Give four of these resources and explain how the government is dealing with this
issue.

To ensure provision and maintenance of infrastructural facilities necessary for ICTs development
for example reliable supply of electricity, transport and telecommunications.

Information Communication Technology in Education

Digital culture and digital literacy: Computer technologies and other aspects of digital culture
have changed the ways people live, work, play, and learn, impacting the construction and
distribution of knowledge and power around the world. Graduates who are less familiar with
digital culture are increasingly at a disadvantage in the national and global economy. In many
countries, digital literacy is being built through the incorporation of information and
communication technology (ICT) into schools. Some common educational applications of ICT
include:

 Tablets: Tablets are small personal computers with a touch screen, allowing input
without a keyboard or mouse. Inexpensive learning software (“apps”) can be downloaded
onto tablets, making them a versatile tool for learning.
 Interactive White Boards or Smart Boards: Interactive white boards allow projected
computer images to be displayed, manipulated, dragged, clicked, or copied.
 One laptop per child: Less expensive laptops have been designed for use in school on a
basis with features like lower power consumption, a low cost operating system, and
special re-programming and mesh network functions

Information Communication Technology in HealthCare

Now day technology is changing the landscape of the world and leading us towards a
sophisticated technical world. The emerging role of ICT has created a huge impact on
Healthcare. It enhances the quality of care, increases the patient security and data protection and
reduces operating & administrative cost. This is a major reason for the increased number of
infectious diseases and death rates in villages. This can be addressed by installing proper communication
channel so that the Doctors in the villages can communicate with the nearby towns and thus the life of
many people can be saved.

The use of ICT in healthcare can be categorized into four main streams such as;

 Hospital Management System

 Health Data Management

 Health & Education

 Health Research

Information Communication Technology in Financing

The most important element in starting a business is funding. Even the most basic home
business incurs a multitude of startup costs, including registering a business name, obtaining a
business telephone line and printing business cards. Financial resources can be obtained from a
variety of sources, the easiest being from the personal accounts of the company’s founder.
Alternatively, loans and lines of credit may be granted from financial institutions, friends and
relatives, private investors and even the United States government.

b. Give the policy statement for ICT security issues and explain the efforts the tz
government has taken to address security issues

(i) Manage and maintain efficient and effective LAN and VPN to meet increasing

requirements

(ii) Improve and manage Internet services to meet ever-increasing requirements

(iii) Acquire and maintain sufficient computers and accessories to meet the needs of the

increasing staff and student population

(iv) Regularly update ICT hardware and software to keep up with the changing technology

environment

(v) Ensure availability of repair and maintenance schedules of ICT equipment


(vi) Build and maintain institutional capacity for managing icts effectively

(vii) Ensure availability of power backup and stabilizer mechanisms to increase the

availability LAN and Internet services and protect ICT equipment.

c. Prepare an ICT policy with two issues for each of those issues write down the
strategies and give the policy statement.

This pillar (Public service) in the Tanzania NICTP focuses on effective delivery of
services to the public. The specific objectives of e-government outlined in NICTP are to
increase the productivity of both the public and private sectors, empowering the public by
building an e-Government platform that facilitates their relationship and interactions with the
Government, and enhances the range and delivery of more effective public services at both
central and local levels, while also generating accurate and timely information to better shape
policies, strategic plans and tactical decisions for developing and enhancing the delivery of
affordable public services. Moreover the policy also has outlines strategies for promoting
good corporate and public governance by furthering information sharing, transparency and
accountability.

Compared to infrastructure development, content development has not received as much


attention from governments worldwide. Already we see that lack of local content has driven
Internet traffic in many countries to foreign sites. There are countries such as Singapore that
have initiatives to develop local content. Singapore and Malaysia have laws and rules
regarding objectionable Internet content Table IV. Singapore is unique in combining
government rules with industry self-regulation in managing content. While most prohibit
content that are deemed pornographic, a number also regulate political content.

Public Service and Local Many developed and developing countries focus on the use of
ICT to enhance service delivery to the public. Remarkable efforts have been shown in many
of these countries including Singapore and Malaysia. Mauritius has set out goals for the use
of ICT for delivering government services. Specifically, the government of Mauritius
stipulated strategies for comprehensive business process re-engineering in departments and
ministries, launch a special initiative to cater for delivery of e-government applications
through other electronic channels other than Internet, implementation of information systems
and shared databases, introduce policies and procedures to safeguard the privacy of citizen
data, encourage the use of smart cards and biometrics in e-government applications and will
enhance the current ID card to one based on smart card technologies.
