MESSAGE

It is the aspiration of every leader to steer his people to prosperity and look after their
economic well-being and their safety. The leaders of Barangay Lanuro share the same dream and
aspiration for their constituents.
RA 7160 otherwise known as "The Local Government Code of 1991"
mandated among others the formulation of a Comprehensive Development Plan in every Local
Government Unit including the Barangay which is considered the smallest political unit. Hence, the
formulation of a Barangay Comprehensive Development Plan is imperative in consonance with this
mandate and in order for the leaders of every locality to have a guide which direction to take to achieve
sustainable development.
The Barangay Lanuro of Hagonoy, Davao del Sur has successfully gone through the process
of formulating its Comprehensive Development Plan. With this, I sincerely acknowledge those who
have, in one way or another, contributed so much in the accomplishment of these planning documents.
It is my conviction that with the presence of this Comprehensive Development Plan, the
present and future leaders in Barangay Lanuro will be guided in the planning and implementation of
different tangible and intangible programs/projects/activities geared towards the attainment of the
mission and the realization of the vision of the municipality.
Therefore, I appeal to the Municipal and Barangay officials, employees and people of
Hagonoy to integrate and consolidate their potentials, abilities and resources with the common
objective of bringing sustainable development in the countryside, the Barangay in particular and the
municipality in general.
With our concerted efforts and with the guidance of the Almighty, we can make our beloved
Hagonoy soar high in the skies of prosperity with happy, secure, and contented communities living in
harmony with nature.

MESSAGE

It has been dream of the Barangay people to bring to friction the so called
development. The essence of development can be attained with the permanence of
peace because is a vital component of development.
When we talk of development, planning always serves as the catalyst for
without which the proper and appropriate allocation of resources cannot be
undertaken efficiently and effectively.
I strongly believe that the formulation of this Planning documents will ensure
significant realization of the dream of my constituents in terms of economic,
infrastructure, socio-cultural, political, and spiritual development. This will also serve
as a tool for the Lanuro Barangay Officials and stakeholder to share their respective
abilities and skills.
With this, I strongly appeal to my beloved constituents to religiously respect
these documents and actively demonstrate unequivocal support so that the dream of
yester years will become tomorrow's reality.

PLANNING TEAM OF LANURO, HAGONOY, DAVAO DEL SUR

WHEREAS, RA 7160, otherwise known as "The Local Government Code 1991",


substantially provides for the formulation of Comprehensive Local Development Plans;

WHEREAS, as a manifestation of adherence to the forgoing, Barangay Lanuro, Hagonoy,


Davao del Sur strongly supports the formulation of the Barangay Comprehensive Development Plan to
serve as a tool for future planners tangible and intangible programs/projects/activities;

WHEREAS, the said formulation requires key persons to religiously undertake the same.

NOW THEREFORE:

By virtue of the power vested in me under existing laws, the BARANGAY PLANNING TEAM (BPT)
for Barangay Lanuro, Hagonoy, Davao del Sur is hereby created and constituted.

political subdivisions/Local Government Units to effectuate effective and efficient
implementation of various programs/projects/activities;

WHEREAS, the Barangay Council of Lanuro, Hagonoy, Davao del Sur take positive
Response of the foregoing mandate thus the formulation of the same was undertaken with the issuance of Executive Orders;

WHEREAS, the Plan as formulated have meet satisfactory the requirements thus it is imperative to adopt the same as a
prerequisite for approval and finally to serve as a tool and ready reference of various barangay development efforts.

NOW THEREFORE, on motion by Hon. Lary S. Jumao-as duly seconded by all the members present be it resolved as it is
hereby to adopt the Comprehensive Development Plan of Lanuro, Hagonoy, Davao del Sur.

Resolved further that copy of this resolution be furnished the Office of the Municipal Planning and Development
Coordinator for technical review;

Resolved finally that copy of this resolution be furnished the office of the Barangay Council for approval of the said Planning
document.

SECTION I - It is the intent of RA 7160 otherwise known as "The Local Government Code of 1991" to formulate the

implementation of various programs/projects/activities;

SECTION II, pursuant to the above , the Barangay Council of Lanuro, Hagonoy, Davao del Sur take positive
response of the foregoing mandate thus the formulation of the same was undertaken with the issuance of Executive Orders;
SECTION III, in order to effect the import and intent of BCDP it is imperative to enact an ordinance adopting the
said Planning Document;

SECTION IV - This Ordinance shall take effect immediately.

LEGAL BASIS
The formulation of this planning is anchored on the mandate of the Local
Government Code of 1991 otherwise known as "The Local Government Code of 1991" which
substantially provides among that the Municipal Government shall formulate their respective
Municipal Comprehensive Development Plan (MCDP) as a tool for development.

Corollary to the foregoing, the making of MCDP requires the Barangay


Comprehensive Development Plan to serve as a basis for drafting development efforts.

This is rein formed by one of the policies of Mindanao Rural Development Program
(MRDP) that Barangay Comprehensive Development Plan (BCDP) is prerequisite to avail
development projects.

1.1 RATIONALE

RA 7160 otherwise known as "The Local Government Code of 1990" substantially provides among
others the Barangay as the smallest political unit.
Its governance is clothed with the power of local autonomy, hence operation emanates from the Barangay within
the bounds of the existing laws.

To realize its goals relative to its vision and mission, formulation of Comprehensive Barangay
Development Plan (CBDP) is vital and necessary
consistent to the above cited mandate. The said document will serve as the guide book of Barangay Lanuro,
Hagonoy, Davao del Sur and a tool for long term development planning.

Efficient and effective governance can achieved through the proper allocation of financial, natural and
human resources without compromise to the environment. Hence, the approval of this planning document is
indispensable, so much so that future leaders will be guided in their development efforts for their constituents for
better public service as a whole.

1.2 OBJECTIVES OF THE PLAN


This planning document aims to achieve the following:

1. Formulate a Comprehensive Barangay Development Plan of Lanuro, Hagonoy, Davao del Sur.
2. Provide further leaders with a tool for proper allocation of resources: and
3. Ensure proper, efficient and effective project implementation.

1.3 SCOPE OF THE PLAN:

The Plan involves the Five (5) year period which covers the messages portion starting therein the vital
importance of the Comprehensive Barangay Development Council Resolution adopting the Plan and the Barangay
Council Ordinance adopting the said Planning Document.

Legal basis is emphasized in the introductory potion which relates the significance of
formulating the Plan as mandated in RA 7160 otherwise known as "The Local Government Code of
1991".

In its entirely the plan compromises five (5) Chapters; namely, Chapter I which deals with the
Introduction, Chapter II relates on the Barangay Profile, Chapter III for the situational Analysis,
Chapter IV for the Development Plan and finally for Chapter V on Development Mechanisms, maps,
annexes and attachments. Details of the different chapters shall be well-described in the succeeding
discussions.

1.4 PLANNING METHODOLOGY

The drafting of this Planning documents emanates from the mandate of RA 7160,
otherwise known as "The Local Government Code of 1991" and triggered by the Mindanao
Rural Development Program (MRDP).

Its embarkation was reinforced by the issuance of Executive Orders of the Local
Chief Executive (LCE) of the Barangays and Municipal Mayor for the creation of Barangay
Planning Team and Municipal Planning Team: respectively, to undertake the formulation of
the Comprehensive Barangay Development Plan.

The intent and purposes of the plan formulation was disseminated in the Barangays
through launching/orientation in the nineteen (19) Barangays of the Municipality namely;

Gathering of pertinent data was undertaken by both the MPT and BTP of the concern
barangay through Participatory Rapid Appraisal (PRA). Data gathered was then
processed/collated/consolidated and analyzed through focus group discussions and
seminars/workshops. Desk Officers from among the members of the MPT were distributed to
priority barangays as responsible person in the course of the Plan formulation.

Formulation was based on the suggested outline/format. After the drafting of the
Plan, the same shall be refined for finalization and for printing to be then presented for public
hearing and forwarded to the barangay Development Council (DBC) for adoption and finally
approval to the Barangay Council with the enactment of Barangay Ordinance adopting the
Plan.
CHAPTER 2
BARANGAY PROFILE
2.1 HISTORICAL BACKGROUND
The enticing sound of Lanuro may attract the attention of the gold
seekers who might interpret Lanuro as the Land of Gold or the Land of Ore.
Far as it may seem, Lanuro stands as a coined word from the family names of
the three bachelor settlers: Pedro Lamosa, Felix Nuñez, and Magno Rodillas,
who in the early thirties, left their homeplace in the island of Marinduque and
ventured to Davao. After a year working as laborers of the Mindanao Estate
owned by a Filipino American couple, now known as GADECO, these three
bachelors decided to look for a better place to live where they can cultivate
and plant at the same time own a land.

So, they went to a forestall part of Hagonoy. Upon seeing the terrain as
favorable enough for planting because of its rich and fertile soil plus abundant
supply of water, the place being surrounded by three needed to find a wife
who could take care of them. Since ladies that time were scarce, they settled
for the beautiful B’laan lasses as their wives.

After clearing the twenty-four hectare homestead, each of them planted


their areas with coconuts, intercropping them with rice and corn. These
attracted other settlers of different tribes to occupy the upper portion of
settlement. Here the Cebuanos and the Boholanos flocked and built their
homes. The Barangay was then named Upper Sacub, which was named after
the Sacub River, under Executive Order No. 596 by President Elpidio Quirino
on May 28, 1953.

As the population grew, the need for a school arose. A school sit wars
already then set aside by the early settlers, but it was situatedat the lower part
of the barangay which was often flooded and was quite far from the thickly
populated area. One of the sons of the early settlers offered to donate a two-
hectare lot for school site from his eight-hectare homestead. Then, a primary
school was put up.

Years later, a resolution was passed to congress to change the name


Upper Sacub to LANURO as a token of gratitude for the first three settlers
who opened the settlement. Upon approval from Congress, Upper Sacub
became what it is now, the Barangay Lanuro in Hagonoy, Davao del Sur.

Barangay Lanuro exhibits a total number of population to 1,349 with


corresponding 335 households. Average household size is 4.
This indicates that there are nearly 3 persons per hectare population density
showing the Barangay to have sufficient opportunities to earn a living preferably for
agricultural purposes.

Purok 1 shows to have the highest number in terms of population with 266 residents of 64 households. Ranking
lowest belong to Purok 6 with only 169 residents and 42 households.

As to gender distribution, the males in the entire barangay accounts to 331. However, female population mark 354
which apparently shows that distribution is almost 1:1 ratio.

__________ has Type IV climate which characterized by more or less evenly


distributed rainfall which no marked reasonability whose rainfall is lower during the
months of March and April but higher from the month of May up to the Month of
December.

Temperature is normal at 27 degrees centigrade and the average wind velocity

FISHERY PRODUCTION PRACTICES

As to oyster production, resident of Barangay________ engage in this


endeavor employing the traditional method. Disposal of the same were undertaken by
bottled packaging sold at affordable cost.

The household of ________ engage in Livestock production of Goat and
Swine. Swine production ranks first with 61 heads using the backyard traditional
approach. In terms of goat, they ,mostly employ the grazing in grasslands within the
dike of the fishpond, and seldom adopt the cut and carry approach. Most households
prefer fattening than breeding for reason that disposal of the same will be easier as
need arises.

Common Concern of the residents in livestock production is the lack of


technical knowledge on how to properly raise their livestock. Their production rely
solely on their own experiences which is the conventional backyard raising anchored
for sustenance and not for commercial production.

In totality, their engagement in livestock production is regarded as something


that could be of help their existence.

In terms of household poultry production by purok, the households engaged


mostly on chicken which account to 120 birds with highest number in Purok _ at _
birds.

In general, the said raising venture has significantly contributed to augment


the income of the residents considering the attractive buying cost of chicken.

In terms of fowl and poultry, the household in barangay ________ engage


mostly in raising chickens. They employ the backyard raising technology whereby
feeding is usually range method. However, some households adopt the suggested
feeding procedure. Duck production is also similar to chicken.

Fowl and poultry is basically a small-scale in nature, although it augments


households income. Furthermore, it has significant contribution during special
occasions and family celebrations. Trend of production is irregular considering the
nature of their fowl and poultry raising practices.

OCCURRENCE OF PESTS DISEASES

Pest and disease usually experienced by the household on chicken is avian


pest, commonly called "atay". The office of the Municipal Agriculturist attended to
the problems when there is infestation. On the other hand, others simply use them for
home consumption rather than to wait for its biological intervention.
In effect, income of household on poultry production is low because of some
exploitation by fowl and poultry buyers in terms of low prices per kilo during
infestation.

FISHERIES

The barangay of _______ is considered as one of bangus producing


barangays in the province. It has about ___ hectares devoted to fishpond for bangus
production.

Some residents rely on fishing activities particularly on deep sea fishing

Barangay _______, an assigned Agricultural Technologist from the Office of the

Barangay Council for the Protection of Children (BCPC) was also organized.
Data shows that the Council is active and functional. One of their responsibilities is
the conduct of information campaign on the adverse effects of committing a crime.

The role of men in the community is doing the hard labor works during
bayanihan system activities. During the celebration of barangay of big events such as
fiesta and "araw", the men usually the carpentry works and the like.

While that of women, they normally prepare the meals and snacks in the
conduct of bayanihan system activities. Stage decoration and beautification of the
immediate environment are also taken cared of by women in the celebration of

The activity clock of men and women are not yet defined due to the absence
of a Gender Plan. To establish the activity clock of men and women, the planning
team conducted a focus group discussion which is shown above. The result of the
FGD shows that most men have more time in farm / business. The women, on the
other hand, dedicated their time in household chores. Both genders have equal time in
sleep/rest, meals and leisure.

Based on the exemplified activity clock, it was found out that men and women
differ in the time for farming/business and in doing household chores. as a
recommendation, the activity clock for women in doing household chores should be
equal to men since some men are already helping in the household chores in the same
way on the activity clock of men in farming/business should be also equal to women
since some women already help men in doing farming/ fishing or in business. These
recommended strategies should be incorporated in the Barangay Gender Plan.

As provided, the barangay shall be steered by the Punong Barangay in his


capacity as the Local Chief Executive exercising executive, legislative and

LUPONG TAGAPAMAYAPA

The organized Lupong Tagapamayapa in Barangay _________ is composed of


Purok Presidents/ Purok Administrators. The barangay ten (10) Lupon members with
Purok representations.

ROLES AND FUCTIONS OF LUPON TAGAPAMAYAPA

1. Exercise administrative supervision over the conciliation panels


provided herein;
2. Meet regularly once a month to provide a forum for exchange of
ideas among its members and the public on matters relevant to the
amicable settlement of disputes, and to enable various conciliation
panel members to share with one another their observations and
experiences in effecting resolution of dispute.
3. Exercise such powers and perform such other duties and functions
as may be prescribed by law or ordinance.
One of the strengths of Lupong Tagapamayapa is that they are given the
authority
to settle any complaints/cases in their respective Puroks. One of the weaknesses of the
organizations is that the members are full time Purok presidents and work also as
justices in the barangay but they are only receiving honorarium as to their position as
Purok Presidents.

Currently, Lupong Tagapamayapa are very active and functional even though
they are only receiving minimal honoraria.

FUNCTIONS AND RESPONSIBILITIES OF BARANGAY TANODS

1. Serve as the barangay police auxiliary in the implementation of peace and


order in barangay community.
2. Support the program of the Philippine National Police in maintaining
peace and order in the barangay.
3. Serve and protect the civilian in time of hosptilities; and
4. Ensure the effective prevention, control and suppression of crimes.

Balasinon has 15 total number of Tanods who are receiving an honorarium as


aid
or assistance to their services rendered coming from the barangay budget.

rehabilitation and possible reclamation of the foreshore area (18 hectares) by the
construction of seawall are hereby proposed. Mangrove areas for rehabilitation is
approximately 169.13 hectares.

Built-up area of 4 hectares representing 1.68% include residential commercial


and institutional uses.
