In the interest of the service and in support to the Agency's continuous efforts
to provide quality assured TVET programs in this new normal state, the guidelines
on online processing of program registration application is hereby issued.

I. Background and Rationale

The government, though the Inter-Agency Task Force for the Management
of Emerging Infectious Diseases, issued emergency measures to address the
social and economic burden amidst the coronavirus disease 2019 (Covid-19)
pandemic in the country.

Following the 3-phase approach of NEDA, TESDA issued "OPLAN TESDA


ABOT LAHAT "TVET Towards a New Normal" which serves as the agency's
primary reference in carrying out programs/activities/project and targets for the
year until 2022.

Parallel to this, current policies and guidelines on program registration shall


be adjusted to adopt to this new normal state.

II. Objective

To provide guidelines on the online processing of program registration application


under UTPRAS, as an alternative mode of processing of applications for Program
Registration in the new normal state.

III. Definition of Terms

e-Signature Refers to any distinctive mark, characteristic and/or


sound in electronic form, representing the identity
of a person and attached to or logically associated
with the electronic data message or electronic
document or any methodology or procedures
employed or adopted by a person and executed or
adopted by such person with the intention of
authenticating or approving an electronic data
message or electronic document.

e-Data Message Refers to a paper document that has been scanned


and converted to a computer file, typically Microsoft
Word or Adobe PDF.

e-Copy Refers to information generated, sent, received or


stored by electronic, optical or similar means.

Flexible Learning Refers to the provision of a range of learning modes


or methods giving learners greater choice of when,
where and how they learn.

Information Technology Refers to the technology involving the development,


maintenance, and use of computer systems, software,
and networks for the processing and distribution of data.

Social Distancing Refers to the practice of maintaining a greater than


usual physical distance (such as six feet or more)
from other people. This is currently called "physical
distancing".

Online Processing Refers to the series of steps or activities


undertaken with the use of computer/s or networks,
as through a commercial electronic information
service or the internet in the processing of program
registration application in this new normal state.

IV. New Protocols in the Processing of Program Registration

The same Process Cycle Time (PCT) of three (3) working days shall be
adopted in the online processing of program registration application documents
in the new normal state.

The following activities shall be conducted using the online modality:

A. Submission and transmittal of documents, by email, uploading in Google


Drive or online application system developed for the purpose, whichever is
applicable to the RO/PO:

1. Submission of Program Registration application documents by


applicant TVI/s/Company/ies;

2. Submission/endorsement of Program Registration application


documents by Provincial Office (PO) to Regional Office (R0); and

3. Issuance of e-copy of the CTPR.

B. Activities that involve face-to-face activities, may be done virtually using


Skype, Zoom, Google Meet and other video conferencing applications:

1. Conduct of Orientation; and


2. Conduct of Inspection.

V. Fundamental Requirements and Activities Prior to the Conduct of Online


Processing of Program Registration Application Documents

A. The applicant TVI/s/company/ies and TESDA Regional and Provincial


Offices (ROs/POs) shall ensure that the following essential online
requirements are available:

1. Stable and reliable internet connection e.g. Globe/Smart/PLDT


DSL/Convergence, etc.;
2. Online ICT tools/Platforms/Software e.g. video conferencing through
Google Meet, Zoom, CISCO Webex, and others;
3. Computers/Laptops;
4. TESDA Google account (for TESDA personnel); and
5. e-copy of Program Registration application documents as listed in the
Checklist of Program Registration Requirements.

B. Conduct of Online Comprehensive Orientation to Applicant


TV/Is/Company/ies (not included in the PCT)

1. The PO UTPRAS Focal shall notify the concerned TVI/s/company/ies


on the conduct of online orientation and provide the link for the chosen
video conferencing platform. Both parties should have active online
status on the chosen apps/platforms.

2. The Provincial Director or the designated PO UTPRAS Focal shall


initiate the invite/call to start the orientation.

3. The PO UTPRAS Focal shall provide instructions on the flow of


exchange of group discussion during the open forum portion. Each
applicant TVI shall be allowed to clarify and ask questions.

4. The following new protocols/arrangements in the delivery of TVET


programs which are essential in the delivery of training program should
be added as topics for discussion during the orientation:

4.1 Learning/Training Protocols

a. The Mandatory Learning Module - "Practicing Covid-19 Preventive


Measures in the Workplace" for learners/scholars, trainers and TVI
employees;
b. Observance of health protocols, such as the presence of
disinfection areas and disinfectants within easy access for
everyone, health checks and temperature scanning should be in
place in the training center;
c. Workshops/training spaces will need to be re-configured to address
the need for physical distancing for the face to face training (3 feet
or 1 meter between the learners/scholars per DOH Administrative
Order 2020-015. TVIs may consider placing temporary barriers
(plastic dividers, cubicles, etc);
d. Submission of Training Plan for the Flexible Learning Delivery
modes to be adopted e.g. full online, blended; and
e. List of requirements for the conduct of Flexible Learning Delivery
modes ( ref. TESD Circular No. 62 s. 2020)

4.2 Administrative Protocols

To reduce the risk of transmission of the virus, the following


protocols should be strictly observed:

a. Adopt effective practices to ensure compliance to social and


physical distancing among the staff and learners. Restrict mixing
between groups.
b. Use of health personal protective equipment by all employees and
learners/scholars at all times. These are face masks, protective
goggles, gloves, protective shields, sanitizer.

c. Regular disinfection and sanitation of all workstations, workshops


and laboratories, rooms and buildings.
d. Placement of sanitizers and alcohol-based dispensers in entrances
of the training facility - classrooms and workshop areas/laboratory.
e. Placement of disinfection footbath in building and room entrances.
f. Provision of no-touch, digital thermal scanner at the main entrance.
g. Persons with high temperatures and/or flu-like symptoms shall not
be allowed to enter the building premises.

TESDA, IATF and LGU issuances on these health and


administrative protocols shall be adopted.

5. The PDF copy of the Certificate of Concurrence shall be provided to


the TVI/s/company/ies by the PO/s thru the TESDA official emails to
the email of the applicant TVI/s/company/ies, for their signature. The
TVI shall email back the signed copy to the PO.

C. Conduct of Online Technical Inspection (not included in the PCT)

1. The PO UTPRAS Focal shall send notification to the applicant TVI/s/


company/ies and the Expert on the scheduled conduct of online
inspection.

2. The Technical Inspection Team, which is composed of the PO


UTPRAS Focal and one expert from the industry or academe, shall use
online conferencing applications such as Skype, Google Meet or Zoom
in the conduct of online technical inspection. The UTPRAS Focal shall
send the "invitation to join" and the "link" to the email address of the
Expert and applicant TVI/s/company/ies.

3. In case the Industry Expert or Lead Assessor is not available, the


Qualifications and Standards Office (QSO) Expert who assisted in the
development of the Training Regulations of the qualification being
applied for registration can be tapped in the conduct of online technical
inspection. A TTI Trainer in the province may also serve as technical
expert, especially if the qualification is not new and has been
implemented by the TTIs.

4. The PO UTPRAS Focal shall initiate and manage the online


communication tool/video conferencing application to be used during
the conduct of online technical inspection.

5. The Inspection Team shall focus its online technical inspection on the
equipment, tools, training laboratory and workshop facilities, based on
delivery mode. The institutional assessment shall be presented during
inspection.

a. To facilitate the conduct of online technical inspection, the PO


UTPRAS Focal shall advise the applicant TVI/s/company/ies to
prepare the equipment, tools, training laboratory and workshop
facilities in accordance with the list indicated in the prescribed
TESDA Forms (TESDA OP-00-01-F013 to TESDA-OP-00-01-
F18)

b. "New Normal Requirements" in the workshops/training premises


including policies in ensuring safety of learners, employees and
visitors from COVID19, and other infectious diseases shall likewise
be checked and inspected.

c. The PO UTPRAS Focal shall likewise advise the applicant


TVI/s/company/ies to provide labels on the tools and equipment
prior to the said inspection.

6. The PO UTPRAS Focal shall temporarily turn off the online


communication tool/video conferencing application for or request the
applicant TVI/s/company/ies to "leave" to give time for the Technical
Inspection Team to discuss the results of the technical inspection.

7. The results of the online technical inspection and the recommendations


by the Inspection Team shall be discussed with and presented to the
applicant TVI/s/company/ies immediately after their meeting. If there
are deficiencies, the Inspection Team shall inform the applicant
TVI/s/company/ies to address the deficiencies and that a re-inspection,
if necessary, shall be conducted in their preferred time.

8. Both parties should concur/agree on the results of the technical


inspection and shall affix their e-signature to the Inspection Report and
to the other accomplished program registration forms (TESDA-OP-00-
01-F13 to TESDA-OP-00-01-F21) used during the technical
inspection. An e-copy of the signed Inspection Report shall be provided
to the applicant TVI/s/company/ies through email by the TESDA
Regional/ Provincial Offices.

9. A report shall be prepared by the Inspection Team to be submitted to


the concerned Provincial Director within the day or the following day.

VI.Online Processing of Program Registration Application

A. Review and Evaluation of Program Registration Application Documents


(Day 1)

1. Online Submission of Complete, Correct and Compliant Program


Registration Application Documents by Applicant TVI/s/ Company/ies
to TESDA for Review and Evaluation

a. The applicant TVI/s/company/ies shall submit to the Provincial Office


e-copies of the program registration application documents in PDF
form thru e-mail or online application submission system developed
for the purpose.

b. The PO UTPRAS Focal shall check the completeness, correctness


and compliance of the documents. If found complete, correct and
compliant, the PO UTPRAS Focal shall issue Letter of
Acknowledgment and Order of Payment which shall be sent to the
concerned applicant TVI/s/company/ies thru the official email of
TESDA.

c. The applicant TVI/s/company/ies shall pay the registration fee of


Php 2,000.00. They may consider the following options for payment
of the registration fee:

• Through online banking transaction. The PO UTPRAS Focal shall


provide the official bank account of the Provincial Office to
applicant TVI/s/company/ies. Payment of registration fees can be
validated through the PO Account Officer/Cashier.

• Through other mobile payment application system that shall be


arranged by TESDA.

2. Prepare Recommendation and Submit Complete Documents (Day 2)

a. The Provincial UTPRAS Focal shall prepare the recommendations. The


recommendations shall be based on the results of the review/evaluation
of program registration application documents and the report on the

conducted online technical inspection on the institution's facilities, tools,


equipment, and training supplies and training materials.

b. The concerned Provincial Director shall review the recommendations. If


the recommendations are approved and the requirements are found
complete, correct and compliant, the Provincial Director shall affix his
signature/e-signature. The Provincial Director shall endorse and submit
to the Regional Director for approval and issuance of CTPR.

c. Provincial Office/s under GCQ/MGCQ or with no / unstable internet


connection may transmit 1 set of the program registration application
documents, technical inspection report and recommendation/s to the
Regional Office/s not later than the following day, through courier or
hand-carried delivery.

3. Approval and Issuance of Certificate of TVET Program Registration (CTPR)


(Day 3)

a. Upon receipt of the e-copy of program registration application documents


and online technical inspection report, a review shall be made by the RO
UTPRAS Focal or Certification Section. If documents and findings are
found in order, the RO UTPRAS Focal shall endorse the application to the
Regional Director together with the prepared CTPR. If approved, the
Regional Director shall affix his signature/e-signature to the CTPR.

b. The following are the options in the issuance of the CTPR and the
approved program registration application documents provided the
registration fee was already paid by the applicant TV/s/company/ies

• e-copy of the CTPR and the approved program registration


application documents shall be sent through email to the concerned
applicant TVI/s/company/ies, from the official email of the TESDA
Regional/ Provincial Office.

• The original copy of the CTPR and the approved program registration
application documents shall be delivered/forwarded by TESDA
Regional/Provincial Office/s through courier to the
TVI/s/company/ies. The TVI/s/company/ies shall pay the courier fees.

• Provincial Offices under the GCQ/MGCQ may advise the


TVI/s/company/ies to claim the original CTPR and the approved

program registration application documents from TESDA Provincial


Office.

B. Use of e-Signature on e-Copy of Documents

The use of e-signature in all e-copy of documents shall be allowed.


However, the e-signature or pre-signed certification with adequate security and
control mechanism may be used provided the relevant laws and rule and
regulations to be issued by the DICT regarding electronic signatures shall be
observed. For e-signatures, PDF or Adobe or other secure digital signatures
shall be used.

C. Use of Online System in the Online Submission and Processing of


Program Registration Application

The Regional/Provincial Offices may use their online system in the


submission and processing of program registration application using the
prescribed standard procedures and requirements on program registration,
pending a TESDA system.

Strict compliance and wide dissemination of the Circular by all Regional and
Provincial Offices is hereby enjoined.
