A. SCOPE OF WORK:-

Providing security services at ---------------- pump house at----------------------- by deploying manpower as


mentioned in the schedule of security/ watchman personnel/

1. The agency shall provide security service by deploying adequately trained and well disciplined security
personnel, who shall safeguard the ----------------- pump house at--------------------- ,movable and immovable
assets, equipments and other items at site from any theft, pilferage or damage in its premises.
2. The security/Watchman personnel shall be deployed round the clock in 3 shifts at -------------- pump hose
at------------- to safeguard the premises.
3. The agency shall be responsible for opening and closing of the pump house as necessitate/directed by E.I.C. on
any day.

B. ADDITIONAL TERMS & CONDITIONS:-

1. The security service and provision for the schedule manpower shall be as under:-

Shift Time

First 06:00 hrs – 14:00 hrs

Second 14:00 hrs- 22:00 hrs

Third 22:00 hrs- 06:00 hrs

2. The agency will get their antecedents, character and conduct verified and submits a copy of police verification to
E.I.C., before engaging Security guard/Watchman personnel.
3. The full particulars of the personnel to be deployed by the agency including their name & address shall be
furnished to the E.I.C. along with their testimonials before they are actually deployed for the job.
4. The agency shall not deploy or shall discontinue deploying the person(s) if so desired by E.I.C.,at any time with
out assigning any reason whatsoever.
5. The security/Watchman personnel shall be equipped with mobile phone. Security personnel deployed at night
shift shall be equipped with proper protection and lighting devices.
6. Visitors like official of departments / local public representatives shall be attended with due courtesy and
maintaining the record thereof.
7. A representatives of the agency shall visit at O/O EE/MED at least once in a fortnight and review the service
performance of its personnel ,mutual feedback and removal of deficiencies ,if any observed in their work .
8. The agency shall ensure that any replacement of the personnel ,as required by the E.I.C. for any reason specified
or otherwise ,shall be effected promptly with out any additional cost .If agency wishes to replace any of the
personnel ,the same shall be done with prior concurrence of the E.I.C. at agency’s own cost .
9. The agency shall provide reasonably good uniform with name badges to its personnel deployed at site at its own
cost and ensure that they are used by the personnel deployed and are maintained in good conditions. The

incidentals , such as , belt,shoes,socks,caps,torch with cell ,cane stick ,etc. shall be borne/supplied by the agency
at its cost.
10. The agency shall be solely responsible for compliance to the provision of various labour & provate security
laws ,such as wages, allowances ,compensations,EPF,Bonus,Gratituty ,ESI etc. relating to the personnel
deploying at sites or any accident caused to them and the govt shall not be liable to bear any expenses in this
regard.The agency shall make payment of wages to workers engaged by it by the stipulated date irrespective of
any delay in settlement of its bill by the govt.
11. In case of any theft or pilferage ,losses and other offenses ,the agency will investigate and submit a report to the
E.I.C. and maintain liaison with the police. F.I.R. will be lodged by the official of the division ,wherever
necessary.If need be, joint enquiry comprising both the parties shall be conducted and responsibility will be
fixed.
12. In the event of any security/watchman being on leave/absent ,the agency shall ensure suitable alternatives
arrangement to make up for the absence. To meet such eventualities the agency shall make provision for leave
reserve.
13. The security /watchman personnel deployed by the agency shall have at least the minimum elementary
knowledge of reading and writing so as to be able to make entries in the register whenever required and also to
write their name in the attendance register and mark their arrival and departure by signing in the register.
14. A fortnight duty roaster duly signed by the agency or its representatives shall have to submit in division office
and to be pasted at pump house notice board.
15. Agency shall have to issue photo Identity card indicating positions, full name and other particulars.

ANEXURE-A

A. SCOPE OF WORK:-

Providing security services at ---------------- pump house at----------------------- by deploying manpower as mentioned in the
schedule of security/ watchman personnel/

1. The agency shall provide security service by deploying adequately trained and well disciplined security personnel,

SCOPE OF WORK & RESPONSIBILITY FOR TRASHRACK CLEANING OF DRAINAGE PUMPING


STATION :-

1 Providing of manpower on daily basis for Round the clock mechanical clearing the screen /grating and
disposal the floating debris such as water hyacinth, municipal garbage, etc. from trash rack at pumping
station for allowing free passage of Swerage & Storm water into the Pump sump ( the head difference of
upstream & down stream screen at any time should not be more than 150 mm or 10% screen surface area
should not be plugged).
2. Clearing the plugged trash rack / primary intake gratings and collection of all waste plugged material and its
disposal as per instruction of E.I.C.
3. Clearing the plugged screen with mechanical as well as manual or other equipment’s like, bucket, wire rope,
scrapping tools, carriage Van etc, are to be provided by the contractor.
4. Clearing / cleaning operation of each gratings / screen shall be done after every 2 hours during the low /
medium rainfall days and every One (01) hours during heavy / very heavy rain fall days. However,
depending upon Pumping cycle, certain nos. of grating to be cleared / cleaned as per site requirement / as per
instruction of E.I.C.
5. Agency shall deploy sufficient nos. of workers along with supervisor to ensure that the work is done to the
satisfaction of E.I.C.
6. The minimum workman required Compulsory per shift .In addition to that no of workman to be increased as
per site requirements.
7. Contractor has to take adequate safety measures like providing of safety belt, safety shoe, etc.
8. The contractor shall be responsible to maintain records at site of work man . Attendance of on duty
workman, log book of disposal of garbage etc, as required.
9. In case, it is noticed by the E.I.C. that the work carried out by the agency is not up to the mark / required
standard. Two days written notice will be given to the agency, warning the bad state of work and asking
agency to improve upon the standard with in this period. In the event of the department finding that there is
no improvement and the work is not being carried out as per instruction, necessary action will be taken as per
tender clause and agreement.

SCOPE OF WORK & RESPONSIBILITY FOR OPERATION & MAINTENCE


OF DRAINAGE PUMPING STATION

A. GENERAL SCOPE OF WORK

1. Round the clock operation and routine maintenance of drainage pumps and all other allied electro
Mechanical systems of pumping station.
2. Recording pump operating data in the log book/register such as rain fall, hours of operation of pumps,
Gauge level, amperage etc. and sending data to the control room/I&W Dte, SE/M&E Circle and EE/MDMD
office on a continuous 24 hours basis as per direction of EIC.
3. The scope of contractor includes keeping one maintenance register for routine maintenance of
Electromechanical system as per direction of EIC.
4. During monsoon / humid condition / summer, contractor has to install run and monitor the heater / fan
Near motors in pump house and in sub-station, PMCC room if required or as per the instruction of the
Engineer.
5. The scope of contractor includes the inspection of all pump-motor sets body temperature, bearing &
Bearing housing, gland & gland leakages, coupling bolts & bushes, foundation bolts etc. & tightening of
nut-bolts gland packing etc. and keeping it in good condition.
6. Regular cleaning of sub-station electrical & mechanical machinery etc. are in the scope of staff deployed
for operation of pumping station by the contractor.
7. All the pump-motor sets must be operated one by one at the minimum reasonable intervals as per
Direction EIC.
8. The scope of contractor includes to follow up wich the concerned authority in case of failure of the
Electric power supply (CESE Ltd. Or WBSEDCL Ltd. ) & also to inform Engineer in-charge and head
Office as per instruction.
9. The scope of contractor is to monitor inlet forebay water level at respective pumping station from gauge/
Water level reading and stop the pumps before reaching pump stop level.
10. It is contractor’s responsibility to see that unauthorized persons / animals etc. should not enter the
Premises or compound without the permission E.I.C.
11. The scope also includes for safety, security and vigilance of all the machinery, machinery parts
Components, equipments, building and all structure of the plant.
12. The scope of contractor includes that no one of his staff shall misuse electric power, water or any other
Machinery component, equipment, premises, compound etc. from the plant place. Also it is in the
Scope of contractor not to allow any use of premises, electric power, water or any other facility in the plant
Compound without written instruction concerned engineer or E.I.C.

13. The scope also includes to inform about the faults occurred immediately to Engineer in charge or head of the
department and to follow up with the engineer in charge to clear the fault and put it in working / operation.
14. Cable fault checking and detection of cable, with require cable jointing materials of all electrical equipments
and repairing the same with, digging, refilling, and leveling of land with necessary materials / spares
are in the scope of contractors.

B. MAN POWER / STAFF FOR THE CONTRACT


1. The contractor shall provide qualified and experienced personnel identity card necessary as mentioned
Below to operate and maintain the drainage pumping stations, bore wells, smoothly / safely and
Efficiently on a continuous 24 hours basis or as per instruction of E.I.C. for full terms of the operation and
Maintenance contract period. The contractor shall have to provide individual person in drainage pumping
Stations with his personnel identity card in each shift.
2. Electrical and Mechanical faults should be attended immediately and rectify as early as possible by
Qualified and experienced personnel to avoid the interruption in daily water supply of city. For the same as
And when needed contractor has to deploy suitable category of additional staff with necessary equipment
Separately, which shall be in addition to above mentioned persons.
3. The contractor shall have to provide statement of daily presence of each and every total person deployed.
4. The staff of the contractor will always remain in contact with engineer in charge and follow his instructions.
The contractor shall have to issue identity cards with photograph to all staff employed for operation and will be
Required to wear such dress as prescribed by the AMC.
5. All the staff deployed by the contractor must be of Indian nationality and must have knowledge of Bengali /
Hindi. He must understand & conversant with in Bengali language compulsorily. He must talk politely to all
Departmental officer and other public.
6. The contractor shall employ all the required staff ( and in no case less than the number specified in the tender)
Within 7 days of the award of contract, otherwise payment will not be made. In such case, the commence-
Ment of contract period and payment thereof shall be reckoned only from the date of employment of full
Numbers of staff.
7. The contractor have to fulfill all safety rules and regulations. The Department will not be responsible for any
accident / injury to the staff of the contractor.

C. GENERAL ROUTINE MAINTENANCE :


General routine preventive maintenance schedule for various equipments shall be adopted from Operation and
Maintenance to be carried out by the Contractor’s personnel shall include but not limited to the following :

A. Mechanical System
1. Round the clock operation of drainage pumps and recording data in the register such as rain fall, hours
Of operation of pumps, gauge level etc. as per direction of EIC.
2. Operation and routine maintenance of lubrication and cooling system of drainage pumps.
Checks the following before pumps put into operation and rectify if necessary :
a) Check the lubricating oil for thrust bearing.
b) Ensure availability of cooling water pressure for cooling of thrust bearing of pump & lubrication
of line shaft bearings.
c) Check the gland packing.
d) Check the coupling joint.
e) Checking of level of oil in the thrust bearing housing bottle. If found less, top up as necessary with
the same oil as recommended by the manufacturer.
3. Submersible pumps
Checks during pump in operation
a) Keep watch on delivery pressure & power input.
b) Check noise and vibrations, which is first sign of impending troubles like bearing failure.
c) The loose connections if any are to be checked and rectified before starting the pump .
4. Horizontal centrifugal cooling water pumps
a) Checking of all the anchoring bolts.
b) Checking the coupling and rubbers.
c) Inlet and outlet line to check for clear flow of water.
d) Check and clean the NRV if required.
e) Check the alignment of coupling and if required change the rubber used in between coupling.
B. Electrical system
Routine maintenance of all HT/LT electrical systems for safe operation of drainage pumps.
1. HT panel
a) Checking cleanliness inside the panel.
b) Check all relays and meters physically.
c) Check tightness of all control cable connections.
2. LT panel / capacitor bank
a) Remove dust from panels.
b) Check all connections for tightness.
c) Check all protections for pumps.
d) Check all the contactors for proper operation.

3. HT / LT motors.
a) Check all connections for tightness.
b) Check all protections of pumps.

4. Check all other electrical components and rectify if necessary.
