Twenty-Ninth Legislature of the Virgin Islands

January 10, 2011

A Resolution establishing the Majority Caucus, officers and the leadership, membership
of the standing committees of the Twenty-Ninth Legislature of the Virgin Islands, and
adopting the Rules of the Twenty-Ninth Legislature

1 Be it Resolved by the Legislature of the Virgin Islands:

2 SECTION 1. Pursuant to section 6 (g) of the Revised Organic Act of the Virgin

3 Islands, 48 U.S.C. § 1572 (g), and the document captioned “Resolution for the

4 Organization of the Twenty-Ninth Legislature of the Virgin Islands”, attached as

5 Appendix A to, and made a part of this Resolution, and signed by Senators Celestino A.

6 White, Sr., Louis Patrick Hill, Carlton “Ital” Dowe, Alvin L. Williams, Jr., Ronald E.

7 Russell, Alicia “Chucky” Hansen, Patrick Simeon Sprauve, Janette Millin Young, Usie

8 R. Richards, Shawn-Michael Malone, and Sammuel Sanes, the Twenty-Ninth Legislature

9 of the Virgin Islands is organized, and the Senators are elected to the offices, chairs, vice

1 chairs, and memberships on standing committees of the Twenty-Ninth Legislature, as

2 provided in sections 2 and 3 of this Resolution.

3 SECTION 2. The following senators are elected to the offices of the Twenty-

4 Ninth Legislature established in this section:

5 Senator Ronald E. Russell President;

6 Senator Louis Patrick Hill Vice President;

7 Senator Sammuel Sanes Legislative Secretary;

8 Senator Celestino A. White, Sr. Majority Leader;

9 Senator Alvin L. Williams, Jr. Secretary for Intergovernmental

10 and Territorial Affairs;

11 Senator Usie R. Richards Liaison to the United State Congress;

12 Senator Shawn-Michael Malone Liaison to the United States


13 Department of Interior and Insular
14 Affairs; and

16 Senator Alicia “Chucky” Hansen Liaison to the White House.

17 SECTION 3. The following senators are elected as chairs, vice chairs, and

18 members of the standing committees established in this section:

19 (a) The Committee on Rules and the Judiciary is established and comprised of

20 the following members:

21 (1) Senator Usie R. Richards, Chair;

22 (2) Senator Sammuel Sanes, Vice Chair;

7 SECTION 4. The Rules governing the organization, procedures, and operations

8 of the Twenty-Ninth Legislature of the Virgin Islands, as set forth in the document

9 entitled “Rules of the Twenty-Ninth Legislature of the Virgin Islands” and dated January

10 10, 2011, are adopted and are attached as Appendix B to, and by this reference are made

11 a part of this Resolution.

13 BILL SUMMARY

14 Section 1 of the resolution resolves that the Twenty-Ninth Legislature is


15 organized and its officers elected and standing committees established. Section 2 elects
16 the officers for the term of the Twenty-Ninth Legislature. Section 3 establishes the
17 standing committees and provides for their leadership and membership.

19 Section 4 adopts the Rules of the Twenty-Ninth Legislature. The section
20 incorporates the Rules by reference.
