Findings and Observation
Building structures which include school buildings, hospitals and multi-purpose
buildings were constructed and implemented without any building permit issued or
granted by the LGUs concerned in violation Rule III-1.1 of IRR of the National
Building Code and in line with Section 301 to 304 of the said Code. Non-compliance
of the required permit may result to structural deviations or violations which are
inconsistent with regulatory, fire safety, social and environmental and sanitary laws
and other related requirements such as the floor area and height clearance
requirements.
Physical inspection of PCCP projects revealed that the dowel bars installed along the
traverse joints does not comply with the prescribed sizes and spacing distances provided
for under Department Order No. 32, series of 2016 and Department Order No. 40,
series of 2014 and Section 710 page 560 of the DPWH Blue Book. Non-compliance
or without strict enforcement and supervision of the implementation of the prescribed
designs and specification is contributory to the acceleration of multiple road networks
failure with weak pavement structures whose given weak load bearing capacity is
worsened as they absorbed load from overloaded cargo vehicles causing their untimely,
premature or immediate replacements and therefore waste of fund for the government.

Recommendations Management Comment
We recommended management to require the concerned officials of The Office thru the Implenting Unit is already
the DEPED & the DPWH to apply for the building permit before any requiring building permit. Attached is a sample
construction undertaking is implemented. Application of building copy of duly approved building permit
permit should always preclude any procurement activity for construction
in line with Rule III-1.1 of IRR of the National Building Code and in line
with Section 301 to 304 of the said Code. If there are building permits
already secured or granted, please inform this office ahead and treat them
as exceptions to this Audit Observation. None compliance with a building
permit can result to accountability concerns for a suspendable transactions
for payment of government construction contracts.
