Consultancy service for preparation of a Traffic Signal Manual for the city of
Addis Ababa

1. Introduction
Background
Addis Ababa City Road Traffic Management Agency (RTMA) is an agency which is
established as per article of proclamation no 47/2007. As part of the city’s initiative
taken to decentralize responsibilities in managing the growing transport problem of
the City. With a dramatic increase in travel demand due to socio-economic growth, the
number of vehicles in the City is increasing at a very high rate.

The main responsibility of the Agency is, therefore, to ensure the prevalence of safe
mobility of people and goods in the City with minimum delay and interruptions. The
agency works to improve the traffic safety and flow at intersections. To realize this, a
standard code (manual) is required for installation, design of new traffic light
intersection and maintenance.

A traffic signal is a device which contains one or more lights to warn of an impending
hazard or right-of-way and are commonly called stoplights, stop-and-go lights,
semaphores, or flashers. The largest percentage of traffic signals are intersection
traffic control signals. Most signals are installed to respond to high vehicular and/or
pedestrian volumes, or a high number of correctable crashes. A justified signal,
properly designed, installed, operated and maintained, is an asset to the road users.
But unjustified, poorly designed, installed, operated, or maintained traffic signal may
decrease the safety or the efficiency of an intersection.
The decision to install a traffic signal should be made after an engineering study is
performed. It provides data for warrant analysis. If a signal for the specified place is
warranted and justified, design using the latest manual and standards will result in a
safe operation. The signal is installed according to the plans and special provisions.
After a signal is installed, it must be maintained to ensure safe operation based on the
predefined manual.
Ineffective design, operation and maintenance of traffic signals may have safety
implications and contributes annually to millions of hours of unnecessary traffic
delays, congestion, fuel consumption and air pollution.
The existing system has the following limitations

 lack of clear guideline manual describing traffic signal design, operations


and maintenance activities and the resources required to support these
activities;
 The lack of documented objectives and performance standards;

The manual is to assist contractors, consultants, managers, and technical staffs to


have guide line to properly design, to prioritize the operations and maintenance of
traffic signals in the city of Addis Ababa.

Therefore; Addis Ababa Road traffic management Agency (RTMA) has applied for
financing from the city administration to have a standard traffic signal manual
implemented in the city. The Road traffic management Agency (RTMA) would like to
allocate part of the proceedings towards the cost of consultancy service for Developing
a traffic signal manual that includes design, operation and maintenance manual; and
invites eligible firms to express their interest for the service.

2. Objective of the project


The objective of this project is to provide traffic signal manual that include design,
operations and maintenance document applicable for the traffic signal to continue
operating safely, reliably, efficiently and effectively for the duration of their economic
service life.

3. Scope of the project


The manual must provide complete guidelines for practitioner and/or the contracting
authority ( AARTMA) on design, operation and maintenance practices applicable to
traffic signals that will allow to continue operating safely, reliably, efficiently and
effectively for the duration of their economic service life.
The scope of work for this project will include but not be limited to:
 Review the existing documents in the city and other countries experience on
traffic signal system and propose feasibility justification.
 Survey the existing road and traffic network of the city
 Develop and Supply traffic signal manual suitable for the city
 Part-1
 Develop a standard design manual
 Implement tools/software to test a prototype
 Part-2
 Develop a standard traffic signal Operation manual
 Training
 part-3
 Develop a standard traffic signal maintenance manual
 Maintenance software that can troubleshoot the defect
 Implement prototype testing for the traffic signal manual using genuine
software in the clients’ machine (computer).
 Shall give support for two year after implementation
Duration

The total estimated duration of the service is 8 months.


The expected time of commencement will be August 2018.

4. Company Experiences and Expertise information

The RTMA now invites eligible consulting firms (“Consultants”) to express their interest
in providing the services. Interested Consultants should provide information
demonstrating that they have the required qualifications and relevant experience to
Develop traffic signal manual. Firms may include any relevant information that may
indicate their experience and relevance for the job.

This may include: brochures, core business, years of experience in the business,
description of similar assignments, experience in similar conditions, technical and
managerial organizational structure of the firm, number of key staffs, availability of
appropriate skills among staff, general qualification etc.). The following criteria will be
used to assess the Expression of Interest documents;
 Eligibility
 General and specific Experience in traffic signal design. Operation and
maintenance manual or related services
 Company establishment, number and diversity of permanent personnel related
to the service
 Knowledge and experience in the region (in Ethiopia and other Countries)

5. Experience Sharing
International experience sharing on Traffic signal design implementation for 4
staffs.

6. Qualification
The project requires, including the project manager, a technical team of size at
least 8, with a professional mix of different fields related for the study.
Project Manager: (1)

Minimum of M.Sc. in Transportation Engineering or its equivalent, 10 years’


experience in similar position and manage at least five (5) of similar nature
projects.
Lead ITS Engineer (4)

Minimum of B. Sc. in Civil or Electrical Eng. or its equivalent, 5 years’


experience in similar position and work as a lead ITS engineer in at least three
(3) of similar nature projects.
Traffic Engineer (3)

Minimum of B. Sc. Civil or Electrical Eng. or its equivalent, 5 years’ experience


as traffic engineer.
7. Evaluation Criteria
I. Preliminary Qualification Criteria

Professional, Technical, and Financial Qualification Criteria

The following qualification criteria will be applied to Consultants. In the case of


bids submitted by a consortium, these qualification criteria will be applied to
the consortium as a whole:

1. Professional Qualifications and Capability of the Company

At least 25 staff currently working for the Company;

Professional qualification and capability of the project members for this


specific assignment.

2. Technical Qualifications, Competence, and Experience of the


Consultant

The vendor shall have more than 3 years experience on traffic signal
manual preparation and provide the certification.

The vendor shall provide 2 similar projects contract as prime contractor


in the last three years and each contract shall be in similar complexity
of this assignment. (The vendor should attach Client evidence for
successful completion of the assignments)

3. Financial Standing of the Consultant

The Annual turn over the vendor should be at least 1 million USD or
must present atleast three nearst and consquetive years aduited
Financial report of the company that show the company is in good
fianacial stand.

The consultant should clearly put the methodology and contents step by step and easy
to understand approaching system.

Finally the RfP is disseminated for the top 6 consultants to submit their detail
proposal
