To Members of the New Hanover County Defense Bar:

As most of you are now aware, Officers James Gilmore, Jesse Moore, and Kevin Piner of the
Wilmington Police Department were terminated earlier this week by the Wilmington Police
Department after a routine audit of police video revealed explicit racist and violent conversations
between the officers.

As part of the internal review process for my office, the District Attorney Giglio Committee has
dismissed all cases charged by these Giglio/impaired officers. Due to their bias, James Gilmore, Jesse
Moore, and Kevin Piner will not be testifying for the State going forward.

My office remains committed to ensuring that the integrity of all cases is protected and that
justice is served. We have an affirmative duty under Brady v. Maryland, 373 U.S. 83 (1963) and Giglio v.
United States, 405 U.S. 150 (1972) to address any cases, pending or disposed, that may have been
compromised. We will notify the attorney involved regarding any cases where evidence has been called
into question through the ongoing internal and criminal investigations. Additionally, if you know of any
