Context ‘The Government of the Republic of Cameroon has obtained a loan ‘financing fom the Arab Bank for Economic Development in Africa (ADEBA) forthe partial financing ofthe Olama-Krbi road construction project (204km), including Lot 2 (Bingambo-Grandzambi: 45 km) and intends to allocate part ofthis loan to finance the consulting services. Related activities include: — The review ofthe studies (verfcations and validations) ofthe Preliminary Design Studies and the Tenders Documents works (one (01) month}; — Assistance to the Contracting Authority for the works of bids evaluation (two (02) months); — Supervision and control of the works (twenty-six (26) months including twenty-four (24) months for the contol ofthe works and two (02) months forthe General and Final Invoice as well as the file of settlement 2. Description of current road condition ‘The current road Yaounde-Krbi (N22), passing through Nyong and Sco Division (Ngomedzap Sub-divsion} and the Ocean Division (Mvengue, Lolodorf, Bipindl and Krioi Sub-divsions), about 271 km long, connects the capital of the Republic of CAMEROON to the Kribi seaport. This road isthe shortest route to lnk the two cities. ‘The road section located between the Olama bridge and Kribi (204km) constitutes the section No.2 ofthe N22. It begins atthe exit of the Olama Bridge and ends atthe entrance to the town of Krii from the beginning of the asphalt section with double lanes, ‘The width ofthe road varies from 4 to 6 m on a clear right-of way ofess than 10 m. The longitudinal drainage system (side ditches) is not well defined. Itis almost non-existent. In several sections of the route, the road turns into a runoff collector during the rainy season, The culverts and ring pipes are very old and depreciated (corrosion, deformation, obstruction, crack, break) and have a raling width varying from S to 6m. The itinerary ofthe rad between "Bingambo and Grandzam" with a length of 45km follows the sides ofthe river banks through a very dense forest environment characterized in some places by significant wateral, citys Many engineering structures and several flows crossing the road, bring out many low points to the longitudinal characteristics ofthe existing road. The longitudinal profle has a project line to ensure surface water drainage and significant flows underneath the structures. Works components The project financed by the Arab Donors (Saudi Fund for Development, Kuwait Fund for Arab Economic Development, ‘Abu DHABI Fund, FID and ABEDA), is packaged in a single lat (01) lt: Bingambo Road-Grandzambi (45 km) and relate to: — Total drainage earthwork of the platform and the construction of longitudinal and transverse sanitation; — The construction of a 7m wide paved roadway bordered by shoulders in double surface dressing, 1.5m wide in the open country and 2m vide in buittup areas — The construction of seven (07) medium bridges and one (01) viaduct over the Lokoundje river of approximately 120 meters; — Facil fr safety signaling and protection of road hertage as well as environment — Related works to reduce negative environmental impacts (construction and rehabiitation of roads in the project cies, social infrastructure classrooms and school fences, homes for young people and rural women, boreholes and water wells, community centres, health centres, slorage sheds, latrines, playgrounds, etc, and rural racks in the project area). 4, Eligibility ‘The Minister of Public Works, Project Owner, hereby invites candidates eligible for ABEDA'S financing, in particular Arab and African consuling fms (whose capital is at least 50% owned by persons of Arab or African nationality), to express their interest in providing consultancy services related tothe activities mentioned in Point 1 aove, Interested consultants must provide specific information indicating that they are fully qualified to perform the services (brochures, descriptions of similar assignments, experience under similar conditions, availabilty of the necessary knowledge among staff, et). 5. Qualification criteria ‘The relevance ofthe expressions of interest shall be examined inthe light of the following criteria: ‘a. The consultants experience and his achievements in the specific area of services, including = Proven experience in the project management of roads pavement works above 25 km, financed by intemational donors = Relevant experience in road pavement management in sub-Saharan AMtica, including major earthworks; — Relevant experience to manage the construction of concrete engineering structures over major rivers of more than 400m, Consultants reputation as professional entity, as well 2s its relevant abilty to ensure a satisfactory relationship with the Client on the basis of supporting documents issued by the project owners or their certified true copies; ‘&. Financial capacity of the Consultant (intemational longevity Constant) 4. Consultants ebilty to protect frst and foremost the interests of the Client (without taking into account the possibilty of a future assignment) and to avoid any conflict of interest with other assignments or wth the interests ofits own company, at the beginning and during the performance ofthe services; €. Consultant's staff, organization chart and key technical framework; 1. Administrative documents proving its abilty to perform the services. Administrative documents: The following administrative documents shall be provided and dated less than three (3) months at the intial tender submission deadline: — Cover letter duly signed by the candidate or the leader of the consortium ifnecessary, = Authorization to verity declarations duly signed by the candidate or the leader of the consortium if necessary, = Non-indebtedness certificate for Cameroonian Consulting Firms; — Non bankruptcy catificate delivered by the High Court of jurisdiction (original: = Original of non-exctusion certificate from public contract in the country of orgin issued by the competent authority ofthe country origin: = Tumover evidence for the last eight years. In the event ofa joint venture, the last three documents mentioned above shall be submited by each member. In this case, the legal representative ofthe consortium shall be formally appointed by @ deed attached tothe file. Such deed or ‘agreement shall clearly specily the type of association (joint venture, other intermediate forms of association). Foreign candidates shall provide the equivalence of non-bankruptey and non-indebtedness certfcate issued by the ‘authorized services in their county of origin, Note:The consultant sal be disqualifedin the case of ebsence or norway of one ofthe above mentioned documents 6.2, Technical File The technical file shall include: = Minimum key staff to be moblized by the consultant References of the consulting firm. ‘The candidate's (relevent) references shall be used to assess: — Expetience in carrying out studies or control missions inthe fel of roads and engineering structures over the last fteen (15) year, for which the amount of services (per project is atleast or equal to 500 millon CFAF incl of taxes; — Experience in camying out control missions for road construction or rehabilitation works and engineering structures as main service provider over the last fifteen (15) years, for which the amount of services (per project) is at least or equal o 30 milion CFAF incl. of taxes; Note: ()) The candidate's references shal be taken into account ony if the candidate atached excerpts of contrat (fst page or any document giving information on the consistency ofthe services), accompanied by a completion oerifcate issued by the Project (Owner or any other certified document as well s the contact details ofthe Projects Owners forthe purpose. Publication of results ‘The Minister of Public Works, through a sub-commission forthe analysis of expressions of interest to be set up, shall dram up, onthe basis ofan evaluation grid established for this purpose and at his sole discretion a shortistof a maximum of 6 candidates. Shortisted candidates should be required to submit a procosal to provide the services required after ‘non objection notification from the ABEDA and information of all other donors (Saudi Fund for Development, Kuwait Fund for Arab Economic Development, OFID, and Abu DHABI Fund for Development) 8.
