Purpose .1
This document provides guidance from health and safety department and construction supervision in Dubai
municiplaity, to help owners and operators of labor accommodations to take precaution procedures in
accommodations and labor buses and in construction sites including related work permit to reduce the
spread of corona virus (COVID-19) between labors
Scope of Work .2
All labor accommodations and construction areas in Emirates of Dubai

Precaution procedures to be taken inside the accommodation.3

Accommodation Management Responsibility 3.1

increase the cleaning and disinfection patrols for utilities and surfaces that has a direct contact with people
inside the accommodation, for example:
bathrooms, shower areas and laundries -
Tables and chairs of food area -
Labor kitchens with related accessories -
all doors' handles -
labor sleeping rooms with related areas -
lifts buttons and handles inside lifts -
remote control for electronic machines (TV - AC - Lights) -
stairs handrails -
Provide hand washing liquid on all sinks inside the accommodation 
Provide hand sanitizers on accommodation' entrances, corridors and inside buses
Measure the temperature of labors before entering the accommodations and before leaving it
Provide isolation rooms in a suitable numbers to isolate suspected people 
Provide one time use water cups 
Provide signboards in languages that labor understands for the prevention of the virus 
Close entertainment rooms in accommodation to reduce the gathering 

Urge labors to follow social distancing policy inside accommodation and ban gathering of more than 3 people
Urge labors to follow the healthy behavior and ban the spitting

Lineina queue with a space of 2m between people 

accommodationsupervisors should take temperature measurements for labors and check if there is any
flu symptoms on labors
Incase labor temperature is 37.8c or more a re-test must be done after 15 min and insure labor
is waiting in shaded area
Incase the high temperature has been confirmed for labor after 3 tests in row (with time gap 
:of 15min) or clear symptoms shown like(coughing or cold) below should be followed

:
Isolate the labor inside separated isolation room with an internal bathroom (in case no room -
with separate bathromm can be provided then a dedicated bathroom should be assigned

Contact with Dubai Health Authority to take the proper procedures -

isolate the individuals existing with him in same room inside their room till the -
confirmation of the suspected case
in case suspected case has been confirmed, then contact Dubai Health Authority to -
transport the contacts to the quarantine -

5 Precaution measures that must be followed before getting into buses:

 Getting DM permit.
 Disinfect the bus before using it.
 Labors to stand in a que keeping a distance of 2m between them.
 Check the temperature for each labor before getting into the bus.
 Providing hands sanitizer at the bus entrance.
 Labors to sanitize their hands when getting into the bus.
 Each labor must set in one seat.
 Labors should set in a zigzag form (first seat near window, the second near corridor and so on).
 Clean and Disinfect the bus after using it.

6 Precautions measures that must be implemented at construction sites:

All contracting companies must implement the following measures:

o Make sure that labors keeping a distance of 1.5m when getting out the buses. The
labors temperature must be measured and if anyone has a temperature more than 37.8
must be isolated and reported to health authorities.
o provide labors with PPEs masks, gloves and goggles and insure using them.
o Labors working in groups should not be more than 5 labors in one group keeping safe
distances not less than 1.5 m and to avoid congested hoists.
o Provide sanitization materials in entrances and exits of sites as well as toilets, offices,
stores and in each level of the building.
o Specify different times for labors during food and tea breaks providing safe distances to
avoid congesting areas and provide disposable items for food and drinks.
o Stop all meetings in persons and use smart electronic ways and applications for
meetings.
o Avoid using finger punching machines and minimize paper distribution as much as
possible.
o Implement remote working wherever is possible.
o Provide stores labors with special protecting clothes as they are dealing with lots of
labors.
o Provide daily sanitization for offices, toilets, stores, equipments and tools in the project.
DM Buildings Control Department is confirming the continuity in supplying their services as usual
through BPS, providing the following services:

• Structural inspections for concrete and steel structure buildings.

• Buildings completion inspections.
• Sand shifting permits.
• Night shift permits.
• Deposits refunds.
• Demolition completion certificates.
• Parcels occupation permits.
• Changing contractors and consultants’ applications.

7 Precaution Measures when going back to homes and Labor camps:

 Getting off the bus in sequence keeping 2m distance between labors.
 Measure labors temperature and keep observing labors with high temperatures.
 In case we have labors of 37.8 temperatures, we need to remeasure the temperature
every 15 minutes (for three times) keeping the labor in shaded area.
 If the high temperature for any labor is confirmed with three measures and he has
symptoms of cough or flew, the following actions should be taken:
• Isolate the labor in separate room with a toilet or specify a toilet for this labor.
• Report the labor to DHA.
• Isolate his room mates in their room and keep them under observation.
• If DHA confirmed the labor is infected, then his room mates must be put in
quarantine.
• The labor camp must be disinfected by a DM registered company using DM
approved materials.
