard system.

8. Monitor security alarm systems and security cameras in District facilities; monitor and
controls access to District facilities after normal business hours; log entrance to facilities
after normal business hours.

9. Must be available to work rotating shifts including nights, weekends and holidays.

10. Receive and record irrigation water delivery orders for agricultural customers.

11. Make water deliveries by turning water on and off from the main canal to lateral and sub-
lateral pipelines.

12. Must be able to open and close gate valves, surge gates and canal gates by pulling, turning, or
twisting with a torque in excess of 250 FT. pounds.

13. Set valves, checks meters, and measures water flow, making necessary adjustments to correct
for surges, excess water, and low water levels.

14. Note equipment malfunctions on the delivery system, making immediate repairs where
necessary or reporting the malfunction so repairs can be made by repair crews.

15. Meet with farmers and irrigators to discuss water delivery problems and complaints. May
make immediate adjustments to resolve complaints or refer the problem to Zanjero
Supervisor.

16. Record and update delivery records of meters and users within a delivery area with a Mobile
Data Terminal on a daily basis.

17. Monitor distribution system to ensure that water users practice conservation in use of water.
Report tail water to Zanjero Leads and Supervisors.

18. Work in areas containing chemicals, dust, vapors, fumes, exhaust, insects, snakes, dogs and
other kinds of farm animals.

19. Climb a variety of ladders at irrigation sites that may exceed 50 feet above ground and lift
and carry 50 pounds up the ladder.

20. Work and traverses uneven ground carrying heavy equipment in excess 50 pounds.

21. Work outside in unfavorable weather conditions and during hours of darkness.

22. Drive a light District vehicle in performance of duties in excess of 100 miles per day or night.

23. Communicate in English with Water Service and Supervisory Control by two-way radio.

24. Operate electrical equipment.

25. Help in the training of Zanjero Trainees on different runs.

26. Recheck questionable meter reading, problem deliveries, monitor regulatory, and adjust as
necessary.

27. Assist Supervisory Control in checking suspected bad canal and tail levels.

28. Honor and prioritize scheduled and unscheduled water request received in an irregular
manner of order.
29. Meet and confer with other Zanjeros to discuss any problems or issues.

30. Complete an end of day report for Zanjero Supervisors and Leads.

31. Respond to emergency request for water during and after hours, weekends, and holidays as
well as be subject to extended tour of duty and overtime.

32. Take care of after hour trouble calls for all runs during scheduled shift.

33. Monitor, analyze, and respond appropriately to alarms and data from the District's
Supervisory Control and Data Acquisition (SCADA) computer system.

34. Monitor, analyze, and regulate water levels and flows in the canal and throughout the
irrigation system by adjusting canal and lateral gates and booster pumps through the SCADA
computer system.

35. Monitor, analyze, and regulate water levels, pressures and flow throughout the domestic
water distribution system by operating wells and booster pumps through the SCADA
computer system.

36. Monitor, analyze, and respond appropriately to levels, flows and alarms relayed by the
SCADA system, District personnel and the public relating to wastewater reclamation plants,
sewage lift stations, storm water, aquifer recharge and all other District facilities.

37. Monitor the District two-way radio and maintain a Control Room log by computer input;

hours Monday through Friday as well as all day on weekends and holidays; record messages

MINIMUM QUALIFICATIONS:

License or Certificates: Valid California Operators license issued by the State Department of
Motor Vehicles. Department of Motor Vehicles driving record may influence employment or
classification. Possession of a State of California Department of Health Services Distribution I
and a Water Efficiency I Operator certificate are highly desired.

Education: High School diploma or equivalent.

Experience: Any combination of training and experience which would likely provide the
required knowledge and abilities is qualifying. A typical way would be to have 2 years’
experience within the Zanjero department

Knowledge of: - Basic principles of hydrography related to irrigation water distribution,


canal systems, and lateral systems
- Local agricultural crop characteristics, weather conditions, and water
needs
- Principles of computerized control systems
- Principles of operation of the irrigation system
- Tool and equipment used in meter and valve adjustments and repair
- Geography of the local area
- Safe work practices
- District policies, procedures, and regulations

Abilities: - Analyze operational problems and make recommendations for


corrections
- Perform mathematical computations
- Deliver proper amounts of agricultural water on a timely basis
- Read meters, make adjustments, and perform routine meter and valve
maintenance
- Maintain accurate records
- Tactfully deal with the public
- Work cooperatively with others
- Perform heavy manual labor, exposed to unfavorable weather
conditions
- GIS, Geoblade, Adobe, Microsoft Office, SunGard and SCADA

PHYSICAL REQUIREMENTS:

1. Driving: Medium.

2. Sit for prolonged periods of time operating a computer workstation.

3. Kneeling, stooping (filing), carry boxes under 10 pounds.

schedules and have to work overtime when required.
