1.0 SCOPE

The purpose of this method statement is to describe the procedure and methodology to be adopted
as a part of testing and commissioning of testing and commissioning of water supply pipes including
chlorination for the Construction of Mosque, Ablution & Imam’s House at M7 Stables at Saih Al
Salam. This document should be read in conjunction with the Project Quality Plan and Contract
Specifications.

4.0 RESPONSIBILITIES

Safety Manager: Shall be responsible for the implementation of safety procedures on site
and to ensure that the Risk Assessment within this method statement is followed. He shall
assign a competent Safety Officer to enforce these procedures and to provide guidance to
the operations where applicable.

QA / QC Manager: Shall be responsible for the proper implementation of these procedures


and ensure that inspections and tests are carried out according to the relevant approved
Inspection Test Plan. He shall assign a competent Quality Control Inspector to perform
inspections.

Construction Manager: Shall be responsible for the site implementation of these


procedures and to provide all the resources from competent and trained manpower, tools,
equipment, and approved materials. He shall coordinate with the Quality Control Inspector
for inspections and issuance of Request for Inspections (RFI). He shall be responsible for the
safety of all personnel working on these activities.

MEP Engineer: Shall be responsible for the overall execution of works, and also responsible
for following all HSE and quality procedure.

Safety Officers: Shall be responsible for the implementation of all safety requirements and
to ensure that the works are undertaken in a safe and proper manner, all in accordance with
the approved Construction Phase HSE Plan, the approved method statement and the
approved Job Safety Analysis.

Quality Control Inspector: Shall be responsible for inspection and verification that the
procedures are properly implemented and that inspections are undertaken in accordance
with the approved Inspection Test Plan in a timely manner.

5.0 SITE PLANNING AND PREPARATION

 Ensure all the employees attend site-specific induction covering safety, environment, and
quality.

 Acquire approvals and inspection for plant & machinery to enter inside the site locations if
any.
 Any PTW for General works will be applied and obtained prior to works on site.
 All environmental control will be established in accordance with the Site Environmental
Plan.
 Ensure that all the necessary clearances from the Construction team are obtained prior to
start the work.
 Check that the shop drawings and material submittals are approved and verify that the
materials are as per the approved by the Engineer.
 All material shall be stored in a place free water, dust and adequately covered to
avoid any kind of damaged.
 All material shall be transported to work place using adequate manpower.
 While unloading, Shifting and storage it shall be ensure that there is no transit damage.

6.0 WORK METHODOLOGY & SEQUENCE OF WORK

 Testing and commissioning of water supply pipes including chlorination.

6.1 PRECOMMISSIONING PROCEDURE FOR WATER SUPPLY SYSTEM

 Ensure that the system installation is complete and mechanical completion is approved.
 Ensure that no damage occurs between mechanical completion & precommissioning.
 Check that the Water Booster piping network is complete with proper valves, water
hammer arrester drains, vents, strainers, pressure switches & instruments in place as per
final approved shop drawing.
 Ensure the PRV stations are installed in all the floors & the bypass piping is completed &
properly supported.
 Ensure that the Water Booster network is hydraulically pressure tested and approved.
 Ensure the water supply network is disinfected in line with the approved method
statement.
 Ensure that the entire system is cleaned internally & externally.
 Ensure that the water supply pumps are precommissioned & commissioned in line with
the approved procedure.
 Ensure all the pressure switches are installed & wired properly.
 Ensure the wiring to the DDC from the pump panel is complete.
 Ensure all drain valves & vents are installed.
 Ensure that the BMS connections are done.
 Ensure that the identification of all the pipework are complete.
 The wiring diagram of pump controls & schematic piping shall be displayed near or inside the
control panel. Check filters are clean and fixed properly.

Commissioning Procedure for Water Supply System

 Ensure that all the precommissioning checks are carried out successfully.
 The Water supply system shall be completed tested for proper sequence of operation as
approved.
 System pressure will be maintained always at 16 bar. In the event of water consumption, pressure
in the water supply system piping will fall down. Minor drop in pressure shall be compensated by
the expansion vessels, but when the pressure reaches 15.0 bar, Pressure Switch PS1 will cut in
and jockey pump will start. If pressure builds up to 16.00 bar, then jockey will stop
 While the jockey pump is in operation, if the pressure drops further to cut in pressure of PS2
(14.50 bar), then Main Booster pump will start and jockey will stop. Main pump will continue to run
till the pressure reaches cut out pressure of PS2 (16.0 bar).
 As the main pump starts only below 14.5 bar & stops at 16 bar, there is sufficient time for the
pump to transfer from star to delta thus avoiding the frequent running of pump only in star mode.
Further the star to delta transition time shall be reduced.
 While the Main Booster pump is in operation, if the pressure drops further to cut in pressure of
PS3 (13.50 bar), then Second Main Booster pump will start and both the main pumps will run.
Main Booster pumps will continue to run till the pressure reaches cut out pressure of PS2 and PS3
(16.0 bar)
 While the Main Booster pumps are in operation, if the pressure drops further to cut in pressure of
PS4 (12.50 bar), then Third Main Booster pump will start and all the three main pumps will run. All
the Main Booster pumps will continue to run till the pressure reaches cut out pressure of PS2, PS3
and PS4 (16.0 bar).
 While the 3 Nos. of Main Booster pumps are in operation and due to any reasons any one of the
main pumps fails to work, then the Standby Booster pump (the next available pump) will start and
both the Main Booster pump and Standby Booster pump will continue to run till the pressure
reaches cut out pressure 16.0 bar.
 The main pumps will stop in reverse sequence when the system demand reduces.
 The above sequence of cut-in and cut-out of main pumps will change during each new demand
cycle. Once the demand reduces all the pumps will stop in reverse sequence. The cyclic
changeover of duty of each pump will carry on during each cycle of operation. This cyclic
changeover of duty and standby pumps shall ensure to have uniform wear and tear of all the
booster pumps.

SIGNALS TO BMS PANEL


 Pump running status.
 Pump trip status.
 Water low-level status in the tank. / Dry run protection.
 Pump Start/Stop command.

PROTECTION OF PUMPS (shall be demonstrated)


 Dry run protection for booster pumps by level switch inside the water tank.
 Against overheating by adjustable temperature thermostat. Pumps will stop if the water
temperature exceeds more than 90 oC.
 Against motor overheating by thermistor, which will be wired to the panel to trip the pump in case
of temperature more than 90 oC

Demonstration of sequence of operation:


 1. Pressure vessel & jockey pump: The water outlets in certain floors shall be opened & the
pressure drop in the system shall be observed. The minor pressure difference shall be
compensated by the pressure vessel, but as time passes the jockey pump will start.
 Main pump 1: The jockey pump discharge valve will be closed, then the pressure drop in the
system will increase & the main pump 1 will start.
Main pump 2: The main pump 1 discharge valve will be closed, then the pressure drop in the
system will increase & the main pump 2 will start.
 Main pump 3: The main pump 2 discharge valve will be closed, then the pressure drop in the
system will increase & the main pump 3 will start.
 Stand by pump: The main pump 3 discharge valve will be closed, then the pressure drop in the
system will increase & the standby pump will start.
 Pressure Setting procedure for pressure switches: The pressure switches can be manually
adjusted & set to the required pressure with the help of the pressure scale & the adjustment screw
in the switches.
 Open / Close condition of valves: All the valves in the system shall be open during pre-
commissioning and commissioning except the test line valve & the PRV station by pass valves.
 Commissioning of PRV stations: The pressure setting the PRV stations in all the floors including
the bypass PRV shall be carried out by manually adjusting the pressure setting of PRV to 2 bar.
Pre-Commissioning Phase (Pre-Commissioning Checks)
 The main objective here is to prepare and check the installation of piping and domestic water tank
prior to Chlorination of the Water Supply System.
 The following checks will be made and recorded on the test sheets.
• Check that the booster pump is installed and operational.
• Check that all filtration, softener, water heaters & calorifiers systems are bypassed prior to
chlorine application.
• Check that the isolation valve is installed for inlet and outlet.
• Check if the strainer is installed.
• Verify that the piping system tests are complete.
• Verify that the tank installation is approved and the required test is completed.

Commissioning Phase (Commissioning Procedure for Chlorination)


 Isolate the system to be treated from public use.
 Attach suitable hazard warning notice at all main entrances like toilet areas, tank room and the
like.
 Fill the water tank with fresh water and run the booster pump to distribute the water to the whole
system prior to flushing.
 Drain the water tank and the distribution system to empty and physically clean, to remove all
deposits of rust, slime, sediments, scale and other fouling, as far as is practicably possible.
 Fill the water tanks again with fresh water and then close off the make-up supply line.
 Chlorinate the water in the water tank by adding the approved chemical or Tablets, to give a
measured free chlorine level of minimum 50 ppm in the water. This can be measured using testing
chlorine kit provided. Yellow color indicates 50 ppm and above, otherwise additional chemical
tablet is required.
 After an hour, Charge the system with the chlorinated water from the water tanks. Note: All
filtration, softener, water heater and calorifier systems should be bypassed.
 After Chlorinating the water tank and pipeline, each draw of fitting should be successively opened
working progressively away from the water tank & pipeline. Each tap and draw-off fittings should
be closed when the water discharging begins to smell of chlorine. Note: The water tanks &
pipelines must not be allowed to become empty during this operation, if necessary it must be
refilled and chlorinated as above. The water tanks and pipelines should remain charged for 24
hours.
 After 24 hours, open a selection of outlets, including those furthest or highest from the water tank,
measure the free chlorine level. If the concentration of the free residual chlorine is less than 30
ppm (Using Testing Kit, pink color should be produced) the disinfecting must be repeated.
Otherwise, drain 20% of the water in the water tank.
 After Draining Dose chlorine neutralizing solution @ 1.55 ppm per 1 ppm of free chlorine.
 After the addition of neutralizing solution, charge fresh water tank with fresh water equivalent to
the 20% that was previously drained.
 Wait for 3-4 hours before charging the system. In charging the system, all outlet/taps to be open to
release the water until the water coming out of the taps are clear and not smelling chlorine.
 Sample for microbiological test has to be collected from designated location.
 The sample will be tested by approved laboratory.
 Final Certification will be provided upon satisfactory completion of the above.

The required manpower shall be reassessed for each activity. In general, the following Supervision
& resources will be in deployed:

 MEP Engineer
 Safety Officers
 Foreman and charge hands
 Technician
 General Labors

8.0 QUALITY CONTROL

 All delivered water supply pipes and chlorination shall be subject to inspection and
approval of the Engineer/ Consultant in line with the approved material submittal.
 All water supply pipes shall be inspected in accordance with the approved drawings.

9.0 HEALTH, SAFETY & ENVIRONMENT (HSE)


The Health Safety and Environment Project Management Plan institutes the overall mechanism for the
risk management processes with regard to the Project. Processes are implemented at the earliest
stages within the project cycle, identifying risk and facilitating an opportunity for the application of
appropriate mitigation strategies. As an integral part of the planning process, prior to the commencement
of any operational activity a suitable and sufficient specific assessment (RA) of the risks associated with
the works should be undertaken.

10.0 SAFETY INSTRUCTIONS

 Starting instructions will be given by the supervisors at the start of each activity to explain
the methodology of works and to communicate safe working procedures to the operatives.
These talks are structured in a way to highlight to major risks involved in the activity and
the various control measures required in order to minimize the risk. It is delivered in a
manner such as the key points that will be remembered by the operatives receiving it.

 Toolbox talk meetings will be held for each crew, on group or employees, regarding more
general topics of the Project HSE Policy; for example, lessons learned, near-miss reports,
implementation of the requirements and message from the LBS management or
Employers HSE personnel.

 The persons using cleaning fluid, solvent cement & any other forms of chemicals must
wear hand gloves.

 Ensure only qualified personnel shall install, test & commissioned the equipment.

 During testing & commissioning, display warning sign boards to be provided and barricade
the area whenever necessary.

11.0 PERSONAL PROTECTIVE EQUIPMENTS

All workers will be issued and trained in the use of the required PPE equipment to comply with
contract procedures and local regulations and will be supplemented with PPE as required by MSDS
& COSHH assessments. This will include but will not be limited to;
 Hard Hats
 Safety Boots with ankle support and steel toe caps
 Safety Goggles
 High Visibility Vests / Overalls with integrated reflective strips
 Hand gloves
 Face Masks

 A variety of mechanisms, such as method statement briefings and toolbox talks will be
implemented to ensure all relevant personnel is appropriately informed.

 In addition to their safety induction received at their arrival on-site, all the workers will have a
toolbox meeting to be briefed about the risks of their specific work task, prior to the start of
works.

12.0 ENVIRONMENTAL ISSUES

12.1 INTRODUCTION
As part of the development of the Organization’s Environmental Management System(s) the
significant issues that are faced both on-site and within offices or other facilities should be
addressed. This approach subsequently allows for a systematic focus upon the important
environmental aspects to be adopted which in turn facilitates prioritization of limited
resources

12.2 MITIGATION MEASURES


 General housekeeping rules for all operatives shall be observed.
 Stationary equipment e.g. lighting towers, generator etc. will have containment trays
beneath.
 Unauthorized personnel entry shall be restricted.
 Organize the work and setup tools and equipment correctly.
 Check all types of equipment are in good working condition.
