amend the Penal and criminal
code of their respective states
to make the penalties for rape
and sexual assault stiffer.
This followed a motion
on “increasing cases of rape
and brutality against the girl
child in Nigeria”, by Senator
Sandy Onor (PDP, Cross River
Central).
Onor, in his lead debate,
cited cases of assault against
the girl child, including the
rape and the brutal killing

said the 16 allegations raised
against him were trumped up,
“and without facts, evidence,
and documents, as required
by the rules and regulations of
the bank.”
The former Nigerian
Minister for Agriculture added
that the Ethics Committee of
the bank had cleared him of all

United States of America, were
against the rules.

Capital Territory (FCT). Out
of this, 3,122 cases have been
discharged, with 299 deaths
recorded.
The number of samples
tested so far since the outbreak
of the virus in the country
stands at 65,885, according to
the Nigeria Centre for Disease

quite significant for Nigeria.
Ihekweazu said 60 per cent
of the cases are in 20 local
government areas spread
across the nation.
He said: “Crossing that
10,000 mark was quite a
significant event, I won’t call
it milestone and every night
when we work very hard to
bring out those numbers,
sometimes numbers begin
to feel like what they are. You
forget that there are people
behind each number.
“So we have reported since
the beginning of the outbreak
on the likely exposure. Right
now, cumulatively, just two per
cent of the cases have a travel
history. In the beginning there
used to be 80 to 90 per cent; at
some point it was 100 per cent
when everybody came back
from some countries. Twenty
three per cent of patients of
new cases are contacts of
existing patients,” he said.
He said that at the moment,
75 per cent of people have
an unknown source of their
illness, meaning community
transmission is on the increase.

increasing number of cases has
remained a source of concern to
the Federal Government.
The Minister of Health, Dr.
Osagie Ehanire, had during
a PTF briefing on Thursday,
May 28, 2020, said although
the increasing cases were not
surprising, very high cases could
seriously exceed the capacity of
the country’s health system, and
that routine cases might also
suffer.
Dr. Ehanire said there was
need to expand treatment
centres across the country,
adding that it currently had
5,000-bed capacity in 112
isolation centres.
He said, “To expand our
treatment centres across
the country. I, therefore, call
on the state governors and
philanthropists to take active
and deliberate steps to scale up
the number of beds for isolation
and treatment of confirmed
cases in their states.”
Even with the increasing
cases, many Nigerians do not
believe the disease exists and
make poor effort on hygiene
measures towards preventing its
spread.
Situation in states
Our correspondent reports
that within the time under
review, some states also
witnessed increased cases. For
instance, while Kano reported
the first case of COVID-19 on
April 11, the cases rose to over
700 by May 17, surreptitiously
overtaking FCT to become the
second state with the highest
cases. As at yesterday, the cases
rose to 958.
On March 21, the NCDC

They said other factors that

Protective Equipment (PPE),
which led to infection of health
workers, easing of lockdowns
and easing of ban on public
gathering by some states.
Also, unlike China which
declared a total lockdown of
the Wuhan Province when they
realised that the COVID-19
cases were becoming a big
health issue, Nigeria allegedly
failed to take early action.
Although Lagos began contact
tracing immediately, the arrival
at the international airports in
parts of the country continued
for some weeks.
Lack of test centres were
also an issue for NCDC as few
centres existed as at March
25, 2020. NCDC had only five
deaths. This translates to a 47
per cent increase in the number
of confirmed cases within two
weeks. In fact, from Friday,
May 14 to Sunday, May 17,
the country recorded 797 new
testing centres at the beginning
of the outbreak and only had 26
recently. Till date, 20 states are
yet to have testing centres.
The President of the Nigeria
Association of Resident Doctors
(NARD), Dr. Aliyu Sokomba,
said Nigeria hitting 10,000
cases should not be seen as if
the disease is increasing among
the populace.
He said the increasing
number of cases was as a result
of increased testing.
Dr. Sokomba further said
Nigeria was also approaching
the peak of the curve, adding
that with more aggressive
testing, and as more people
were being identified, the
country would reach the peak
and thereafter begin to flatten
the curve.
However, Dr. Ifeanyi
Cajetan Casmir, a medical and
molecular microbiologist, said
what Nigeria was currently
experiencing was community
transmission.
He said till date, Nigeria had
not been able to test one per
cent of its population, noting
that, “We are yet to test up to
two million people till date.”

National Publicity Secretary

Laboratory Scientists of Nigeria
(AMLSN), said globally, the
number of confirmed cases
of COVID-19 in countries had
begun to decline, but that
Nigeria was rather witnessing
increasing cases. While urging
Nigerians not to panic about
the increasing number, he said
there were still a lot of questions
around the country’s response.
On his part, the President
of the Nigerian Medical
Association (NMA), Prof.
Innocent Ujah, also said
COVID-19 cases were
increasing because Nigeria was
doing more testing.
Dr. Ujah said, “If you are
doing more tests, you are more
likely to know the status of the
individuals.”
He further said there was
need for the country to evaluate
its strategy of response to know
if it was doing things right or
needed improvement, and
added that scientific evidence
was key to ascertaining the
effectiveness of disease
response.

The 100-level student of the

killed at the Ikpoba Hill branch of the
Redeemed Christian Church of God
(RCCG), Benin, while reading in the

The Edo State Police Command
Spokesman, DSP Chidi Nwabuzor, said
the suspect was arrested following the
screening of fingerprints on the fire
extinguisher allegedly used to smash
the deceased head.
He said, “Around the place of the
incident, the suspect was arrested,”
adding that the arrest was made
possible after the Area Commander of
Ikpoba Hill mobilised his men to take
action.
“The item used in the assault, which
was a fire extinguisher, was recovered;
immediately the operatives who were
with some specialists screened the
fingerprints which led to the arrest of
our suspect,” he said.
The Inspector-General of Police,
Abubakar Adamu, yesterday
dispatched forensic experts from
the Force headquarters to Edo State
to assist the state command in the
investigation of the case.
He also ordered the immediate
transfer of the ongoing investigations
into the case from the Police State
Headquarters, Benin, to the Force
headquarters, Abuja.
In a statement signed by Force
Public Relations Officer, DCP Frank
Mba, the IGP’s directive was sequel to
the preliminary report from the team of
investigators and forensic experts
earlier deployed to assist the Edo State
Police Command in the investigations
into the unfortunate incident.
While the DIG in charge of the Force
Criminal Investigation Department
(FCID), DIG Anthony Ogbizi Michael,
will henceforth provide direct
supervision and ensure speedy
and thorough investigation of the
case, the force PRO said the IGP had
ordered the immediate deployment
of specialised investigators and
additional investigation assets to all
the Gender Desks Offices and the
Juvenile Welfare Centres (JWC) across
the country.
Meanwhile, the federal government
has said that by bringing the
perpetrators of the murder to book

minor in Jigawa State by 14 men, the
government will be serving a strong
notice of its total aversion to gender-
based violence in whatever form.

a minor by 14 men in Jigawa State
was not only repulsive but highly
condemnable, adding that, ''It is said

Uwa: Tragedy of nation
that rapes its citizens
A
t 22, life had just started for Vera
Uwaila Omozuwa. The 100 Level
Microbiology student of the
University of Benin could not wait for
schools to reopen to take her studies
seriously. She had her eyes set on a
career in the health sector. While other
Jambites were frolicking at home due
to the COVID-19 lockdown, Uwa had
a habit of using the “free” electricity at
the RCCG parish nearby for her night
studies. It is a wonderful picture of
diligence.
Little did the poor girl know that
assailants were stalking her. At their
set time, they dragged her into the
church building, brutally gang-raped
her and smashed her head with a
fire extinguisher; leaving her half
dead. When her half-dead body was
discovered and rushed to the hospital,
she slipped into unconsciousness and
died two days later. The story of her
ordeal is now global, laced with the
gruesomeness of her murder. It has led
to another hashtag - #JusticeForUwa.
The head of her institution, Lilian
Salami, a professor, issued a victim-
blaming statement in which she offered
sympathies to the family, but warned
students “and indeed all young people
to be wary of the company they keep
and the places that they visit.”
Benedicta Ehanire, PhD, the
institution’s PRO, did not see anything
wrong with that double entendre.

How does a dead person get justice?
True justice is the inalienable right of a
human being to live to the fullness of
their life and fulfil destiny. Anything that
cuts short a life denies that being justice.
This is the philosophical side of the
tragedy of the murder in the cathedral.
Victim blaming is a horrible crime. By
advising students to watch the company
they keep in an obituary, Uniben was
insinuating that Uwa’s death was as a
result of keeping bad company. Only
a police finding could come to that
conclusion. Even in death, the Uniben
has denigrated one of its own. Public
relations is too important to be left in
the hands of non-professionals. Both
the Uniben VC and her PRO need to
approach their duties with diplomacy
and the milk of human kindness.
The grave does not grant justice to
victims of systemic serial rape. From her
age, Uwa is just another victim of the
unconscionable commercialisation of
public education.
Of late, JAMB, the agency that
administers admissions to Nigerian
tertiary institutions, has been praised
for the wrong reasons. First, for its
digitisation of its admission procedure
to a system without electricity or
popular access to the internet. Secondly,
for turning an essential service into
money-making venture.
The two premises for commendation
are flawed. Education should be a right
for a country that denies its citizens
every basic need. As it stands it is not, and
most parents have bent over backwards
to send their children to schools with
better prospects. The public school
system has been run aground. Parents
get no tax breaks for their effort, and
the money raised cannot be used to
provide basic essentials to students. It
is laundered into the system for the big
crooks.
Less than 10 per cent of those
qualified for tertiary education gets the
required admission to any school at
all. This is a rape of the responsibility a
country owes its young citizens. Many
of the qualified have been murdered on
the waiting list.
My niece is spending her fourth year
at home after clearing her papers with
incredibly super grades. She is a victim
of catchment area that rewards poor
students and punishes the bright ones
because of the accident of their birth.
According to a story in The Punch,
this year alone, JAMB remitted N7bn
to the federal coffers from swindling
parents and prospective students
through its matriculation examination.
JAMB offers no guarantee of admission
to any student who passes their exams.
“A” students waste the spring of their
lives fasting and praying for what the
society owes them. It is official rape.
Nigeria has no business charging
any citizen money to get into tertiary
institution. No advanced country
charges even foreign students
entrance examination fees. Before
the establishment of JAMB, Nigerian
students gained admission to
universities when they passed their
O Level; as it should be. Before 1978,
Nigerian students had a choice of one or
two universities to choose from. Today,
they beg, bribe and even sleep with
admission officers to get in. JAMB as an
institution has outlived its usefulness
to become a symbol of systemic rape
of the citizenry. It should reform or be
scrapped!
Uwa might not have come to a
brutal end if the Uniben was advanced
enough to offer her home learning
using e-portals. She would not have
been murdered in a cathedral if Nigeria
provided electricity for her citizens. With
uninterrupted electricity, Uwa would
not be a trending hashtag. She went to
a church in the hope that she would get
free electricity to study in peace at night
but met an untimely death in the house
of God.
Those who sexually assaulted her
only concluded a process that was
began by her country. It is a shame that
Nigeria serially rapes its citizenry on a
daily basis in many ways. The lack of
adequate security is a rape; lack of basic
amenities is a rape of the citizenry. The
ultimately painful tragedy is that those
who daily rape Nigerians are granted
the privileges that ought to be the basic
rights of the citizenry. Would Uwa get
justice in death? The answer is blowing
in the wind.

ut for Colonel Dangiwa Umar’s
letter, I had made up my mind
not to write anything on President
Muhammadu Buhari’s five years in
office. My first reason is that I preferred
to read the much that I was sure would
be written, believing my mind would
be spoken by all. To be frank, I was also
afraid of Buhari’s rabid supporters who
even as I see us all suffering under bad
policies, will bite and take no prisoner.
True as a fact is also, my deference
to many functionaries in the Buhari
government; good friends of mine. Then
Col. Dangiwa wrote. Now I must write.
Dangiwa Umar, like former President
Olusegun Obasanjo, is a voice to power
that you do not ignore. They choose
their time to write. They are like avid
stalkers on prey. They consider it futile to
fire a single bullet at the prey outside a
determined killing zone. They know that
a miss by even an inch is as bad as a miss
by a whole mile. Killing zone to their
likes is where whether you miss by a foot,
you still do lethal damage on the target.
Dangiwa Umar’s letter is a hard hit on
President Buhari, coming at this critical
time “close” on his tenure’s end with
many of his stitching efforts coming lose.
It is a time when Buhari, looking back,
must be wondering to himself, how
much difference he has made through
his tenure. Buhari’s smile of success can
not possibly be all over his face and he is
thus within the killing zone of predators.
Dangiwa’s letter, surely has come at
a bad time, considering the substance.
‘Your appointments will destroy Nigeria’,
screamed most headlines. Others
flashed - ‘Lopsided appointments spell
doom’. Yet more banners read - ‘Please
belong to all of us’, all crediting Dangiwa
Umar.
The main thrust of the letter is the
delayed appointment of Justice Monica
Dongban Nansem, next in line for
appointment as President of the Court
of Appeal. She has acted beyond six
months in that position. Dangiwa
recalled that a similar scenario had
played out on a former Chief Justice of
Nigeria, Justice Walter Onnoghen, and
he was disgraced out of office soon after
his confirmation. But the global angst
Dangiwa revealed is indeed the bizarre
appointment of mostly Northerners into
key positions by Buhari since coming
into office. Said the retired Colonel,
“Nowhere is this more glaring than in the
leadership cadre of our security services.
Mr. President, I regret that there are no
kind or gentle words to tell you that your
skewed appointments into the offices
of the Federal Government, favouring
some and frustrating others, shall bring
ruin and destruction to this nation.”
As I had feared, vocal supporters of
President Muhammadu Buhari have
refused to see the valuable import of
Dangiwa Umar’s open letter adducing
personal motives behind it. They argue
that Umar could have approached
the president directly, which is real
nonsense. President Buhari’s fortress
of the Aso Rock Presidential Villa is
impregnable to ideas, even for a wife
who has the president’s ears on her
pillow. How much more for outsiders?
I know for a fact that many well
meaning Nigerians have tried these
past five years to offer valuable input
to President Muhammadu Buhari
on skewed appointments and failing
policies, without success. If men like
Obasanjo and TY Danjuma, Buhari’s

comrades in arms, have had to go
public and hit rock even at that, what
chance did Dangiwa Umar have?
Imagine what minions wrote when
after a long spell, TY Danjuma was at
the Villa to meet with Buhari. I believe
it was really to condole him on the
demise of Abba Kyari, the late Chief of
Staff. To them, only President Buhari
has the nation at heart. Everyone else
has personal desires for motivation.
Sickening! Buhari’s base is happy to see
below expectation performance and
find no need for the president to heed
constructive “enemy” advice. With all
due respect to the service chiefs and
heads of the security agencies, that they
could all sit and hold their briefings in
one local language if they so wished,
is not good for a united Nigeria. Their
skewed choice was criticised from the
onset without affecting Buhari. As is
well known, they have been on seat so
long that their next in line have reached
retirement, all to the North’s clandestine
convenience. Dangiwa Umar did not
say anything President Buhari has not
heard about them.
Of late, Vice President Osinbajo has
become invisible, apparently stripped
of all, even ceremonial responsibilities,
many say. While he acted, he sent Justice
Onnoghen’s recommendation to the
Senate, a move many believe angered
not a few Buharists. Then he went on to
sack Lawal Daura as Director General
of the Department of State Security
(DSS) even if the South who had a well
qualified operative as next in line, did not
benefit from the happenstance. While
trying to promote the viable and popular
National Livestock Transformation Plan
captured in the budget, he of necessity
by forced public utterances torpedoed
the politically motivated amorphous
RUGA plan which was already being
funded even though outside legislative
appropriation. It appears that did it. All
his assignments became a new ministry
assigned to newly promoted Hon.

now visibly idle.
When I reviewed the Buhari First Term,
I noted that the Second Term would be
topsy turvy because Buhari is the only
thread keeping the APC coat of many
coloured rags together. As he makes to
leave, the seams will open up. I said the
Secon Term would actually run through
only one year. This year. The long knives
would come out through the remaining
three years as has happened to all past
regimes. Killed giants come back to life
at the closing hour of quitting time. I
noted that things hidden under the sun,
sea and the earth will surface and we will
see more conflicts between functionaries
as is already happening. Funded but yet
empty promises will show up. Many
such will smudge the Buhari record and
deny him his coveted kindness of history,
not to mention the wanton killings.
In the last two weeks, over 200 people
were killed by bandits operating in
Katsina, Kebbi, Kaduna, and Zamfara.
Add the 100 in Adamawa. All of these,
northern woes seem proportionate to
the region’s overbearing on management
of national security. You ask yourself.
To what advantage is the lopsidedness?
President Muhammadu Buhari should
heed Dangiwa Umar’s bold and brave
admonition, especially in the letter’s
greetings.

that people do not value life.
How sure are you that you will

Maybe it is right as you think,
but had it been the government

your life.

Buhari’s Chief of
Staff: Matters arising
It is therefore appropriate to
say over and over again that this
is not the first time this country
would have a chief of staff to
the president. Nigeria, since
President Shehu Shagari’s tenure
from 1979 to 1983, has had five
chiefs of staff at different times,
Professor Gambari being the
sixth.
Unelected, all of them, I
dare say, were as powerful and
as effective as their respective
principals wanted them to be.
Not only were they unelected,
their roles are not specified
in the constitution; not in the
extant laws of Nigeria nor those
of the USA where the concept
originated way back in 1961.
It started as one of those
very important administrative
and managerial duties
usually performed by any
intelligent, even if minor, staff
in the Presidency with any
nomenclature that the appointee
deems fit.
The White House Chief of Staff,
this glamorous position - power-
packed and influential - evolved
from a humble beginning. The
roles of the private secretary
to the president, personnel,
scheduling, coordination
of information, control of
the president’s travels and
movements among others, were
formalized and given the title of
assistant to the president in 1946.
In 1961, it metamorphosed into
something more elaborate to
include being in custody of
policies and programmes, and
was conferred with the title of
Assistant to the President and
Chief of Staff. This has remained
the full title till date.
But today it carries a lot more
responsibilities. And the holders
of the office have wielded
enormous powers and exercised
delegated authorities, the type
not available in the British
Westminster parliamentary
system in which the prime
minister and members of his
cabinet are elected members
of parliament and where they
routinely give account of their
stewardship on the floor of the
house.
But not in the all- powerful
Presidential System where one
man is super powerful, subject
only to the checks and balances
imposed by the constitution. In
all cases, the buck stops on the
desk of the president. He takes
credit for the good work of his
unelected assistants and gets
the blame for their shenanigans
as well - that is why he can hire
and fire at will without recourse
to any other authority.
The relationship between
President Ronald Reagan, a
former Hollywood star, who
was a very successful American
president from 1981 to 1989,
and his chief of staff, Donald
Regan, typically illustrates the
kind of synergy required for the

smooth running of the White
House. Their relationship is still
cited today as a typical example
of the power and influence such
ranking Presidential aide can
exercise.
Regan, not to be mistaken for
Reagan, the President, started
his career in the White House as
Secretary of Treasury where in
four years, according to records,
he helped to revolutionize the
U S economic policy which also
paved way for reform in the tax
system. In the second term of
the Reagan presidency, Regan
stepped in as the CoS and he
started a tenure that witnessed
lots of intrigues and personal
rivalry.
As chief of staff, the citizens
came to regard him as the
“second most powerful person in
the United States.” And for good
reasons. The president had taken
ill in July 1985 and was in the
hospital awaiting surgery.
The duty of getting the
Cabinet and leaders of the Senate
informed of this development
devolved on the chief of staff. But
he could not freely carry out this
onerous responsibility without
clearing it with Nancy Reagan,
the First Lady who also depended
on her astrologer friend in San
Francisco to give the green light.
The astrologer must tell them
the right time to do anything in
the White House. Surgery which
is a life and death matter had to
await the approval of the First
Lady and the astrologer. As for
the anxious Cabinet members
and leaders of the Senate, none
of them could possibly reach the
president without Regan’s say-so.
Even when Robert MacFarlene,
the national security advisor,
sought desperately to reach
the president on international
security matters, mum was the
answer he got. Between the chief
of staff and the powerful First
Lady, the gate was impregnable.
It took George Bush, the vice-
president, three hectic days of
peeping and waiting for the
chief of staff to give him the
go-ahead to see the president.
But unknown to the public, the
President’s directive was cast on
stone and it was very clear: keep
the number of visitors to the
minimum. And there was to be
no exception.
Naturally, the country was
agog with wild gossip and
the angry press could not be
mollified until Larry Speakes, the
White House spokesman, came
out to clarify the situation thus:
“The Chief of Staff is not making
any decisions that the President
does not want him to make.” End
of discussion. The country now
knew where the powerful CoS
got his powers from.
Now, are we to expect a
posthumous respite for late Abba
Kyari and some little elbow room
for Professor Gambari to settle
down and perform?

have described the recent
downward fuel pump price
adjustments by the federal
government as desirable to
improving their businesses and
called on the government to
sustain the fiscal regime in the
downstream sector to grow the
economy.
The commendations came
barely after 24 hours after the
Petroleum Products Pricing and
Regulatory Agency (PPPRA)
announced a revised fuel pump
price from N123.50 to a new
bank of N123.50-N121.50 band.
Speaking on his experience
over the past few months of
downward adjustment of the fuel
pump price, a tricycle operator
in Yenagoa, Bayelsa State, Mr.
Victor Udobong said that the
yesterday reduction of fuel price
by the federal government is a
great relieve for all Nigerians in
this difficult period of COVID-19.
Udobong, while speaking
with Daily Trust in Yenagoa on
Tuesday, said the price reduction
will definitely help bring down
prices of things that have gone

Power grid collapses, TCN
reaches 90% restoration

Nigeria (TCN) on Tuesday reported
the collapse of the national power
grid.
The spokesperson for the
company said the incident occurred
at 11:13am, and that restoration of
the grid had reached 90 percent at the
time of filing this report.
The company did not immediately
state the reasons for the system
collapse but confirmed that its cause
was still being assessed and that
actions were being taken to restore
electricity supply nationwide.

has recorded multiple hitches this
year, causing total outages and in
some cases, partial outages.

The Minister of the Federal Capital Territory (FCT),
Malam Muhammad Musa Bello, has inaugurated the
FCT State Community Policing Advisory Committee
(SCPAC), urging its members to be committed to
reducing crime rate in the territory.
Malam Bello also advised them to apply the principles
of natural justice and the laws of Nigeria while carrying
out the onerous task of securing lives and property.
While inaugurating the 17-member committee
headed by the FCT Commissioner of Police, Bala Ciroma,
Bello further called on members of the committee to be
non-partisan in the discharge of their duties.
He stressed that the concept of community policing
was anchored on trust between the people and security
agents. A trust which he said must not fall short if the
objective of the policy was to be achieved.
The minister said, “Once there is a trust deficit in any
guise or form, the workability of this policy becomes
highly diminished, and we would have lost a great
opportunity in improving the security profile of the
territory.”
The minister, through a statement from his spokesman,
Anthony Ogunleye, reiterated the need to be fair, just
and equitable while selecting those that would serve as
members of the Special Constables in the communities.
While giving an overview of the functions of SCPAC,
the Assistant Inspector General (AIG) in charge of
Community Policing, Bala Senchi, said it was the highest
advisory body on community policing in a state.

Kaduna community appeals for roads, drainage

e-library and renovated three
female toilets at the institution.

cancer and cervical cancer
sensitisation programmes for
secondary school students
How Lagos returnees suffer stigmatisation in Kebbi

Kebbi
Kebbi indigenes, who recently
returned from COVID-19
endemic states like Lagos, are
suffering from stigmatisation
as they are being rejected by
their kith and kins.
The state has a large
number of its indigenes, most
of them youth, who travelled
to Lagos in search of menial
jobs or to supply perishable
goods.
Following the federal
government’s announcement
for a total lockdown of Lagos
in April, as a result of a hike
in the number of COVID-19
cases, many of them decided
to return home.
However, on arrival, some
of them had to contend
with stigmatisation from
friends and relations even
though they do not show any

I did because I was inspired
by what late Nana Asma’u the
daughter of Sheikh Usman
bn Fodiyo did in the area of
improving girl child education
and many others, so I did it to
contribute my quota in the
aspect of girl child education.
“I decided to embark on
the e-library project because
of lack of the facility. It is what
modern society needs. We
need to improve on our level of
education; we should not rely
only on the textbook, we have to
upgrade and have e-resources.
“So actually I did not do it for
any award, and I never thought I
led into trauma.
Aliyu, who hails from Yauri
Local Government Area, told
Caliphate Trust that when he
returned, his relations told
him that it would be better if
he could find his way back to
Lagos.
He said when he asked
for the reason he was told
that all Lagos returnees were
being branded as COVID-19
positive.
He said this forced him to
be avoiding people including
going to his farm late to avoid
meeting people.
“It is really disheartening
to be stigmatised. You will be
reduced to self-pity though,
I rejected that with all my
might. I was lucky, I am the
type that always stay at farm
till late, that greatly assisted
me to fight it headlong. I
maintained my schedules
from farm straight to home.”

emirates councils in the state was

brought wealth to peasant farmers

T
here is an uneasy calm at the
National Assembly over the
implementation of the revised
“Condition of Service” for its staff and
the staff of Houses of Assembly in the
states.
The controversy stemmed from an
alleged ploy by the Clerk of the National
Assembly, Mohammed Sani Omolori,
and other senior officials to use the
provision of the revised condition of
service to extend their tenure.
Our correspondents report that the
situation has created tension as groups
exchanged claims and counter claims
over the matter. It has also created
factions in the National Assembly
bureaucracy and staff.
While some groups called for the
full implementation of the revised
condition of service, others opposed it,
calling for the retirement of the clerk
and about 150 other staff that are due
for retirement.
Those opposed to the implementation
of the “Revised Condition of Service”
argued that it was amended at the tail
end of the Eight National Assembly
through a bill titled: “Retirement Age
and Conditions of Service”, allegedly
“smuggled” in by the last leadership.
Findings revealed that the amended
document proposed that the retirement

streamline the irregularities found
therein.”
A group, “Next Level Due Process
Group”, had urged the President of
the Senate, Ahmad Lawan, Speaker of
the House of Representatives, Femi
Gbajabiamila, and Chairman of the
National Assembly Service Commission
(NASC), Engr. Ahmed Kadi Amshi, to
stop the implementation of the new
conditions of service.
In a reaction, staff of the National
Assembly and its affiliated agencies
under the aegis of Parliamentary Staff
Association of Nigeria (PASAN), raised
alarm over an alleged clandestine plot
to truncate the revised and adopted
conditions of service being enjoyed by
its members.

industrial disharmony.
Reacting, the Director of Information,
National Assembly, Rawlings
Emmanuel, said the amendment of
the service rule was not a bill and did
not need a presidential assent to be
implemented.
According to him, “The rules
applicable to civil servants do not apply
to National Assembly staff, because the
parliament is an independent arm of
government.”

COVID-19 pandemic.
The INEC Chairman,
Prof. Mahmood Yakubu,
gave the explanation
yesterday during the
first virtual consultative
meeting with Civil Society
Organisations (CSOs).
According to him, the
nation’s democracy and
electoral process could not
be truncated due to the
pandemic, thus the need
to proceed with electoral
activities in the country.
He said the engagement
with CSOs remained at
the core of the electoral
process and assured that
the commission would
continue to deepen such
election under the
current global health
emergency is novel. Apart
from the general policy
directions provided
by some international
organisations that support
democracy around
the world, only a few
countries have conducted
elections under the
COVID-19 pandemic.
There is, therefore, little
international best practice
to guide election managers
in this regard.
“However, since health
authorities have issued
guidelines on how public
institutions in Nigeria can
protect their workforce
and safely serve the public
interest, we consider it
imperative to proceed
with electoral activities in
Nigeria. Our democracy

PM to host Global Vaccine Summit to protect 300mn children

Engineering medicine in the time of pandemic
How COVID-19 spurred ABU engineers to produce ventilator, sanitising device

T
he outbreak of the novel
coronavirus has forced
scientists across the
world to think out of the box. A
search for a cure and need for
essentials equipment for the
treatment of COVID-19 and
curb the spread of the disease
has become a priority.
Two of the most important
equipment required for both
treatment and prevention are
ventilators and devices for hand
sanitising.
Being that ventilators are
critical equipment in the
treatment of COVID-19,
coupled with the fact that even
advanced countries of the world
are in short supply, engineers
at ABU decided to intervene
by producing a locally made
ventilator that could be used
in the treatment of the novel
disease.
The engineers also
manufactured a four-in-one
sanitiser machine.
Professor Muhammad Sani
Sallau is the Director, ABU’s
Equipment Maintenance and
Development Centre (EMDC)
and the leader of the team. He
said, with the breakthrough,
the next thing, which they
are urgently pursuing, is to
safeguard the product.
“We are currently processing
the patenting and trade-
marking of these products.
We are receiving the necessary
cooperation from the relevant
agencies of the government. We
are hoping before the end of this
week, we would be able to make
the necessary payment,” he said.
On mass production of the
devices named ABUVENT-20
and ABUSANIT-20, Professor
Sallau said the duty of research
centres like theirs is to come
up with ideas and allow
manufacturers to take up mass
production.
“Therefore, what we do is
to come up with ideas and
to come up with prototype
equipment like these ones. The
university would now liaise with
manufacturers and follow due
process for the mass production.
I think if the government comes
in here; it can assist.
“We have sent the video clips
to them and they even called
us to Abuja for demonstration.

four-in-one sanitiser machine.
“It can take 25 litres of water.
However, this can be reduced
or increased depending on
the demand. We source all the
materials locally within available
resources in Nigeria.”
Usman said the machine was
designed to be produced within
one hour in an industrial set up.
“But”, he said, “Since we
are using hand tools, it takes
longer. It dispenses water, soap
for washing of hand, dry-up the
hand and dispenses the hand
sanitiser. This is why it is four-
in-one.
“Despite the fact that the
government had withheld our
salaries for three months as
ASUU members, we felt that we

the ventilator and would put
it into use first at the ABU’s
Veterinary Teaching Hospital to
detect any defect before finally
taken it to ABUTH.
He said the major challenge
the team faced was funding
and sourcing of the materials to
use. Despite the non-payment
of their salaries, members of
the team used their personal
finances to fund the project
“My appeal to government
is to be funding conceived
ideas for the mass production
of the prototype products. Our
universities are blessed with
intellectuals that can compete
favourably at the international
arena if constraints like
inadequate power supply,
equipment and funds can be
addressed.”
While inspecting the
breakthrough, Vice-Chancellor
of ABU, Professor Kabir Bala
said the prototype ventilator and
hand sanitiser machine by the
school’s engineers are spurring
the upgrading of its research
laboratories.

He said the achievement is a
testimony to the competence of
Nigerian scientists if provided
with a conducive environment
to operate.
He said the upgrade of the
university’s laboratories would
allow scientists from within
and outside the institution
and Nigeria as a whole to use
them to widen the frontiers of
knowledge.
Appreciating the team of
engineers, Bala said the three
core mandates of ABU, which
are teaching, research and
community service, could
be more realisable when
the institution’s intellectuals
continue to look inward.
“ABU would further develop
its research and innovation
centre by providing it with all
the needed facilities to achieve
the desired objective. The centre
in conjunction with Intellectual
Property Technology Transfer
Office would work towards
patenting all inventions of the
university,” he said.
The university, the VC added,
would equally work hard to
attract funding for research
purposes in order to survive as
universities elsewhere in the
world do.
“We have much potential that
if tapped well, the country would
stand to benefit immensely,” he
said.
For now, though, all eyes
would be on the relevant
authorities to see how this
breakthrough would be moved
to the “next level.”

environmentalists, civil

are set to mark the 2020 World
Environment Day (WED)
by lending their voices to
advocate for the protection of
the environment by promoting
environmental justice.
WED is globally marked
every June 5, in about 150
countries to create awareness
affecting the environment.
The 2020 WED is to be
hosted by Colombia with
the theme: “Biodiversity”,
and the slogan: “Time for
Nature”, to focus on nature,
biodiversity conservation and
sustainability, following the
fact that one million plant
and animal species are facing
extinction.
However, due to the

W
e have been celebrating the
African Environment Day
(AED) in the last 12 years,
what is your assessment so far?
It was in 2002 that our heads of
state decided to commemorate the
AED, and 2004 came with our own
Nobel Prize Laureate, the late Wangari
Mathaai, winning the prize. She did
a lot to preserve and conserve the
environment. With that, we started
celebrating years later to create
awareness.
As you know, we need to preserve
the environment for today’s
generation and future generations.
We are really encountering a lot
of challenges in terms of reviewing
policies on how to preserve illegal
exploitation of our fauna and flora. We
have deforestation and illegal fishing
because there are no right policies in
terms of how we are going to use our
resources and conserve them.
Would you say the events of WED
have been able to meet the targets of
AED?
I will say the events have been very
successful, and the fact that in the
past three years we came out with
the key actors that play roles in the
environment sector: these are women.
This women component brought
this event to be very meaningful
because women work with the natural
resources and know how to preserve
them.
The forum of women on
environment has really been
successful, and the platform, “Africa
WISE”, that we launched, is the way
forward. A lot has been done. If you
don’t organise these environmental
groups into an association, you’re
not doing anything, because Africa
has 55 countries and with a lot of
associations. So if you discuss all
the movements, it’s better to create
synergy.
Last year we did the same thing
with “Women in Agriculture”. We
recognised rural women; their value
and their effort, because 80 per cent
of what we are eating in terms of food
are being produced by women. 60 per
cent of the labour is women. So we
launched a platform for them in 2019.

the African Union (AU) that deals

So at the department we are going
to see how we can create synergy
and create a concession to look at
how to go through socio-economic
transformation on the continent
because we have a lot of challenges
like food security, conflicts, climate
change and economic slowdown. So
to achieve food security, it can only be
by bringing all the actors and working
with them.
We have to make a proper action
plan, a road map to monitor what
they are doing. We all know what the
women need. The first problem is
access to land. So the forum looked
at how women can have access to
land.
At AUC, we have the land tenure
centre which is being hosted by
ECA UNICA. We want to make the
centre instrumental for our member
countries to help set proper policies
and strategies so that women can
have land tenure secured.
What are your personal
expectations of the group launched?
We are talking about environment;
we have the Paris Agreement. The
agreement was in 2015 during the
CoP 21, and we have our National
Determine Contribution. So the
implication is to implement the Paris
agreement; it’s to reduce emissions.
To reduce emissions, we have to go
to green economy, and knowing that
these women are really committed,
we can go towards that. With that, we
need finance. In the industrialised
countries, they promised us in 2016
in CoP 22, at least $100bn yearly to
replenish the climate change fund,
but up till now they are not doing
anything, and we need to implement
our NDCs to create adaptation
because the climate extreme events
are becoming more recurrent.
We saw what happened last year in
Mozambique, Zimbabwe and Malawi,
so we really need to look at how we
can respond; what mechanism to
use. At AUC, we are talking about
emergencies. Create a fund for
emergencies, especially when you
look at what climate change is
causing on the continent in terms of
food security. It’s very serious. Look
at the desert locusts in the Horn of
Africa, how we can address this type
of outbreak, because the farmer is
already poor, he’s going to cultivate
his plants, but he cannot harvest
because of climate change. The
weather today is very favourable for
the laying of eggs of the swarms and
they are really multiplying.
We have pests and diseases,
drought, floods, desertification,
deforestation, landslides and water
race for island states. There are lot
of challenges, but I believe with this
platform we can find solutions and
make our own voice heard.
Africa is not the cause of climate
change in the world; we have only
four per cent of the responsibility, but
we are the most vulnerable part of the
globe that is really hit by the effects of
climate change and constant hazards
on the continent.
Since the donations are not
forthcoming and it is agreed that
Africa has resources to tackle all
these challenges, what advice do you
have for African governments?
It’s not that Africa is not doing
anything; it is doing a lot. We have

COVID-19 stifles allocations

Nigeria Professional
Football League, NPFL, are
said to have vanished into
thin air following paucity
of funds caused by the non-
release of monthly allocations
from their respective state
governments.
Following the outbreak
of the deadly coronavirus
pandemic in Nigeria, the
federal and state governments
are focused on efforts to
contain the killer virus.
Consequently, state
governments have not been
able to maintain regular
release of funds to the clubs
due to the battle with the
coronavirus.
Unfortunately, since 18
of the 20 clubs in the NPFL
depend solely on government
for funding, some have not
been able to pay salaries
and allowances since the
beginning of the coronavirus
crisis.
While a club like Kano
Pillars where players and
officials are enrolled as civil
servants has no cause to
complain, their counterparts
like Enyimba FC, Nasarawa
United, Katsina United, Lobi
Stars, Sunshine Stars and a
host of others who depend
on monthly allocations to pay
salaries are in dire straits.
Daily Trust can report
authoritatively that in as
much as allocations to the
clubs are not uniform, there
are some that collect over

players concerning their
salaries,” he said.

Trust painted a different
picture as he said his chairman

of foreign coaches.
“He was employed as
the coach, he should be

Buhari leadership.
This is not a contribution for or against
the administration, and no apologies
are offered if it appears otherwise. It
is an attempt to make the case for the
nation to move beyond lamentations
and opportunistic quarrels and for the
leadership to assume its role with greater
sense of responsibility and sincerity, or the
country will sink deeper into uncertainty
and insecurity by 2023. Part of the problem
here is that President Buhari is not given to
shifting ground. The impression is created
that he genuinely believes he has largely
vindicated the faith of Nigerian voters with
the two elections he won, and if there are
strain were mainly related to being elected
president. His governance style is entirely
shaped by the personality of an extreme
conservative, the type that believes
changing styles or pace is unnecessary
and a sign of weakness. This fundamental
contradiction around a basically
conservative person who acquires power
on the back of deep, popular yearning for

of our politics. Clues for understanding
it may lie in the deep recesses of the

Buhari to reduce the gap between what
the nation requires to be done, and where
he appears to be content to draw lines? The
nation had better hope there is, because
the popular narrative that Buhari has three

do so. They did not wake up one tragic
morning to find their lives and livelihood

threatening national co-existence.
It is important that President Buhari
understands his place in history very
clearly. Right now, the mystique around
him has faded thin, and simple folk who
thought there was nothing he could not
do are bitter that they either over-rated
him, or he has badly let them down

at the demystification of a man and the
nation’s loss of eight years, but majority
of Nigerians will hope that he will not be
overwhelmed by the state of our existence
today to resign to waiting out his time.
Countries do not stand still. They improve,
regress or decay. If President Buhari cannot
turn the tide, he should work towards
slowing it.
