Be prepared for a second
spike in the COVID-19 cases
W ith the steady decline in hospitaliza-
tions in New York since March 18,
2020, and the reported less than 1% positive
cases of COVID-19 tests as of now.
The question is- is New York City be-
coming Coronavirus free or should we an-
ticipate another spike in the fall season
(colder months)
New York City is now transitioning
into phase four of re-opening and according
to Governor Cuomo-this includes outdoor
venues and activities such as zoos, outdoor
film production, and professional sports
without fans in the stands, excluding indoor
dining, museums, and malls that are deemed
to be too high a risk for exposure of the
virus.
However, many other states such as
Florida, North Carolina, South Carolina,
Tennessee, and more are facing worse times
with the increase in Covid-19 cases- since
their re-opening. Therefore, although we are
moving in stages in re-opening New York,
we will still have to take the necessary pre-
cautions not to allow a spike again.
On the other hand, there is an increase
in food distribution and food pantries across
the Tri-State area. This certainly helps to
support those who have lost their jobs since
COVID-19 as there is a rapid increase in the
unemployment rate currently.

We are not yet out of the ballpark

way we can enforce that we keep each safe
is to follow the guidelines and to remain in-
doors if possible.
Eventually, this Coronavirus will pass
over us, but in the meantime- the fewer peo-
ple are congregating, the more our chances

US announces visa restrictions
on Guyana's Election riggers
T he United States will be revoking the
visas of individuals “responsible for or
complicit in undermining democracy in
Guyana.”
US Secretary of State Mike Pompeo an-
nounced the sanctions during a live press
briefing on Wednesday, July 15th. “Imme-
diate family members of such persons may
also be subject to restrictions,” Pompeo
warned.
“The Granger Government must re-
spect the results of democratic elections and
step aside.” Pompeo had warned sanctions

Yonkers man to serve COVID-19 Assistance and
8.5 Yrs for child sex abuse Funding Opportunities
W estchester County District At-
torney Anthony A. Scarpino,
Jr. announced recently that Isaiah
Rodriguez, 24 year-old resident of
Yonkers has been sentenced to
prison for repeatedly sexually as-
saulting a six-year-old child over the
course of two years.
Rodriguez was sentenced on
July 14 to 8.5 years in state prison
with 15 years post release supervi-
sion. He subjected the child victim
to repeated acts of sexual assault on
multiple occasions from Oct. 24,
2016 to Dec. 31, 2018, when the
child was between 4 and 6 years old.
The child made a disclosure of
abuse to her mother who then took
the child to the hospital. Subse-
quently, with Yonkers Police offi-
cers, the child was taken to the
Westchester Child Advocacy Center
(CAC) in Valhalla where a specially
trained staff member forensically in-
terviewed the child.

Yonkers Police, in conjunction with
the Child Abuse Bureau of the Dis-
trict Attorney’s Office, the defen-
dant was arrested. He pleaded guilty
Jan. 29, 2020. The sentencing had
been postponed several times due to
a change in court protocols around
COVID-19.
Rent Relief Program
o New York State has a new rent relief pro-
gram to help tenants who have lost income
during the COVID-19 crisis. The COVID
Rent Relief Program will provide eligible
households with a one-time rental subsidy
that will be sent directly to the household’s
landlord. Accepted applicants are not re-
quired to repay this assistance.
o Applications for the COVID Rent Relief
Program, administered by New York State
Homes and Community Renewal (HCR)
opened on July 16, and applications must be
submitted online or by mail by July 30.
o You can apply and find detailed informa-
tion at: hcr.ny.gov/RRP. The website also in-
cludes FAQ documents in Spanish, Chinese,
Russian, Haitian-Creole, Bengali, and Ko-
rean.
How do I know if I’m eligible?
o Before March 1st and at the time of appli-
cation, household income must have been
below 80% of the Area Median Income, and
you must have spent more than 30% of
household income on rent. Review NYC
Area Median Income, based on household.
o You must not have been in receipt of a
housing subsidy that caps your rent at 30%
of household income (like Section 8 or
NYCHA). However, you can apply if you
live in a rent regulated or market-rate home.
o You do not need a lease.
o Households must have someone in the
household with U.S. citizenship or eligible
immigration status (can be a minor). Mixed
status families (e.g. a family with a U.S. born
child) can apply. IDNYC is accepted as
proof of identity.
o Households must have lost income be-
tween April 1 and July 31.
· How does it work?
o This one-time rental subsidy paid directly
to landlords will cover the difference be-
tween the percent of household income spent
on rent on March 1, 2020 and the percent of
household income spent on rent at the time
the household is applying for assistance.
You can apply for up to four months in as-
sistance for the months of April through July
2020.
o Tenants do not have to be behind on their
rent to receive assistance (tenants who are
current on their rent payments can have
funds applied for a credit for future months).
The program is open to households that rent
apartments, single-family homes, manufac-
tured homes and manufactured home lots.
o This is not a first come first serve type of
program. Due to limited funds, HCR will
have to prioritize applications from tenants
with the lowest incomes and highest rent
burden.
o Applicants will be given notice whether
they are eligible and the amount of funds that
will be sent to their landlords.

believed they were sending money to their attorney but instead got robbed by an online imposter.
Katz Issues Warning About Business Email Scams
B usiness transactions that require good
faith and trust are increasingly being con-
ducted online and through email. Due to the
coronavirus pandemic and increasing reliance
on technology, transactions once done by in-
person interactions and even a trusted hand-
shake now take place virtually.
Unfortunately, online predators and scam-
mers have caught on and are using manipula-
tive business email schemes to prey on
consumers. Individuals are led to believe they
are communicating with someone they trust –
a lawyer, business acquaintance, etc. - and then

are conned into sending or transferring money
to the perpetrator who is just pretending to be
someone they trust.
My Office is actively pursuing wrongdo-
ers to protect Queens residents from these
scam artists. Members of the Queens Bar and
realty community members should be aware
that their electronic communications could be
vulnerable and should take measures to protect
their clients.
Today, our office is returning $38,671.50
recovered from an attempted business email
compromise scheme.
Ms. Alemina Kadribegic and her father
thought they were exchanging emails with
their lawyer. They sent a down payment for an
apartment they were buying in Queens to their
attorney’s escrow account.
In reality, Ms. Kadribegic had actually
been misdirected by an imposter to send the
money to a bank which the scammer had ac-
cessed. Instead of depositing money into a
bank in Long Island, our investigation re-
vealed, the account that received Kadribegic’s
funds was actually physically located in Texas.

Jamaica Continues To Welcome Visitors
KINGSTON, JAMAICA:
J amaica has announced revised measures
for international travelers visiting the is-
land as of July 15. All visitors will still be re-
quired to complete an online Travel
Authorization. Travelers from Arizona,
Florida, New York, and Texas (areas declared
by the Ministry of Health and Wellness as
high risk at this time), will be required to up-
load negative COVID-19 PCR test results.
Tests should be no more than ten days old
measured from the day the sample was taken
to the day of arrival in Jamaica.
These results, provided by a CAP-ac-
credited lab, are required for travelers from
high risk locations to receive the Travel Au-
thorization certification, and must also be
presented upon arrival in Jamaica. All visi-
tors will still be screened upon arrival in Ja-
maica via thermal temperature checks,
symptom observation and a brief interview
with a Health Officer.
Leisure travelers from areas not cur-
rently designated as high risk may be subject
to swab testing based on symptoms or re-
sponses to the risk assessment.
Those with negative results – as well as
those who do not require testing – must ad-
here to the Stay in Zone order, which requires
persons to remain at their hotel or resort
within the Resilient Corridor for the duration
of their stay. Those who are screened and as-
sessed and show symptoms upon arrival will
be subject to swab testing and must quaran-
tine in their hotel room until test results are
available.
“Health and safety are paramount as we
reopen our tourist industry on a phased
basis,” said Donovan White, Jamaica’s Di-
rector of Tourism. We have developed and
are implementing procedures throughout the
visitor journey that ensure a seamless process
so they are able to enjoy what our island and
its people have to offer.”

S ix Caribbean nations now have the dis-
tinction of being coronavirus free with
no new or active coronavirus cases, News
Americas has found.
The six attained the status as some re-
opened and others plan to reopen to inter-
national travel.
They are as follows:
Anguilla – Which has only had 3 cases and
no deaths and has been coronavirus free
since June 18th, the first Caribbean coun-
try to do so.
St. Barths – The French Caribbean
territory, which reopened on June 22nd,
has no cases after all of its 6 victims recov-
ered.
Caribbean Netherlands – The Nether-
lands Caribbean islands including Saba
and Sint Eustatius – only had 7 cases, all of
which are now recovered.
Dominica – Dominica’s 18 confirmed
cases have all now recovered.
Grenada – Grenada’s 23 cases have all
recovered as the island gets set to reopen to
international tourists of July 15th.
St. Vincent and the Grenadines – St.

will receive a swab test at the airport, and
must remain in quarantine until results are

which is consistent with the government's ap-
proach of evaluating the COVID-19 global
situation.

G rammy winning dancehall artiste Shaggy has re-
vamped some of his most famous hits for his new
album Hot Shot 2020. The project which is available
since June 10th is in celebration of the 20th anniversary
of his diamond-selling album.
The album will feature familiar songs like Keepin'
It Real, Luv Me Luv Me, Boombastic and Oh Carolina
but with a twist.
While speaking on Good Morning America Shaggy
said he incorporated trap and reggaeton beats in line
with the current musical climate. He also shared that
close friend and frequent collaborator Sting is featured
on the project's new version of Angel, a track he released
in 2000 with fellow musician Rayvon.
Shaggy hopes the album serves as an escape and

cilwoman Lilisa Mimms on Saturday after-

Mimms gave a third-year Virginia
State University student a $250 scholarship.
Her scholarships for students heading to
college in the fall took the form of two-in-
one tablets. She said the total scholarships
were worth $5,000.

doing scholarships for students throughout
the city of Paterson because I believe our

W ith the July 15 tax deadline
now past, the Internal Rev-
enue Service reminds all taxpayers
that there is no secret way to find
out when a refund will be issued.
Most taxpayers have already
filed their federal tax return, and
many have already received their
refund. Those that have not are un-
derstandably eager for details
about when their refund will ar-
rive. When it comes to tax refunds,
a few common myths keep circu-
lating and misinforming taxpayers.
Some key facts can help peo-
ple understand the refund process
better:
Taxpayers who file electroni-
cally and use direct deposit can ex-
pect their refund faster than those
who mail a paper return, especially
since the COVID-19 outbreak has
reduced IRS staffing available to
process paper returns.
Taxpayers who file a paper tax
return are likely to face processing
and refund delays.
The best and easiest way to
check on a refund is Where's My
Refund?
The Where's My Refund? tool
available on IRS.gov and the
IRS2Go mobile app.
A tax refund's status can be
checked within 24 hours after the
taxpayer receives the e-file accept-
ance notification.
Processing delays for
paper tax returns
The IRS continues to process elec-
tronic and paper tax returns, issue
refunds, and accept payments.
The IRS is experiencing de-
lays in processing paper tax returns
due to limited staffing. This is
causing refund delays. Taxpayers
who have already filed a paper re-
turn should know that the IRS is
processing paper returns in the
order in which they are received.
In addition, interest on indi-
vidual 2019 refunds reflected on
returns filed by July 15, 2020, will
generally be paid from April 15,
2020, until the date of the refund.
Interest payments may be received
separately from the refund and are
considered taxable income in the
year received.
Taxpayers who filed a paper
return should not file the same tax
return again or call the IRS.
Common myths about
tax refunds include:
• Getting a refund this year means
there's no need to adjust withhold-
ing for 2020. To help avoid a pos-
sible surprise next year, taxpayers
should look to make changes now.
Adjusting tax withholding with an
employer can help ensure that nei-
ther too much nor too little tax is
withheld from an employee's pay-
check. The Tax Withholding Esti-
mator helps taxpayers figure out
the right amount.
Calling the IRS or a tax pro-
fessional will provide a better re-
fund date
• Contacting the IRS or a tax pro-
fessional will not expedite a re-
fund.
IRS assistors and tax profes-
sionals cannot move up a refund
date nor do they have access to any
"special" information that will pro-
vide a more accurate refund date.
Ordering a tax transcript is
a secret way to get a refund date
• Ordering a tax transcript will not
help taxpayers find out when they
will get their refund and it does not
accelerate the issue date of a re-
fund.
The Where's My Refund?
tool is wrong because there's no
deposit date yet
• When Where's My Refund?
shows the tax return status is re-
ceived it means that we have re-
ceived the tax return and are
processing it. Some returns may
take longer to process than others
and needs further review. This in-
cludes when a return:
• Includes errors • Is incomplete
• Is affected by identity theft or
fraud
• Includes a Form 8379, Injured
Spouse Allocation, which could
take up to 14 weeks to process
Taxpayers will be contacted
by mail if the IRS needs more in-
formation to process a tax return.
People waiting for a refund in the
mail should plan for the additional
time a check takes to arrive.
Something is wrong when the
refund amount is less than ex-
pected
There are a lot of reasons that
cause a tax refund to be different
than expected. Situations that
could decrease a refund include:
Taxpayer math
errors or mistakes
Owing federal or state taxes, child
support, student loans or other fed-
eral non-tax obligations
A portion of the refund is held
while IRS reviews an item claimed
on the return
The IRS will mail a letter of expla-
nation if these adjustments are
made. Some taxpayers may also

ment of Treasury's Bureau of the
Fiscal Service if their refund was
reduced to offset certain financial
obligations.
Taxpayers can call the IRS's
automated refund hotline at 800-
