FOREWORD

As the Jail Bureau strives for the strict implementation of its mandate of Safekeeping and
Development comes its strong desire on searching for the deserving professionals who will meet
the qualification standards that the agency possesses.
For a short span of time after joining the PRM Division, I have seen the essentiality of a
good hiring procedure. Personally, I believe that Recruitment is one of the most important
processes in an agency. Recruitment is a mean by which the organization reaches out to the
potential candidates.
Being designated as the Chief, Human Resource Management, I learned the importance
of different guidelines concerning recruitment; from posting of publication and/or republication
of the vacant positions for Jail Officer 1 up to the preparation of appointment of the newly hired
personnel and the whole recruitment process; these guidelines play an important part to avoid
legal technicalities and ensure that an applicant is hired only after meeting the qualifications
required.
This compilation of different guidelines and memoranda tackling the recruitment would
surely bring guidance to every personnel-in-charge of the recruitment during the performance of
their duties and responsibilities thus, impart knowledge to everyone who will going to read this
book compilation.
