THE PROBLEM

Background of the Study

English proficiency, known as English Mastership, is defined as the ability to

read, write, and understand English. English is viewed as global language which is

spoken as native language by developed countries such as the United States of America,

Australia, Britain, Canada, New Zealand, South Africa and others and it is also

considered as a universal language. It is identified that the English language is generally

used as an international language for communication with native-speakers and non-

native speakers worldwide (Khader & Mohammad, 2010).

Raudenbusch (2010) states that in order to communicate with them, English

proficiency is being used. Considered as a universal language, it is no wonder that most

of the universities worldwide include English as one of their major subjects. Hence, it is

the first and foremost criterion whether one is applying for a job or seeking admission in

a reputed college/university or institution. Most of the Companies today accept those

candidates who are fluent in English and have the relevant qualification and skill set.

However, those with the relevant qualification without having proper knowledge of this

language are sometimes rejected. Communication Skills affect one’s ability to be

understood and to understand others.

The purpose of setting language proficiency level is to promote effective teaching

and enhance the quality of education. Language proficiency level provides an objective
