2. TASK ORGANIZATION: (See Annex “A”)

3. DEFENITION OF TERMS:

Barangay Health Emergency Response Team (BHERT) - a team composed of


an Executive Officer, a barangay tanod, two (2) Barangay Health Workers, one
(1) of whom is preferably a nurse or midwife, and all are appointed by the Punong
Barangay. They are mobilized to help the implementation, prevention and
mitigation, preparedness and response measures to COVID-19 cases at a
minimum ratio of one (1) team for every 5,000 populations.

Category I Industries - workers/sectors of the industries under this category may


continue to work/operate 100%, subject to minimum health standards. These
industries are functioning under ECQ but with limited workforce however, in GCQ,
it considers the following for 100% opening: agriculture, fishery, forestry; food
manufacturing and its entire supply chain (including ink, packaging, raw materials,
etc.), food retail (supermarket, market, restaurant for takeout and delivery only);
healthcare (hospitals, clinics, drugstores); logistics, water, energy, internet,
telecoms, and media.

Category Il Industries - workers/sectors of the industries under this category may


continue to work/operate in 50% to 100%, subject to minimum health standards.
This category considers the following industries for 50 to 100% opening: other
manufacturing, like electronics and exports, E-commerce and delivery of essential
and non-essential items, repair and maintenance services, and housing and office
services.

Category Ill Industries - workers/sectors of the following industries under this


category may continue to work/operate 50% on site work and 50% work from
home, subject to minimum health standards: financial services, BPO, and other
non-leisure services.

Comorbidity - refers to the presence of a pre-existing chronic disease condition.

Community Quarantine - refers to the restriction of movement within, into, or out


of the area of quarantine of individuals, large groups of people, or communities,
designed to reduce the likelihood of transmission of an infectious among persons;
in and to persons outside the affected area.

Confirmed Case - a person may be considered a "confirmed case" of COVID-19


only if they were tested positive for COVID-19 at a national or subnational
reference laboratory, or at a DOH-certified laboratory testing facility. This is
regardless of whether the person shows clinical signs and symptoms of COVID-
19.
Category IV Industries - the following industries are considered "nonessentials"
since they are not related to health and food, and the main transmitters are
children age 0 to 20. Hence, workers/sectors of these industries are not allowed
to go to work and operate, considering that the following industries under this
category are on 100% closure: schools (consider late opening on September at
the earliest) except online learning, leisure, amusement, gaming, and fitness,
"Kid" industry, tourism, all gatherings including religious conferences, etc., malls
(limited opening), and construction (limited opening).

Community Quarantine - a condition where people can freely go outside and do


their job, and public transportation and services are unimpeded, however, the
populace will not be allowed to enter and/or go outside of the designated
quarantine areas.

Community Mobilization Project (CMP) - refers to the clustering of households


within a subdivision or barangay with designated cluster leaders who will assist in
the enforcement of ECQ-related laws and IATF-MEID guidelines within the level
of the clusters of households.

Dedicated Control Point (DCP) - refers to a control point established on


provincial boundaries along national highways manned by RHPU4A and
supported by MPS/CPS personnel for the purpose of exclusively inspecting cargo
trucks/vans.

ECQ-related laws - principally refer to the RA 11469 otherwise known as the


"Bayanihan to Heal as One Act of 2020" and relevant laws such as but not limited
to RA 11332 also known as the "Mandatory Reporting of Notifiable Diseases and
Heath Events of Public Health Concern Act", and RPC.

Enhanced Community Quarantine (ECQ) - a condition where strict home


quarantine shall be implemented in all households; transportation shall be
suspended; provision for food and essential health services shall be regulated;
and heightened presence of uniformed personnel to enforce quarantine
procedures will be implemented.

Essential goods and services - cover health and social services to secure the
safety and well-being of persons, such as but not limited to, food, water, medicine,
medical devices, public utilities, energy, and other as may be determined by the
IATF.

General Community Quarantine - a condition which is basically less stringent or


more relaxed than ECQ in which workers/sectors may continue to work/operate
phases, non-leisure stores in malls/shopping centers may partially open, essential
construction projects may resume, non-workers may go out to buy goods and
services except leisure and kids, public transportation may operate at a reduced
capacity, and curfew at night are only for non-workers. At this point, the uniformed
personnel and quarantine officers shall be present at border control.
Inter-Agency Task Force on the Management of Emerging Infectious
Diseases (IATF-MEID) - is the task force organized by the executive department
of the Philippine government to respond to affairs concerning emerging infectious
diseases and to assess, monitor, contain, control and prevent the spread of any
potential epidemic in the country.

Interzonal Movement - the movement of people, goods and services across


areas under different community quarantine classifications.

Intrazonal Movement - the movement of people, goods and services between


localities under the same community quarantine classification, without transiting
through an area placed under a different classification.

Mass Gatherings - planned or spontaneous event where the number of people


attending the event could strain the planning and response resources of the city
or municipality, where the event will be held. It includes movie screenings,
concerts, sporting events and other entertainment activities, community
assemblies, and non-essential work-related gatherings

Minimum Public Health Standard - refers to the guidelines set by the DOH in
Administrative Order No. 2020-0015 of which the DOH encourages the public to
keep abreast as part of the "new normal" brought about by the COVID-19
pandemic. The guidelines for Minimum Public Health Standards include basic
precautionary measures such as physical distancing and personal hygiene.

Modified Enhanced Community Quarantine - refers to the transition phase


between ECO and GCQ, when the following temporary measures are relaxed and
become less necessary; stringent limits on movement and transportation of
people, strict regulation of operating industries, provision of food and essential
services, and heightened presence of uniformed personnel to enforce the
community quarantine protocols.

Modified General Community Quarantine - refers to the transition phase


between GCQ and the New Normal, when the following temporary measures are
relaxed and become less necessary; limiting the movement and transportation,
the regulation of the operating industries, and the presence of uniformed
personnel to enforce community quarantine protocols.

New Normal - refers to the emerging behaviors, situation, and minimum public
health standards that will be institutionalized in common or routine practices and
remain even after the pandemic while the disease is not totally eradicated through
such as widespread immunization. These include actions that will become second
nature to the general public as well as the policies such as bans on large
gatherings that will continue to remain in force.

Operational Capacity - refers to such a number of employees or workers who


can be permitted or required to physically report to work on-site in a particular
office or establishment.
Patient Under Investigation (PUI) - a person who exhibits COVID-19 symptoms
and categorized as either suspected, probable or confirmed of being infected with
the disease.

Person Under PNP Custody (PUPC) - any person in a custody of a police officer
commencing from the time of his/her apprehension/arrest until the time of release
or delivery into jail custody by a court.

Probable Case - suspect cases who has been tested for COVID-19 but the results
are inconclusive, who are awaiting COVID-19 test results, or whose throat and
nasal swabs were examined in an unaccredited testing facility or not conducted in
a national or subnational coronavirus reference laboratory, who are not yet tested
in an officially accredited laboratory for confirmatory testing.

Pulis sa Barangay (PSB) - deployment of PNP personnel in the community to


supervise the barangay tanods or members of the Barangay Peacekeeping Action
Teams (BPAT) in the enforcement of ECQ-related laws and implementation IATF-
MEID guidelines and protocols.

Quarantine Control Point (QCP) - a joint checkpoint/chokepoint operations


conducted by the JTF CV SHIELD (PNP, AFP, PCG, BFP) in coordination and
collaboration with the members of IATF-MEID to restrict the non-essential
entry/exit of people to or from contained area and allow passage of essentials and
the unhampered/unimpeded flow of commerce during the implementation of
community quarantine.

Skeletal Workforce - a token workforce barely enough to be to allow the office to


function. The number of forces is defined by the head of the organization/office.

Social Distancing - strict maintenance of distance of at least 2-meter radius (6


feet) apart between and among individuals in homes, offices, markets/malls,
vehicles and public places.

Suspect Case - individuals who show symptoms of influenza-like illness such as


fever and dry cough, those with travel history to areas with confirmed local
transmission of COVID-19. and people with exposure to a confirmed case will be
categorized as suspect cases. Elderly people (60 years old and above), women
with high-risk pregnancy, immunocompromised persons or those with weakened
immune system and health care workers who experience fever, cough or difficulty
in breathing, and people with lung diseases of unknown cause will also be
considered as suspect cases.

Vulnerable Persons - older adults who are 60 years old and above, those with
serious underlying medical conditions, those who are immunocompromised or
with co-morbidities, and pregnant women.
4. PURPOSE:

This IMPLAN sets forth the guidelines, policies and procedures on the different
police operations and other law enforcement activities to accomplish the following
purposes:
a. To prepare all concerned PNP offices/units on the minimum health standards
set by the Department of Health as well as PNP Health Service;

b. To guide all PNP personnel performing police operations and law enforcement
operations by property observing health protective measures;

c. To enhance the capability, security and safety of the PNP personnel while
performing their duties and responsibilities on their respective AOR;

d. To sustain crime prevention, crime solution programs, anti-criminality and


police security operations through adherence on the principle of E-MPO; and

e. To maximize the utilization of technology to minimize transmission of disease


and to ensure the delivery of police services. This includes but is not limited to,
the use of electronic communication platforms, social media, the migration of
physical/in-person processes to a virtual environment, devices such as drones,
CCTVs, body cameras, among others.

5. SITUATION:

The 2019 Coronavirus Disease (COVID-19) is an ongoing pandemic caused by


severe acute respiratory syndrome coronavirus. The outbreak was first identified in
Wuhan, China in December 2019, declared as a Public Health Emergency of
International Concern on January 30, 2020, and recognized as a pandemic by the
World Health Organization (WHO) on March 11, 2020.

The first COVID-19 confirmed case in the Philippines was recorded on January 30,
2020 in Metro Manila. The alarming speed of its spread and severity proves that it is
hard to contain. As the number of COVID-19 cases increased globally, many
countries-imposed lockdowns to contain the spread of the disease.

On March 8, 2020, PRESIDENT RODRIGO ROA DUTERTE (PRRD), recognizing


that the COVID-19 constitutes a threat to national security declared a State of Public
Health Emergency throughout the Philippines through Proclamation No. 929.

Subsequently, PRRD placed the entire Luzon under ECQ from March 17, 2020 to
April 13, 2020 through a Memorandum from the Executive Secretary of the Office of
the President when the alert system of COVID-19 was raised by the DOH to Code
Red-Sublevel 2. The ECQ was later extended to April 30, 2020 based on the
recommendation of the IATF-MEID. Upon declaration of the ECQ, QCPs were
established in provincial and city/municipal boundaries to subject unauthorized
persons to home quarantine while allowing APORs and all kinds of cargos to move
from one place to another subject to the protocols prescribed by the IATF-MEID.
On April 27, 2020, IATF Resolution No. 29 s. 2020 was issued imposing
CALABARZON and other high-risk geographic areas of the Philippines under
Enhanced Community Quarantine (ECQ) and General Community Quarantine (GCQ)
in the rest of the country from May 1-15, 2020 adopting the Omnibus Guidelines on
the Implementation thereof, and for other purposes.

On May 15, 2020, as stated on IATF Resolution No. 37 s. 2020, the province of
Rizal is placed under GCQ until May 31, 2020.

Pursuant to the recommendations of the IATF sub-Technical Working Group


(sTWG) on Data Analytics, beginning June 1, 2020, the Rizal Province together with
four (4) provinces of CALABARZON shall be placed under GCQ until June 30, 2020
through IATF Resolution No. 40 and 46, s. 2020.

6. POLICIES AND GUIDELINES:

The guidelines and policies shall be observed by all PNP offices/units to ensure
the force protection and the efficient delivery of police services under the "New
Normal, a concept defined by the IATF as the "emerging behaviors, situations, and
minimum public health standards that will be institutionalized in common routine
practices and shall remain even after the pandemic while the disease is not yet totally
eradicated through means such as widespread immunization.”

The Study Group on the "New Normal" has collectively identified the following
factors that characterized the “New Normal" for the PNP:
a. Adherence to Minimum Health Standards - refers to guidelines set by the
DOH (Annex as “B”), as well as sector-relevant guidelines issued by the
government agencies to aid all sectors in all settings to implement non-
pharmaceutical interventions (NPI) that do not involve vaccines, medications or
other pharmaceutical interventions, which individuals and communities can
carry out in order to reduce transmission rates, contact rates, and the duration
of infectiousness of individuals in the population to mitigate the spread of the
pandemic.

Prescribed minimum health standards (which include wearing of


facemasks, strict observance of physical distancing, checking of body
temperature, regular disinfection, among others) are to be observed in
implementation of all programs, projects and activities of the PNP whether
administrative or operational in character.

b. Usage of ICT - refers to the maximized utilization of information and


communications technology to minimize transmission of disease and to ensure
effective delivery of police services. This includes, but is not limited to. the use
of electronic communication platforms, social media, the migration of
physical/in-person processes to a virtual environment, devices such as drones,
CCTVs, body cameras, among others;

c. Revised Deployment Scheme/Work Schedule - refers to the implementation


of adjustments to ensure that all PNP personnel, particularly frontliners are free
from infection and are fit for work before regular duties normalized and the
scheduled activities resume. This includes implementation of work-from-home
and staggered working hours;

d. Enhanced Personnel Knowledge/Competency - refers to the


implementation of adjustments to ensure that PNP personnel are not only
informed of the crisis through the integration of health-related knowledge in the
curriculum of different courses, but that all have been reconfigured to meet
minimum health standards without compromising their quality This includes, but
is not limited to, institution of on-line learning, limiting the number of students
per class, stay-in arrangement for the duration of courses, the reallocation of
teaching workloads to in-house instructors, among others (Annex “B”);

e. Enhanced Workspace (Fixed or Mobile), Infrastructure - refers to the


implementation of adjustments to the PNP workspaces (both in the offices and
in vehicles) to ensure that the risk of infection is minimized. This includes, but
is not limited to discouraging of physical meetings/conferences, the installation
of handwashing facilities and appropriate physical barriers, the putting of
signage’s and other relevant information in key areas to remind personnel to
observe mandatory safety and actions, the limiting number of the number of
passengers in vehicles, among others; and

f. New Equipment/Additional Funding - refers to the acquisition of new


additional funding to ensure the safety of personnel and the delivery of police
services given the “New Normal”. This include but is not limited to the
procurement of virus testing kits, personal protective equipment, collapsible
tents, hospital beds, IT equipment, additional funding for increased internet
expenses brought about by greater usage of virtual modes of communication,
among others.

7. EXECUTION:

Phases of Operations:

A. Pre-Operation Phase:

Before dispatch, ensure that all PNP personnel are strictly observing the
following Minimum Health Standards to protect themselves from exposure to COVID-
19 infection:
1) Mandatory wearing of face mask at all times and other Personal Protective
Equipment (PPE) such as protective suit, goggles, face shield, and gloves;

2) Maintain a distance of at least 6ft or 2m between individuals;

3) Practice proper hand hygiene. Wash hands with soap and water for at least
20 seconds. If soap and water are not readily available, use an alcohol-
based hand sanitizer at least 60% alcohol;

4) Do not touch face with unwashed hands;

5) Have a trained Emergency Medical Service/Emergency Medical Technician


(EMS/EMT) to assess and transport suspected COVID-19 patient to a
healthcare facility;
6) Ensure only trained personnel wearing appropriate PPE have contact with
individuals who have or may have COVID-19;

7) The minimum PPE recommended is required for every Patrol Officer, a


single pair of disposable examination gloves, disposable isolation
gowns/disposable overalls, any NIOSH-approved particulate respirator
(facemasks are an acceptable alternative until the supply chain is restored)
and eye protection (goggles or disposable face shield that fully covers the
front and side of the face); and

8) If unable to wear a disposable gown or coveralls due to limited access,


ensure duty belt and gear used are properly disinfected after its use.

B. Operations Phase:

1) Regular Law Enforcement Operations

Police Presence
a. Conduct of Beat/Mobile/Foot Patrol; and

b. Deployment of Road Safety Marshalls (RSM).

Focused Law Enforcement Operations


a. Police Interventions such OPLAN Sita, OPLAN Bakal, OPLAN Galugad
and OPLAN Katok;

b. Service of Arrest Warrant: and

c. Service of Search Warrant.

2) Security Measures

Target Hardening
a. Strengthen security of PNP camp/stations, vital installations, facilities and
equipment, and commercial/residential establishments;

b. Conduct Security Survey and Inspection/Security Audit/Threat


Assessment;

c. Cooperation and Interoperability with the armed forces;

d. Strengthen collaboration with local and foreign counterparts:

e. Conduct of Community Anti-Terrorism Awareness (CATA); and

f. Ensure Safety and Security of Tourists in all Tourist in all tourist


destinations.
Border Control Operations
a. Establish control measures to avoid entry of criminals and limit their
routes and provide border security plan between boundaries of adjacent
provinces/municipalities;

b. Establish checkpoint in the entrance and exit points of the Main Supply
Route (MSR);

c. Conduct Dragnet Operations with Conditions Situation Response System


(CSRS) with regular police operations; and

d. Intensify coordination with AFP and other law enforcement (local and
foreign) or better police response management.

Social Investigation
a. Maximize social situation and knowing of persons' families, groups or
communities through public relations;

b. Mobilize Community/Public support in monitoring suspicious persons and


activities;

c. Intensification of timely information gathering; and

d. Conduct of Area Study/environmental scanning/ barangay profiling.

Proper Deployment of Resources


a. Utilization of force Multipliers; and

b. Special Reaction Team (SRT) shall be properly and strategically located.

3) Information Operations - Intensification of Public Awareness Campaign on


Terrorism, Criminality, and Public Safety.

4) Contingency Planning - Organize unit/office involving concerned agencies


to respond to any emergencies to mitigate human impact.

5) SIMEX/ CEREX/ COMEX


a. Interoperability among stakeholders; and

b. Develop coordination/collaboration with other agencies.

6) Red Teaming - To challenge the security preparations of the units/offices to


improve effectiveness.

7) Feedback Mechanism - Conduct of NALECC, JABRACC, JPSCC, JAPIC,


POC meetings and others.

8) Offensive Stance
a. Establish forward deployment of maneuver forces;
b. Conduct Major and Minor ISO; and

c. Conduct daily preventive patrols using concept of QUAD policing


Implement Enemy Mapping System (EMS).

C. Post Operations Phase:

Post Deployment and Police Operations Briefing

PNP personnel after their tour of duty shall property turn over equipment and
responsibility and provide feedback information during their tour of duty.

Decontamination - personnel returning to stations from field duty shall undergo


decontamination procedure such as washing of hands with soap and water for
at least 20 seconds. If soap and water are not readily available, use an alcohol-
based hand sanitizer at least 60% alcohol and set on disinfecting/misting cubicle
if available.

Documentation — the activities serves as basis for review and evaluation of


the effectiveness of the crime prevention program of the police station. This will
also serve as guide for commanders to evaluate the performance as well to have
record for contact tracing of PNP personnel.

Review and Evaluation (R&E) is a necessary tool in management.

8. Tasks:

a) DPDO - Supervise the implementation of this IMPLAN.

b) POMU
1) Assist in the implementation of this IMPLAN;

2) Monitor the anti-criminality operations, to include crime prevention and


crime suppression activity of C/MPS and PSUs;

3) Support the activities of the Regional Law Enforcement Coordinating


Committee (RLECC) and Regional Joint Anti-Bank Robbery and Cyber
Crime Coordinating Committee (RJABRACC);

4) Provide security police assistance in the implementation of orders from


the court, quasi-judicial and administrative bodies;

5) Take appropriate security coverage, safe orderly conduct of national and


international events, presidential visits, elections, plebiscites or
referendums;

6) Supervise and monitor the implementation of "LOI TF Diplomatic Security"


security operations for high profile personalities, national and international
activities that has impact to national security;
7) Monitor, supervises, integrates, coordinates and facilitates activities on
the following: Crisis incidents (Human Induced) Preparedness Plan and
Transport Safety;

8) Supervise PMFC in the conduct of intel driven internal security operations


and preventive patrol operations;

9) Monitor the forward deployment and disposition and location of troops of


maneuver forces;

10) Gathers, collates and consolidates statistics concerning operations,


operational accomplishments;

11) Evaluate the performance of PNP Offices and units based on the results
of their operations; and

12) Perform other tasks as directed.

c) Logistics and Supply Officer


1) Provide necessary logistical requirements for the implementation of this
IMPLAN; and

2) Perform other tasks as directed.

d) Budget and Fiscal Officer


1) Provide necessary funds requirements for the implementation of this
IMPLAN; and

2) Perform other tasks as directed.

e) All P-Staff and PSUs


1) Ensure the implementation of this IMPLAN in respective units/offices;

2) Deploy Red Team to conduct red teaming operations; and

3) Perform other tasks as directed.

f) All C/MPSs and RPMFC


1) Strictly implement this operational directive;

2) Strictly implement the directives of IATF-MEID and other government


agencies;

3) Maximize the use of TRIMP Media in informing the public regarding the
guidelines and policies on the "New Normal" in coordination with the
PCADU, DOH, LGUs and other concerned agencies;

4) Submit respective IMPLANs to POMU (Attn: PSS) thru email at

5) Perform other tasks as directed.


9. COORDINATING INSTRUCTIONS:
a. Ensure the strict implementation of this IMPLAN in respective AOR;

b. All Unit Commanders/COPs must ensure that all personnel are keeping abreast
of the latest policies and guidelines disseminated by the PNP in relation to
COVID-19 operations;

c. Provincial Staff are directed to conduct a sustained field inspections and


validation on the performance of field units within our AOR;

d. Gender sensitivity and human rights shall be observed in all undertakings;

e. Implement the PNP Enhanced Managing Police Operations (E-MPO) Strategy


to address the safety and security issues and concerns in respective areas;
and

f. Police operational procedures and other applicable SOPs shall be strictly


observed at all times.

10. ADMINISTRATIVE AND CRIMINAL SANCTION:

Non-performance of any of the tasks under this IMPLAN shall subject the PNP
personnel to administrative investigation under NAPOLCOM Memorandum Circular
No. 2016-002, should evidence warrants.

ANNEX “A” TASK ORGANIZATION
