cause and the effect falling under two kinds of events which
regularly succeed one another. Though Hume's followers have
modified his own theory of causation in several respects, two
core theses of Hume's have successfully established
themselves and have become the basis for what was, well into
the second half of the twentieth century, the ‘orthodox’ view
about causation: (i) the anti-singularist claim that the causal
relation between two individual events always presupposes a
general regularity or natural law, so that there cannot be a
case of ‘private’ causation between individual events, and (ii)
the reductionist claim that the obtaining of causal relations

So, staying on the first horn of the dilemma, let us assume that
the causing-event, though an event distinct from the action, is
not itself an action. Davidson simply dismisses this possibility
by saying that the notion ‘of a causing that is not a doing’22 is
too obscure a notion to be of any help in explaining the notion
of agency. But even if an agent-causalist is prepared to go
along with the idea of ‘a causing that is not a doing’, he is
faced with a further dilemma, depending on whether he is
willing to consider that at least some causings are actions. If
he is not willing to do so, he seems to renounce the basic
motivation for appealing to agent-causation: namely, to
account for agential control over the results of actions. If,
however, he is willing to count some causings as actions, he
faces the task of providing a criterion to distinguish those
causings that are actions from those that are not—and, as
Alvarez and Hyman have rightly pointed out, he is unlikely to
succeed. Any plausible additional criteria for actions, such as
intentionality, (p.150) are likely to be satisfied by all agent-
causings of actions, whenever they are satisfied by the actions
themselves.23

That such cases are not isolated, but pervade our lives and
constitute the huge majority of causal transactions which we
encounter, becomes clear once we realize the connection
between our general concept of ‘cause’ and more specific
causal concepts that are typically expressed by transitive
verbs.37 As linguists have pointed out, such verbs
characteristically contain a causative element. They
systematically relate to verbs describing changes, and what
we do in applying such verbs is, on the one hand, to describe
the correlative change or effect that is brought about, and on
the other hand, to identify the subject of which we predicate
the verb as the source of this change or effect.38 Clearly,
processes which we describe by such transitive verbs are
ubiquitous in our daily lives, and equally clearly there is no
reason to assume that such processes are something that we
could not perceive directly, or only ‘less directly’ than some of
the other ‘sensible’ qualities which Hume accepts, such as
motion or solidity. Short of Cartesian scepticism,39 seeing how
an avalanche crashes a house or experiencing how the wind

Obviously, this point does not yet refute the regularity theory
of causation as such. Even if, pace Hume, we can observe that
causal relations obtain in particular cases, it might well be
true that such relations can obtain only if there are
corresponding general regularities. But our result removes the
presumption in favour of the regularity theory that has been
underlying the widespread acceptance of this theory as ‘the
default theory of causation’ in the centuries following Hume.
Consequently, it also removes the presumption against agent-
causation which one may believe to result from Davidson's
argument in Agency, because this argument relies on the
regularity view and its connected paradigm of causal
explanation. In the end, it may still turn out that we are unable
to provide a satisfactory account of agent-causation—but
Davidson's general consideration should not stop us from
trying.
